CAMP ALAGAR, Cagayan de Oro City- Police Regional Office 10 (PRO10) successfully apprehended a total of 121 individuals across the region during a one-week law enforcement operation from August 15 to 21, 2024.
Under the leadership of PBGEN RICARDO G LAYUG JR, Regional Director, PRO10, the operation targeted various illegal activities including the campaigns on anti-illegal drugs, illegal gambling, wanted persons, and others.
In anti-illegal drugs campaign, PRO10 conducted 48 operations, resulting in the apprehension of 62 individuals and confiscation of 231.556 grams of shabu and 7,800 grams of ma*****na with a total Standard Drug Price of PhP1,633,580
In anti-illegal gambling, this PRO conducted eight operations, resulting in the apprehension of 13 individuals and confiscation of PhP11,186.00 worth of illegal gambling items.
Moreover, in neutralizing wanted person, PRO10 arrested a total of 45 wanted individuals which comprised of seven Most Wanted Persons and 38 Other Wanted Persons.
In the battle against loose fi****ms (Kontra Boga), PRO10 conducted three operations, resulting in the arrest of one individual and the confiscation/surrender/recovery of four small arms. Approximately 411 house visitations for Oplan Katok (Bilang Boga) were conducted, resulting in the voluntary surrender of one firearm for safekeeping.
PBGEN RICARDO G LAYUG JR, Regional Director, PRO10, commended the relentless dedication and hard work of the operating units involved in the operation.

Naglakip kini nga proyekto sa 72 ka mga solar street lights posts. Kini nga street lights musiga maski walay kuryente kay solar kini.

CAMP ALAGAR, Cagayan de Oro City- The Provincial Drug Enforcement Unit of the Bukidnon Police Provincial Office, in coordination with the Provincial Intelligence Unit, Valencia City Police Station, and the Philippine Drug Enforcement Agency (PDEA) Bukidnon, led to the successful uprooting of ma*****na plants in the hinterland of Sitio Migtulod, Mt. Nebo, Valencia City, Bukidnon, on August 21, 2024.
The operation resulted in the seizure of 295 hills of ma*****na, weighing approximately 7.8 kilograms, with an estimated market value of PhP73,750.00, two water containers, and a sprinkler.
Information revealed that the authorities were tipped off about the ma*****na plantation by former rebels who have now aligned with the government.
The uprooted ma*****na plants were subsequently burned at the site, with a portion of the plants transported to Valencia City Police Station for proper documentation and later submission to the PNP Provincial Forensic Unit in Malaybalay City for laboratory examination.
PBGEN RICARDO G LAYUG JR, Regional Director, PRO10, commended the collaborative efforts of the involved units in this successful operation. He also expressed his gratitude to the former rebels for their cooperation, which significantly contributed to the mission's success.
โThe collaboration between the PNP and the valuable information provided by the former rebels exemplifies the strength of united efforts in our fight against illegal drugs. LOOK: City Health Office urges vigilance against dengue amid spike in cases
Cagayan de Oro City logged 870 dengue cases for the January 1 to Aug. 12 period this year with five deaths or about 45 percent higher compared to last year, the City Health Office (CHO) said on Monday.
But CHO health education officer Reagan Abbu said in a news briefing that the cityโs numbers are the lowest in northern Mindanao so far. โ(Based on our surveillance and other data), our numbers are within the alert threshold level. We tapped our dengue brigades in the barangay level to step up their education campaigns,โ he said.
CHO data showed that the city registered its peak number of dengue cases at slightly above 80 on the 29th morbidity week of this year. Abbu said the Department of Health (DOH) and the World Health Organization (WHO) noted that the cyclical pattern of dengue case incidence rises every three years. โWeโre now in the third year after the last increase in 2021,โ he said.
Abbu said while the months of August to October usually record the highest number of dengue cases, the city logged 274 dengue cases this July which was higher than the 95 dengue cases recorded in July last year. โEven with the rains, weโre hoping that we keep our numbers down so we donโt go above the alert level threshold,โ Abbu said.
Aside from their โ5S Kontra Dengueโ education campaign, Abbu said they met with the barangay sanitation teams to implement their cleanup of their respective areas including inspections in public markets. โWe distributed mosquito nets given to us by the DOH for the cityโs public elementary schools and our health workers at barangay health centers are on alert,โ he said.
The five dengue deaths recorded this year is lower than in 2021 due to public awareness on early consultation. Abbu said households need only to keep their surroundings clean and to seek assistance from their nearest barangay health center. โBarangay health centers can provide aerosols for hydration and provide referral for hospital admissions,โ he said. CAMP ALAGAR, Cagayan de Oro City- The Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) has declared 14 barangays and one municipality within region 10 as drug-cleared following a deliberation held at the regional office of the Department of Health (DOH) on August 19, 2024.
This brings the total number of drug-cleared barangays in region 10 to 1,550, representing 83.06% of the 1,866 drug-affected barangays in the region.
These barangays are Brgy. Maca-opao, Kalilangan, Bukidnon; Brgy. Kahusayan, Kitaotao, Bukidnon; Brgy. Panganan, Kitaotao, Bukidnon; Brgy. Panalsalan, Maramag, Bukidnon; Brgy. Marangeran, Quezon, Bukidnon; Brgy. Magsaysay, Quezon, Bukidnon; Brgy. Mailag, Valenica City, Bukidnon; Brgy. Colonia, Valencia City, Bukidnon; Brgy. Bongbong, Ozamiz City, Misamis Occidental; Brgy. Cavinte, Ozamiz City, Misamis Occidental; Brgy. Tabid, Ozamiz City, Misamis Occidental; Brgy. Argayoso, Manticao, Misamis Oriental; and Brgy. Mandulog, Iligan City. Additionally, the Municipality of Lugait was declared drug-cleared municipality.
During the deliberation, 86 previously cleared barangays successfully retained their drug-cleared status.
Further, 316 barangays within region 10 remain affected by illegal drugs.

