𝗟𝗶𝗳𝗲𝗷𝗮𝗰𝗸𝗲𝘁 𝗯𝗮𝘁𝘁𝗲𝗿𝘆 𝗰𝗮𝘂𝗴𝗵𝘁 𝗳𝗶𝗿𝗲🔥

During an inspection on a vessel cold lay-up, the lifejackets stored underneath a sitting bench in the wheelhouse were found burned and melted.

A Lithium battery had exploded in one of the self-igniting lights.

As the bench was in a properly closed position, without any gaps, the fire could not spread due to a lack of oxygen.

Therefore the fire was not detected and did not activate a fire alarm, as the smoke was contained inside the storage compartment.

Investigation showed that the battery of the “Lalizas 71209” life jacket light had 𝗲𝘅𝗽𝗶𝗿𝗲𝗱 𝗳𝗶𝘃𝗲 𝗺𝗼𝗻𝘁𝗵𝘀 𝗲𝗮𝗿𝗹𝗶𝗲𝗿.

A possible cause could be that this battery was exposed to moisture before the lay-up period, and water ingress affected the battery content after the lifejacket was put back in storage.

𝗟𝗲𝘀𝘀𝗼𝗻𝘀 𝗮𝗻𝗱 𝗮𝗰𝘁𝗶𝗼𝗻𝘀

• Store such equipment in a secure, dry and cool place away from flammable materials;

• Keep batteries of any kind 𝗮𝘄𝗮𝘆 𝗳𝗿𝗼𝗺 𝗺𝗲𝘁𝗮𝗹 𝗼𝗯𝗷𝗲𝗰𝘁𝘀 to avoid short circuit between the terminals;

• For Lithium batteries in your work place:
̶ Assess where Lithium batteries are present and check, if possible, the condition of the battery and cover;
̶ Verify the expiration date of the battery;

̶ Regularly inspect batteries of lifejacket lights and other devices like radios as per planned maintenance schedule;

̶ If batteries are expired or damaged, remove them and dispose of them properly

𝗛𝗲𝗿𝗲 𝗶𝘀 𝗮 𝘀𝗶𝗺𝗽𝗹𝗲 𝗴𝘂𝗶𝗱𝗲 𝘁𝗵𝗮𝘁 𝘄𝗶𝗹𝗹 𝗵𝗲𝗹𝗽 𝘆𝗼𝘂.

You need to gather all the liferafts and have them ready to be landed at the port for shore service.

I know this is the most challenging part of the job since sometimes you need other crew and lots of muscles to move the liferaft.

Before we continue,

remember that liferafts are serviced once every 12 months by authorized servicing personnel or a company (which may be extended to 17 months).

Moving forward.

After landing the liferafts, newly serviced liferafts are provided right away, and certificates for each liferaft are issued.

Make sure to file these certificates in their corresponding certificate folder.

🔥Here's an interesting part.

There are specific liferafts that can be accepted for extended service intervals not exceeding 30 months in accordance with SOLAS III/20.8.3 and MSC.1/Circ.1328.

In simple terms, if you have these kinds of liferafts, you don't need to land your liferaft for shore service; instead, you have to perform a simpler task called an Onboard Annual Inspection.

To do this, a special tool is provided.

𝗜𝘁'𝘀 𝗮𝗰𝘁𝘂𝗮𝗹𝗹𝘆 𝗾𝘂𝗶𝘁𝗲 𝗲𝗮𝘀𝘆.

You just have to plug the tool into the liferaft, wait for a few seconds, and you are done.

As long as the equipment is green or says pass, your liferafts are still in good condition.

Just don't forget to record or fill out the necessary paperwork.

There you have it. That's generally what you have to do with your liferaft's annual service or inspection.

𝗢𝗻𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗵𝗲𝗮𝗱𝗮𝗰𝗵𝗲𝘀, or should we say responsibilities, of a Third Officer is updating the SOLAS Training Manual. However, this is often neglected.

Like seriously, who reads this manual onboard anyway? Why should 3rd mate spend time on it?

