House leaders praise PBBM’s ‘bold, decisive’ SONA

KEY leaders of the House of Representatives on Monday expressed their strong support and commendation for the bold declarations and notable achievements President Ferdinand “Bongbong” R. Marcos Jr. presented in his third State of the Nation Address (SONA).

In a joint statement, Senior Deputy Speaker and Pampanga 3rd District Rep. Aurelio “Dong” Gonzales Jr., Deputy Speaker and Quezon 2nd District Rep. David “Jay-jay” Suarez, Majority Leader and Zamboanga City 2nd District Rep. Manuel Jose “Mannix” Dalipe, and Committee on Appropriations Chair Ako Bicol Partylist Rep. Elizaldy Co also expressed support and commitment to advancing the President’s agenda in Congress.

Gonzales lauded President Marcos for his resolute stance on national sovereignty and the West Philippine Sea.

“President Marcos has reaffirmed our unyielding commitment to our territorial integrity. His unequivocal statement that 'the West Philippine Sea is not our imagination, it is ours,' resonates deeply with the Filipino people,” Gonzales said.

He said the Chief Executive’s emphasis on using proper diplomatic channels to address territorial disputes is “a testament to his pragmatic leadership.”

“As the President rightly pointed out, the Philippines cannot yield and cannot waver. This balanced approach ensures that we uphold our sovereignty while maintaining regional peace and stability,” Gonzales pointed out.

Suarez expressed strong support for the President’s decision to the ban all Philippine Offshore Gaming Operations (POGO) across the country by the end of the year.

“The President’s courageous move to ban POGOs addresses the social and economic issues brought about by these operations,” Suarez pointed out.

“We commend the President for his foresight in instructing PAGCOR to oversee this process and DOLE to ensure that displaced workers are provided with alternative employment opportunities,” he added.

For his part, Dalipe emphasized the success of the Marcos administration’s anti-drug policy.

“The administration’s bloodless war against illegal drugs marks a humane and effective approach to this persistent issue,” Dalipe said.

He continued, “The reduction of drug-affected villages and the high conviction rate of drug offenders reflect the efficacy of our law enforcement agencies. The interception of billions of pesos worth of illegal drugs further demonstrates the administration's commitment to eradicating this menace without resorting to violence."

Meanwhile, Co praised President Marcos for his wide-ranging accomplishments, particularly in economic gains and reforms.

“The President has laid out a clear vision for our country’s growth, with significant gains in agriculture; transformative infrastructure projects; and vital economic, education and health reforms,” Co said.

He also highlighted the administration's efforts in job creation, digital infrastructure, and maintaining peace and order.

“The administration’s initiatives have reduced unemployment, boosted connectivity, and ensured a safer environment,” Co added.

“Comprehensive measures for stable energy supply show the administration’s commitment to addressing our nation’s challenges and achieving progress,” Co added. (END)

Speaker Romualdez, Tingog launch relief ops for typhoon Carina victims

IN the wake of the devastating Typhoon Carina and the enhanced southwest monsoon that have wreaked havoc across Metro Manila as well as Northern and Central Luzon, the Offices of House Speaker and Tingog Partylist on Wednesday launched relief operations for thousands of flood victims, starting with those in Marikina City.

Speaker Romualdez and Reps. Yedda K. Romualdez and Jude Acidre of Tingog Partylist have been at the forefront of relief operations to provide an initial 20,000 food packs from the Disaster Relief Funds of the Speaker to aid and support affected communities, mobilizing resources and personnel to ensure that immediate assistance reaches those in dire need.

“The government, under the leadership of President Ferdinand ‘Bongbong’ Marcos Jr., has shown its commitment and dedication to responding to the needs of the people during this calamity,” said Speaker Romualdez, leader of the 300-plus-strong House of Representatives.

Speaker Romualdez said that President Marcos even went to the office of the National Disaster Risk Reduction and Management Council (NDRRMC) to monitor the affected areas of Typhoon Carina and coordinate efforts to provide timely and effective relief.

