The City Agriculturist Office (CAgrO), in partnership with the Agricultural Training Institute (ATI) Davao Region, is intensifying its efforts to mobilize coconut farmersโ€™ organizations under the Coconut Farmers and Industry Development Program (CFIDP), an initiative designed to modernize and uplift the coconut farming industry.

The CFIDP was established under Republic Act 11524 or the Coconut Farmers and Industry Trust Fund Act of 2021, to increase coconut farmersโ€™ income, provide scholarships, training, livestock support, and modern equipment.

Dario Divino, Agriculturist II, Industrial Crops Focal of the City Agriculturist Office said that they are currently reaching out and encouraging inactive organizations to have their organizations reactivated so they can benefit from CFIDP programs.

โ€œNaa tay 155 ka organizations sa coconut farmers identified na siya, 53 lang ka grupo ang aktibo karon. Ang uban ani pangitaonon pa namo ni. Usa ka hagit ni siya saa amoa sa city agriculturist office, mga municipal office nga katong mga natulog nga coconut farmers association, kinahanglan to siya atong pukawon para maapil sa programa (We have 155 organizations of coconut farmers identified, only 53 groups are active now. Some of them are still being contacted. This is a challenge for us in the City Agriculturist Office for the inactive coconut farmers association, we have to reactivate them to be included in the program),โ€ he told Madayaw Davao over Davao City Disaster Radio (DCDR) on December 3, 2025.

Divino added that to qualify for CFIDP, farmers must have at least 25 coconut trees or a quarter-hectare plantation, secure a barangay certification, and register with the National Coconut Farmers Registry System (NCFRS).

ATI-Davao also focuses on capacity-building for sustainable agriculture and spearheads training programs for farmers through partnerships with the Philippine Coconut Authority (PCA) and local government units.

Richel Zamora, Training Specialist II, CFIDP Focal Person of the Agricultural Training Institute also told Madayaw on December 3, 2025 that farmers have to take advantage of these opportunities, noting that the program represents the fulfillment of long-awaited government support for the sector.

โ€œNaa tay programa para sainyoha, please I avail ninyo kay walay laing pwede maka avail ani. Para ni sainyoha mga coconut farmers. Mag operate nata, mag pa rehistro nata kay naa na ang inyong dugay na nga gihandum. Mas maayo nga mag reactivate tung mga associations na medyo mga nahitulog na. Kay karon every now and then, ginatawag na namo sila kay sila na among mga beneficiary (We have a program for you, please avail of it because no one else can avail of it. This is for you coconut farmers. Let's operate, let's register because this is what weโ€™ve been wanting for a long time. It is better to reactivate our associations again because now every now and then, we call on them because they are now our beneficiaries),โ€ he added.

The City Agriculturist Office and ATI-Davao vowed to expand training programs to reach more farmers, strengthen cooperatives, and ensure that Davaoโ€™s coconut industry meets global standards.

In observance of World AIDS Day, the Davao City Health Office (CHO) is renewing its call for residents to undergo testing for Human Immunodeficiency Virus (HIV) and other Sexually Transmitted Infections (STIs).

The initiative, led by the CHO's Reproductive Health and Wellness Center (RHWC), aims to prevent transmission and ensure those who test positive receive proper treatment and care.

Dr. Jordana Ramiterre, Head Physician of the RHWC, emphasized that HIV and Acquired Immunodeficiency Syndrome (AIDS) remain a significant public health concern.

HIV attacks the body's immune system by targeting white blood cells. Without treatment, it can progress to AIDS, leaving individuals vulnerable to severe infections and diseases. The virus is transmitted through specific body fluids, including blood, breast milk, semen, and vaginal fluids.

Ramittere said that the diseases can be prevented by practicing the ABCDE method: Abstain, Be mutually faithful, Correct Consistent Condom Use, Do not inject drugs illicitly, and Education, Early Access to Care and Early Treatment.

Pre-exposure Prophylaxis (PREP) is also available at the treatment centers for individuals who tested negative for HIV but have substantial risk to get infected.

She added that although the RHWC, along with partner agencies, continue to strengthen its efforts in breaking the stigma and discrimination surrounding HIV and AIDS on the daily, they put further emphasis on these efforts during the observance of World AIDS Day.

โ€œWeโ€™re further highlighting this during this time to promote awareness, to promote testing, and for people to access services,โ€ Ramiterre said.

Davao City has two HIV-AIDS treatment hubs, one at the Davao Doctors Hospital, and another at the Southern Philippines Medical Center (SPMC).

Primary treatment facilities for people-living with HIV are also available including the RHWC, Love Yourself, and About Us among others.

The RHWC offers free STI and HIV screening, diagnosis, and treatment. The center is also a confirmatory laboratory where test results are sent to confirm whether or not the individual has HIV.

