The City Government of Davao on Friday, December 27, 2024, turned over more new vehicles and heavy equipment of various configurations to its seven departments and offices.

Thirty-eight of the newly acquired vehicles will be under the care of the City Disaster Risk Reduction and Management Office (CDRRMO), the City Engineerโ€™s Office (CEO), the City Environment and Natural Resources Office (CENRO), the City Transport and Traffic Management Office (CTTMO), the Bureau of Fire Protection (BFP), Task Force Davao, and the Davao City Police Office (DCPO).

Three units of ambulance with advance cardiac life support were also given to the CDRRMO.

Four units of wheel type excavator, three units of 10-wheeler dump truck, four units of six-wheeler dump truck and one unit of multi-purpose vehicle were turned over to the CEO.

One van, open dump truck, and three units of dump trucks were given to CENRO.

Three units of mobile emergency vehicles were given to the CTTMO.

The BFP and the TF Davao got one fiber boat each while five units of disaster-response truck, four units of 4x4 vehicle, and four units of fiber boat were given to the DCPO.

CDRRMO Head Alfredo Baloran, in a speech, said that the newly acquired response vehicles for calamities and emergencies are like Christmas gifts to Dabawenyos.

The vehicles will become additional assets of the city in swiftly acting to various emergencies.

Baloran said the three new ambulance units will augment the existing 28 ambulances under their office to expand their area of coverage.

He urged the end-users of the vehicles to take care of them so that more Dabawenyos will be able to benefit from their use.

Meanwhile, Davao City Mayor Sebastian โ€œBasteโ€ Duterte, in his speech read by Baloran during the short program, said that with the blessing, Dabawenyos will begin the new year with new vehicles.

โ€œThese vehicles will significantly enhance our capacity to serve and protect the welfare of all Dabawenyos particularly during times of disaster and emergencies,โ€ the mayor said.

He extended gratitude to the CDRRMO and the City Disaster Risk Reduction and Management Council (CDRRMC) for the inclusion of the vehicles under the Local Risk Reduction and Management Fund, enabling the city to procure them.

โ€œTo all the recipient agencies of these vehicles, congratulations we expect that you will ensure the proper use and maintenance of these resources so that we will be able to fulfill our shared mission of safeguarding lives and protecting properties for many years to come,โ€ the mayor added.

The blessing was attended by department heads of recipient offices and representatives of other offices that received the vehicles. CIO

The Davao City Library and Information Center (DCLIC) has seen an increase in the number of visitors, serving 358,000 people from January to November this year.

This is higher than 301,000 people who patronized the library from January to December 2023.

Genevieve Tagudin, Children's Librarian of the Davao City Library and Information Center (DCLIC), said they were expecting almost 400,000 visitors until the end of 2024.

"So, probably muabot pa guru ni'g almost 400,000, maong mas taas ang ato'ng utilization or ang pag-maximize sa atoang city library (So probably we will reach almost 400,000, which will lead to a higher level of utilization of our city library), she said.

She said more visitors are expected because of the opening of the National Museum of the Philippines-Davao.

โ€œI think musamot ni'g kadaghan kay na-open na ang ato'ng National Museum unya duol lang baya (I think the number of visitors will increase now that our National Museum is open, given that it's just nearby), she said.

She said as of now, they support 20 to 30 barangay reading centers in various barangays across Davao City by donating books.

She said 6,740 books have been donated to the DCLIC, some 350 of which have been distributed to the barangays.

โ€œNagahatag mi og mga donations nga libro nga gikan ra pod na sa ato'ng mga donations pod sa mga taga-Davao City ug mga eskwelahan sa Davao. Kami nagakolekta and after that amoa na siyang ginatagi-tagi pod sa ato'ng mga gisupportahan nga mga baranggay reading centers (We are distributing books that have been given by Davao City residents and Davao schools. We gather them and then deliver them to the barangay reading centres that we assist),โ€ she said.

She said because of the program, children in the barangays are enticed to read books.

