[A] At only 29 years old, Evelio Javier became the provincial governor of Antique in 1971, one of the youngest governors to be ever elected in Philippine history. He served the province for eight years, actively opposing martial law and maintaining his political independence, before stepping down to take up a Masters degree abroad.
When he returned to the country in 1983, he ran for a seat in Batasan as representative of Antique but lost to Marcos-aligned warlord, Arturo Pacificador, in what was widely seen as a sham election. Undeterred and despite threats to his life, he actively campaigned for Corazon Aquino and Salvador Laurel in the weeks leading up to the 1986 snap elections.
A week after the elections, Javier and his colleagues were shot dead by hooded men near the provincial capitol of Antique. He was wounded during the the first volley and tried to escape, hiding behind an outhouse door, but the assailants caught up with him and finished him with another shot. Evelio died on February 11, 1986, just 14 days before Marcos fled Malacañang. He was 44.