All kidding aside, there could be a PSC deficiency due to an outdated and inaccurate manual.

Do this to overcome this problem.

1. If new crew are onboard, let them read and sign the manual (usually within 2 weeks).

2. Check and update the instructions and procedures of the equipment that are actually being used onboard.

For instance, if the EPIRB is replaced with another brand, you need to replace the instructions or procedures on how to use that particular EPIRB in the SOLAS Training Manual.

The bottom line is that whatever equipment is actually used onboard must be reflected on the SOLAS Training Manual.

Always prepare this checklist, even if you have a tentative berthing schedule. You will never know when unexpected delays or changes in plans may occur.

𝗗𝗼 𝘆𝗼𝘂 𝗸𝗻𝗼𝘄 𝘁𝗵𝗶𝘀?
Main inspection items on the Fire Doors (Hinged Self-Closing)

✅When a fire alarm is raised by the fire detection system, all self-closing fire doors should automatically close.

✅For manual release, push the release button at the back of the door. The door should be detached from the electromagnet. (See photos below.)

✅When the door is released, it should swing and shut tight. Check for complete seal.

✅Fire door should be free from hold back arrangement or wedges.

✅Check that the closing and latching mechanisms are working properly.

✅Check the condition of structural parts such as frames, door faces, and edges.

Regardless of the brand and maker of your AIS, know how to :

✅Change navigational status (Underway, Moored, Anchored, etc..)

✅Set ships Draft

✅Set Destination and ETA (in UTC)

✅Read/Send AIS Message (test message , acknowledge)

✅Set the type of cargo and number of crew.

Take note:
☝When changes are made during the voyage(such as ETA), update the AIS data as well

☝know the password if there are any.

☝know where the pilot plug is located.

Certain brands of EEBD shows Red Zone as full and Green as low or need to be recharged.

Educate your crew about this details to avoid confusion.

Moreover, this sometimes leads to misunderstanding among inspectors who may misinterpret it like;

"Hey, your EEBD is in the red zone or not charged , this is a deficiency"

𝙒𝙝𝙖𝙩 𝙏𝙝𝙞𝙧𝙙 𝙊𝙛𝙛𝙞𝙘𝙚𝙧𝙨 𝙨𝙝𝙤𝙪𝙡𝙙 𝙠𝙣𝙤𝙬

Are lifeboats considered to be an enclosed space?

To answer this question, we first have to define what is an Enclosed Space.

An Enclosed Space as per IMO is defined as a space that has any of the ff:

1. limited openings for entry and exit,
2. inadequate ventilation,
3. and is not designed for continuous worker occupancy.

☝Totally Enclosed Lifeboats obviously meets the 1st criteria in which it has limited openings.

☝The 2nd criteria, regarding inadequate ventilation, is also met.

Here’s why:

Lifeboats are designed to be sealed from the environment to provide protection against harsh weather and sea conditions, which inherently limits natural ventilation.

Third Officers should properly ventilate the lifeboat before and during any maintenance or inspection activities to prevent buildup of toxic gas.

☝The 3rd criteria, is also applicable since lifeboats are intended for emergency use and are not meant to be occupied for extended periods.

Their primary function is to provide safe evacuation and temporary shelter in the event of an emergency, rather than serve as a space where personnel are expected to work or reside continuously.

With these, we can say a Lifeboat is considered to be an enclosed space.

🌟In some company’s Safety Management System (SMS), lifeboats may not be directly mentioned as enclosed space

however,…

given that lifeboats meet the criteria, it is prudent to apply the same safety measures that are used for other enclosed spaces on the vessel.

🔥Here’s a tip to remember,

If in doubt if its an enclosed space, treat it as an enclosed space.

In most ports, agent will usually board the vessel for clearance and they will require some documents especially if there is a crew change.