“The President’s hands-on approach highlights the administration’s commitment to disaster response and resilience, ensuring that no Filipino is left behind in times of crisis,” the Speaker added. According to House Deputy Secretary General Sofonias “Ponyong” P. Gabonada, the relief effort has prepared a total of 20,000 relief food packs that contains 3 kilos of rice, canned goods, coffee and other items. In fact, Acidre said the Office of the Speaker and Tingog Partylist have provided hot meals and a liter of drinking water to 1,600 hot meals in the Malanday Elementary School in Marikina who were affected by the floods through the Tingog Mobile Kitchen.

“Tuloy-tuloy po ang luto. From 1,600 hot meals, we are eyeing 5,000 hot meals.” “We have been preparing an initial 20,000 relief food packs. We started preparing since Saturday per the instruction of Speaker Romualdez. These are under the Disaster Relief Funds of the Speaker,” Gabonada said. “We are currently doing delivery in different areas in Metro Manila, particularly in Quezon City, Manila and Marikina. We are sourcing out also food packs directly from the source like grocery stores near the affected areas to cut delivery time and for quicker response to the needs of the affected communities,” he added.

Rep. Yedda Romualdez said their relief operations are designed to complement the initiatives undertaken by the national government. “The focus is on addressing both immediate needs and long-term recovery, with particular attention given to vulnerable populations who have been most affected by the heavy rains and flooding,” she said.

“Our teams have been and will be deployed to the hardest-hit areas to deliver aid. Hindi pa lang kami makapasok sa mga apektadong lugar kasi hindi pa humihinto ang malakas ng ulan pero gagawin namin ito pag pwede na,” she further noted. Acidre emphasized the importance of a united response, working hand in hand with various stakeholders to mitigate the impact of the disaster and support community resilience.

“The spirit of bayanihan is evident in the collective efforts of volunteers, government agencies, non-governmental organizations, and private sector partners who have come together to support relief operations,” said Acidre. “We stand ready to respond to any challenges that may arise, ensuring that our communities receive the support they need to recover and rebuild. Speaker Romualdez orders swift Congress action on total POGO ban

SPEAKER Ferdinand Martin G. Romualdez on Tuesday directed the House leadership and top Secretariat officials to come up with, and ensure the swift approval of, a proposed measure that would give flesh to the directive of President Ferdinand “Bongbong” R. Marcos, Jr. to impose a total ban on Philippine Offshore Gaming Operations (POGO) in the Philippines.

Speaker Romualdez, at the same time, gave instructions to continue with ongoing congressional investigation on the operation of criminal syndicates responsible for illegal activities linked to POGO in order to unmask their modus operandi and their masterminds.

“Immediately after the SONA of President Marcos, Jr., I met with House leaders and top Secretariat officials last night in my office. I asked them to come up with a proposed legislative measure that will put to a halt all POGO operations in the country effective December 2024 as ordered by the President,” Speaker Romualdez said.

“This, however, will not stop ongoing House investigation on the criminal and other illegal activities linked to POGO. Hopefully, the House can learn from the hearings— on their modus operandi and the brains behind these activities— as part of inputs for the proposed measure that we will be crafting,” the House leader stressed.

Speaker Romualdez was informed by Secretariat officials that there are several House bills and resolutions now pending before the House Committee on Games and Amusement concerning the operations of POGO.

These include House Bill (HB) No. 5082 filed by Manila Rep. Bienvenido Abante, Jr.; HB No. 10525 filed by Makabayan bloc Reps. France Castro, Arlene Brosas, and Raoul Danniel Manuel. Also pending at committee level are House Resolution (HR) No. 503 filed by Rizal Rep. Juan Fidel Nograles, HR No. 1197 filed by Cagayan de Oro City Rep. Rufus Rodriguez, HR No. 1524 also filed by the Makabayan bloc, and the privilege speech of OFW Partylist Rep. Marissa Magsino. Speaker Romualdez said these measures should be harmonized and should result in the filing of a substitute bill, which is acceptable to all stakeholders who participated in the committee hearings. “I am requesting all the Committee chairs concerned to give this a priority. For the House Committtee on Public Order and Security to submit their comprehensive report and recommendations to the Committee on Games and Amusement as soon as possible.

