Ang kanhi Mayor Ipe Remollo, matod pa sa Metropost ug Negros Chronicles nga mga newspapers, dili pa gihapon makadawat sa kapildihon niadtong miaging eleksyon. Unsa kaha’y iyang sunod nga lakang?

Sa interview ni Ipe Remollo, nga usa ka abogado, siya mideklara nga gi dismiss ra kuno sa COMELEC ang protesta sa iyang anak nga si Atty. Dio Remollo, nga napildi pagka mayor, kontra ni Mayor Sagarbarria tungod kuno sa walay hinungdan nga rason: DISMISSED PURELY ON TECHNICAL GROUNDS AND NOT ON THE MERITS.

Kay iya man gina emphasize nga abogado siya, kahibaw siya nga dili na tinuod nga na dismiss ang kaso purely on technical grounds. Kani nga storya maka hatag ug dili mao nga pagsabot para sa mga tawo nga wala kaayoy kaalam sa balaod, ug maka daot alang sa COMELEC. Sige niya gina ingon nga gi technical ra sila. Mura ba ug ang wala nila nabutang sa ilang protesta kay mga impormasyon nga dili importante.

Alang sa kasayuran sa tanan, ug basahon nato ang decision sa COMELEC, sila mismo niingon nga gi review nila ang mga papeles ug ang mga supporting documents nga gi hatag ni Dio. Ug tungod ani nga pag review, nakita sa COMELEC nga kulang jud tuod ang ilang gi pasa kay naa silay wala gibutang. Isip usa ka abogado, kahibaw siya nga ang pag sustain sa proklamasyon sa gi protestahan usa ra ka automatic nga consequence ug ma dismiss ang protesta. Dili na gani ni angay ibutang. Nakadawat mana siya sa answer, mu basa unta siya ug tarong. O nibasa pero mas gipili nga mamakak? Klaro na hinuon kaayo nga kaning iya, tinuyuan jud ning pag pamakak sa usa ka abogado nga opisyal man unta sa korte.

“2 weeks before election. Ang kaatbang ni Atty. Dio sa iyang panimalay mismo ga practice na silag shading. As a long-time politician, kahibaw na siya nga ang pag shade ug sample ballots, normal. Walay balaod nga ga bawal ani. Apan pati kani iyang gi-issue. Iya pang alahigon ang COMELEC. Sa iyang pulong, ga pasabot ba siya nga ang COMELEC musugot ra nga I tamper ang mga balota? Apan sa iya pod mismo gikan nga wala diay siyay ebidensya ug dili siya sigurado. So ga mugna ra ni siya ug mga issue diay? Dili lang kabahin sa kasamtangang mayor, apan apil usab laban sa COMELEC. Kani usa ka seryoso nga alegasyon, pero wa jud siya mipasaka ug kaso kabahin ani, gawas sa protesta.

Ug tugutan sa COMELEC nga mupadayon ang kaso bisan walay bisan unsang klaseng pruweba ang gi presenta, mahimo ning delikado nga example. Ug 2 weeks before the elections pa lang diay nahitabo nani, nganong wala man siya mitingog dayon? Ngano man siyang gahulat nga mapildi ayha ni nanggawas nga mga issue? Abi ba nato ug gibuhat ni niya para ma protektahan kuno ang sanctity of votes sa katawhan sa Dumaguete? Protektahan ra diay ug mapildi, pero ug madaog bahala na?

Mihisgot siya ug pipila kuno ka higayon diin ang botante mi botar kang Dio, apan pag gawas sa resibo, ang na printa kay Sagarbarria. Apan kani nga alegasyon, wala nya apila sa ilang protesta. Wala ju’y bisan isa ka affidavit or picture man lang ani nga issue nga makita sa protesta unya karon iya ning isibya? Sa panahon sa social media karon, imposible jud kaayo nga sa kadako ani nga anomalya, wa jud siyay nakuha bisan isa ka pruweba. Unta mag undang na siya aning pag pamakak ug pandaot niya kay kani insult kaayo sa kalam sa mga dumagueteño. Sa usob, kani nga alegasyon seryoso kaayo. Apan wala siyay gibuhat para mapamatud-an iyang mga storya.