Cagayan de Oro City 2nd District Rep. Rufus Rodriguez today lauded the conviction of three former cadets of the Philippine Military Academy (PMA) in the 2019 hazing death of plebe Darwin Dormitorio.
โKudos to the RTC judge for finally delivering justice in the case of Darwin, a constituent of mine in CdeO. I wished though that justice would be have swifter,โ he said.
He said Darwinโs death and the conviction of three former PMA cadets should prompt AFP chief Gen. Romeo Brawner, a former PMA commandant of cadets, to ban hazing and hazing-like activities โinside and outside PMA.โ
โI know that Gen. Brawner actively pushed a campaign against hazing during his time in PMA. He should now impose a strict ban,โ he said.
He added that the AFP chief should hold the PMA superintendent, commandant of cadets and junior officers in charge of cadets responsible for any hazing activity โas a lesson from the death of my constituent and to prevent any harm on any trainee.โ
Dormitorio would have graduated from the military school last year.
Following his death on Sept. 18, 2019, then PMA superintendent Lt. Gen. Ronnie Evangelista and commandant of cadets Brig. Gen. Bartolome Bacarro resigned, citing โcommand responsibility.โ
The AFP would later promote Bacarro. Rodriguez opposed the confirmation of his promotion by the Commission on Appointments, which subsequently approved it.
Rodriguez said he would have wished that PMA officers directly responsible for their activities would have been included in the criminal complaint and convicted as well with their three cadets.
โClearly, there was negligence on their part, including military doctors at PMA. They should have noticed signs that something was wrong with Darwin from the time his tormentors kicked and punch him on Aug. 19 up to the time of his death a month later,โ he said.
He said a day after his hazing started, the young Dormitorio was taken to the PMA hospital where he stayed for more than a week up to Aug. 27 for multiple soft tissue hematoma on his abdomen and back and a partial burn on his left shoulder, according to the report of the Baguio City police.
On Sept. 6, Darwin again entered the PMA hospital for respiratory track infection and soft tissue contusion in his chest.
โDarwinโs injuries and ailments should have alarmed PMA doctors and his immediate superiors, who should have reported the matter to PMA officials,โ Rodriguez said.
He said under the anti-hazing law, officers of an institution or organization with direct supervision of cadetsโ or studentsโ activities, and those with knowledge of hazing, but who fail to take action are as guilty as direct hazing participants. (Text and photo by Cong. Rufus Facebook)