And for the House Commitee on Games and Amusement to come up with a committee report for immediate plenary deliberation,” the Speaker said “I want all bases in the total POGO ban covered in the proposed measure. We have to ensure that the POGO operators will not just resort to guerrilla operators or go under cover. The law must be crafted with iron-clad provisions to prevent a resurrection of these criminal and illegal activities,” Speaker Romualdez stressed.

The House leader explained that a law need to be enacted to ensure that all anti-POGO measures are institutionalized not only during the administration of President Marcos, Jr., but also beyond his term. “Gusto naming maging legacy ito ng Pangulong Marcos, Jr. Sisiguruhin natin na hindi na makakakilos ang mga sindikatong kriminal sa pamamagitan ng POGO at mapapapnagot natin sa batas ang mga mastermind at lider ng mga sindikatong ito,” Speaker Romualdez added. Speaker Romualdez: Strongest PH economy and Southeast Asia is PBBM’s gain in two years

SPEAKER Ferdinand Martin G. Romualdez on Monday declared that among the many accomplishments of President Ferdinand “Bongbong” Marcos Jr.’s administration, transforming the Philippine economy into the strongest in Southeast Asia would be the crowning glory of his second year as Chief Executive.

“Sa gitna ng napakaraming hamon sa loob at sa labas ng bansa, naibangon ng ating mahal na Pangulong Marcos ang ekonomiya ng Pilipinas, naiahon sa kahirapan ang maraming Pilipino at nagpalago sa komersyo na nagpayabong ng kabuhayan at naglikha ng trabaho para sa mga Pilipino,” Speaker Romualdez, leader of the 300-plus-strong House of Representatives, said.

“Our economic growth is nothing short of astounding, and the administration’s infrastructure development and social amelioration programs have ensured that ordinary Filipinos benefit from the nation’s progress. Ito ang benepisyo ng Bagong Pilipinas campaign, ang madama ng karaniwang tao ang kaunlarang naipundar natin nitong mga nakaraang taon,” he added.

He noted that the country has surpassed Vietnam as the fastest-growing economy in Southeast Asia, as recognized by international financial institutions such as the Asian Development Bank (ADB), the International Monetary Fund (IMF) and the World Bank. The ADB’s latest outlook, he further noted, projects the Philippines to remain a regional powerhouse through 2024, while the IMF sees the country to grow the second-fastest globally for this year and the 2025, next to India.

"The economic achievements of our country under the leadership of President Marcos are spectacular, and this is noted by many financial institutions worldwide. Our economic growth not only surpassed that of our regional peers, but also made the country a major player in the global economy,” Speaker Romualdez declared.

During the first quarter of 2024, the economy grew by 5.7%, the same with Vietnam and outpacing major economies such as China, Indonesia and Malaysia. Such a growth is attributed to the industry's expansion from 4.1% to 5.1% and the recovery in exports from 1.1% to 7.5%. Speaker Romualdez said that inflation has started to ease, the country’s fiscal management has shown significant improvement, and the decrease in the deficit-to-GDP ratio, as well as the increase in government collections, are proof of sound economic policies of the Marcos administration.

He also referred to Fitch Ratings, which has given the country a stable outlook, which he said reflects the country’s strong medium-term growth. The tourism sector, the Leyte lawmaker said, has significantly contributed to the economy with the Tourism Direct Gross Value Added (TDGVA) reaching P2.09 trillion or 8.6% of GDP in 2023, a 48% increase from 2022.

The House leader also praised the Marcos administration for prioritizing infrastructure development, with the public infrastructure budget exceeding 5% of GDP in recent years. He explained that the "Build Better More" (BBM) Program aims to usher in a "Golden Era" of infrastructure development, with notable projects such as the North-South Commuter Railway (NSCR) System and the Metro Manila Subway Project advancing rapidly and expected to significantly reduce travel times and improve connectivity.

