The Department of Education (DepEd)-Davao City Division said the City Government of Davaoโ€™s strong support was one of the key factors in achieving a 93.5 literacy rate last year.

Reynante Solitario, DepEd-Davao City Division Schools Division Superintendent, said in an interview that the cityโ€™s literacy rate is a strong indicator of the cityโ€™s sustained commitment to inclusive and accessible education carried out with the support and initiatives of the city government and education stakeholders.

โ€œThe city government has allocated substantial resources toward education infrastructure, teacher development, and learning materials,โ€ he shared.

As part of its support, the city government allotted P5 Million-worth of Beginning Reading Kits Level I, and approved the proposal of procuring Active Reading Buddy that amounted to P7.5 Million.

The Special Education Fund (SEF) fund was also used in the constructions of classrooms, provision of learning tools, and support for various educational initiatives.

Solitario added that the city government, in partnership with non government organizations, played a vital role in strengthening the Alternative Learning System (ALS) in the city that reached out-of-school youth, indigenous peoples, and adult learners.

This flexible learning option significantly improved literacy levels among marginalized communities.

The City Government of Davao, through the City Library and Information Center (CLIC), also deploys its mobile libraries to public elementary schools.

These library buses are equipped with books and other learning materials, arts and crafts supplies, board games, and educational movies. One of the buses is intended to specifically deliver Emergency Preparedness lectures to raise disaster risk awareness in grade school and high school students.

The mobile ibraries also prioritize far-flung areas to ensure that people residing in geographically isolated and disadvantaged areas have access to information the same way people living near the cityโ€™s center have.

The City Government of Davao issued on June 19 Executive Order No. 10 Series of 2025 "An Order Reconstituting the City Committee on Anti-Trafficking and Violence Against Women and Their Children (CCAT- VAWC).

The EO addresses the need to establish functional and parallel structures and systems at the local level, which will monitor and oversee the implementation of the provisions of VAW and other related laws and policies, and city ordinances.

In 2023, the city government issued a separate EO creating the Local Committee on Trafficking and Violence Against Woman and their Children. However, The Department of the Interior and Local Government (DILG) released Memorandum Circular (MC) No. 2023-181, Series of 2023 entitled "Guidelines on the Operationalization of the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC)". The reconstitution through EO 10 is to conform with DILG MC No. 2023-181.

Section 1 of the EO provides for the reconstitution of the City Committee on Anti-Trafficking and Violence Against Women and their Children (CCAT-VAWC).

The City Mayor shall be the chairperson while the chairpersons of the Committee on Women, Children, and Family, will act as the vice chairperson.

The committee members shall be the Department heads of City Social Welfare and Development, City Planning and Development Office, City Health Office; the heads of the City Public Employment Office and Integrated Gender and Development Division; the City Prosecutor; City Director of the Department of Interior and Local Government; City Director of the Davao City Police Office; President of the Liga ng mga Barangay; and three representatives from each sector of women, children and Overseas Filipino Workers.

The committee's primary power and function is to recommend policies or measures to ensures effective implementation laws that protect women and children within Davao
City.

The Secretariat shall be the City Social Welfare and Development Office (CSWDO).

The Sangguniang Panlungsod passed the "Comprehensive Persons with the Disability Rights, Privileges, and Protection Ordinance of Davao City," which sets penalties for those who discriminate against, denigrate, vilify or ridicule PWDs.

The ordinance said any person who commits acts of denigration, vilification, or public ridicule against Persons with Disability shall suffer be fined Php 1,000 for the first offense, Php 3,000 for the second offense, and Php 5,000 or 1 month imprisonment or both at the discretion of the court for the third and succeeding offenses.

For violations committed by establishments, they shall be charged separately for offense made under RA 7477, otherwise known as "The Magna Carta for Disabled Persons", RA 9442 otherwise known as "An Act Expanding the Benefits and Privileges of Persons with Disability (PWD)," RA 11215, otherwise known as the "The National Integrated Cancer Control Act," RA 10747, otherwise known as the "The Rate Diseases Act of the Philippines" and BP 444, otherwise known as the "Accessibility Law" and other related laws.

A person found in possession of any falsified PWD ID shall also be penalized.

Atty. Redendo Martinez, PDAO head, told Madayaw that they will convene a technical working group composed of representatives of various types of disability for the formulation of the PWD Rights ordinance's IRR.

"We are very happy na napasa na sa wakas, ang ato nalang ang pag draft sa Implementing Rules and Regulations (IRR) (We are very happy that it has finally been passed.),โ€ he said.

Martinez said that July is being observed as the National Disability Prevention and Rehabilitation Month and they were hopeful that by then, the ordinance would already be signed by Davao City Mayor Sebastian Baste Duterte. CIO

Since 2002, Davao Cityโ€™s Central 911 has been providing the public with efficient emergency response services that are free and accessible 24/7.

