Our goal is to provide rides that are not just affordable and convenient, but also safe and transparent—a commitment we have consistently upheld across the country.”

GrabCar’s rollout in Bohol is bolstered by over 100 slots approved by the Land Transportation Franchising and Regulatory Board (LTFRB), enabling Grab to onboard and empower local drivers. For these drivers, the platform represents not only an economic opportunity but also a chance to become professional partners in the region's growing digital economy.

Empowering Bohol’s Culinary Scene
Through GrabFood, Boholano restaurateurs and MSMEs are now connected to a digital ecosystem that expands their reach and improves operational efficiency. Local businesses can tap into Grab’s network to deliver food directly to consumers, opening up new revenue streams and bringing their offerings to a wider audience.

“This launch is more than just bringing convenience to consumers,” Lacsican added. “It’s about enabling local food entrepreneurs to scale their businesses, grow sustainably, and thrive in an increasingly digital world.”

For consumers, GrabFood offers a gateway to explore Bohol’s culinary diversity. From iconic Boholano dishes like kinilaw and kalamay to contemporary flavors, residents and tourists can satisfy their cravings with just a few taps on the Grab superapp.

GrabExpress, the super app’s on-demand parcel delivery service, is also available in Bohol. It provides locals and businesses with a fast and reliable way to send packages. The service complements the province’s growing e-commerce scene by streamlining logistics and making everyday transactions more efficient.

“Bohol is one of the crown jewels of Philippine tourism,” said Lacsican. “By integrating our services into the daily lives of locals and visitors, we aim to make this beautiful province even more accessible, enjoyable, and connected.”

The launch underscores Grab’s commitment to fostering economic growth and digital transformation in the Philippines. NNC7 shepherds LGUs in CV to integrate nutrition in local investment, devt plan

BORBON, Cebu–The National Nutrition Council (NNC)-Region-7 continues to shepherd various local government units (LGUs) in Central Visayas to strengthen the nutrition program management and improve local nutrition governance in line with the Philippine Plan Action for Nutrition (PPAN), a six-year plan to improve nutrition in the country through 2028.

“The 2024 Nutrition Shepherding Project aims aid LGUs to help strengthen their nutrition program management and improve their local nutrition governance. The Team is expected to review the recent nutrition situation of priority LGUs and help identify gaps in their management of the nutrition program,” NNC7 regional nutrition coordinator Dr. Parolita Mission shared in an interview with the Cebu Online News Press Corps (CONPC).

Mission said that the regional monitoring team assists local nutrition workers in integrating nutrition in local policies, local development and investment plans and budgeting, which was done in Borbon town, Cebu on December 3.

Target LGUs for shepherding and monitoring activities are those with potential to be nutrition champions and low functional LGUs according to the LNC functionality score cards and based on criteria agreed by the LGU shepherding team and the Regional Nutrition Council (RNC) full committee, Mission explained.

In 2024, the Central Visayas RNST targets the following LGUs in Cebu that include Bogo City, Borbon, Danao, Tabuelan, Balamban, Compostela, Carcar City, Talisay City and Boljoon. The Team schedules visits and other follow-up activities as the RNST finds necessary to ensure that LGUs are guided to include nutrition programs in the local budgets.

The shepherding teams to be deployed are based on the target LGU needs with a database to be prepared by the NNC7 secretariat based on the LGU’s MELLPI Pro scores, LNC functionality monitoring report, OPT Plus report and other relevant reports, Mission said.

On December 3, members of the Regional Nutrition Committee-Technical Working Group, renamed as Regional Nutrition Shepherding Team (RNST) conducted a one-day shepherding activities in Borbon town in Cebu.

“With regards to the nutrition program here in Borbon, 100% in place jud ang implementation because I started this when I was still a member of the council being the chair of the committee on health and we sustain these nutrition programs here where we garnered six awards as nutrition champions given by the NNC7, DOH and the Province,” Borbon Mayor Noel Dotillos told the CONPC coverage team.