"The BBM Program is a pillar of our strategy to drive economic growth and improve the quality of life for all Filipinos. The enactment of the Public-Private Partnership Code will further enhance our ability to deliver large-scale projects efficiently and effectively,” Speaker Romualdez stated.

He also highlighted the administration's efforts in attracting foreign investments in renewable energy (RE), saying that amendments to the Renewable Energy Act have allowed full foreign ownership of RE sources, resulting in notable investments such as Denmark’s Copenhagen Infrastructure Partners (CIP) committing USD$5 billion to develop offshore wind projects.

"Our renewable energy sector is a game-changer. These investments will not only boost our energy capacity but also promote sustainable development," Speaker Romualdez emphasized. "The Board of Investments' approval of nearly P1 trillion in RE projects underscores our commitment to a greener future." Along with this economic growth, Speaker Romualdez said, is also the rise of employment and livelihood opportunities for a population reeling from the effects of the pandemic. Speaker Romualdez noted that data from the Philippine Statistics Authority (PSA) showed remarkable improvements in terms of unemployment and underemployment rates as they both declined from 2022 to 2023, surpassing the highest rates recorded since 2005.

The unemployment rate went down from 5.4% in 2022 to 4.3% in 2023. In April 2024, it was recorded at 4.0% (equivalent to 1.8 million Filipinos), which was also lower than last year’s rate of 4.5% (2.3 million). According to Speaker Romualdez, the country’s economic gains have also enabled the government to implement social programs that ensure all Filipinos, including the most vulnerable, benefit from economic growth.

He cited the Pantawid Pamilyang Pilipino Program (4Ps), the government’s central poverty reduction program, with P106.3 billion allocated in 2024 to support health, nutrition and education for millions of Filipinos. The program has recently expanded to include additional support for pregnant women and young children.

"From the Pantawid Pamilyang Pilipino Program to the Kadiwa stores, these initiatives are making a real difference in the lives of ordinary Filipinos,” said Speaker Romualdez. He explained that the Department of Social Welfare and Development (DSWD) has effectively implemented various social protection programs that reduced poverty incidence from 23.7% in 2021 to 22.4% in 2023. Also, initiatives such as the Tara, Basa! Program and the Food Stamp Program (FSP) have further supported the most vulnerable sectors of the population.

“As President Marcos completes two years in office, his administration has laid a solid foundation for economic resilience and growth. The focus on infrastructure, renewable energy and social programs ensures that all Filipinos, especially the vulnerable, benefit from the country’s progress,” Speaker Romualdez pointed out. "President Marcos’ visionary leadership has set us on a path to sustained economic prosperity. And for this, the President deserves the support of all Filipinos," he added. (END)

House of Representatives formally opens 3rd Regular Session to receive PBBM on his SONA

SPEAKER Ferdinand Martin G. Romualdez on Monday led the House of Representatives in opening the 3rd Regular Session of the 19th Congress as it prepares, along with the Senate, to convene in joint session to receive President Ferdinand “Bongbong” R. Marcos Jr. and hear his third State of the Nation Address (SONA).

The chamber approved several resolutions that will pave the way for President Marcos’ historic address to the Filipino people, where he is expected to gleam over his administration’s accomplishments during past years and go over his plans for the next several years.

The Sinirangan Chamber Singers lead the singing of the Philippine National Anthem, while a doxology followed as performed by the I Love Tacloban Quartet Singers. The opening of the 3rd Regular Session of the 19th Congress was attended by 262 members of the House of Representatives led by Speaker Romualdez. The first order of business involved the consideration and adoption of House Resolution (HR) No. 1799 which informs the Senate that a quorum is present at the House of Representatives and that it has entered upon the exercise of its functions.

This was followed by the adoption of HR No. 1800, informing President Marcos Jr. that the House of Representatives has entered upon the exercise of its functions. House Concurrent Resolution (HCR) No. 27, which provided for the Senate and the House of Representatives to hold a joint session to hear the message of the President in his SONA was also adopted. The House briefly suspended sessions to transmit to the Senate copies of the resolutions it just adopted and waited for its counterpart to adopt similar resolutions of its own.