Other confirmatory laboratories include one at the SPMC, and at the Davao Medical Schools Foundation Hospital.

As part of the commemoration, the CHO will host a whole-day event at Victoria Plaza on December 5. Dabawenyos can avail of free HIV testing, screening, and other services.

The CHO continues to strengthen daily efforts to break the stigma surrounding HIV/AIDS and encourages everyone to get tested, practice the ABCDE method, and utilize the city's free, confidential services. CIO

The City Government of Davao, through the City Sports Development Division, is implementing a new protocol for organizers of fun runs, marathons, and other similar events starting January 2026.

Organizers of these events that require partial or complete road closures needed to submit event requirements at least three (3) months prior to the scheduled date of their event.

Michael Denton Aportadera, Head of the City Sports Development Division, told the City Information Office (CIO) on Wednesday, that the new directive is rooted in the increasing number of fun runs and runners in the city.

โ€œWe would want to ensure the proper coordination of the organizers with the LGU to ensure the safety [of the participants] and the accountability [of the] organizers for a fun run, especially when the route traverses the city streets,โ€ he said.

Race organizers are urged to follow the required time to process this requirement as events requiring road closures needed a resolution from the city council.

โ€œThis is not to make it difficult for organizers but is more of ensuring the safety of everyone who will join the fun run, and accountability just in case something happens,โ€ Aportadera emphasized.

He also encouraged organizers to go through the process of certification from the Public Safety and Security Office (PSSO). The assessment panel is composed of all security and safety offices and departments in the city.

โ€œThis is also one way of informing the city that the organizers are capable of handling and managing such a big event,โ€ Aportadera said.

The requirements for certification include two copies of a letter of intent addressed to the City Sports Development Division, title of the event, type of the event, its purpose, and its venue.

Organizers must also submit a certification from the management of the venue that recognizes and allows them to conduct the event in the area. They must also provide the date, time, and the number of expected participants, including the crowd estimate and the number of the organizing staff.

They must also provide the number of security marshals that will be assigned during the event, as well as first aiders and first responders.

โ€œIt is not only the city that will be providing that, but also it is a requirement for the organizers to also provide their own. The cityโ€™s safety and security personnel will only serve as an augmentation,โ€ Aportadera said.

A venue layout, as well as emergency plans and evacuation plans, must also be submitted to the City Sports.

โ€œThe council will also just require an approval in the form of a resolution if they will be traversing city streets, which needed partial or complete road closure,โ€ he said.

These requirements will then be endorsed to the PSSO for deliberation. CIO

Bantay Bukid and Bantay Tubig Volunteers (BBTV) continue to strengthen Davao Cityโ€™s environmental and watershed protection initiatives in 2025 through various activities and community-driven projects.

BBTV is a community-based volunteer force that serves as forest rangers tasked with safeguarding the cityโ€™s hinterlands, including its river systems and other vital natural resources.

The City Government of Davao, through the Public Safety and Security Office (PSSO) has helped establish and support the Bantay Bukid program, including the provision of incentives to its volunteers.

During the 2025 Watershed Stakeholder Summit held on November 27, 2025, PSSO Assistant Operations Officer MSgt. Reynante B. Vallejo, PCG (Ret.) said that the BBTV was able to report 15 incidents involving alleged violations of environmental laws. These included illegal tree cutting, water pollution, treasure hunting, illegal entry, and construction without permits.

The volunteers also carried out 293 environmental activities such as nursery establishment, tree planting and tree growing, as well as brushing and clearing of weeds to aid forest regeneration.

Under watershed protection, the group completed 196 activities, including monitoring of critical watershed areas, cleanup drives, and brand auditsโ€”a process that involves counting and documenting brands found in collected plastic waste to identify companies contributing to pollution.

Biodiversity conservation remained its priority, with 242 monitoring activities conducted. These included bird sighting documentation, wildlife and key species monitoring, and dismantling of animal traps.

A total of 309 active Bantay Bukid Volunteers are currently deployed across six districtsโ€”Baguio (140), Marilog (54), Paquibato (39), Toril (31), Calinan (28), and Tugbok (17)โ€”ensuring strong community presence in upland and forested areas.

Vallejo announced that in 2026 the program will expand its capacity-building initiatives through orientations on Section 77 of Presidential Decree 705 (Revised Forestry Code of the Philippines) and paralegal training on environmental legal frameworks for both Bantay Bukid and Bantay Tubig Volunteers.

