Important Information on Publishing with Binas Publishing: Certificates and Evaluations Required

Hello to all authors and aspiring authors who are wondering why we don’t publish books without certificates or faculty evaluations. We don’t want to waste your time and effort just because you didn’t follow your school’s guidelines. Always remember that Binas Publishing only handles publishing and does not issue peer reviews or evaluations. These need to come from your school’s faculty.

Here’s what you need to do before publishing:

1. Visit your Center for Instructional Material Development Office for the latest guidelines. This advice is based on the most recent JC3 faculty position reclassification guidelines.
2. If you're dealing with DepEd, consult your faculty for the appropriate guidelines.

Things to consider when publishing a book:

1. Choose a reputable publishing house (registered with the National Book Development Board).
2. Make sure the book’s content matches the school’s syllabus.
3. The book should be evaluated by the school where it will be used and reviewed by faculty.

Secure copyright before getting an ISBN. This protects your work from unauthorized use and provides legal proof of ownership.

Legal deposit is a statutory obligation that requires publishers, distributors, and, in some countries, printers to provide copies of their publications to the national collection at no cost. This ensures the preservation of the nation’s published heritage. In many countries, the scope of legal deposit has been extended to include electronic resources and other forms of non-print media. Legal Deposit in the Philippines

In the Philippines, legal deposit is governed by Presidential Decree 812, issued in 1975. This decree outlines comprehensive guidelines for the systematic collection of published printed materials within the country. Its primary objective is to ensure the preservation and accessibility of these materials for future generations, safeguarding against unforeseen events and calamities that might otherwise threaten their existence.

What is Subject to Legal Deposit?

Any published or printed publication is subject to legal deposit. This includes:

All printed literary works
Musical arrangements
Catalogues
Periodicals
Government publications
Prints
Photographs
Drawings and other graphic arts
Maps, plans, charts, and tables
All supplements to the above
These materials are subject to legal deposit whether they are in their original form, adaptations, or reproductions, and whether they are made available for sale or free distribution to the general public. However, legal deposit does not include:

Legal documents
Printed forms
Trade circulars
Timetables
Other commercial documents
The term “printed,” as applied to books, refers to materials produced by printing, lithography, photography, duplication, or any similar process.

Penalties for Non-Compliance

Failure to fulfill the deposit requirements can result in legal penalties. If a publisher does not comply, they can be convicted and fined between Fifty Pesos (P50.00) and Five Hundred Pesos (P500.00). Additionally, the publisher must deliver the required materials. If the original copy is no longer available, a reproduction or the equivalent value of the work will be added to the fine.

Clarification on Publishing and Promotion: Why Binas Publishing Does Not Issue Peer Reviews for Aspiring Authors

This is in response to the query from aspiring authors who are looking to get their books published and promoted through peer reviews. Binas Publishing does not issue peer reviews because:

• According to our previous experiences of reclassification in higher education institutions, the guidelines stipulate that the book/articles will be reviewed by school faculty.

• The book must be developed on a curriculum of a particular school where it will be taught.

• Schools’ faculties need to examine and assess it strictly so that it meets teaching requirements of schools.

• The book has got to appear among recently updated library holdings in schools library list.

• In this case, a copy of this book should have approval for use given by SUC’s committee, academic council or its equivalent.

As a friendly reminder, make sure to consult with your school regarding these requirements to avoid wasting your time, money, and effort.
