The City Transport and Traffic Management Office (CTTMO) on Monday summoned for questioning the taxi driver who went viral after refusing to convey a passenger.

The incident went viral after the passenger posted on social media images of the taxi's plate number along with a statement detailing the incident.

In the post, the complainant stated how they had a verbal exchange with the driver before they had to disembark the vehicle and wait for a different taxi.

The driver, during the questioning, said that he had told the passenger they would take a different route to avoid traffic. This caused a disagreement between him and the passenger which caused him to suggest for the passenger to wait for a different taxi instead.

"Nasayop gyud ko sa akong gibuhat. Mangayo ko og pasaylo (It was really my mistake. I would like to ask forgiveness)," the driver said.

The Land Transportation Office (LTO) and the Land Transportation and Franchising Regulatory Board (LTFRB) will issue a show cause order for the driver and the operator as refusal to convey passengers is a violation of their franchise.

The CTTMO continues to get in touch with the complainant as the driver has also turned over the mobile phone that the passenger left in his vehicle.

"Atong ginapaningkamutan nga makastorya tung nag-post, katong nagsakay nga iyang gipapanaog tungod kay gi-turnover diri tung cellphone so gina-contact nato sila kay hangtod karon wala pa ga-reply (We're still trying to contact the passenger has yet to respond to our messages. They also need to claim the cellphone that the driver turned over to us)," Ret. PLt. Col. Dionisio Abude, head of the CTTMO, said in an interview.

Abude also reminded Dabawenyo taxi drivers to refrain from committing unlawful acts including the contracting of passengers and failure to convey passengers.

"Reminder sa mga driver nga dapat manginabuhi ta og tama. Hangyo pud nato sa mga driver nga sila na mismo magmatngon unya dili diay maayo nga maghimo og binuang, nga kung unsa tung makatabang ta sa atoang mga pasahero mao atong buhaton kay kung unsa man ang di maayo nga gibuhat sa usa ka driver makaapekto sa image sa buong siyudad (We urge the drivers to work with dignity. We urge them to be self-aware and disciplined as well as to not commit unlawful acts)," he said.CIO

The City Government of Davao through the City Social Welfare and Development Office (CSWDO) acknowledged the cityโ€™s model families, employers, and kasambahays in a ceremony held during the flag-raising ceremony at the Quezon Park on Monday.

The recognition was part of the โ€œPamilyang Dabawenyo, Idol Ko 2024โ€ and โ€œPartner Ikaw at Ako: Natatanging Kasambahay at Employer na Dabawenyoโ€ search launched by the CSWDO.

Lynmar Podador, the Focal Point of CSWDOโ€™s Family Welfare Program, told the City Information Office (CIO) that the Pamilyang Dabawenyo winner demonstrates harmony, unity, and support to other people, inspiring other families to participate in community service activities.

โ€œGinapangita pod nato nga ga-abide sila sa mga policy sa Davao City and naa silaโ€™y community engagement (We also need to see if they abide by the policies of Davao City and that have community engagement),โ€ she said.

She said it was their first time holding the โ€œNatatanging Kasambahay at Employer na Dabawenyoโ€ competition to acknowledge the kasambahays in connection with the Republic Act 10361 or the Kasambahay Law as well as the employers who work alongside their house helpers.

The Acha Family from the Paquibato District was acclaimed the victor in the "Pamilyang Dabawenyo Idol Ko 2024." The Nombrado Family from the Calinan District was named first runner-up, while the Sadero family from Bunawan, and the Micatuan family from Poblacion B placed second and third, respectively.

Francisca Glenogo of Agdao District is the model kasambhay while Marlita Calubag and Ame Formentera are the first and second runners-up, respectively.

Henry Tan was hailed as the grand winner in the search for the model employer, followed by Grace Dumale and Ma. Wenona Deleรฑa as the first and second runners-up, respectively.

Podador said the grand champion, first runner-up, and second runner-up received a plaque and a monetary award of P30,000, P20,000, and P15,000, respectively.

The Department of Labor and Employment (DOLE) also provided 10 kilograms of rice to the kasambahays.

Podador said the Acha family conduct medical missions in their neighborhood, making them an exceptional family.

The Acha family expressed their happiness at being named the model family knowing it was their first time participating.

Domingo Acha claimed that by working hard and making sacrifices, they were able to provide for their family and help their children complete college.

He said their children are now physicians, engineers, businessmen, and dentists.