Mayor Dotilos said that Borbon has limited fund for local programs but he always prioritizes health and nutrition activities noting that an early intervention especially on health and nutrition programs intended for children, pregnant women and the first 1000 days bring out the best health care from the government, he said.

The local health unit in Borbon proudly shared that the town has a health laboratory where townsfolks can come and avail of all lab tests and screening that proved to be the best investment of the town.

What is Nutrition Shepherding?

Nutrition Shepherding is a concept that started in 2016 in Central Visayas and was previously referred to as “LGU Nurturing”, where members of the Regional Nutrition Committee-Technical Working Group and the Human Resource for Nutrition (HRH-NS) visit select municipalities to assist, engage low performing LGUs to mentor and provide technical assistance to local nutrition workers and members of the local nutrition committees to improve the efficiency of nutrition program management.

Members of the RNST advises priority LGUs on how to effectively administer their nutrition programs, focusing on three major areas– nutrition policies; nutrition planning and budgeting; and local nutrition structures and human resources.

The mentoring would entail the transfer of technical knowledge, skills, and attitudes required for effective local nutrition program management. Expected output of the LGU Shepherding include the Local Nutrition Action Plan; Local Nutrition Committee Functionality; PPAN Accomplishment Report; List of gaps and/or areas of improvements and recommendations; Written feedbacks to LGUs and a documentation report of the entire program.

According to the Borbon local health team that the shepherding project has helped the municipal and barangay health workers in enhancing their knowledge, skills and attitudes on how to manage nutrition programs in the communities.

Zonta Club of Cebu II Brings Holiday Cheer to Mandaue City Jail Female Dormitory

The Zonta Club of Cebu II recently organized a heartwarming gift-giving activity at the Bureau of Jail Management and Penology Female Dormitory. This initiative, held in the spirit of the Christmas season, touched the lives of the beneficiaries, the female Persons Deprived of Liberty (PDLs).

The activity has been an annual event within the 18 Days of Activism Against Gender-Based Violence, according to Zn Mildred Simolde, member of the Abay sa Kahayag committee that puts together activities of the 18 days.

Zn Simolde said the gift-giving was first organized 16 years ago during Zn Dr. Elsa Basubas’ term as the club president.

In her inspirational message, Zn Simolde said that the club members’ visit was intended to bring joy and hope to the female PDLs.

The social event was festive, with a program where selected PDLs prepared dance presentations, and a song. The preparation of their. performances must have served as a refreshing break from the routine schedule in the facility. The Zontians in the audience were entertained by the heartfelt presentations, and likewise for the facility wards, the women PDLs.

For many PDLs, this event was more than just a celebration—it was a poignant reminder that they are not forgotten, even in challenging circumstances. The thoughtfulness and generosity of the Zonta Club of Cebu II deeply moved the PDLs, with some expressing their emotions openly. Tears flowed as they felt the warmth and kindness of the visitors who took the time to share the holiday spirit with them.

The visit ended with gift-giving, the distribution of Bundles of Joy that contained food items, a pair of slippers, towels, toiletries, and lipstick.

The entire event reaffirmed the value of compassion and humanity, especially during Christmas, where there are persons, women, belonging to the marginalized sector, who cannot be with family and friends on such a joyful season.

Zonta Club of Cebu II has been visiting the BJMP Women’s’ section in March and December, for 16 years now.

Zonta Club Cebu II has sent out clear messages with the visit to the women PDLs:

“Christmas transcends boundaries”

“Kindness can touch lives in unexpected ways”

“A smile can brighten a gloomy day, and extend the message of friendship to a lonely woman”

Zonta Club of Cebu II promotes Solo Parent Empowerment in Tri-City Collaboration

As part of its observance of the 18 Days of Activism Against Gender-Based Violence, Zonta Club of Cebu II held the Tri-City Solo Parents: Panagtagbo to empower solo parents in these areas.