โ€œSumala pa sa amoang experience, ang mga bata muadto sa baranggay para magbasa-basa. Katong mga wala siguro'y access sa gadget, so muadto gyud sila sa barangay para mubasa gyud (Based in our experience, children go to the barangay to read. Those who don't have access to gadgets, they actually go to the barangay to read),โ€ she said.

Tagudin also said that as of November of this year, a total of 15,804 people have registered for membership cards.

She added that the social inclusion service, one of their offerings, is still available.

She said the social inclusion program's book mobile library is intended to assist clients in orphanages and homes for the aged.

โ€œDili lang kay mga estudyante or regular clients ang atoang gina-serve, naga-serve pod ta through our book mobile didtoa sa mga orphanage ug home for the aged (We don't just serve students or regular clients, we also serve orphanages and homes for the aged through our book mobile),โ€ she said.

Tagudin also encourages Dabawenyos and tourists to visit the Davao City Library, which is situated near the Peopleโ€™s Park, and is open daily from 7 a.m. to 7 p.m. CIO

The spirit of Christmas continues in Davao City with the opening of the Pasko Fiesta Grand Bazaar today, December 26, 2024.

The Pasko Fiesta Grand Bazaar will run until December 31, 2024 at the Esplanade Park in Bago Aplaya, featuring food stalls and food trucks. It is open from 4 pm to 10 pm.

This is the first time the Pasko Fiesta Bazaar is being held at the Esplanade.

For years, the bazaars were held at Rizal Park only, but the city government wanted a wider area with adequate parking for Dabawenyos.

This year's bazaar has a total of 32 stall concessionaires and six food trucks.

The offering of the concessionaires consists of various food choices from snacks, coffee, drinks, barbecue, and desserts like ice cream and halo-halo.

They also sell fruits in a cup, Mexican street food, salads and many more.

The food truck concessionaires are ARDB Enterprise, Freshko Corporation, Happy Days Outdoor Dining Davao, Ommaโ€™s Kitchen- Davao Food Truck, SND Foods International Inc, and Wild Wings Davao.

The Davao City Tourism Operations Office invited food entrepreneurs to join the bazaar as early as November 8, 2024. CIO

The City Government of Davao continues to ensure that the concerns of Dabawenyos are being catered to through its official complaint and appreciation platform, the Davao City Reports (DCR).

A week before 2024 ends, the DCR has already catered to 5,372 complaints from Dabawenyos concerning various issues in the community.

The DCR was launched in 2017 with the purpose of being the official platform of the city government to accommodate complaints, concerns, issues and other reports from Dabawenyos.

Dabawenyos may lodge their reports through page โ€œDavao City Reports.โ€ They may also reach DCR through its email at [email protected]; or by sending a message or call 09171312333 and 09190722222.

The reports are validated then forwarded to the concerned offices. The clients will also receive updates on the status of their reports.

Dabawenyos are also assured that the reports remain anonymous.

This year, the DCR has also received several good feedbacks from Dabawenyos.

โ€œI am very satisfied with the creation of this Davao City Reports, effective and cost efficient to the complainant and security advantage to the complainant,โ€ one of the clients said.

โ€œWow! Thank you so much Davao City Reports. Thank you for the prompt response. We highly appreciate this. Thank you so much. More power to you. I am so proud to be a resident of Davao City,โ€ another said.

โ€œThank you so much for the coordination and action of respective agencies. This will reinforce the usage of pedestrian overpass and lessen the traffic caused by jaywalking pedestrians.โ€

The DCR will continue to cater to the concerns, complaints, issues and other related reports from Dabawenyos in the coming years.

Dabawenyos are likewise urged to exercise zero tolerance towards illegal activities and issues in the community, and to report said issues to the DCR. CIO

The City Health Office will continue its flu vaccination at Osmeรฑa Park from December 26-27, 2024.

CHO Head Dr. Tomas Miguel Ababon told Madayaw Davao on Monday that the flu and pneumonia vaccination will continue during the said dates.

The CHO started the vaccination at Osmeรฑa Park on December 18, 2024.

Dr. Annaliza Malubay of the CHO also said during the Madayaw Live interview on December 23, 2024 that the priority of the flu vaccination are government employees, senior citizens, and persons with comorbidities.