Mihisgot pod siya nga basi sa balaod, aduna lamang sila’y 10 days para mu file sa protesta, ug tungod niini, nag lisod siya ug kuha sa mga affidavit ug kung unsa man galing ebidensya iyang kinahanglan para suporta sa protesta. Apan atong ibalik sa iyang ingon nga kani nga protesta, para kuno sa pag protekta sa boto sa mga dumagueteño, apan nganong sa mismong panahon nga nahitabo ang iyang mga alegasyon, wala man dayon siyay gibuhat para ma dokumento kini para i-report sa awtoridad? Ngano man siyang nag hulat nga mapildi usa mi lihok? Di pod niya pwede basolon ang 10 days kay ug tinuod siyang concern, bisan partial nga ebidensya iyang gi pasa, ug naay dungag, iya ra kining ipaapas. Wa man mi hisgot ang balaod nga dapat mahurot nimo ug interview tanan.

Wala siyay napasa nga ebidensiya dili tungod kulang ang oras, pero tungod kay wala siyay ebidensya.

Ug kung tinuod man gyud nga ga tuo siya nga kaning mga ginatawag niya nga anomalya kay maka usob sa resulta sa election, ngano man nga wala man siya ni protesta para sa 2nd district sa Negros Oriental? Nganong di man niya I exhaust ang iyang resources para mu gawas ang, matod pa niya, true will of the people? Nganong Dumaguete City ra man nga matod pa niya, sa tibuok probinsya man daw apektado? Kay sa usob, pamulitika rani iya tanan kay gusto siya mubalik sa gahum diri sa Dumaguete.

Pero sa ani tanan, kahibulungan kaayo ngano man nga si Ipe Remollo man ang nanguna aning mga lakang nila? Ang iyang anak, nga mao ang na pildi kay mao ang nidagan pagka mayor, pirti man kahilom? Unya nganong muingon man siya nga “Dili ta desperado nga kinahanglan kita gyuy mamayor”, unsay pasabot niya sa “kita”? Siya ang mamayor ug ang iyang anak ang nadaog? Siya gihapon ang mag dumala sa Dumaguete? Bason tinuod gyud nga si Dio usa lamang ka dummy or proxy nga gipadalagan lang sa iyang amahan tungod kay kini naka term limit na? Makahimuot ang kahilom ni Atty. Dio, o gatago lang ba ni siya ug nagpalaban sa iyang papa?

Kaning mga storya ni Ipe, bisan kahibaw siyang bakak, kampante kaayo siya kay naa man naka lakip sa pleading. Kahibalo siya nga kini privilege ug dili siya makihaan.

Ug sigurado gyud siya nga tinuod ng iyang mga akusasyon batok anang lahi nga pangalan ang nigawas sa balota atong pinili-ay, or kanang pag shade sa official ballots, ibutang kana sa usa ka sinumpaang salaysay nga dili apil ug isa ka pleading. Ug isog gyud siya ug iyang barugan iyang mga storya.

In an interview, lawyer Ipe Remollo, former mayor and an unsuccessful congressional candidate for the 2nd district of Negros Oriental, claimed that the COMELEC dismissed the election protest of his son, Atty. Dio Remollo, who lost the mayoralty race against Mayor Sagarbarria, supposedly for no valid reason. He claims that it was “dismissed purely on technical grounds and not on the merits.”

Simply put, COMELEC supposedly did not even look into whether what was stated in their pleadings was true, and merely dismissed the case because something was allegedly not included. This narrative can mislead people who are not well-versed in the law and unfairly casts COMELEC in a bad light.

In truth, if one reads the COMELEC decision properly, it clearly states that the Commission reviewed the pleadings and the supporting documents submitted by Dio. As a result of this review, COMELEC found that the documents submitted were indeed insufficient to support the allegations made therein. In reality, the required documents were not included because there were no evidence to support those allegations. Without such evidence, the allegations in the pleading were mere rumors and unfounded accusations, and bare claims without proof.

This is also a blatant falsehood. The prayer in Mayor Sagarbarria’s Answer did not ask that he be proclaimed as the duly elected Mayor of Dumaguete City. Such request was unnecessary because he had already been proclaimed upon winning the election on May 12, 2025. What was stated in the prayer was merely a request to sustain or uphold that proclamation.

