A 27-year-old logistics supervisor lost his life in an early morning motorcycle collision with a wing van along the national highway in Barangay Macaas, Catmon, Cebu on Friday, November 3, 2023.The victim, Mark Kevin Tenebroso, was taken to the hospital but was pronounced dead upon arrival by the attending doctors.

Tenebroso was reportedly heading home after visiting a cemetery in Medellin for Kalag-Kalag when the accident occurred. The driver of the wing van is currently in custody at the Catmon Police Station while charges are being prepared against him.

On Thursday afternoon, November 2, 2023, in Barili, Cebu, a 28-year-old man was taken into custody after allegedly brandishing a machete, threatening to r**e and kill an 18-year-old woman.

Around 5:35 p.m., the Barili Police Station received an alert from a concerned citizen about a potential disturbance.

In response, law enforcement officers quickly arrived at the scene in Barangay Kangdampas, Barili, Cebu, at approximately 5:30 p.m.

The suspect, Jesus Diagbel Gripo, 28 years old and a local resident, appeared to be inebriated when he visited the young woman's residence.

Gripo reportedly confronted the teenager, wielding a machete, and made menacing threats. He told the victim, "I will kill you. Then I will r**e all of you." Understandably frightened, the young woman sought refuge inside her home, locking the door, and called for assistance from her neighbors.

When the police arrived, they apprehended Gripo at the scene after the victim and a witness confirmed his identity. Subsequently, they took him to the Barili Infirmary Hospital for a medical and physical examination. The machete Gripo used to intimidate the victim was also confiscated.

As of the present, Gripo is detained at the custodial facility of the Barili Police Station, awaiting the filing of appropriate charges. He is likely to face charges of grave threats and violating the Commission on Elections (Comelec) gun ban, according to the report. Barili is a second-class municipality located about 55 kilometers southwest of Cebu City.

Over 100 winning candidates from the recent Barangay and Sangguniang Kabataan Elections (BSKE) remain unproclaimed, despite securing the most votes on October 30, 2023, due to pending disqualification cases, as stated by the Commission on Elections (Comelec).

The suspension of proclamations was ordered by the Comelec for candidates facing disqualification cases related to vote buying, premature campaigning, and illegal campaigning. The majority of these cases were in Calabarzon (33), followed by the National Capital Region (22) and Central Luzon (14).

Other regions also had candidates with suspended proclamations. On November 1, the Comelec announced the proclamation of all winning candidates in the BSKE.

Motor vehicle production in the Philippines experienced substantial growth in September, marking a 23% increase, making it the second-fastest growth among ASEAN nations, as reported by the ASEAN Automotive Federation (AAF).

A total of 10,822 motor vehicles were assembled in the Philippines in September, showing a significant increase from the 8,800 units produced the previous year. Notably, Myanmar saw the most significant surge in motor vehicle production in ASEAN, with a 23-fold increase to 206 units from just nine units the year before. In contrast, Malaysia, Thailand, Indonesia, and Vietnam all reported a decline in motor vehicle output in September.

For the January-to-September period, the Philippines recorded the fastest growth in motor vehicle production, with a 33.3% increase compared to the previous year. During this period, Malaysia and Thailand saw their vehicle production increase by 11.3% and 1.6%, respectively. In contrast, Indonesia, Vietnam, and Myanmar reported production declines.

AAF data also revealed that motor vehicle sales in the Philippines increased by 9.5% in September and jumped by 26.9% for the nine-month period. Among ASEAN countries, the Philippines and Malaysia were the only two nations to register annual growth in motor vehicle sales for the January-to-September period.

In addition to motor vehicle production, the Philippines also saw notable growth in motorcycle and scooter production, with a 4.6% increase in September, while other ASEAN nations experienced declines. In the first nine months of 2023, the Philippines recorded the fastest growth in motorcycle and scooter production, with a 34.6% increase.

Sales of motorcycles and scooters in the Philippines declined by 13.6% in September, but Indonesia and Thailand reported sales growth during the January-to-September period.

Overall, the ASEAN region produced 10.14 million motorcycles and scooters, up by 10.4% from the previous year. However, the Philippines and other ASEAN countries saw mixed results in motorcycle and scooter sales.

One of the three robbers who held up a coffee shop in Barangay Lahug, Cebu City, was identified and apprehended yesterday in a late-night operation. The arrested suspect is Cyrus John Rallos, who was taken into custody by the Mabolo Police Station around 10:30 PM on October 31.

The other two accomplices, previously known as Jiovanie Lagahit alias Banban and Arvin Benedict Malolot, had already been identified. During their investigation, the police revealed that Rallos was the motorcycle driver used by the suspects when they robbed the coffee shop, including one of its customers.

Three Cebu candidates who won in the recent Barangay and Sangguniang Kabataan Elections (BSKE) on October 30, 2023, are facing a delay in their proclamation.

These candidates include reelectionists Eduardo Gumera and Anthony John Apura, who are barangay captains in Mandaue City and Carcar City, respectively. The third candidate, Gian Vincent Sinda, ran for barangay councilor in Buanoy, Balamban.

The Commission on Elections (Comelec) 7 is awaiting a decision from the Comelec en banc. The delay is due to administrative charges and disqualification complaints filed against them. Gumera faced accusations related to child prostitution, while Apura was convicted as an accomplice to murder.

