JUST IN: The Iloilo provincial government has reported that one of the two original markers of the Arroyo Fountain, located in front of the Casa Real de Iloilo (Old Iloilo Provincial Capitol), are missing and may have been stolen.

“If anyone is approached with an offer to purchase the missing marker, they are strongly urged to refuse and report the matter immediately to the police,” it said on Tuesday.

The Arroyo Fountain has been declared an Important Cultural Property by the National Museum of the Philippines in December 2022, and the markers are integral components of the heritage structure.

READ: The Iloilo City Treasurer's Office has issued a public notice urging all property owners to settle their delinquent real property taxes for 2024 and prior years to avoid legal action or asset forfeiture.

The notice, issued on December 23, 2024, referenced Section 254 of Republic Act 7160, also known as the Local Government Code of 1991. The law mandates that delinquent property owners must settle their obligations or face the potential seizure of assets, legal suits, or auction of the delinquent property.

The statement warned property owners that delinquent accounts would incur a 2% monthly penalty on the unpaid amount. This penalty may continue to accrue for up to 36 months or until the delinquent tax is fully paid.

The city government outlined possible remedies to recover unpaid taxes, which include:
- Seizure of personal property and sale through public auction.
- Filing of civil suits.
- Levying and selling the entire delinquent property through public auction.

"Unless the delinquent taxes and penalties are paid, the entire delinquent property may be sold at public auction to satisfy taxes, penalties, and costs," the notice emphasized.

Property owners are reminded that they retain the right to redeem their property within one year from the date of sale.

The Social Security System (SSS) announced that it is implementing a 1% contribution rate hike starting January 2025 to bring the contribution rate to 15% from the previous 14%, pursuant to the provisions of Republic Act (RA) No. 11199 or the Social Security Act of 2018.

This is accompanied also by increases in the minimum Monthly Salary Credit (MSC) to P5,000.00 from the previous P4,000.00 and in the maximum MSC to P35,000.00 from the previous P30,000.00. With these, SSS put into effect the last tranche of contribution rate and MSC increases which started in 2019.

“The scheduled contribution rate and MSC increases are among the most important reforms under RA 11199 that aim to ensure the long-term viability of the SSS. With this last tranche of contribution rate and MSC increases, the SSS fund is projected to last until 2053 – doubling the fund life to 28 years (vs 2032 or 14 years when an actuarial valuation study was performed in 2018). This will allow us to fulfill our social security obligations to current and future members during times of contingencies,” SSS President and Chief Executive Officer Robert Joseph M. De Claro explained.

He said that the contribution rate and MSC increases will result in additional collection of about P51.5-B in 2025, 35% of which or P18.3-B goes directly to the Mandatory Provident Fund (MPF) accounts of SSS members.

“Such additional collection amount also enables SSS to support national government in times of difficulty, particularly as regards granting calamity loans,” De Claro explained. In 2024, SSS released P9.7-B in calamity loans to more than 500,000 calamity-stricken members.

Plans for 2025

“Our top priority in 2025 is service excellence to SSS members. We aim to enhance our programs and systems to provide superior customer service to our members,” De Claro said. SSS shall continue to work on universal inclusion to social security through its KaSSSangga Collect and E-Wheels Programs for coverage of self-employed workers all over the Philippines.

With the market outlook being positive in 2025, SSS also looks to improve investment income performance from various asset classes. “The favorable outlook should enable SSS to actively participate in the capital markets and contribute to jobs generation as companies build and expand their businesses,” he said.

“Ultimately, our goal is to make SSS relevant in the life of every Filipino at every point in their lives by providing quality social protection and espousing the value of saving for the future,” De Claro emphasized.

The Philippine fishing industry stands at a critical crossroads, burdened by an aging workforce, systemic challenges, and legal setbacks that threaten its viability.

A recent report by the Philippine Statistics Authority (PSA) underscores a significant demographic shift in the industry. Between 2012 and 2022, the number of fishing operators aged 50 and above surged by 36.4%, while those under 50 declined by 3.6%.

The aging workforce is a symptom of a deeper crisis. Younger Filipinos are turning away from fishing, discouraged by low incomes, environmental instability, and more lucrative urban opportunities.