Then-mayor (now former president) Rodrigo R. Duterte established Central 911 to ensure Dabawenyos receive efficient emergency and medical response service.

To further streamline its services to the community and ensure a more efficient and effective disaster emergency response and preparedness, Central 911 established satellite substations in geographically isolated and disadvantaged areas in the city.

Alfredo Baloran, Head of the City Disaster Risk Reduction and Management Office (CDRRMO), said that currently the Central 911 has five operational satellite stations located in Baganihan, Calinan, Toril, Panacan, and Cabantian.

In its 23rd year, Central 911 is eyeing the establishment of two more substations in Lasang and Malabog.

These satellite substations will be equipped with Emergency Medical Service (EMS), fire trucks, and USAR personnel.

Enhancement of its hotlines are also ongoing.

Through the years, Central 911 continues to conduct enhancements of its services, equipment and training initiatives that not only capacitated its personnels but also other sectors in the community.

Baloran also said that through the Central 911โ€™s real time dispatch system, interoperability among the security cluster, disaster response cluster, and allied agencies become seamless.

This allows for an effective and efficient response time to emergency situations that ensures the safety and security of city residents.

With services ranging from emergency medical services, fire prevention and response, urban search and rescue (USAR), and other emergency support services, Central 911 did not only serve Dabawenyos but also provided support to other cities and provinces during calamities.

Its USAR team has been deployed to other locations outside the city to provide aid during calamities including search and rescue operations in the Visayas after it was struck by Super Typhoon Yolanda in 2013, and the recent landslide in Maco and Masara among others.

In 2016, Davao Cityโ€™s Central 911 also became the blueprint of the National Emergency Hotline 911.

Baloran shared that every day, their office caters to various local government units and private institutions who benchmark its best practices especially that of Central 911โ€™s.

Central 911 has also garnered several awards and recognitions including the coveted Gawad KALASAG Hall of Fame award in 2024.

The Gawad KALASAG is considered the highest award given to local government units in the country that have shown notable disaster risk reduction and management response, as well as humanitarian assistance programs. Davao City has won the award several times in the past making it the first Local Government Unit in the Philippines to have been inducted as a Hall of Famer.

This is a testament to the commitment of the City Government of Davao, through the Central 911, to a disaster-resilient, safe Davao City. CIO

The Public Employment and Services Office (PESO), in partnership with the Department of Labor and Employment (DOLE), held on Monday the graduation rites for 85 job starters, 18-24 years old, who have undergone a 10-day life course skills training.

PESO Head Lilibeth Pantinople said that the graduates will undergo technical training in four identified companies.

โ€œAfter the technical training they will intern in the company (and) if their performance is good, they may be given the opportunity to be hired and absorbed as a permanent employee,โ€ Pantinople said.

She added that it is the PESO that identified the graduates. They must be between 18-24 years old, not in training, not in education, and with less than a year of work experience.

โ€œThe objective of the Jobstart program is really to give them work experience, because in our job fairs, some really have no work experience that is why it is hard for them to be accepted in jobsโ€ Pantinople added.

She believes that the 3-6 months technical experience will give the jobstarters the edge compared to others who have not completed the program.

โ€œPwede ni siya sa high school graduate, pwde sila sa K-12 graduate basta ang edad is 18-24 years old, muadto lang sila sa PESO office and then gi-announce pud ni sa page sa City Government of Davao and Public Employment Services Office (This program is open to high school graduates, this can also be for K-12 graduate as long as they are 18-24 yers old. They only need to visit the PESO office. We also announced this through the City Government of Davao and the PESO page),โ€ she said.

Pantinople said that this is the fifth time that the PESO and DOLE conducted the program, which temporarily stopped during the pandemic. It was only reimplemented this year.

Through the 14-day training program, the job starters were funded by the DOLE.

During Mondayโ€™s program the completers received their certificates, gave their testimonies and also listened to the various inspirational talk by honored guests from the City Government of Davao and DOLE XI. CIO

The City government has ordered the removal of illegal signages and those bearing the names or photos of government officials from government projects or properties.

The removal was based on Executive Order No. 09, "An Order Directing A City-Wide Inspection and Removal of Illegal Billboards and Signages Pursuant to the Department of the Interior and Local Government Memorandum Circular No. 2010-101 dated September 23, 2010", which was issued on June 19, 2025 by the city government.

Based on the EO, DILG Memorandum Circular No. 2010-101 bans the names or initials and/or images of government officials in billboards and signages of government programs, projects and properties. The memorandum was issued to curtail the use of billboards or signages by public officials for personal interest.

It was previously issued in response to the practice of putting up billboards or signages bearing the names, initials, and images of public officials on government programs and projects and has been noticeably abused and misused for their personal interests while taking the credit away from taxpayers who are the ones paying for such programs or projects through their taxes.