The specific details of Sinda's disqualification case were not disclosed, but it provided a basis for possible suspension. The Comelec office in Manila is handling these disqualification cases, and the candidates await further instructions.

In the meantime, the Department of the Interior and Local Government will address the vacancy until the cases are resolved. Elected officials from the BSKE are expected to assume office on November 30, as per Republic Act 11935.

President Ferdinand "Bongbong" Marcos Jr. secures $4.26 billion in investment agreements with Saudi Arabian business leaders, benefiting 15,000 Filipinos with training and job opportunities in various construction professions.

The deals include agreements between Saudi's Al Rushaid Petroleum Investment Company, Samsung Engineering NEC Co. Ltd., and the Philippines' EEI Corp. for $120 million worth of construction and export services, as well as a $3.7 billion deal between Saudi's Al-Jeer Human Resources Company-ARCO and the Association of Philippine Licensed Agencies for the Kingdom of Saudi Arabia for human resource services.

The Philippines’ Staffhouse International Resources Corporation and E-GMP International Corporation also receive $191 million each for human resource services from Saudi's Maharah Human Resources Company.

President Marcos highlights the country's robust economy with a 7.6% GDP growth in 2022, emphasizing $9.2 billion in foreign direct investments in 2022 and plans to amend existing laws to attract more foreign investors in telecommunications, port operations, transportation, and clean energy sectors.

He also introduces the Maharlika Investment Fund as a gateway to Asean and RCEP economies. Saudi investors express eagerness to learn from the Philippines and explore the investment opportunities provided by the MIF.

A woman, Geraldine Betcher Sanchez, 23, was arrested around 7 p.m. Thursday, in Sitio Lower Santo Niño, Barangay Inayawan, Cebu City for shooting Johnny Sepe Veloso, 44, following a dispute. Both are residents of Barangay Inayawan.

The altercation unfolded when Veloso was having a meal at a shack near the fishpond past 2 p.m. on the 18th. Sanchez arrived and questioned him about her boyfriend's relationship with another woman, suspecting infidelity. She also inquired if her boyfriend had brought a woman to his hut, a claim that Veloso denied. In response, Sanchez brandished a .38 caliber revolver and shot Veloso in the right arm and leg.

Veloso was promptly transported to the Talisay City District Hospital, while Sanchez fled the scene. Following Veloso's identification of Sanchez as the perpetrator, the Inayawan police, led by Police Major Jeciree Basitao, their station commander, conducted a follow-up operation and apprehended Sanchez the following day.

A parking attendant was fatally shot while on duty in front of an eatery on Katipunan Street, Barangay Labangon, Cebu City on the evening of October 18, 2023. The assailant remains unidentified, and the incident occurred at approximately 8:50 p.m., with authorities receiving the report around 9:15 p.m.

The Labangon Police Station promptly responded to the call and arrived at the crime scene. The victim, Niño Dignos Dacuba, a 30-year-old resident of Sitio Callejon, Barangay Labangon, Cebu City, was identified as the victim. At the time of the incident, he was working as a parking attendant and was standing by the roadside.

Police are currently conducting a follow-up investigation and a hot-pursuit operation to determine the motive behind the crime and apprehend the perpetrator.

The victim's mother, known as Mina, expressed her shock upon hearing the news that her son had been killed. She rushed to the eatery where her son worked and found him lifeless and covered in blood. She last spoke to her son at around 5:00 p.m.

Mina shared that her son had a history with the law, having been in jail from 2018 to 2020 for a robbery charge. Despite her advice, her son had struggled with bad habits and drug use.

Mina emphasized that she was unaware of any death threats against her son while he worked as a parking attendant. She appealed to the perpetrator to surrender and requested that the authorities swiftly resolve her son's murder.

Police Lieutenant General Rhodel Sermonia, Deputy Chief for Administration of the PNP, visited the Police Regional Office in Central Visayas (PRO-7) Headquarters in Cebu City on August 24, 2023, where he stated that the PNP, in collaboration with the Commission on Elections (COMELEC), the Philippine Coastguard, and the Armed Forces of the Philippines, has finalized security measures for the upcoming elections.

These measures include implementing a gun and liquor ban during the election season and outlining the various stages of election activities. Sermonia expressed confidence that the situation in Negros Oriental, which had faced challenges due to the assassination of the provincial governor earlier in the year, has stabilized, with the arrest of the responsible suspects. The PNP credited the vigilance of the public in assisting with the arrests.

The election period begins on August 28 and runs until November 29, 2023, with Election Day set for October 30, 2023.

Canada has agreed to assist the Philippines in identifying illegal fishing activities through its satellite surveillance system. The National Coast Watch Center of the Philippines will access data from Canada's "Dark Vessel Detection System," enabling the tracking of illegal fishermen, even if they attempt to hide their location. Illegal and unregulated fishing is a significant concern in the Philippines, particularly in disputed regions of the South China Sea.

This collaborative agreement was signed in Canada and aims to strengthen relations between the two nations. Several countries in the South China Sea region have conflicting territorial claims, with Canada supporting the 2016 arbitration ruling to encourage respect for it.
