The event also featured the signing of the No Hazing Policy Manifesto, reaffirming the National Fire Training Institute Region 10 Satellite Campus's commitment to maintaining a respectful, safe, and professional learning environment with a strict zero-tolerance stance on hazing.

Today represents an important milestone for these aspiring firefighters as they take the next step toward becoming fully qualified members of the Bureau of Fire Protection.

On January 27, 2025, at Madriaga Hall, BFP National Headquarters, a consultative meeting initiated by the National Fire Training Institute, under the leadership of FSSUPT CHRISTINE D CULA, Acting Director was granted by the Bureau of Fire Protection. In attendance were FCSUPT RENATO B MARCIAL, Director for Human Resource Development, FCSUPT JOHNNY L DE LEON, Chief, Health Services Section, FSSUPT RICHARD V ARBUTANTE, Director for Personnel and Records Management and other BFP and NFTI Key Officers. During the meeting, they addressed critical matters affecting mandatory training programs of the Bureau.

FSSUPT CHRISTINE D CULA opened the meeting by emphasizing the significance of aligning training programs with the evolving needs of the BFP. She highlighted the agenda's impact on improving the quality of training and the overall efficiency of the Bureau’s human resource development initiatives.

FCSUPT RENATO B MARCIAL reiterated the importance of collaboration between the NFTI and BFP in ensuring seamless implementation of training programs and achieving the organization’s goals.

Some highlights for the meeting include transition of FBRC duration from 4 months to 6 months (new recruits will immediately train at NFTI after oath-taking), Master Training Plan 2026, among others.

Arriving at the NFTI Region 10 Satellite Campus, are participants coming from Regions 7, 9, 10 and CARAGA.

Participant acceptance involves a thorough inspection of belongings to ensure that prohibited items, as outlined by the institute, are not brought in during the training period. Additionally, documentary requirements and medical records are reviewed and assessed to ensure compliance with the institute's regulations.

The Reception Rites of FBRC 20205-134 was held today, January 27, 2025 at the BFP Regional Site, Brgy Tuburan, Ligao City, Albay. Reception Rites is a tradition in every uniformed personnel’s training that signifies the start of a rigorous training. It is a ceremony that prepares the fire trainees for their upcoming training that requires them to be physically and emotionally prepared and stable.

The strenuous exercises that they perform during the rites symbolizes the various tasks performed by the firefighters which requires physical strength. Meanwhile, the loud noises being brought out by their tactical officers serves the purpose of ensuring that they will focus on their goal despite having distractions. Just like in actual scenario, there will be distractions—it will make the operation a mess; but when the body and mind is trained to focus, success for the operation will be met.

Under the leadership of FSSUPT CHRISTINE D CULA, Acting Director, the National Fire Training Institute, conducted an in-depth lecture on the provisions within the NFTI Training Guide for the Fire Basic Recruit Course Class No. 2025-132 Class SALAKNIB. This session aimed to ensure that the trainees understand the expectations set for them throughout their training.

FSUPT MARIA FELICITA C REGALA, Chief, Applied Training Affairs Section/Commandant, meticulously discussed each section of the guide, providing the trainees with a clear understanding of their roles, responsibilities and rights. The guidelines will serve as a reference point for their actions and decisions during the course, emphasizing the importance of discipline and accountability for both trainees and instructors.

On Saturday morning, the Commandant and Tactical Officers of the National Fire Training Institute conducted Ranks Inspection for FBRC 2025-132 Class SALAKNIB. This customary discipline evaluation focused on assessing both the physical appearance and mental condition of the fire trainees.

Immediately following this, a Barracks Inspection took place. The tactical officers conducted an in-quarters inspection to ensure that all fire trainees maintain the highest standards of discipline and cleanliness within their living spaces.

This activity emphasized the importance of instilling discipline in both personal appearance and the upkeep of quarters, reinforcing key values crucial for every firefighter's development.

The National Fire Training Institute, together with the Fire Basic Recruit Course Class SALAKNIB gathered for the traditional Monday Flag Raising Ceremony.

FCSUPT ROBERTO M GENAVE (RET.), MPSA, Chief, Administrative Division and the Troop Information and Education Speaker, spoke about professionalism and patriotism as values that should be embodied by all public servants, highlighting that these values should not merely be spoken about but demonstrated consistently through actions.

He challenged both NFTI personnel and fire trainees to uphold these principles in their daily tasks, ensuring that their service reflects integrity, dedication, and a deep love for the country.

Today, NFTI once again met with Compass Safety Institute - CSI to continue discussions on training and certification options for fire trainees and instructors in HazMat and Firefighting courses, in accordance with NFPA standards. This collaboration seeks to ensure that the country’s firefighters are trained to the highest standards and are aligned with their international counterparts.

Though no formal contract has been established yet, both parties remain optimistic about reaching a fair and effective partnership that will benefit all involved, particularly the communities we serve.

These were the words of Acting NFTI Director FSSUPT CHRISTINE D CULA, who, alongside FSUPT ELBERTO C MARQUESES JR., Chief Tactics, and Chief OSA, officially opened the Fire Basic Recruit Course (FBRC) 2025-134 on January 21, 2025, in Kawa-Kawa, Barangay Tuburan, Ligao City. Also present in the event is Hon. Jaypee M. David, City Vice Mayor and Hon. Wilfredo Propogo, Brgy Chairman, Brgy Tuburan Ligao City.

The event also included the signing of the No Hazing Policy Manifesto, assuring the public and trainees that the National Fire Training Institute Region 5 Satellite Campus is committed to fostering an environment of respect, safety, and professional growth, strictly adhering to a zero-tolerance policy on hazing.

The NFTI Region 5 Satellite Campus under the supervision of SUPT ELBERTO C MARQUESES JR held its New Year’s Call to 𝑺𝑺𝑼𝑷𝑻 𝑪𝑯𝑹𝑰𝑺𝑻𝑰𝑵𝑬 𝑫𝑶𝑪𝑻𝑶𝑹-𝑪𝑼𝑳𝑨, 𝑴𝑷𝑺𝑨, Acting Director National Fire Training Institute.

Visiting the Satellite Campus for the first time this 2025, the Director shook hand with the R5 personnel and exchanged pleasantries.

In her message, the Director highlighted on having the right perspective and on focusing to what can we contribute to attain the Institute’s goals. She also spoke of working together as partners, strengthening and supporting each other.

Lastly, the Director challenged each personnel to be an effective trainer; to be few steps ahead of the trainees in terms of knowledge, skills, attitude and discipline.
