LOOK: Cagayan de Oro 2nd District Rep. Rufus Rodriguez during the plenary session of the House of Representatives today, December 10, 2024, co-sponsored House Bill 10755 entitled, “Liberalizing the Lease of Lands by Foreign Investors, establishing the Stability of Long-Term Lease Contracts, amending for the purpose Republic Act No. 7652, otherwise known as the “Investors’ Lease Act””.

The bill aims to relax and liberalize existing land lease policies in the country in order to attract more foreign investors to the Philippines, thereby fostering economic growth, creating more jobs, and improving the overall investment climate.

Moreover, the bill shall establish greater reliability and predictability in long-term lease contracts to ensure return on investment and encourage more substantial and long-term investments.

The bill likewise provides for the protection of the rights of foreign investors by ensuring that lease agreements are honored and providing resources for disputes.

The key provisions of HB 10755 include:
1. Extends the aggregate period of the land lease contract to ninety-nine (99) years from the previous seventy-five (75) years as prescribed under Republic Act No. 7652.
2. Includes the definition of "Private Lands" under Section 3 of Republic Act
No. 7652.
3. Provides that lease agreements under this Act shall be subject to the approval of the Department of Trade and Industry-Board of Investments except for lease of lands within economic zones or freeport areas, which shall be subject to the approval of the relevant Investment Promotion Agency charged with the management and administration of the said economic zones or freeport zones.
4. Allows foreign investors the option to register lease contracts with the Register of Deeds and outlines the conditions therefore as an added protection for the foreign investor.
5. Expands the leasehold rights available to foreign investors by allowing the long-term lease contract to be pledged as a guaranty for a loan and by permitting leaseholders to sublet the leased land.
6. Increases the fine for violations to One (1) million pesos up to not more than Ten (10) million pesos.

Cong. Rodriguez seeks the prompt approval of this bill which shall greatly stimulate the economy of the country through foreign investments, which will benefit the local community through the creation of more jobs for Filipinos, especially Kagay-anons. (Text and photos by Cong. Rufus Rodriguez)

CAMP ALAGAR, Cagayan de Oro City- Personnel of Medina MPS, together with Misamis Oriental Police Provincial Intelligence Unit (PIU), Misamis Oriental Provincial Intelligence Team (PIT), and Dimataling MPS, successfully apprehended a Top 6 Most Wanted Person at Regional Level, through a joint operation conducted on November 25, 2024, in Zamboanga del Sur.

Police identified the accused as alias “AJ”, a 28-year-old resident of the aforementioned place. He was arrested for the crime of R**e (2 counts) under Article 266-A of the RPC, docketed under Criminal Case Nos. FC 387-M(2023) and FC 388-M(2023); Sexual Abuse under Section 5 (B) of R.A. No. 7610 (Special Protection of Children Against Abuse, Exploitation, and Discrimination Act), docketed under CC No. FC 392-M(2023); and R**e (3 counts) under CC Nos. FC 389-M(2023), FC 390-M(2023), and FC 391-M(2023), with no bail bond recommended.

Accordingly, two individuals have been accused of sexually assaulting two siblings. One of the accused, identified as the victims’ biological father, had already been apprehended before, while the other, identified as the boyfriend of the victims’ sister, is the individual in question.

The arrested individual is now under the custody of Medina MPS for proper disposition.

“I would like to reaffirm our commitment to delivering justice and ensuring the safety of our communities. Let this serve as a strong message to everyone: there is no safe haven for those who prey on the vulnerable. Congressman Rufus B. Rodriguez sponsored three (3 unnumbered substitute bills creating additional courts in Cagayan de Oro City, El Salvador City, Initao, and Tagoloan, Misamis Oriental, during the Committee on Appropriations hearing today.

The three bills, earlier approved by the Committee on Justice, were unanimously approved by the Committee on Appropriations. The bills will now be calendared for 2nd reading in the Plenary of the House of Representatives.

