Huli itong namataan sa layong 145 km kanluran ng Sinait, Ilocos taglay ang lakas ng hanging aabot sa 130 km/h malapit sa gitna at pagbugsong hanggang sa 160 km/h.

Nakataas pa rin ang Signal no. 3 sa:

La Union, Pangasinan, Benguet, Zambales, Cagayan, and Isabela
Moderate to Heavy (50-100 mm):
Aurora, Quirino, Apayao, Nueva Ecija, Ifugao, Kalinga, Mountain Province, Abra, Ilocos Sur, Pampanga, Ilocos Norte, Tarlac, and Nueva Vizcaya

Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas maybe worsened by significant antecedent rainfall.

The public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. PAGASA Regional Services Divisions may issue Heavy Rainfall Warnings, Rainfall/Thunderstorms Advisories, and other severe weather information specific to their areas of responsibility as appropriate.

A MODERATE TO HIGH risk of storm surge may occur within the next 48 hours. There is a possibility of inundation due to rising sea water along with high waves in the low-lying coastal communities in some municipalities in the provinces of:

Residents living in the low-lying coastal communities are still advised to:
> Stay away from the coast or beach
> Cancel all marine activities
> Move to higher grounds away from the coast and storm surge-prone areas

“PEPITO” CONTINUES TO WEAKEN AS IT ACCELERATES NORTHWESTWARD OVER THE WEST PHILIPPINE SEA.

• Location of Center (1:00 AM)
The center of Typhoon PEPITO was estimated based on all available data at 105 km West Southwest of Sinait, Ilocos Sur (17.4°N, 119.6°E).

• Intensity
Maximum sustained winds of 150 km/h near the center, gustiness of up to 185 km/h, and central pressure of 955 hPa

• Present Movement
Northwestward at 30 km/h

• Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to 250 km from the center

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No. 3.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Coastal Inundation
There is a moderate to high risk of storm surge that may occur in the next 48 hours in the low-lying or exposed coastal localities of Ilocos Region, Isabela, and Central Luzon. Refer to Storm Surge Warning No. 13 issued at 2:00 AM today for the details.

HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is hoisted over the eastern seaboard of Luzon and the western seaboards of Northern and Central Luzon. Refer to Gale Warning No. 15 issued at 5:00 PM yesterday for the details.

24-Hour Sea Condition Outlook
Note: These are forecast sea condition over the coastal waters and not related to storm surge heights or inundation.

Up to very rough over the following coastal waters:
• Up to 5.0 m: The seaboards of Batanes
• Up to 4.5 m: The seaboards of Ilocos Sur and Isabela; the eastern seaboard of Mainland Cagayan; the western seaboard of Ilocos Norte
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 4.0 m: The seaboards of Babuyan Islands, La Union, Pangasinan, and northern Aurora; the remaining seaboard of mainland Cagayan
• Up to 3.5 m: The remaining seaboard of Aurora
• Up to 3.0 m: The seaboard of northern Quezon; the northern and eastern seaboard of Polillo Islands
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining eastern seaboard of Quezon, the seaboard of Camarines Norte, Camarines Sur, and northern Zambales; the northern seaboard of Catanduanes
• Up to 2.0 m: The remaining eastern seaboard of Bicol Region, the northern and eastern seaboards of Northern Samar and Eastern Samar, the remaining seaboards of Zambales; the seaboards of Bataan and Lubang Islands.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• Over the West Philippine Sea, PEPITO will continue moving generally west northwestward today until it exits the PAR region this morning or noon. Outside the PAR region, the tropical cyclone will turn more westward or west southwestward on Tuesday (19 November) under the influence of an incoming northeasterly wind surge.
• Further weakening will also occur as PEPITO moves over the West Philippine Sea due to the same surge creating unfavorable environment.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