She said that for the pneumococcal vaccines, the number one priority are senior citizens.

CHO Technical Division Head Dr. Julinda Acosta said the flu and pneumococcal vaccines are available at the health centers since the last week of November.

Acosta said that they are planning an intensified vaccination in malls next year.

Dr. Joy Espina, also of the CHO, urged Dabawenyos to have themselves vaccinated against flu and pneumonia.

"Gina-awhag namo tanang Dabawenyo nga magpabakuna og flu ug pnemoccocal vaccines, kani sila nga bakuna are safe and effective ayaw kamo kahadlok (We encourage Dabawenyos to have themselves vaccinated against flu and pneumonia. Several dance groups from all over Mindanao shone during the Sayaw sa Pasko 2024 competition at the Rizal Park on Saturday, December 21.

The Sayaw sa Pasko is an annual dance competition and one of the highlights of Pasko Fiesta, created by the City Tourism Operation Office (CTOO) for Dabawenyos to display their talents and celebrate the joyous spirit of Christmas.

Among the 10 groups that joined the contest, the General Santos City Dancesport and SQ1 were hailed as the champions in the Dancesport and Hip-hop categories, respectively. The two groups impressed the audience with their dynamic and expertly choreographed performances.

In the Hip-hop Category, Nemesis and The Villain took second and third place, respectively. In the Dancesport, the Davao Region Team ended up second place, while the Koronadal City Dancesport Team came in third.

Each group captivated the audience with their inventive costumes, dancing, music, and props, all of which incorporated the Pasko Fiesta theme.

A P75,000 cash prize and a plaque were awarded to the champions in both categories, while P50,000, P35,000, and P25,000 were given to the second and third placers, and non-winners, respectively. CIO

The City Information Office (CIO) has announced the winners of the 2024 Hulagway sa Pasko Fiesta Photo Contest.

The photo contest ran from November 28 to December 17 following the theme of โ€œStronger, Brighter, Happier Togetherโ€ with four categories--
Kahayag, Kalingawan, Duyog sa Pasko, and Fiesta.

Ian Russel Requiso's โ€œReminiscing Christmasโ€ ranked first place, while Henry Doctolero Jr.โ€™s โ€œLights for Everyoneโ€ bagged second place, and โ€œKids Under the Bright Starโ€ by Jerome Batain won third.

Dennis John Sumaylo, one of the judges, in an interview said they picked these three photos out of the 80 qualifiers as these photos reflected not only the joy of Christmas but also values of Filipinos.

โ€œThey exude not just the brightness or the festivity of the holiday season, but also the values of the Filipinos taking care of each other and the family,โ€ he said.

Requiso's โ€œReminiscing Christmasโ€ depicts two women enjoying the lights and the events that took place in the City Hall Grounds.

He wrote that when he took the photo, he was amazed to witness the essence of Christmas through an old lady reminiscing about her past Christmas celebrations.

โ€œThis photo beautifully embodies the true spirit of Christmas, reminding us of the warmth and joy that the season brings,โ€ Requiso said.

Meanwhile, Doctolero's โ€œLights for Everyoneโ€ is an image of two boys selling balloons that were lit by fairy lights creating a lively and joyful atmosphere as well as illuminating the night with vibrant colors.

Batain's โ€œKids Under the Bright Starโ€ is also an image that depicts the warmth and brightness of the season.

Gian Kristoffer Enrique, another judge, praised Requiso's entry for its composition, colors, and the sharpness of the image-- qualities he deemed were beyond satisfactory.

โ€œIt also conveys a story, and the theme of โ€˜stronger, brighter, and happier together' was there,โ€ he added.

The Hulagway sa Pasko Fiesta is the last set in the series of photos and video contests that the CIO holds quarterly every year. These four contests include Hulagway sa Araw ng Dabaw, Destination Davao Hulagway sa Kadayawan, and Hulagway sa Pasko Fiesta. CIO

To ensure a safe and festive Christmas celebration, Dabawenyos are reminded of the fire safety tips that they must follow during the holidays.