The activity organized by Zonta Club of Cebu, in cooperation with the Department of Social Welfare and Development (DSWD) in Central Visayas and Bagong Pilipino, aims to promote the empowerment of solo parents in the cities of Cebu, Mandaue, and Lapulapu. The initiative focuses on education, access to benefits, and community support, and aims to uplift solo parents and ensure their rights are protected.

The Solo Parents Act: Advocacy for Rights and Support

During the event, DSWD Regional Director Shalaine Marie Lucero emphasized that the Expanded Solo Parent Welfare Act (RA 11165) addressed the unique needs of solo parents.

"We have over 63,000 solo parents from poor families in the region, but only 23,000 are registered. Registration is crucial to access benefits such as the P1,000 monthly subsidy for those earning below P250,000 annually, additional seven days of parental leave, educational support, and medical assistance," Lucero said in an interview.

Lucero pointed out that many eligible individuals miss out on crucial support due to a lack of registration. "Solo parents must visit their local social welfare office, undergo an interview and assessment, and submit required documents to qualify," she said, adding that they should be the legal guardian.

RD Lucero also emphasized that solo parents earning more than P250,000 annually could still avail of other benefits, except for the P1,000 monthly subsidy.

She detailed the registration requirements, which include proof of dependency for children aged 22 and below and legal documentation for guardianship or adoption. Lucero encouraged solo parents to register with the local social welfare offices, undergo assessment, and secure their Solo Parent IDs to unlock these benefits.

Under the Solo Parents Act, registered solo parents are entitled to:

Financial Assistance: A monthly cash subsidy of ₱1,000 for qualified solo parents earning below ₱250,000 annually.

Parental Leave: An additional seven days of parental leave annually.

Education Support: Access to scholarships and skills training programs offered by TESDA, CHED, and other government agencies.

Medical Assistance: Discounts on medicine and hospital bills for their children.
Workplace Benefits: Flexible work arrangements and protection against workplace discrimination.

“Empowerment begins with awareness,” she said. “The Solo Parents Act ensures solo parents are equipped with the tools and opportunities to build better futures for themselves and their children.”

Creating Safe Spaces for All

Atty. Julius Oliver Moëller, a volunteer lawyer for the cases of DSWD solo parents highlighted the importance of the Safe Spaces Act ( RA 11313), in fostering a supportive environment for solo parents and all vulnerable individuals.

“This landmark law addresses gender-based sexual harassment, ensuring victims have legal recourse. What matters under this law is how the victim feels—not the harasser’s intent. It’s about creating environments where everyone feels secure, whether in public places or the workplace,” Moeller said.

He also emphasized the role of local government units (LGUs), schools, and private establishments in disseminating information and implementing policies to protect individuals from harassment. "From raising awareness to enforcing penalties, collective efforts will help make our communities safer and more inclusive," he added.

Community-centered Empowerment

Maribeth Sevilla-Diaz, president of the Federation of Sol Parents Mandaue City, urged solo parents to register in the local social welfare services office to avail of the benefits.

Solo parents face financial difficulties while raising their children so the Solo Parents Act benefits would help a lot, Ms. Diaz said in an interview.

Zn Dr. Elsa Basubas, chairperson of ZCC II Abay sa Kahayag, cited the importance of the Solo Parents Welfare Act and Safe Spaces Act, saying that these promote solo parents’ dignity, rights, and well-being.

Zn Basubas called for continued promotion of the advocacy so that all solo parents will have the courage to face the challenges of raising their children on their own because the community where they live supports them.

The World Health Organization estimates that the Philippines has around 15 million solo parents, 95 percent or 14 million of these are women.

Through sustained efforts and collective action, Zonta Club of Cebu II and its partners are paving the way for a brighter and more equitable future for solo parents in Mandaue, Cebu, and Lapu-Lapu.
