Governor Jim Salliman-Hataman proudly welcomed German Ambassador Andreas Michael Pfaffernoschke and French Ambassador Marie Fontanel to Basilan Province as both foreign diplomats paid him a visit at the Provincial Capitol on Tuesday morning.

During their exchange of pleasantries, Gov. Salliman shared his administration’s plans and programs for sustainable and the inclusive development Basilan, especially on the aspects of peace and security.

In turn, the ambassadors lauded the concerted efforts of the provincial government and the 101st Infantry Brigade, Basilan LGU, OPAPRU, M**F, MNLF and NGOs in reducing community-initiated violence, and for transforming Basilan into a beacon of peace and development.

The ambassadors also pledged to help support various peace initiatives in Basilan and reassess the criteria for travel advisories of their citizens in light of the improved security situation in Basilan.

An exhibit of surrendered loose fi****ms was also held during the visit.

Brigadier General Alvin Luzon and Governor Hataman presented 215 fi****ms gained from the Small Arms and Light Weapons (SALW) Program in Basilan Province.

The 215 fi****ms were the last batch of surrendered loose fi****ms after the decommissioning and destruction of 550 fi****ms in March 2024.

Governor Jim Salliman-Hataman, Mayor Oric Furigay, Vice Mayor Hegem Furigay and Conrad Isahac, Western Mindanao Operations Division manager of the National Power Corporation, spearheaded today the ceremonial switch-on of 2MW Rose Power Plant in Sitio Baroy, Barangay Sengal, Lamitan City.

In his message, Mayor Furigay said with the operational of Rose Power Plant the entire city of Lamitan will no longer experience the perennial blackouts or power outages in the coming days.

This, after the local government of Lamitan and Napocor had signed an agreement for the exclusive use of the 2-megawatt modular diesel generator set by the city of Lamitan in the amount of P24 million.

Mayor Furigay was hopeful that this development would finally put an end to the pestering blackouts, and it augurs well for the rest of Baselco’s power consumers as the power allocation for Lamitan can now be distributed to other municipalities.

For his part, Governor Salliman said the Rose Power Plant offers a big boost to the development of Lamitan considering that the city is a strategic location for various BARMM engagements that need electricity.

Foremost of these engagements, Salliman said, is the expected construction of an airport, which is now under a feasibility study, the 10-hectare sports complex, and the declaration of Lamitan port as an international seaport in the Bangsamoro Region.

Additionally, Salliman was optimistic about the rehabilitation of power lines across Basilan with its proposed upgrading into three-phase after he had successfully sourced out funds from the Department of Budget and Management (DBM) in the amount of P520 million.

Meanwhile, Vice Mayor Hegem Furigay said the symbolic activation of the power plant is a celebration of the promise of a brighter, more prosperous future for Lamitan City.

“With the commissioning of this 2-MW capacity, we are not only addressing the growing energy needs of our communities, but also making the critical investment in our city's infrastructure, economic development, and well-being of every Lamiteño,” Hegem said,

He added that the project stands as a testament to the collaboration between government, private partners and the people of Lamitan city.

“As we switch on this facility, we are also switching on new opportunities-opportunities for more efficient public services,” he stressed.

Present during the switch-on ceremony were city councilors, barangay officials, Napocor and Baselco executives.

𝐄𝐗𝐈𝐓 𝐂𝐀𝐋𝐋 | Western Mindanao Command chief Lt. Gen. William Gonzales today paid his exit call on Basilan Governor Jim Salliman-Hataman as he is due for retirement from military service this month.

General Gonzales served as commander of WestMinCom for more than a year. Change of command ceremony has been scheduled for Nov. 20 at WestMinCom Headquarters in Upper Calarian, Zamboanga City.

Gov. Salliman personally thanked Gen. Gonzales for his support to the security of Basilan under his administration, especially his continued efforts at sustaining peace and order in the province.

Gen. Gonzales, on the other hand, has commended the governor for his initiatives to develop Basilan, primary of which is the campaign against loose fi****ms under the Small Arms and Light Weapon (SALW) program.

Basilan has been recognized throughout the country as model in the implementation of SALW Program.

Joining Gen. Gonzales were 101st Brigade commander BGen. Alvin Luzon, Deputy Brigade commander Eric Sales and battalion commanders from all over the province.

Ulame, Lamitan-More than 1,000 mostly indigent residents of four neighboring barangays benefitted from various health and social services rolled out under ROSE CARAVAN of Lamitan City government under the leadership of Mayor Oric Furigay on Saturday at Villa Asuncion National High School in Barangay Ulame.

Among the services offered were medical consultations, blood Sugar Testing, Urinalysis, Vital Sign Checks, Circumcision, and dental health services.

The City Health Office conducted educational lectures in Usapang Buntis, Filariasis awareness, nutrition and Family Planning, while the Project TAbang under the Chief Minister Office offered free medicines.

At the same time, the local government turned over three motorized bancas to three fishermen from barangays Tumakid, Maloong Canal and Ulame.

Vegetable seeds were also given by the City Agriculture Office.