โ€œNiagi gyud mi og kalisod, pero sakripisyo lang para makahuman gyud ang mga bata (We really went through hardships, but we need to make sacrifices for our children to finish college),โ€ Leticia, Domingoโ€™s wife said.

โ€œThankful [mi] kay nagbuhat si Mayor og ing-ani nga programa. Wa gyud mi nag-expect nga mahimo ming ehemplo sa mga pamilyang Dabawenyo (We are thankful that our Mayor created this program. We never expected to be hailed as the model to Dabawenyo families),โ€ she added.

Francisca Glenogo, the Natatanging Kasambahay winner, said she has been a house helper for 53 years now.

Henry Tan, winner of the Natatanging Employer, said he was nervous being hailed as the winner as the recognition comes with a responsibility.

โ€œMakulbaan ka kasi being the champion mura baโ€™g model ka na dapat. You have to stay within that line (You will be nervous because being the champion makes you a model. You have to stay within that line),โ€ he said.

Tan said that aside from providing his employees with decent salaries and benefits, he treats them as family.

โ€œKasambahay are not slaves. Dili sila dapat i-treat nga muraโ€™g suguonon lang, tagalimpyo. Treat them as part of your family (Househelpers are not slaves. They should not be treated as if they are servants or helpers. Treat them as part of your family),โ€ he said. CIO

The Commission on Elections (Comelec) has arranged demonstrations in a bid to educate the public on the features of the Automated Counting Machines (ACM) for the 2025 polls.

Comelec Region XI Assistant Regional Director Atty. Gay Enumerables, in an interview over Madayaw Davao on Monday, said that they have focused on demonstrations and roadshows.

The demos started on December 2 in various areas of the country and will run until the end of January 2025.

"Last Saturday, we had a voter education and ACM demonstration at the Daniel R. Aguinaldo National High School (DRANHS) in Matina," Enumerables said, adding that Comelec Chairman George Erwin Garcia spearheaded the event and discussed the features of the machine.

Enumerables said that the new machines are different from the Precinct Count Optical Scanner (PCOS) and Vote Counting Machine (VCM)

"Although the machine looks the same, daghan og features ang naa karon nga wala sa previous machine nga ginagamit (Although the machine looks the same, there are added features that were not present in the previous machine)," Enumerables said.

She added that the new machine has a wider screen at 14 inches and is also capable of scanning election receipts and creating a summary of the results.

"Faster siya sa previous machines, naa siya'y copies, screen shots of ballots nga na cast didto sa makina (It is faster than the previous machines, it has copies, screen shots of the ballots cast on the machine)," Enumerables said.

She said that the new machines are fitted with lithium batteries, which can last up to three days on full charge.

"Every municipality, city, regional office has one unit assigned for the voter education roadshow and demonstration. The target of the Comelec is to go to even the most remote barangay to conduct voter's education and ACM Demo," she said.

"Naa na'y schedule ang election officers to conduct the ACM demonstration and votersโ€™ education (The election officers already have schedule for the conduct of the ACM demonstration and voters education)," Enumerables said. She encouraged Dabawenyos to visit their barangay during the demo schedule

She said that they will also be conducting demos at the malls to showcase the new machine.

"Hulat-hulaton lang nato ang schedule (We'll just have to wait for the schedule)," she said.

Enumerables added important dates to remember for the elections.

January 12 will be the start of the election period; February 11 will be the start of the campaign period for national positions; and March 28 will be the start of the campaign period for local positions. CIO

The Davao City Business Bureau recorded an increase in the number of restaurant businesses in the city who registered their establishments in 2024.

Maribel Paguican, Head of the Business Bureau, said in an interview on Wednesday that for this year, a total of 1,241 restaurant businesses applied for permits. This is significantly higher than the 1,176 applicants in 2023.

Out of the 1,241 applicants, the Business Bureau has already issued permits to 1,083 restaurants. The remaining 158 are still in the process of complying with the remaining requirements.

โ€œAfter the pandemic, itโ€™s very good to note that the (restaurant business) sector is still alive and kicking. Thereโ€™s vibrancy in their operation since the data will speak for itself,โ€ Paguican said.

She also bared that during the height of the pandemic in 2020 to 2021, the bureau recorded an almost 11 percent decrease in restaurant business renewals. In 2020, there were 1,013 restaurant businesses that applied for permits while in 2021, there were only 891.

In 2022, the bureau recorded at least a 20 percent increase with 1,070 applications.

Paguican said the decline in the number of restaurant businesses during the pandemic can be attributed to the strict health protocols imposed during the lockdowns.

