This group includes Undersecretary Michael Poa, who also serves as DepEd Chief of Staff; Undersecretary Nolasco Mempin, in charge of Administration; Assistant Secretary Sunshine Fajarda from the Office of the Secretary; Assistant Secretary Reynold Munsayac, responsible for Procurement; and Assistant Secretary Noel Baluyan, who handles Administration.

It was happened last June 28, 2024, at 2:00 P.M., the Second Quarter Nationwide Simultaneous Earthquake Drill (NSED) will highlight the activation of the Harmonized National Contingency Plan (HNCP) for the Magnitude 7.2 Earthquake due to the movement of West Valley Fault (WVF).

Based on the HNCP, the first wave of assisting Regional Disaster Risk Reduction and Management Councils (RDRRMCs) for Metro Manila are RDRRMC 1 for North Sector (North 1 and 2); RDRRMC 2 for East Sector; RDRRMC CAR for West Sector; and RDRRMC V for South Sector (South 1 and 2).

The assisting RDRRMCs are set to arrive in Metro Manila and will establish alternate emergency operations centers in the designated areas. Each assisting RDRRMC has a search, rescue, and retrieval (SRR) team; an incident management team (IMT); and an emergency operations center (EOC) team composed of various government agencies from the region.

Meanwhile, the ceremonial venue for this quarter’s NSED will be at the RED Training Center, Pasig City where the full-scale exercise will be conducted. SRR teams from the uniformed services and the assisting RDRRMCs will be at the ceremonial venue, simulating a collapsed structure with victims.

The IMTs and EOC teams will be in the designated locations wherein communication and coordination exercises among them will be conducted.

The Alternate Government Command and Control Center (GCCC) at Fort Magsaysay will also be activated and serve as the National DRRM Operations Center, presuming that the NDRRMOC in Camp Aguinaldo becomes non-operational in the event of the “Big One.”

As the usual practice, the “Duck, cover, and hold” procedure will be performed by Pasig Local Government Unit personnel present and other exercise players.

Other stakeholders and the general public are enjoined to participate in the NSED, spearheaded by the DRRMCs at all levels.

The HNCP is intended for the Magnitude 7.2 earthquake scenario resulting from the movement of the West Valley Fault (WVF). The scenario may yield a PHIVOLCS Earthquake Intensity Scale (PEIS) of VIII, affecting Metro Manila and nearby provinces of Central Luzon and CALABARZON.

The West Valley Fault moved four (4) times in the 1,400 years with an interval of 400 to 600 years. The last major earthquake generated by this fault was in 1658. As of 2024, this was 366 years ago.

It traverses Metro Manila areas, including Quezon City, Marikina, Pasig, Taguig, and Muntinlupa as well as nearby provinces of Bulacan, Cavite, Rizal, and Laguna. #
