NOBYEMBRE 21, 20024--Karong adlawa, usa ka importanteng panghitabo sa Dakbayan sa Dipolog diin gipirmahan ni Mayor Darel Dexter Uy ang City Ordinance No. 24-357 o ang Gender and Development (GAD) Code sa Dipolog City nga nahimong balaod.

Kini nga ordinansa, nga gi-isponsor ni City Councilor Marilou Yu Calibo, usa ka lakang nga magahatag og gahum sa mga kababayen-an, ilabi na sa kinabag-ang sektor sa katilingban, pinaagi sa paghatag og mga oportunidad alang sa ilang pag-uswag ug pagsiguro nga madungog ang ilang mga tingog.

Nagmugna kini og lig-on nga plataporma para sa ‘gender equality’ ug proteksyon sa mga katawhan, nga naghatag og mas luwas ug ikslusibong komunidad para sa tanan.
Gituhuan sa liderato sa Mayor nga kon “atong alalayan ug hatagan og gahum ang mga kababayen-an, atong malig-on ang mga pamilya ug komunidad, nga magahatag og pundasyon para sa malungtarong kalamboan.”

Ang pagtubag sa ‘gender disparities’ dili lamang usa ka isyu sa pagkatarungan- kini usa ka kritikal nga estratehiya aron mapukan ang pagtaas sa kapobrehon sa Siyudad.

Pinaagi sa pagpukan sa mga babag ug paghatag og patas nga oportunidad, gikinahanglan nga ablihan ang tibuok potensyal sa atong mga katawhan aron makatampo sa kalamboan sa atong siyudad.

Pinaagi niini nga ordinansa, nagapakita ang Dipolog sa hugot nga pagsalig sa pagtukod og usa ka katilingban diin ang tanan, bisan unsang kasarian, magmalampuson uban ang dignidad ug oportunidad.

𝐆𝐎𝐎𝐃𝐁𝐘𝐄 #𝐍𝐈𝐊𝐀

The center of Tropical Storm has officially exited the Philippine Area of Responsibility (PAR) at around 2:00 PM this afternoon, according to PAGASA. It is expected to continue moving away from the country, heading towards Southern China.

Meanwhile, the cloud formation associated with the approaching Tropical Storm continues to expand as it moves towards Northern Luzon. It has slightly strengthened, with wind speeds reaching 85 kph and gusts up to 105 kph. It is also moving quickly in a northwestward direction at a speed of 35 kph.

The storm is expected to intensify rapidly and may reach Typhoon Category before making landfall in the Cagayan-Isabela area on Thursday.

Typhoon Marce is currently located over the sea west of Ilocos Norte, with five areas still under Signal No. 4. The typhoon is expected to exit the Philippine Area of Responsibility (PAR) later this afternoon, according to the latest Tropical Cyclone Bulletin issued by PAGASA early Friday morning.

• the northernmost portion of Ilocos Sur (Sinait, Cabugao)
• the northern portion of Abra (Danglas, Lagayan, Tineg)
• the northwestern portion of Apayao (Calanasan)
• the northwestern portion of mainland Cagayan (Sanchez-Mira, Claveria, Santa Praxedes)

As of the latest report, the center of Typhoon Marce was located near the coastal waters of Pasuquin, Ilocos Norte. The typhoon is packing maximum sustained winds of 155 kilometers per hour (kph) near its center, with gusts reaching up to 215 kph. It is moving west-northwest at a speed of 10 kph.

Meanwhile, the Zamboanga Peninsula and Misamis Occidental can expect partly cloudy to cloudy skies, with isolated rain showers or thunderstorms due to localized convection. There is a risk of flash floods or landslides during periods of heavy thunderstorms. Winds will be light to moderate, coming from the east to southeast, and seas will be slight to moderate, with wave heights ranging from 0.6 to 2.5 meters.

Residents in affected areas are urged to remain vigilant and follow local authorities' advisories as Typhoon Marce continues to move away from the region.

Typhoon "Marce" made landfall in Sta. Ana, Cagayan at 3:40 PM today, Thursday, November 7, 2024.

According to the PAGASA, the typhoon has slightly slowed down, moving westward at 10 kph.

The storm still has maximum sustained winds of 175 kph near its center, with gusts reaching up to 240 kph.

As of the latest update, the storm was located approximately 85 km east of Aparri, Cagayan.

Typhoon Marce continues to threaten the northern portions of Luzon, particularly the Cagayan-Babuyan Islands area, and is expected to make landfall over the Babuyan Islands. As of the latest update from PAGASA, Typhoon Marce remains under Signal No. 4 in two areas.

The center of Typhoon Marce was located approximately 200 kilometers east of Aparri, Cagayan, with maximum sustained winds of 155 km/h near the center. The storm is also experiencing gusts reaching up to 190 km/h and has a central pressure of 955 hPa.
Moving west-northwestward at a speed of 15 km/h, Typhoon Marce’s strong to typhoon-force winds extend up to 560 kilometers from its center.

Landfall is expected to occur later this afternoon through tomorrow morning (8 November), as Marce is set to traverse the Babuyan Islands and potentially the northern portions of mainland Cagayan, Ilocos Norte, and Apayao. The typhoon may either make direct landfall in these areas or pass very close to them.

In other parts of the country, the Zamboanga Peninsula and Misamis Occidental will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, triggered by localized convective activity.

There is a risk of flash floods or landslides in the event of severe thunderstorms. Winds will be light to moderate from the southeast to southwest, with slight to moderate seas (0.6 to 2.5 meters).