CAMP ALAGAR, Cagayan de Oro City- Police Regional Office 10 (PRO10) successfully confiscated over PhP9 million worth of smuggled ci******es in Brgy. Piraka, Sultan Naga Dimaporo, Lanao del Norte on August 16, 2024.
The operation, jointly conducted by SND Municipal Police Station (MPS), Provincial Intelligence Unit (PIU) of Lanao del Norte (LDN), 1st Provincial Mobile Force Company (PMFC), and 2nd PMFC, led to the seizure of 223 carton boxes of smuggled ci******es with an estimated worth of PhP9,300,000.00. Said smuggled ci******es were surrendered by an alias โHadjiโ to the authorities.
The confiscated smuggled ci******es were brought to SND MPS, LDN PPO, for proper disposition.
PBGEN RICARDO G LAYUG JR, Regional Director, PRO10, lauded the efforts of the operating units and emphasized PRO10โs commitment in intensifying intelligence-driven operations to combat smuggling and other criminal activities within Northern Mindanao.

CAMP ALAGAR, Cagayan de Oro City- Police Regional Office 10 (PRO10) successfully seized more than half million worth of shabu in two separate buy-bust operation conducted on August 14, 2024, in Cagayan de Oro City.
The Regional Police Drug Enforcement Unit 10 (RPDEU) conducted a buy-bust operation that resulted in the arrest of three drug suspects in Balongis, Balulang, Cagayan de Oro City. Suspects are identified as alias โDongkoyโ, a 44-year-old Top 3 Priority Target in the region; alias โBobbyโ, 39 years old; and alias โHermeaโ, a 39-year-old female, all residents of the aforementioned place.
Seized during the operation were 10 different sizes of heat-sealed transparent plastic sachets containing a white crystalline substance believed to be shabu, weighing 75 grams, with Standard Drug Price of PhP510,000.00, a PhP1,000.00 bill used as buy-bust money, and various drug paraphernalia.
Subsequently, the Police Station 5 of Cagayan de Oro City Police Office conducted the same operation that resulted in the arrest of a high-value individual identified as alias โEdloyโ, a 46-year-old resident of Parola Brgy. Macabalan, Cagayan de Oro City. Seized during the operation include four heat-sealed transparent plastic sachets containing a white crystalline substance believed to be shabu, weighing 0.7 grams, with Standard Drug Price of PhP4,760.00, and PhP500.00 bill used as buy-bust money.
All arrested suspects are now under the custodial facilities for proper disposition.

The House Committee on Games and Amusements unanimously approved House Bill (HB) 9996 prohibiting any activity related to online cockfighting or e-sabong operations in the country, principally authored by Cagayan de Oro 2nd District Rep. Rufus Rodriguez.
Although cockfighting or sabong is customary in the Philippines, the emergence of electronic technology has allowed platforms to broadcast the activity live through online virtual streaming which also allowed audiences to participate in off-site wagering or betting.
โE-sabong has pernicious, ill-effects on the Filipino people. Thatโs why I am impelled to file this bill to protect our people. After all, the government is the parens patriae (โparent of the nationโ), especially for those who are poor and young children who may go into e-sabong,โ Rep. Rodriguez strongly stated.
Rep. Rufus filed the bill with the intent of preventing social, moral, and economic damages to the Filipino people.
Once approved, the bill provides for the punishment of the offender by imprisonment of not less than six (6) months but not more than twenty (20) years, or a fine of not less than five hundred thousand (P500,000) but not more than five million pesos (5,000,000) or both, at the courtโs discretion.
โThis bill will make sure that it will not only be an executive pronouncement, but also enshrined in law. This ensures that our enforcement agencies will have the necessary tools, through law, to be able to apprehend violators and stop e-sabong,โ the Kagay-anon Congressman stressed further.
Rep. Rodriguez hopes for the timely approval and passage of the bill to protect the Filipino people from the dangerous effects linked to e-sabong, such as corruption, disappearances, gambling addiction, and other injurious activities.

This project is a continuation of the Gusa-Igpit section of the coastal road which was completed last 2017. The Puerto-Gusa Section of the project started in 2021 and is projected to be completed by 2028. This is a four-lane concrete road with a total length of 9.3 km. It will include the construction of a viaduct/bridge that will cross the Baloy Port and the rivers of Gusa, Cugman, Umalag, and Agusan.