After the Senate has passed their resolutions, the House of Representatives then proceeded to consider and adopt Senate Concurrent Resolution (SCR) No. 19, which creates a joint committee of both chambers to notify the President that the 19th Congress, now convened for its third regular session, is ready to hear his SONA in joint session. The House then proceeded to appoint the following members to the joint notification committee, namely Senior Deputy Speaker Aurelio “Dong” Gonzales Jr. and Deputy Speakers David “Jay-jay” Suarez, Yasser Alonto Balindong, Roberto Puno, Kristine Singson-Meehan, Camille Villar, Raymond Democrito Mendoza, Vincent Franco “Duke” Frasco, and Antonio “Tonypet” Albano. The chamber then suspended sessions to give way for the notification committee to inform the President of Congress’ readiness to receive the Chief Executive and hear his SONA. After hearing the report of the notification committee, the House again suspended sessions and will convene at 4 p.m. today to formally hear the President’s address to the people. (END)

Speaker Romualdez welcomes new law to combat financial fraud

SPEAKER Ferdinand Martin G. Romualdez today lauded the enactment of a landmark legislation designed to combat economic fraud and protect citizens from financial scams.

The Anti-Financial Accounts Scamming Act (AFASA), or Republic Act No. 12010, was signed into law by President Ferdinand “Bongbong” R. Marcos Jr. in a ceremony held at Malacañang Palace Saturday morning.

Speaker Romualdez emphasized the importance of the new law in safeguarding the integrity of the country’s financial systems and protecting the public from fraudulent schemes. “The signing of AFASA marks a significant milestone in our fight against financial fraud and cybercrime,” he declared.

“This law provides stringent measures to regulate financial accounts and prevent their misuse, ensuring that our financial systems remain secure and trustworthy.” The leader of the 300-plus-strong House of Representatives commended President Marcos for his leadership and commitment to protecting the Filipino people.

“We commend President Marcos for signing this vital legislation into law. His dedication to combating financial crimes and ensuring the safety of our financial systems is evident in the enactment of AFASA,” he said. AFASA aims to prevent financial scams, including money muling, social engineering schemes, and economic sabotage.

The law provides comprehensive safeguards for financial account owners, requiring financial institutions to implement secure access systems and be liable for restitution if they fail to protect accounts adequately. “The AFASA introduces essential protections for financial account owners and holds financial institutions accountable for any lapses in security,” Speaker Romualdez said. “Mandating robust risk management systems and controls fosters a safer environment for all financial transactions,” he added.

The law grants the Bangko Sentral ng Pilipinas (BSP) extensive powers to enforce its provisions, including investigating financial accounts involved in fraudulent activities and applying for cybercrime warrants. The BSP is also tasked with promulgating the implementing rules and regulations within one year of the law’s effectivity.

Speaker Romualdez noted the severe penalties imposed under AFASA for various financial crimes, underscoring the government’s commitment to deterring such activities. “The penalties under this law are designed to serve as a strong deterrent against financial fraud and cybercrime, reflecting our commitment to upholding justice and protecting our citizens,” he said.

Violations of AFASA carry severe penalties. Money muling can result in 6 to 8 years of imprisonment and fines ranging from P100,000 to P500,000. Social engineering schemes can lead to 10 to 12 years of imprisonment and fines between P500,000 and P1 million, with harsher penalties for targeting senior citizens, which is 12 to 14 years of imprisonment and fines of P1 million to P2 million. Economic sabotage can result in life imprisonment and fines from P1 million to P5 million.

Other offenses carry various jail terms and fines, including disqualification from holding public office for government officials. The Regional Trial Court will handle AFASA violations if any part of the offense occurs within the Philippines or affects individuals or accounts within the country. Speaker Romualdez cited the long-term impact of AFASA on the country’s economic stability and growth.

“A secure financial system is crucial for sustaining economic development and attracting investment. With AFASA in place, we are sending a strong message that the Philippines is committed to maintaining a safe and transparent financial landscape,” the Speaker pointed out.
