Ilocos Norte joins nationwide Independence Day celebration

The Provincial Government of Ilocos Norte (PGIN) commemorated the nation& #39;s 126th
Independence Day with a flag-raising ceremony and wreath-laying at Provincial Capitol in Laoag
City today.

Vice Governor Cecilia Araneta-Marcos led the celebration, joined by officials and employees of
the provincial government, component local government units, national government agencies,
non-governmental organizations, the Philippine National Police, the Bureau of Fire Protection,
the Philippine Marine Corps, the Highway Patrol Group, the Philippine Coast Guard, and the
Ilocos Norte Provincial Police Office, among others.

"It really is a day for celebration: the 126th Independence Day. That is truly a big thing to
celebrate, so I guess we ought to give a hand to our forefathers who fought so hard to give us
this independence. It really is a profound reminder as well of the resilience, courage, and
steadfast spirit of the Filipino people,” expressed Vice Governor Araneta-Marcos.

She added, “As we reflect on the significance of this day, let us also reaffirm our commitment to
safeguarding the freedom and liberties that define us as a nation.

As she concluded her speech, Vice Governor Araneta-Marcos shared that she was moved by
the Bagong Pilipinas hymn, and she urged the Ilokanos, stating, “Panahon na ng pagbabago,
panahon na para dumating ang mga pag-unlad dito sa ating probinsiya.”

On June 4, 2024, Memorandum Circular No. 52, signed by Executive Secretary Lucas
Bersamin, directed all national government agencies and instrumentalities, including
government-owned or -controlled corporations and educational institutions, to incorporate the
recital of the “Bagong Pilipinas” hymn during flag ceremonies.

Over the years, PGIN has been celebrating Independence Day with various activities such as
job fairs, the distribution of agricultural inputs, and granting of livelihood assistance programs. #

Ilocos Norte commences provincial fiesta celebration



The Provincial Government of Ilocos Norte (PGIN) officially opened Ilocos Norte's La Milagrosa Provincial Fiesta on May 4, with a religious procession attended by all Catholic parishes in the province, a light show at the Provincial Capitol, and the presentation of 2024 Miss Ilocos Norte candidates.



Governor Matthew Marcos Manotoc led the Ilokano community in launching the provincial fiesta, declaring that the light show dedicated to the Blessed Virgin, an annual tradition that Ilokanos look forward to.



"We celebrate our provincial fiesta in honor of our patron saint, La Virgen Milagrosa. I hope you enjoy the show, and I hope you enjoy this weekend and all of the festivities that we have in store for you, because, after all, this is your fiesta, this is for the entire 600 thousand Ilokanos," Gov. Marcos Manotoc stated.



Earlier, a thanksgiving mass was conducted at St. William Cathedral, followed by a grand procession through downtown Laoag, spotlighting the cultural richness and devout reverence for La Virgen Milagrosa, enshrined at Minor Basilica of St. Jhon the Baptist, and all patron saints across the province.



Gov. Marcos Manotoc added, "During the provincial fiesta, we remember that the very foundation of a cohesive provincial fiesta is our patron saint, La Virgen Milagrosa. We will take this opportunity to reflect, count our blessings, and express gratitude to our loved ones, as well as to look forward with renewed hope, compassion, and generosity."



The light show plays from 7 p.m. to 11 p.m. with 30-minute intervals and will run from May 4 to June 2, 2024.



Meanwhile, Mr. Xavier R. Ruiz, Ilocos Norte Tourism Officer-in-Charge, emphasized that this year's festivities mark a significant return of the Provincial Fiesta.



“The launch of the La Milagrosa light show is a comeback or return. If you remember, the last time we had this was in 2019 before the pandemic, so this year, we’re returning this attraction for the month-long festivities of the province.”



He added that the choice to hold the light show at the Capitol wasn't solely influenced by its central location in the provincial capital of Laoag City. Rather, the reason for its selection was its significance as a provincial heritage structure.



Meanwhile, the presentation of Miss Ilocos Norte candidates representing 21 towns and two (2) cities in the province, which coincided with the light show, showcased their evening gowns, highlighting Ilokano traditions, customs, and artistic expressions in a captivating way that honors Ilocos Norte's heritage while celebrating beauty and elegance.



“They will not only highlight traditional aspects of beauty and talent but also place a strong emphasis on cultural representation. With this, they will introduce their candidates for the first time, in line with the light show,” Mr. Ruiz said.



Highlights of the provincial fiesta is the coronation of the new Miss Ilocos Norte on May 18 and the fluvial parade re-enacting the story of La Virgen Milagrosa on May 25. - Trisha Mae Cabual, PGIN-CMO INTERN.

Ayala Foundation conducts “Maging Handa” disaster training in Ilocos Norte



Ayala Foundation’s Disasters Education Program in partnership with the Provincial Government of Ilocos Norte conducted the “Maging Handa: Upskilling Disaster Responders” training to equip disaster responders with necessary skills on April 29, at the Ilocos Norte Centennial Arena.



The two-day training was attended by different disaster responding agencies namely the Bureau of Fire Protection, the City/Municipal Disaster Risk Reduction and Management Councils, and the Philippine National Police, which play vital roles in times of disasters.



Vice Governor Cecilia Araneta Marcos expressed her appreciation to the Ayala Foundation for their program that improves the skills of disaster responders and highlighted the importance of the training in order to be prepared during disasters.



“Always have the mindset of ‘always being prepared’ so that when disaster happens, you already know what to do and you are here to also be able to share everything that you have learned to your community so that there is a ripple effect to all because we do not want disasters to happen but we always want to be prepared”, the Vice Governor said.



Moreover, Ms. Cel Rosales Amores, the foundation’s Senior Director for Corporate Communications, emphasized the impact of disasters on the mental well-being of Ilokanos, stating “Our training aims to address mental health precautions essential for navigating such challenges during disasters, equipping participants with the necessary tools to support their communities effectively.”



Meanwhile, Mrs. Divina J. Sevilla, Psychological First Aider of the Provincial Government expressed her gratitude toward the Ayala Foundation for spearheading the training initiative.



"This training will significantly enhance our ability to assist our fellow kakalian during times of disaster, as they look to us for guidance given our expertise in this area. Through this training, we have acquired invaluable insights on how to appropriately manage our communities' needs," Mrs. Sevilla remarked.



In line with the shared goal of PGIN to increase the knowledge of disaster responders, the training also aligns with several Sustainable Development Goals (SDGs). These include SDG 3 (Good Health and Well-Being), SDG 4 (Quality Education), SDG 13 (Climate Action), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 17 (Partnership for the Goals).—Trisha Mae Cabual and Janna Butay, PGIN-CMO Interns.