As a lawyer, he knows that sustaining the proclamation of the protested candidate is merely an automatic consequence of the dismissal of the election protest. It does not even need to be expressly prayed for.

It is common knowledge that shading and distributing sample ballots is a common practice and is not prohibited by law. Yet Ipe even made an issue out of this and used it to attack COMELEC, by implication. By his statements, is he implying that COMELEC would simply allow the tampering of ballots? And yet, by his own admission, he has no evidence and is not even certain about his claims. What he ended up presenting to the public were mere rumors.

These statements do not only target the incumbent mayor but also implicate COMELEC itself. This is a serious allegation that cannot be taken lightly, yet no evidence whatsoever was included in the election protest to support it.

If COMELEC were to allow a case to proceed despite the absence of any proof, it would set a dangerous precedent. Moreover, if these incidents supposedly occurred as early as two weeks before the elections, why did he not speak up immediately? Why were these issues raised only after Dio lost the election?

He mentioned several alleged instances where voters supposedly voted for Dio, but when the receipt came out, the name printed was Sagarbarria. However, this allegation was not even included in their election protest. Not a single affidavit, photograph, or any form of evidence regarding this issue appears in the protest, yet he is only publicizing it now. In this age of social media, it is highly implausible that, given the seriousness of such an alleged anomaly, he was unable to obtain even a single piece of evidence. He should stop spreading falsehoods and casting malicious attacks, as this is deeply insulting to the intelligence of the people of Dumaguete. Once again, this allegation is extremely serious, yet he did nothing to substantiate his claims.

Now, he is blaming the 10-day period to file for his failure to adduce evidence to support his claims. However, if we go back to his own claim that this protest was supposedly filed to protect the votes of the people of Dumaguete, why did he do nothing at the very time his alleged irregularities occurred to have them documented and reported to the proper authorities? Why did he wait until after they lost the election before taking action?

He likewise cannot blame the 10-day period because, if he were genuinely concerned, he could have submitted even partial evidence and later supplemented it. The law does not require that all witnesses be interviewed or all evidence be completed at the time of filing for their protest to be accepted.

It is noteworthy that Ipe Remollo now raises concerns regarding the ten-day period for filing an election protest. As a lawyer himself, he should be fully aware of this reglementary period and cannot reasonably claim surprise or lack of knowledge. This ten-day period has been in existence for decades and has remained unchanged since its promulgation. As a lawyer and a seasoned politician, he should have been aware of this requirement and prepared to comply with it.

He failed to submit evidence not because of lack of time, but because he had none.

“Gidaog sa Calindagan”

Another fabrication and falsehood. The election results show that the victory was not confined to Calindagan alone. The numbers speak for themselves.

“COMELEC is on trial”

If we sum up his interview, he claims that it is COMELEC that is on trial and is now on the defensive. According to him, it was COMELEC that procured the counting machines, which he claims had numerous glitches. His issues, by his own statements, are with COMELEC and not with Mayor Sagarbarria. So why did he not direct his cases against COMELEC? If his declarations were truly sincere, why has he, up to now, not filed any case against COMELEC? If his declarations were sincere, why has he, to this day, not filed an impeachment complaint against the COMELEC Commissioners? His accusations, if true, could amount to a betrayal of public trust. However, up until this day, there is no case. The issues he raised against COMELEC have already been addressed by the Commission, and he knows this.

And if he truly believes that the so-called anomalies he cites could have altered the election results, why did he not also protest the election in the Second District of Negros Oriental? Why did he not exhaust his resources to uncover what he calls the “true will of the people”? Why focus only on Dumaguete City when, by his own claim, the entire province was allegedly affected?

“Dili ta desperado nga kinahanglan kita gyuy mamayor.”

But in all of this, it is highly questionable why it is Ipe Remollo who is taking the lead in these actions. His son—the one who actually ran for mayor and lost—has been conspicuously silent. Why would he even say, “Dili ta desperado nga kinahanglan kita gyuy mamayor”? Who does he mean by “kita”? Does he mean himself becoming mayor while his son is the one who supposedly won? That he would still be the one running Dumaguete?

This raises the question of whether Dio was merely a dummy or proxy candidate fielded by his father because the latter was already term-limited. The silence of Atty. Dio is, indeed, telling.