John Stephen Monterola, the Fire Station Commander of the Davao City Youth Fire Rescue Volunteer, Inc., said fire prevention is everyoneโ€™s responsibility.

He said that by memorizing the term YOUTH, Dabawenyos can contribute to the prevention of fire. Y for Yaw-yawi ang myembro sa pamilya nga walaโ€™y pakabana unsaon paglikay sa sunog (Talk to family members who are not interested in preventing fires), O for Octopus wiring, likayan sa panimalay (Avoid octopus wiring in the house), U for Unaha ang pagpalong sa sunog bago mag video (Extinguish the fire first before taking a video), T for Tawag dayon sa emergency hotline (Immediately call the emergency hotline), and H for Hawa dayon sa delikado nga lugar (Immediately leave the hazardous place).

He said โ€œyaw-yawanโ€ means informing or educating the family members on the things that they should do to avoid fire.

He also advised Dabawenyos to contact the emergency hotlines before taking a video, as they have noticed that some people take videos before taking action.

โ€œIf [you see] fire, kung kaya pa nato na siyaโ€™g palong, unahon sa nato naโ€™g palong, bago ta mag video-video or mag-post. Kung kita, ug unsa atoโ€™ng matabang sa atoโ€™ng pamaagi, atoang buhaton dayon (If you see a fire, if itโ€™s still manageable, let's put it out first before taking a video or posting it (on social media). If we witness a fire incident, we should act right away and assist in any way),โ€ he said.

He also said that Dabawenyos must be aware of the household safety tips, especially those who will leave their homes.

He said Dabawenyos should not leave their cooking unattended and should turn off their Christmas lights before leaving home.

โ€œKung unsa atoโ€™ng makaya nga malikayan ang sunog diha pa lang sa level sa panimalay, atoa naโ€™ng buhaton (We ought to take action to stop home fires if we can),โ€ he said.

He also said parents' involvement is vital, especially in educating their children on fire prevention tips.

He added that daily adherence to fire safety is essential.

โ€œIstoryahi ninyo kanang mga safety tips sa inyoโ€™ng panimalay, para ma-aware pod ang mga anak. Para sa ing-ana pa lang nga edad, aware na sila nga delikado diay ni (Talk about these safety tips in your homes to ensure your kids are aware of these safety precautions. In that way, even at their age they will know about that these are dangerous),โ€ he said.

โ€œI just like to remind everyone, as our cityโ€™s slogan, โ€œBasta Dabawenyo DCplinadoโ€, so part of being disciplined is kana gyuโ€™ng magbinantayon ta sa kanunay. So, i-apply lang nato na kanunay sa atoโ€™ng aspect sa kinabuhi (I just like to remind everyone of our city's slogan, "Basta Dabawenyo DCplinado," which states that being disciplined includes being cautious at all times. The City Social Welfare and Development Office (CSWDO) has finished the delivery of food packs to districts with Indigenous Peoples communities, in line with the office's capability-building activities.

Acting CSWDO Administrative Officer Marie Botona told the Madayaw Dabaw Live Program on Monday, December 23, 2024, that they have delivered all of the food packs for IPs on December 14. The distribution started on December 1, 2024.

"Mao ni siya nga food packs are given after the conduct of capability buildings nga gihatag nato sa ilaha para ma-compensate ang adlaw nga wala sila katrabaho, at the same time sa pamasahe sila (These food packs are given to compensate them for the days that they did not work and also for their fare during the conduct of the capability building)," Botona said.

The CSWDO conducted the training so that IP communities learn about the latest programs, services, and laws being implemented through the CSWDO.

As a continued service to the IPs, the CSWDO monitors the streets and facilitate the return of IPs to their communities if they are seen roaming.

The city government also coordinates with the Department of Social Welfare and Development (DSWD) in case of IPs who are not from Davao City and are found roaming the streets while asking for alms.

The CSWDO strongly implements the anti-mendicancy campaign for the safety of the IPs, and other groups of people asking alms during the holidays. CIO

Officials from the Executive Department on Thursday participated in an executive training on incident command system at Arcadia Hotel.

