MASAGANA 99 was launched in 1973 as a crash rice program for "national survival" after a series of typhoons and a crop virus outbreak in the early 70s. Its primary objective was to grow more rice and achieve self-sufficiency.

After M-99 was launched, national average palay yields dramatically increased 10 percent during the wet season, and 25 percent during the dry season compared with the immediate preceding crop years.

During crop year 1975–76, the Philippines finally attained self-sufficiency in rice production and was able to establish a 90-day buffer stock for food security purposes.

In 1977-78, the country produced a surplus which enabled it to export 89,000 metric tons to neighbors in Asia.

Masagana 99 briefly succeeded for the simple reason that the program provided small, marginal farmers access to a package of technology without which it is impossible to grow decent, profitable crops of rice.