Supplemental feeding was offered by the City Social Welfare and Development Office and live birth registration by Civil Registry Office.

The beneficiaries likewise received eyeglasses, hygiene and emergency kits, blankets, towels, transistor radios, haircut, pedicure, manicure and ice cream for children.

In his message, Furigay urged the villagers to stay united, and the services rendered by the LGU is a way of thanking them for their continued support to his administration.

The ROSE Caravan is a flagship project that started during the incumbency of her wife, the late mayor Rose Furigay, for which the city has received various commendation

Furigay also took pride in announcing that Lamitan City is once again a recipient of the DILG’s Seal of Good Local Governance (SGLG) Award this year.

It will be the 7th SGLG for Lamitan City.

The City of Lamitan in Basilan has once again received the most coveted Seal of Good Local Governance (SGLG) award from the Department of Interior and Local Government (DILG).

This is the 7th SGLG award for Lamitan City in seven years. The awarding ceremony will be held later this month in Metro Manila.

Mayor Oric Furigay was elated over this latest prestigious award from DILG as it cognizes the outstanding programs, projects and activities of his administration.

The SGLG Award is anchored on a performance management system that focuses on: 1) LGUs’ capacity to deliver basic services, 2) Governance principles on transparency, accountability; and 3) Performance- accomplishment of plans, fund utilization and frontline service delivery.

Crucial to the award is a strong leadership of the local chief executives.

Also recipients of this year’s SGLG Award are the municipalities of Sumisip,Maluso and Isabela City.

Governor Jim Salliman-Hataman and Brigadier General Alvin Luzon, commander of the 101st Infantry "Three Red Arrows" Brigade, hailed the two-day collaborative summit focusing on former violent extremists (FVE), saying that the event had reaffirmed the shared commitment to support FVE reintegration.

Both officials emphasized that the reintegration of FVEs into the mainstream society will address the root causes of conflict and build a peaceful future for all Basileños.

Spearheaded by Basilan’s Enhanced Comprehensive Local Integration Program (E-CLIP) Committee, the key events were held on November 12–13, 2024, at the Kasinnahan Hotel and Restaurant.

Top on the agenda was sustaining engagement with the FVEs to keep the peace and foster stability in Basilan province.

Luzon led the meeting on November 12 at the said venue, and he was joined by E-CLIP committee members, civil society organizations, and representatives from the Task Force Balik-Loob (TFBL) of the DND. The meeting reviewed E-CLIP’s progress, identified challenges, and emphasized collaboration with local partners.

On November 13, the FVEs Summit was attended by 150 former members of the Abu Sayyaf Group (ASG) who had already returned to the folds of the law.

The summit was graced by the presence of Gov. Salliman and Col. Frederick M Sales, deputy commander of the 101Bde.

Key presentations included planned establishment of a cooperative for FVEs, capital assistance programs from Land Bank, PSA support for national identification, and immediate aid from the Department of Social Welfare and Development (DSWD).

The 10 out of 12 mayors of Basilan province have signed a position paper expressing their firm and unified stance in favor of resetting the BARMM parliamentary elections.

They are City Mayor Roderick H. Furigay of Lamita City, Municipal Mayors Nasser A. Abubakar of Lantawan, Moner S. Manisan of Tabuan Lasa, Jomar M. Maturan of Ungkaya Pukan, Jaydeefar J. Lajid of Albarka, Alih A. Sali of Akbar, Arsina Kahing-Nanoh of Muhtamad, Jul-Adnan P. Hataman of Sumisip, Arcam P. Istarul of Tipo-Tipo, and Talib G. Pawaki of Hj. Muhammad Ajul

The mayor’s position paper came after five BARMM governors, including Gov. Jim Salliman of Basilan, strongly supported Senate Bill No. 2862 and House Bill No. 11034, calling for a one-year reset of parliament elections that would enable the regional government to prepare thoroughly for BARMM’s first-ever elections.

Basilan’s local chief executives believe that resetting the parliamentary elections by one year is both wiser and more economical.

“Holding these elections separately from the 2025 local and senatorial elections provides an opportunity to consolidate the stability achieved through the BARMM peace process,” the mayors said in their position paper. “This will also support successful decommissioning programs, reducing election-period risks from loose fi****ms. Basilan, with its history of conflicts fueled by firearm prevalence, stands to benefit significantly from these efforts.”

They asserted that since this is BARMM’s first parliamentary election, the regional government must conduct comprehensive preparations to ensure the success of this historic event.

“A one-year resetting would allow the Commission on Elections (COMELEC) to complete necessary post-redistricting preparations once the districting law is amended. It would also address structural requirements and focus on educating the electorate about importance of their participation. To achieve real progress, the election must be peaceful, orderly, and a meaningful exercise of autonomy,” they said.

Furthermore, the mayors of Basilan stressed key factors supporting this reset include the need to amend Bangsamoro Autonomy Act No. 58, which governs districting of municipalities, cities, provinces and other geographical areas under the autonomous region, following the Supreme Court ruling removing Sulu from BARMM. Also, it would give additional time to fully implement critical government structures, ensure comprehensive voter education across the region, and strengthen security measures to guarantee a fair, credible, peaceful and meaningful elections.