Meanwhile, factors affecting current businesses in the present include the existence of pop-up food stalls, mobile food stalls, and night markets.

There are also the differences in marketing strategies that significantly affect the restaurant industry.

Paguican added that their office continues to coordinate with other government agencies that serve as regulatory bodies for the industry to address the concerns and issues raised by the restaurant industry in the city.

She said they are also in close coordination with the Davao City Tourism Operations Office to revisit and revise the fees imposed for tourism accreditation. CIO

The Philippine Statistics Authority (PSA) reported that Davao City had the fastest economic growth in the region in 2023, accounting for over half of Davao Regionโ€™s P1.02 trillion Gross Domestic Product.

Only the City of Davao saw growth that was faster than the 6.7 percent regional economic growth.

According to the PSA, the economies of every province and Highly Urbanized City (HUC) in the Davao Region grew in 2023 compared to 2022. Davao City had the fastest increase at 7.5 percent followed by Davao del Sur and Davao de Oro with growths of 6.5 and 6.1 percent, respectively.

Davao del Norte, Davao Occidental, and Davao Oriental had 6.0, 4.7, and 4.6 percent economic performance growth rate, respectively.

Davao City also accounted for 52.3 percent of the P1.02 trillion GDP the Davao Region.

Davao del Norte and Davao del Sur came next with corresponding share of 17.6 and 10.8 percent, and Davao de Oro, Davao Oriental, and Davao Occidental had a share of 9.7, 5.7, and 3.9 percent.

The Bureau of Local Government Finance also recognized Davao City as one of the National Top Performing Local Government Units (LGUs) in terms of Local Source Revenues in Nominal Term for 2023.

Based on the Regional Memorandum Circular No. 30-2024 that the Department of Finance released, Davao City ranked 8th on the National Top Performing LGUs.

Davao City also reported higher revenue collection from January to October of this year in 2024 than it did during the same time the previous year.

As of October 2024, the Davao City Treasurer's Office (CTO) had already collected P11,878,152,512.24, in comparison to the P11,364,394,539.22 collected by the city between January and October 2023.

Atty. Lawrence Bantiding, Head of the CTO, in the previous interview said the city has already recovered from the pandemic, as seen by the greater gross sales or receipts reported by local businesses.

He said a significant portion of the collection, comes from business and real estate taxes. CIO

The City Tourism Operation Office (CTOO), in partnership with the Nippon Foundation, Ambox Events, Ancillary Services Unit (ASU), and City Environment and Natural Resources Office (CENRO), on Friday joined the Blue Santa Claus Project: A Pasko Fiesta 2024 Coastal Clean-up Drive in the Jaa Vales Beach Lipadas in Barangay Daliao Toril.

The Blue Santa Claus Project is like a miniature version of the Japanese sport โ€œSpoGomi,โ€ in which teams collect trash and litter within a designated area in a given time.

Mary Joy Nakata, Philippine Coordinator for AMBOX Events, in an interview with the city-owned Davao City Disaster Radio said the initiative is a project of the Nippon Foundation under their Change for the Blue campaign.

โ€œFor them, yung (the) red Santa Claus is giving gifts for children, while the blue Santa Claus is giving a cleaner sea for future generations,โ€ she said.

She said the campaign began internationally in 2016. It was introduced in the Philippines in 2023.

Mizzy Porol, the CTOO Events Unit's tourism coordinator, as part of the cityโ€™s commitment to giving back to the environment, the clean-up drive became part of their activity for the Pasko Fiesta 2024.

โ€œAng Pasko Fiesta 2024, ang atoang theme kay blue, so timely pod siya ang blue Santa Claus i-incorporate nato for Pasko Fiesta 2024 (Our theme for the Pasko Fiesta 2024 is blue, so it is timely that we will incorporate the blue Santa Claus for Pasko Fiesta 2024),โ€ she said.

She said the cleanup drive was joined by volunteers and representatives from offices of the City Government of Davao.

She said they cleaned up the lengthy stretch of Vales Street down to the coastline.

After collecting garbage, the CTOO also placed segregation bins.

Porol said the Blue Santa Claus Project is one way to encourage Dabawenyos to reflect on the Dabawenyo DCplinado ideals by helping reduce plastic wastes, safeguard natural resources, and promote discipline, sustainability, and community spirit throughout the holiday season. CIO

In line with the World AIDS Day, various organizations, public and private offices will conduct a free HIV screening and self- care services at Rizal Park on Thursday, December 5, 2024.