Davao City Disaster Risk Reduction Management Office (CDRRMO) Head Alfredo Baloran, during the event, said that the activity incident command system is important - not only in managing but also coordination and the use of resources during incidents and planned events.

โ€œThis executive course, this is compressed among the five courses of ICS, which include important features and highlights in managing and coordination on how we are going to handle emergencies,โ€ Baloran said.

Office of the Civil Defense Region XI Director Ednar Dayanghirang, in his speech during the training, said that what the agency and the city government do about disaster resilience is under RA10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 (DRRM Act).

โ€œThe dream of that law is disaster resilience and resilience should reside to all people,โ€ Dayanghirang said.

He said that in terms of aspiring resilience, everybody, including the participants should be thinking about the whole population of Davao.

โ€œAt the end of the day if there is a disaster, ang katawhan maigo (it is the people who would suffer),โ€ he said, adding that families may be displaced in times of disaster, Dayanghirang said.

He highlighted that every family must understand the risk of their surroundings so that in time of disasters they will know where to go.

Meanwhile, Davao City Mayorโ€™s Office, Assistant Chief of Staff Atty. Jonah Margarette F. Presto, who participated in the training, said that it was very helpful to those who belong to the Executive Department.

The Davao City Overland Transport Terminal (DCOTT) said more buses will be available to accommodate the expected increase in passenger volume throughout the holiday season.

DCOTT Manager Aissa Usop, during the Madayaw Live program on Wednesday, said they have already coordinated with the Southern Mindanao Bus Operatorsโ€™ Association (SMBOA), which applied for special permits from the Land Transportation Franchising and Regulatory Board (LTFRB), to deploy more buses if necessary.

She said they also coordinated with the Land Transportation Franchising and Regulatory Board (LTFRB) to set up a desk at the DCOTT terminal so that buses without special permits could easily obtain one.

โ€œWe also coordinated with LTFRB nga magbutang gyud sila og lamesa diha sa atoang DCOTT terminal para anytime, magkulang toโ€™ng gi-request sa atoโ€™ng mga bus operators nga special permits, naa lang gihapon ang atoang LTFRB nga makahatag dayon (We also coordinated with LTFRB to set up a table at our DCOTT terminal so that anytime, if our bus operators are short on special permits, our LTFRB will still be there to provide them immediately),โ€ she said.

Usop also said there has been a surge in the number of travellers returning to their homes for the Christmas season beginning December 13.

She said buses usually have a 30-minute interval, but during this season, a bus can leave once it reaches its full capacity.

โ€œGihatagan na nato na silaโ€™g pagtugot nga dili nila hutdon ang 30 minutes. Once nga mapuno na ang bus, mularga or mupahawa na sila (We have granted them permission to depart as soon as the bus is full),โ€ she said.

She added that they expect between 50,000 and 70,000 passengers on peak days, with bus journeys increasing from the typical 700โ€“800 per day to approximately 1,000โ€“1,500.

She said passengers must have their baggage inspected first at the entrance of the terminal, while peddlers are not allowed inside the terminal, she added.

The Land Transportation Office (LTO), the Philippine Drug Enforcement Agency (PDEA) and the Land Transportation Franchising and Regulatory Board (LTFRB) on Thursday conducted a series of activities for the safe and secure transport of passengers from the Davao City Overland Transport Terminal (DCOTT) and van terminals during the Christmas Season.

The LTO and PDEA on Thursday conducted a surprise drug testing to 50 bus drivers at DCOTT and 20 drivers at the Gmall Terminal.

LTO Regional Law Enforcement Section Head Yuri Lim told reporters on Thursday that two drivers were found positive of illegal drug use during the quick test.

"These tests need to be confirmed by DCOTT-PDEA," Lim said of the result of the tests on the two drivers, one from DCOTT and one from the Gmall terminal.

Once the confirmatory results are out, we will call the drivers and invite them to brief them what happens next)," he said.

Lim said that the surprise drug testing, dubbed Oplan Harabas, is a preventive measure to determine if there are drivers using illegal drugs.