Section 1 of the Ordinance directs the City Engineers Office, City Environment and Natural Resources Office (CENRO), and the Public Safety and Security Office (PSSO) to conduct a citywide inspection of all existing billboards and signages of government programs, projects, and properties and take down those violating the DILG order.

The City Government of Davao announced on Friday the names of scholars accepted under its scholarship program for the School Year (SY) 2025โ€“2026.

Through the city's official page, the Educational Benefit System Unit (EBSU) announced that a total of 424 scholars have been acceptedโ€”118 under Part A, 125 under Part B, and 181 under Part C.

EBSU Technical Assistant Emilio Domingo Jr. told Madayaw that the selected scholars were chosen from a total of 2,346 applicants.

He also added that Part A scholars are entitled to Php 50,000, Part B scholars to Php 40,000, and Part C scholars to Php 15,000 in scholarship benefits per semester.

He warmly congratulated those who were accepted as the cityโ€™s scholars.

The application period for the scholarship program began on April 21 and ended on May 7.

For the Academic Year 2025โ€“2026, the city government has prioritized courses under Teacher Education, Information and Technology Education, Health Profession Education, and Social Sciences, as published on the City Government of Davaoโ€™s official page. CIO

The City Government of Davao, through its City Sports Development Division, continues to provide and bring sports training closer to young Dabawenyo athletes through the Aktibo Dabawenyo-School for Sports Program.

The Aktibo Dabawenyo Program is part of the City Sports Development Divisionโ€™s thrust to further develop young Dabawenyo athletes through training sessions with structured programs and pro-level coaching.

Michael Denton Aportadera, Head of the City Sports Development Division, said in an interview with the City Information Office that through this program, young Dabawenyo athletes are given the chance to learn and train for the sports that they are interested in.

Irene Lumanas, Aktibo Dabawenyo Programโ€™s Executive Director, added that the program is focused on the grassroots sector with the goal of discovering and developing new potential athletes.

Professional trainers are brought to communities and schools to conduct training and teach young Dabawenyo athletes on particular sports like basketball, futsal, athletics, volleyball, and football among others.

On June 20, the program kicked off its school-based sports clinics and trainings in three public high schools in the city including Davao City National High School (DCNHS), Crossing Bayabas National High School (CBNHS), and A.L. Navarro National High School (ALNNHS).

DCNHS offers trainings on athletics, football, futsal, karatedo, taekwondo, and sepak takraw; while, CBNHS offers trainings on athletics, dancesport, pencak silat, sepak takraw, softball, baseball, and taekwondo. ALNNHS offers trainings in archery, athletics, football, pencak silat, sepak takraw, and taekwondo.

Lumanas added that starting July 18, the program will also conduct sports clinics and trainings in Tugbok National High School for athletics, futsal, and softball.

It will be held bi-weekly every Tuesday and Fridays until October 31.

This is open to student-athletes aged eight to 15 years old. The training programs are offered for free and only requires the commitment and participation of the youth.

The City Sports Development Division, through its Aktibo Dabawenyo Program, also conducts summer sports clinics in barangays.

eligible groups to join the 2025 Lunhaw Awards

Eligible to join the environmental awards are individuals or groups - community-based organizations, schools, student organizations, private and business establishments, non-government agencies - including those with initiatives that previously won other awards except under the Lunhaw Awards.

The nominated initiative must be existing for at least two years.

The Official categories are pollution control, forest-based initiatives, rural and urban organic farming, energy and water conservation, marine resources management. education and advocacy, green building/urban greening.

The Special Categories for this year are the Search for Outstanding Environmental Advocates in Davao City for youth and adults; the Search for Outstanding Local Government Unit with Environmental Initiative (barangay-led); and Search for Establishments with permeable pavement design for parking spaces and walkways.

Judy Ann Legaspi, Watershed Network Coordinator of IDIS during the I-Speak Media forum held Thursday highlighted that the main purpose of the awards is to help replicate the green initatives of groups and individuals in the whole Davao City.

Cenro Environmental Waste Management Division Head Enr. Lakandiwa Orcullo, during the same forum, said that the application forms are also available at the City Agriculturist Office located at the Davao Food Terminal Complex (DFTC) in Barangay Daliao Toril, CENRO Office, CENRO Motorpool Compound in Barangay Maa, and the DACS Office at 413 Aghon and Champaca Sts. We can achieve security and development if we are able to reduce poverty incidence, create a skilled and educated workforce and support globally competitive businesses.

The City Government of Davao envisions a future for Davao City where families can provide sufficient food for themselves, their children are skilled or college graduates and they live in decent housing.

The administration has identified ten priority areas to build Davao City around this vision. These priorities are Poverty Alleviation, Infrastructure Development, Solid Waste Management, Education, Health, Agriculture, Tourism, Transportation Planning and Traffic Management, Peace and Order, and Disaster Risk Reduction and Mitigation.