Tropical Storm MARCE has slightly intensified and is nearing typhoon category, as reported in the latest Tropical Cyclone Bulletin from PAGASA. The storm's center is currently located 735 kilometers east of Baler, Aurora, with maximum sustained winds of 110 kilometers per hour and gusts reaching up to 135 km/h. The central pressure of the storm is at 975 hPa.

Marce is moving northwest at a speed of 25 kph, with strong to storm-force winds extending up to 580 km from its center.
Tropical Cyclone Wind Signal No. 1 has been issued for the following areas:
--Batanes
--Cagayan, including the Babuyan Islands
--Northern and eastern portions of Isabela (Maconacon, San Pablo, Palanan, Dinapigue, Santa Maria, Cabagan, Tumauini, Santo Tomas, Ilagan City, Divilacan, San Mariano)
--Northern portion of Apayao (Santa Marcela, Luna, Calanasan, Flora, Pudtol)
--Northern portion of Ilocos Norte (Pagudpud, Dumalneg, Adams, Bangui, Burgos, Pasuquin, Vintar)

In the meantime, the Zamboanga Peninsula and Misamis Occidental are expected to experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to localized conditions. There is a risk of flash floods or landslides during severe thunderstorms. Light to moderate winds are expected from the northeast to northwest, with sea conditions ranging from slight to moderate (0.6 to 2.1 meters).

Heavy Rainfall Outlook

As 'MARCE' moves northwestward within the PAR region, it may enhance the surge of northeasterly wind flow which may occur within the week. This, and the trough of the tropical cyclone, will bring rains over Extreme Northern Luzon and the eastern section of Luzon beginning tomorrow or on Tuesday. A Weather Advisory may be issued over the next days as MARCE moves closer towards Northern Luzon.

𝗦𝗘𝗩𝗘𝗥𝗘 𝗪𝗜𝗡𝗗𝗦
Tropical Cyclone Wind Signal No. 1 may be hoisted over portions of Cagayan by tomorrow. The highest Wind Signal which may be hoisted during the occurrence of MARCE is Wind Signal No. 4.
Furthermore, northeasterly wind flow will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today (4 November): Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Aurora, and the northern portion of Quezon.
• Tomorrow (5 November): Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Ilocos Sur, Aurora, Quezon, and Camarines Norte.
• Tuesday (6 November): Ilocos Region, Quezon, Camarines Norte, Camarines Sur, and Catanduanes.

Up to rough seas over the following coastal waters:
• Up to 3.0 m: The seaboards of Batanes and Ilocos Norte.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Babuyan Islands; the eastern seaboard of mainland Cagayan and Isabela.
• Up to 2.0 m: The remaining seaboard of Ilocos Region; the seaboards of Kalayaan Islands; the seaboard of Aurora and Camarines Norte; the northern and eastern seaboard of northern Quezon including Polillo Islands, Catanduanes, Northern Samar, and Eastern Samar; the northern seaboard of Camarines Sur.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

𝗧𝗥𝗔𝗖𝗞 𝗔𝗡𝗗 𝗜𝗡𝗧𝗘𝗡𝗦𝗜𝗧𝗬 𝗢𝗨𝗧𝗟𝗢𝗢𝗞
• MARCE is forecast to move west northwestward to northwestward until Wednesday (6 November) morning before it begins to decelerate significantly while turning westward. From Wednesday afternoon until the end of the forecast period, this tropical cyclone will move north northwestward to westward at a slow pace over the Philippine Sea east of Extreme Northern Luzon. This portion of the forecast has a high uncertainty due to two possible scenarios – either (1) the tropical cyclone will move more westward towards Extreme Northern Luzon or mainland Luzon or (2) the tropical cyclone will move erratically over the Philippine Sea east of Extreme Northern Luzon. As such, this portion of the track forecast is highly likely to change in the succeeding advisories or bulletins.
• A westward shift in track is likely within the next 24 hours due to the high-pressure area north of MARCE. As such, the landfall scenario may change from Babuyan Islands down to Isabela area.
• This tropical cyclone is expected to gradually intensify and may reach severe tropical storm category by tomorrow (5 November) morning or afternoon. Furthermore, it may also reach typhoon category by tomorrow evening or Wednesday early morning. Rapid intensification is likely.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 11:00 AM today.

Ang maong edipisyo nagkantidad kini og PhP 10,000,000.00 nga gipahat gikan sa bureau aron sa tinguha nga makabaton na ang lungsod sa Sibuco og kompleto ug maanindot nga Fire Station Building.

SUPER TYPHOON LEON is rapidly approaching Batanes, with winds reaching 185 kph near its center and gusts up to 230 kph, according to PAGASA on Wednesday night.

In its 8 p.m. tropical cyclone bulletin, PAGASA confirmed that Signal No. 4 remains in effect over Batanes, indicating winds of 118 kph to 184 kph and a significant to severe threat to life and property. There is a possibility that Signal No. 5 may be issued if Leon shifts left of its forecast track.

PAGASA has also warned of a high risk of storm surge within the next 48 hours, which could lead to life-threatening inundation from rising sea levels and high waves in low-lying coastal areas. The municipalities at risk include:

• Batanes: Basco, Itbayat, Ivana, Mahatao, Sabtang, Uyugan
• Cagayan: Calayan

Meanwhile, the Zamboanga Peninsula and Misamis Occidental can expect partly cloudy to cloudy skies, with isolated rain showers or thunderstorms due to localized thunderstorms. Winds will be light to moderate from the southwest, and coastal waters will be slight to moderate.