“We owe it to our people to make their voices heard, especially in the redistricting process, as the Bangsamoro Autonomy Act lacks provisions on how to allocate seats to complete the 80-member parliament. This issue underscores the need to amend the districting law to ensure fair representation,” the mayor said.

Meanwhile, if the call to reset the BARMM parliament elections will be resolved affirmatively, the president, as the chief executive of the country will have the authority to appoint the new interim members of the BTA, who will only serve during the one-year transition period as provided under Section 2 of the aforesaid Senate Bill.

“As local chief executives of our respective local government units, we are committed to what is best for our people. We believe that things of quality have no fear of time. Delay is not denial; it is the refining process that prepares the Bangsamoro people for something greater.”

In solidarity with three other BARMM governors, Basilan Governor Jim Salliman has issued a statement strongly supporting Senate Bill No. 2862 and House Bill No. 11024 that called for a one-year reset of the first parliamentary election in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

“This step is essential to uphold a fair, transparent, and truly democratic electoral process that reflects the will and aspirations of the people of BARMM,” Salliman said in the statement.

Specifically, Salliman stressed that the recommendation to reset the 2025 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections is based on the following conditions:

To provide the time to amend the Bangsamoro Autonomy Act (BAA) No. 58, which governs the creation of parliamentary districts, in light of the recent Supreme Court ruling excluding the province of Sulu from the BARMM.

To ensure equitable representation for all inhabitants of BARMM, particularly addressing the request of the Province of Basilan for an additional seat, including one district representative for the City of Lamitan in the Bangsamoro parliament; and

To uphold the achievements of the peace process, as well as the gains of peace within BARMM.

Furthermore, Gov. Salliman underscored that the resetting of the BARMM parliamentary election allows more time to strengthen governance and build unity within the community, rather than create division.

“This resetting will promote stability in the Bangsamoro Region and embody the true essence of autonomy, advancing peace and development without the disruption a premature or divisive election cycle might bring,” he explained, adding that the BARMM parliamentary election is more than a political event; it represents peace, unity, and autonomy of Bangsamoro.

This resetting is not a setback but a strategic choice to strengthen the democratic foundation of BARMM, ensuring governance that is truly proportional, effective, and sustainable, the governor of Basilan emphasized.

This, he said, is a crucial moment for the Bangsamoro people, and Basilan stands united in supporting a purposeful delay that ultimately serves the best interests of all, ensuring that no one is left behind in the quest for peace, justice, and genuine autonomy.

“With patience, we can ensure that the peace and stability achieved through the years of negotiation are sustained for future generations,” he concluded.

Abrar Hataman, a dedicated community leader and a passionate advocate for the progress and empowerment of District 3 of Basilan Province, filed on Monday his certificate of candidacy for Member of Parliament in Bangsamoro Autonomous Region in Muslim Mindanao.

Born and bred in Basilan, Abrar, as he is fondly called, brings fresh perspectives and a heart deeply committed to the welfare of his fellow Basileños.

His journey from a local youth advocate to a candidate for the Bangsamoro Parliament embodies his lifelong dedication to bridging the gaps in education, healthcare, and livelihood opportunities for his people.

With a vision grounded in inclusivity and grassroots empowerment, Abrar stands firm on the belief that genuine leadership means amplifying the voices of those often unheard—families seeking stability, youth aspiring for better education, and communities striving for sustainable livelihoods.

He seeks to champion legislative reforms that address these critical issues and to ensure that District 3 has a representative in the Bangsamoro Parliament, who understands its unique challenges and needs.

Furthermore, Abrar envisions a Basilan that thrives in unity, resilience, and progress—a province where every citizen has equal access to opportunities and where the future is defined by hope, peace, and shared success.

His campaign will be anchored on the core belief: "Basta Basileño, Panalo!"

Together with the people, Abrar is determined to make this vision a reality for District 3 and for the entire Basilan.

In his private capacity, Abrar has been doing business in food and beverages, employing indigenous youth from the region.

A Yakan native from Sumisip, Abrar hopes to represent Basilan in the Bangsamoro Regional Government.

𝐋𝐎𝐎𝐊 | Governor Jim Salliman-Hataman, provincial chair of Partido Federal ng Pilipinas in Basilan, together with the party’s Regional Chair Al-Rasheed Sakkalahul spearheaded today the proclamation of PFP candidates in the Municipality of Albarka led by incumbent Mayor Jaydeefar Juk Lajid and his council aspirants.

Albarka is the latest municipality to declare full support for the entire PFO-Basilan slate from gubernatorial aspirant BM Atty. Jay Hataman Salliman , congressman bet Vice Gov. Yusop T. Alano and Gov. Jim Salliman for vice governor. At least 10 barangays out of 16 have declared full support for the party.

Mayor Ladjid vowed that his administration will work hard to bring genuine peace and development to his town, which has maintained zero crime rate over a period of time.