The theme of the observance is "World Aids Day: A Christmas Celebration of Hope, Humanity and Compassion."

Jey Macalawa, President of the Kabataang Family Planning Organization of the Philippines-Davao Chapter, in an interview over Madayaw Live Program held at the newly opened National Museum of the Philippines Davao on Wednesday, bared that the Davao City Aids Council organized the event.

โ€œMas makabuluhan siya kay gi-konekta sa Pasko Fiesta. Ang tumong sa maong program mao ang pagdawat ug paghigugmaay sa mga tao nga naa'y HIV ug sa kadtong katawhan nga naa ani nga balatian (The event is made more meaningful because it is a part of Pasko Fiesta. The main goal of the program is for acceptance and love for people who contracted HIV and all of those who have this disease)โ€ he said.

The services available include free haircut, free HIV screening, and handing out of free contraceptives. The program will run from 1 pm to 6 pm.

Macalawa said that in Davao City, testing and screening for HIV are free.

Macalawa added that the intensified HIV screening and testing is part of the main goal of the program.

He said that the City Health Office has been the partner of various agencies and organizations in reaching out to Dabawenyos for them to avail of services related to HIV. He noted that many have availed of these services in Davao all year round.

He assured that under the tests, the principles of confidentiality are observed and those who are found to be positive are given guidance and referred for treatment.

Macalawa said that they also have an existing partnership with the Sangguniang Kabataan for the conduct of comprehensive s*x education and orientations, such as HIV 101.

He invited Dabawenyos to join and participate in the event. CIO

In its desire to put in place effective and impartial system to conduct proper administrative proceedings, to ensure proper observance of due process and avoid delays in the disposition or resolution of complaints against employees, the City Government of Davao reconstitutes its investigating committee.

The City Government, on November 27, 2024, issued Executive Order No. 36, Series of 2024 โ€œAn Order Reconstituting the Investigating Committee and its Secretariat, Identifying the Special Administrative Prosecutors, and Defining the Respective Powers, Functions, and Duties Thereof."

Based on the EO, the reconstitution is done to reflect the changes in its membership, specifically in the Special Administrative Prosecutors and members of the Secretariat.

Section 1 of the EO 37, mandates the composition of the Investigating Committee.

It shall be chaired by the Acting City Legal Officer, Atty Osmundo P. Villanueva Jr. Its members include, Officer-In-Charge of the Human Resource Management Office Ms. Melody C. Herrera and City Accountant Ms. Vingelin Bajan.

Section 2 provides the powers, functions and duties of the IC.

Section 4 provides that all administrative actions shall be prosecuted under the direction and control of a Special Prosecutor. A private prosecutor may be authorized to participate during the administrative proceedings subject to an administrative vote of the Investigating Committee.

The names of Special Prosecutors are also listed under the same section.

The City Government of Davao through the City Social Welfare and Development Office (CSWDO) has extended financial assistance to 2,017 solo parents.

According to the CSWDO, the distribution includes a total of 100 beneficiaries in Agdao District, 73 in Baguio District, 231 in Buhangin A, 129 in Calinan, 79 in Bunawan, 63 in Buhangin B, 223 in Poblacion A, 258 in Poblacion B, 29 in Marilog, 135 in Paquibato, 188 in Talomo A, 113 in Talomo B, 81 in Toril A, 133 in Toril B, and 182 in Tugbok.

On November 18, the CSWDO released the first batch of financial assistance to eligible solo parents.

Under Executive Order No. 25, Series of 2024, or the Implementing Rules and Regulations of the Solo Parent Ordinance, solo parents in Davao City are entitled to a monthly cash subsidy of P1,000.

In a previous interview, CSWDO Solo Parent Welfare Operations Division Focal Person Karla Quintela explained that the purpose of the subsidy is to help augment the income of solo parents in the city.

To be eligible for the subsidy, the solo parent must be a resident of Davao City, possesses a valid Solo Parent Identification Card issued by the CSWDO, and be either unemployed or employed with a daily minimum wage, regardless of employment status.

Additionally, the solo parent must have been assessed by an assigned social worker, who will provide a Social Case Study Report.

The schedule for the remaining batches of payouts will be announced through the presidents of solo parent organizations in various barangays.

For unclaimed subsidies, the schedule will also be coordinated with the presidents of solo parent organizations.

Solo parents are encouraged to reach out to the CSWDO main office or district offices to access the cityโ€™s services. CIO