List of documents is sent by the agent well in advance so prepare these documents whenever possible,

these may include the following:

✅Updated Crew list

✅Updated Crew declaration

✅Updated Stores declaration (when bonded & Provision stores are received)

✅Updated Currency List

These common information will most likely be needed as well:

✅Bunker ROB calculate based on ETD
(ask engr incharge)
FO
DO
Freshwater

✅Cargo loaded / discharged - Ask C/O

✅Ballast Quantity & drafts- Ask C/O

✅Next Port & ETA - Ask 2/O or Capt.

☝If the agent/port authority issue Port clearance, keep it in a safe folder for your next port.

If Pilot on Board time is not yet known, try to confirm POB time and arrangement by calling pilot station on VHF.

✅Ask which side will the pilot embark
(shore or seaside, height above water)

✅Ask which side they might disembark.

✅Relay the information to Master, Chief Officer & deck crew so they can prepare accordingly.

✅Notify POB time to engineers so they can prepare the engines.

✅If there are no more visitors, see if you can secure the gangway net and ISPS table

𝗙𝗼𝗿 𝗣𝗶𝗹𝗼𝘁𝘀

✅Prepare refreshments (water, coffee, soft drinks etc.)

✅If the vessel has an elevator, standby elevator at the upper deck prior to pilot boarding. The pilot should be able to go straight to the bridge without waiting too much.

✅Ensure the pathway where the pilot will walk is atleast swept clean

✅Standby lifejacket/Life vest (wear them when accompanying pilot for disembarkation)

✅Standby Pilot flag (don't hoist yet/raise when Pilot is onboard)

☝Ensure Bridge wings are clean from cargo residues.

☝Remove gyro repeater covers or any canvass covering any equipment (RAI, Horn buttons, RPM indicators etc.)

✅Tramping vessels may have difficulty knowing their next port of call. Therefore, as soon as destination is available, immediately request required flags.

✅Check for proper & required sizes. (Some countries such as China impose fines or penalties to improper sized flags)

𝗜𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝘀𝗮𝗳𝗲𝘁𝘆 𝗿𝗲𝗺𝗶𝗻𝗱𝗲𝗿!
This image shows an AFFF gallon that was not properly stowed, which resulted in the liquid leaking after the gallon was damaged during heavy rolling of the vessel.

Next Steps ( after finding the damage )

✅ Immediately report to C/O,Safety Officer or to Master.
🚫 Huwag mong isipin na baka pagagalitan ka. Accept the mistake and take responsibility.

✅ Make requisition for the damage equipment.

Lessons learned :

☝Always properly secure your equipments and lash them if necessary.

☝Check equipment before and after heavy weather conditions especially when heavy rolling was encountered.

𝗕𝗮𝘀𝗶𝗰 𝘁𝗵𝗶𝗻𝗴𝘀 𝘁𝗼 𝗰𝗵𝗲𝗰𝗸 𝗳𝗼𝗿 𝗥𝗲𝘀𝗰𝘂𝗲 𝗕𝗼𝗮𝘁. (Reposting)

✅Check lashing condition, not too tight or not too loose

✅Visually inspect the hull for deformations, defects or cracks especially near joining edge of fittings.

✅Check the drain valve, cap/plug for any dirt deposits

✅Check opening/closing condition of compartments for watertight integrity.

✅Visually inspect overall paint condition

✅On/off test search light, canopy light and ships illumination light.

✅Together with enigineers, test the engine ahead and astern for not less than 3 minutes.

✅Check the pressure gauge of accumulator of Rescue Boat davit if charged.

It basically means the engine has been prepared and is ready for maneuvering.
✅During departure, as an officer, you will need to notify the engineers of the departure time so they can prepare promptly.

Once finished with preparations, they will inform you that the engine is on standby.

✅During arrivals, SBE essentially means the engines are ready to be used for slowing down the vessel.

𝗥𝗲𝗰𝗼𝗿𝗱𝗶𝗻𝗴 𝗞𝗲𝗲𝗽𝗶𝗻𝗴
🌟Always confirm with the master the official time of SBE as this is a key event recorded in a vessel's movement log or Bell Book.

For instance, the actual standb-by engine is 0853H, however, the master may decide to record it as 0900H.