Through its dedicated volunteers and committed partners, Davao City continues to reinforce its leadership in environmental stewardshipโ€”protecting forests, watersheds, and biodiversity for future generations. CIO

Davao City's Binugao Bagobo Tagabawa Women Association (BIBATAWA) was given two awards - โ€œKatuwang sa pag tataguyod ng Pambansang Sentro ng Paghahabi ng Pilipino awardโ€ and โ€œBest Booth awardโ€ - during the first Philippine Handloom Weaving festival (PHWF) held on November 22, 2025, which was attended by 120 weaving communities nationwide.

The Department of Science and Technology-Philippine Textile Research Institute (DOST-PTRI) organized the first Handloom festival, which provided community weavers with access to new textile technologies, research insights, creative collaborations, and resources that are typically unavailable to small weaving groups.

Mervin To-ong, BIBATAWA Creative Director, said in a speech at the Sangguniang Panlungsod on Tuesday, December 2, 2025, that he hoped their victory would inspire the other indigenous tribes of Davao City to embrace weaving while strengthening the cityโ€™s bid to become the Textile Capital of the Philippines.

โ€œWe have 11 tribes and I hope and encouraged all the 11 tribes nga mag habi din sila kasi kung marunong at mag hahabi na ang 11 tribes dito sa Davao we can be the textile capital of the Philippines (We have 11 tribes in Davao City, and I hope and encourage the 11 tribes to weave. Because if the 11 tribes know how to weave here in Davao, we can be the Textile Capital of the Philippines),โ€ he said.

He added that their journey toward national recognition was rooted in their dedication to preserving the craft of inabel, a type of weaving traditionally made with abaca fiber. This commitment to preservation ultimately led to their invitation to the festival and the honor of receiving the award.

To-Ong also mentioned that one of the textiles is called matanab, which means "marangal" in the Bagobo Tagabawa language, to recognize all those who have contributed to the preservation of their craft.

During her privilegedspeech at the Sangguniang Panglungsod, on Tuesday, December 2, 2025, Councilor Atty. Rachel P. Zozobrado emphasized that the awards are proof that indigenous artistry is not just a heritage but a living force that strengthens the cityโ€™s identity.

โ€œThis national recognition celebrates their exceptional contribution to preserving and promoting Philippine weaving traditions. But most importantly, it affirms that Davao City stands up nor only as a center of progress but also as a city that proudly champions the culture and identity of its indigenous peoples,โ€ she said.

To-ong also warned Dabawenyos about the growing threat of counterfeit textile and sublimation prints that mimic indigenous designs.

โ€œKasi kung patuloy tayong bibili ng mga pekeng hinabi at mga sublimation printing na ninakaw lamang sa ating mga katutubo, youโ€™re not just depriving our livelihood, our cultural identity but also youโ€™re depriving our future (Because if we continue to buy fake textiles and sublimation printing that were stolen from our natives, you're not just depriving our livelihood, our cultural identity but also you're depriving our future),โ€ he added.

The City Government of Davao on November 20, 2025 issued Executive Order 27 or "An Order Reconstituting the Davao City Enhanced Comprehensive Local Integration Program (E-Clip) Committee for Former Rebels and Former Violent Extremists."

The city saw the need to reconstitute the membership of the Davao City E-CLIP Committee in compliance with the issuances of national agencies, and local ordinances.

Based on the EO, the E-Clip Committee shall be headed by Davao City Mayor Sebastian Baste Duterte as chairperson, with the Commanding Officer, Armed Forces of the Philippines-- 1003rd Infantry Brigade as co-chairperson.

The members are the City Administrator, City Administrator's Office, City Social Welfare and Development Office Head, City Director of the Department of the Interior and Local Government-Davao City Operations Office, City Director of the Davao City Police Office, Chairperson of the Sangguniang Panlungsod Committee on Peace and Public Safety, Chairperson of the Sangguniang Panlungsod Committee on Civil, Political, and Human Rights, President of the Liga ng mga Barangay, one representative from Civil Society Organizations, one representative from the Davao City Chamber of Commerce Industry Inc, (DCCCII), one representative from Former Rebels (FRs) and Former Violent Extremists (FVEs), and one representative from the media sector.

The E-Clip Committee shall be responsible for the effective implementation and institutionalization of Davao City's E-CLIP. Their full functions are stated in Section 2 of the EO.

The City Social Welfare and Development Officer is directed to identify appropriate personnel from its office to constitute the City E-Clip Committee Secretariat and Technical Working Group.

The City Tourism Operations Office on Wednesday, December 3, 2025 released the official order of parade for the Banda Dasig ug Parada sa Pasko Fiesta 2025.

Set for December 7, 2025, at 3 pm from Roxas Avenue to San Pedro Square, the official order of parade combines bands, dancers, and Christmas floats to bring the Paskong Dabawenyo, Paskong Pilipino to life.