Lim said that aside from Oplan Harabas, which is part of the Oplan Ayos Byahe, they ensure the road worthiness of vehicles plying the streets. These include delivery trucks, wingvans, and cargo units.

LTFRB XI Administrative Office IV Engr. Marie Jeana Jaralba also told reporters that their office started monitoring the roadworthiness of passenger buses starting December 11, 2024.

"Gina-check namo ang papeles kung naa ba siyay Certificate of Public Convenience, ang mga tires, busina, GPS, required gyud na siya nga naay GPS tanang bus (We check the tires, the horns, GPS-- the GPS is really required)," Jaralba said.

She said that five employees of LTFRB are assigned in the LTFRB help desk at the DCOTT from December 19, 2024 to January 5, 2025.

Jaralba said that as of Thursday they have already issued 22 special permits for buses heading for Tandag City in Surigao del Sur, New Bataan in Davao de Oro, and Kidapawan City in Cotabato province. These were applied for by two companies. The special permits will be good for five days.

Meanwhile, if there is a shortage of buses, a one-day special permits will also be issued

To help ensure the growth of Micro, Small, and Medium Enterprises (MSMEs) in the city, the City Government of Davao, through the City Cooperative Development Office (CCDO), continues to offer various programs.

The CCDO provides financial assistance in the form of loans for cooperatives through the Cooperative Financial Assistance Program (CFAP), and the Cooperative Livelihood Development Program-Start-Up Capital Assistance (CLDP-SUCA) for individual members of cooperatives.

Livelihood trainings and financial literacy trainings are also being offered.

February Banate, CCDO's CFAP Focal, said in an interview that the CFAP is a financial assistance program in the form of loans for cooperatives at zero percent interest.

โ€œThis program facilitates enhancement and growth of MSME cooperatives that will contribute to the improvement of the local economy,โ€ she said.

Under the CFAP, micro and small cooperatives may borrow P100,000 to P300,000 payable in three years. Medium and large cooperatives may borrow P301,000 to P1 Million payable within two years.

From 2020 to present, a total of 45 cooperatives have availed of the CFAP.

Banate said that to avail of the CFAP, cooperatives must comply with the documentary requirements including a letter of intent, certification as to having no outstanding loan balance, and a project proposal.

Interested cooperatives may reach out to CCDO's district offices for more information on how to avail the CFAP.

Meanwhile, individual members of cooperatives who wish to start their own business may avail of the CCDO's CLDP-SUCA.

Edna Haspe, CCDO's CLDP-SUCA Focal, said in an interview that the CLDP-SUCA is a financial assistance program intended for disadvantaged members of cooperatives who are willing to do their own business.

โ€œThe program aims to promote self-sufficiency among identified marginalized cooperative members,โ€ she added.

Through the CLDP-SUCA, the CCDO conducts livelihood trainings and financial literacy discussions to cooperatives in order to equip members with the necessary technical and vocational skills.

โ€œBefore mi muhatag og financial assistance, muhatag mi daan og livelihood training sa ilaha. Bago sila makahulam ng any amount dapat na-complete muna nila ang training and aligned doon ang kanilang gusto itayo na business (We provide them with livelihood trainings before granting financial assistance. In order to avail of the assistance, they first need to complete the training, and the business they plan to establish must be in line with the training that they've completed),โ€ Haspe said.

The CLDP-SUCA provides individual members of cooperatives with financial assistance in the form of loans for their start-up capital.

For the start-up capital, members may make a zero-interest loan amounting to P10,000 up to P20,000 payable in one year. Cooperative members who already has their own business may also make a working capital loan of P30,000 to P50,000 payable within three years with zero percent interest.

Since its first batch of loan release in 2021, the CCDO already has 12 batches of beneficiaries with a total of 135 beneficiaries.

To avail of the CLDP-SUCA, individual members must be a resident of the city, a cooperative member, have completed the skills training conducted by the CCDO, must have a good track record in its loan repayment, and must have no outstanding loan balance.

Interested and qualified members of cooperatives may coordinate with the CCDO's district offices for further details on how to avail the assistance. CIO
