Ahensiyang tututok sa pagresponde sa mga kalamidad at sakuna, inaasahan sa Marcos admin

Si Albay 2nd district Rep. Joey Salceda ay kumpiyansa sa papasok na administrasyong Marcos. Inaasahan niya na bubuo ito ng disaster response-focused agency o isang ahensya na pwedeng tumutok sa pagresponde tuwing may sakuna at kalamidad.

Si Salceda na chairman ng Committee on Ways sa House of Representatives ay tinutukoy ang iminungkahi ng Department of Disaster Resilience (DDR) na kinakailangan ng bansa ngayon.

Ang naturang mambabatas ang principal author at sponsor ng batas ukol sa paggawa ng DDR sa katatapos lang na 18th Congress.

“President BBM (Bongbong Marcos) said it was his priority in a statement last April, and that he hopes to learn from how the Federal Emergency Management Agency coordinates (FEMA) with other agencies. He’s right about that,” ani Salceda.

Ipinaalala ulit ito ni Salceda sa gitna ng umiiral na isyu ngayon tungkol sa phreatic eruption ng Bulkang Bulusan sa Sorsogon. Kinu-kwestiyon kasi ang papel ng national government kapag may ganitong uri ng pangyayari sa Pilipinas.

Sa katunayan, batid ni Salceda na ang Pilipinas ay isa sa mga lugar sa buong mundo kung saan maraming sakuna at kalamidad ang nagaganap.

Dahil dito, mahalaga raw na magkaroon ng DDR o kagawaran na hahawak sa iba’t ibang klase ng emergency na kailangang respondihan.

“You [the Philippines] also have the second largest number of disaster casualties in the world over the past twenty years. What do you do? Nothing?” ayon kay Salceda.

“In fact, it does not need to be a full-fledged department. It can be something like the FEMA, as long as it can provide the necessary surge capacity to deal with sudden-onset emergencies like a volcanic eruption or like [typhoon] Odette, which only became a supertyphoon hours before landfall,” sabi pa ng mambabatas.

Giit ni Salceda, kailangan hindi na magugulat ang national government na respondihan ang mga hindi inaasahang emergency na hindi kaya ng pamahalaang lokal.