A total of 27 contingents for the Elementary School category and 18 contingents for the Open Category will compete for the Banda Dasig Drum Lyre and Marching Band Competition,

A total of 12 floats will also compete for the Pasko Fiesta Christmas Float Competition.

More than 50 stakeholders from the academe, private organizations, and government offices conducted a learning visit to the Malagos Watershed Reservation on Friday as part of the second day of the Watershed Stakeholder Summit held on November 28, 2025.

The visit highlighted the Adopt-a-Site Program run by the Davao City Water District (DCWD), which fosters a multi-stakeholder effort to protect the watershed.

During the visit, markers displaying the names and logos of supporting companies and organizations were visible throughout the reservation, signifying their involvement in the program.

DCWD representative Anji Laura A. Grecia-Lorona explained that the markers represented the supporters of the Adopt-a-Site Programโ€”a non-monetary approach to assisting the watershed. These companies and organizations have committed to maintaining specific areas within the 235.34 hectare reservation.

The DCWD also hires workers from nearby communities, providing them with livelihood opportunities. These workers conduct maintenance activities, operate nurseries and demo farms, and carry out information and education campaigns.

Aside from learning about the adopt-a-site initiative, the participants also observed the abundant water resources originating from the reservation and sightings of endangered species, including the golden-crowned flying fox, one of the world's largest bat species which has been listed as endangered by the International Union for Conservation of Nature (IUCN).

One of the participants, City Bantay Bukid volunteer and Ovu-Manuvu tribe member from Barangay Carmen, Nilfa Landim, said in an interview with Madayaw that the site visit deepened her understanding of the importance of protecting watersheds.

โ€œAng na-learn gyud nato diri kay kinahanglan protektahan gyud nato ang atong kalasangan kay diha namuyo ang atong endangered species, panagsa na lang siya mao nang kailangan nato i-protect. Tapos panalipdan pud nako ang atong kakahuyan kay kasagaran diha gyud ang atong source sa tubig,โ€ (What we truly learned here is that we must protect our forests because endangered species live there; they are now rare, so we really need to protect them. We must also safeguard our forests because that is where most of our water sources come from)," Landim said, emphasizing the protection of endemic species.

โ€œNakita namo ang mga animals nga wala pud namo nakita sa bukid ug mga bulak pud,โ€ (We saw animals we donโ€™t usually see in the mountains, as well as flowers.)", she said.

As a forest guardian, she shared that the forest areas in Barangay Carmen are also rich in flora and fauna and have clean water sources.

โ€œMa-experience nimo ang kalami sa tubig na dili nimo makita sa siyudad.โ€ (You can experience the refreshing quality of water that you cannot find in the city)", Landim added.

Another participant, Barangay Kagawad of Matina Biao, Jerwin Almonicar, said that witnessing the vibrant biodiversity of the Malagos Watershed made him realize how rich Davao City is in natural resourcesโ€”something Dabawenyos can truly take pride in.

โ€œAkong narealize nga dato gyud ang Davao City in terms sa kinaiyahan nga ikagarbo nato as a Dabawenyo. Ako gyud nakita nga kaning pag-preserve ug pag-conserve sa atong watershed kini ang usa sa mga testament nga ang sumusunod pa nga generation ilaha pang makita ug mapanginabangan ang kinaiyahan.โ€ (I realized that Davao City is truly rich in natural resources, something we can be proud of as Dabawenyos. I saw that preserving and conserving our watershed is a testament that future generations will still be able to see and benefit from our environment)," she said.

The Protected Area Management Board (PAMB) and DCWD jointly maintain the Malagos Watershed Reservation.
It is not open to the public and is accessible only for scientific studies conducted by the academe.

The City Government of Davao, through the City Social Welfare and Development Office (CSWDO), awarded cash incentives and plaques to 24 Dabawenyo centenarians for the year 2025. This is in line with the implementation of City Ordinance No. 0727-21, series of 2021 "An Order Honoring Centenarians in the City of Davao".

On November 28, 2025, the team from the CSWDO completed the distribution of cash incentives to six centenarians that belonged to the fourth batch for the year 2025.

This batch of centenarians are from Poblacion, Buhangin, Tugbok, and Talomo districts.

The centenarians received P100,000 worth of cash gift, along with a plaque of recognition and other essential goods such as milk, diapers, and soap.

City Ordinance 0727-21, series of 2021 has underscored that the cash gift is given to recognize and honor centenarians in the city who have reached their milestone age, and have lived through and left lasting legacies to their families, community, and the people they have met through the years.

The CSWDO and the Office of Senior Citizen Affairs (OSCA) continuously reminded Dabawenyos who have relatives turning 100 years old to process the necessary requirements before the elderlyโ€™s 100th birthday. CIO