The substitute bills sponsored by Cong. Rodriguez include:
1. AN ACT CREATING TEN (10) ADDITIONAL BRANCHES OF THE REGIONAL TRIAL COURT, TWO (2) ADDITIONAL BRANCHES OF THE MUNICIPAL TRIAL COURT IN CITIES, AND ONE (1) ADDITIONAL BRANCH OF THE FAMILY COURT IN THE TENTH JUDICIAL REGION TO BE STATIONED IN THE CITY OF CAGAYAN DE ORO, PROVINCE OF MISAMIS ORIENTAL, AND APPROPRIATING FUNDS THEREFOR, AMENDING FOR THE PURPOSE SECTIONS 14(K) and 29 OF BATAS PAMBANSA BLG. 129, OTHERWISE KNOWN AS 'THE JUDICIARY REORGANIZATION ACT OF 1980', AS AMENDED.

2. AN ACT CREATING ONE (1) ADDITIONAL BRANCH OF THE REGIONAL TRIAL COURT IN THE TENTH JUDICIAL REGION TO BE STATIONED IN EL SALVADOR CITY, PROVINCE OF MISAMIS ORIENTAL, AND APPROPRIATING FUNDS THEREFOR.

3. AN ACT CREATING TWO (2) ADDITIONAL BRANCHES OF THE REGIONAL TRIAL COURT IN THE TENTH JUDICIAL REGION TO BE STATIONED ONE (1) IN INITAO, MISAMIS ORIENTAL AND ANOTHER IN TAGOLOAN, MISAMIS ORIENTAL, AND APPROPRIATING FUNDS THEREFOR.

"These new courts will ensure that justice is closer to the people of Cagayan de Oro City and Misamis Oriental," Cong. Rodriguez stated.

He adds that this will also address judicial backlog and strengthen the judiciary, especially in high-growth areas, with the goal of upholding everyone’s constitutional right to a speedy and fair disposition of their cases.

These bills were requested by the Regional Trial Court (RTC) 10 and Municipal Trial Court in Cities (MTCC) 10 judges during a consultative meeting organized by Cong. Rufus at Chali Resort last year.

Cong. Rufus Rodriguez attended the USTP Board of Regents (BOR) online meeting held last November 14, 2024.

In attendance were CHED Commissioner and USTP BOR Chairperson Shirley Agrupis, USTP President Dr. Ambrosio Cultura II, USTP-CDO Chancellor Atty. Dionel Albina, USTP-Claveria Chancellor Dr. Renato Arazo, USTP Alumni Association Federation President Gerum Salatan, and USTP Student Government Federation President Rave Arao.

Cong. Rodriguez brought the following matters to the board:

1. Proposed Investment Program for the Establishment of the College of Nursing Curriculum, Provide Facilities, and Procure Equipment (BOR Res. No. 164, s. 2024)

Cong Rufus has been the primary proponent of establishing a College of Nursing in USTP.

The Investment Program was approved subject to the review of the financial component guided by the BOR approved tuition fee and to the minimum requirements of the Commission on Higher Education (CHED) for the Capital Outlay (CO) and MOOE allocation.

2. Proposed USTP Anti-Sexual Harassment Code (BOR Res. No. 191, s. 2024)

Cong Rufus has been at the forefront of preventing sexual harassment by faculty members against USTP students, as shown in the recent case where a professor has been removed for sexual harassment.

The USTP System Board of Regents, through the motion of Cong. Rufus, APPROVES the proposed USTP Anti-Sexual Harassment Code, highlighting not only the administrative dismissal from USTP but also the pursuing of criminal, civil and other legal actions against violators, as may be provided by law.

3. Proposal for the Revised Creation of Faculty Positions for the College of Medicine through the Scrap and Build Scheme (BOR Res. No. 177, s. 2024)

This resolution upon motion by Cong Rufus was approved creating ten (10) faculty positions, including four (4) Professor I positions (SG 24), three (3) Associate Professor V (SG 23), and three Associate Professor IV positions (SG 22) for the USTP College of Medicine.

This will elevate the status/ranks of deserving faculty members of the College of Medicine.

4. Policy Proposal for Granting Cash Incentives to recognize Students in Academic and Non-Academic Competition (BOR Res. No. 195, s. 2024)

Cong. Rufus moved to increase the proposed cash incentives/awards. Subsequently approved by the Board, the proposed policy will grant cash incentives to recognize students in academic and non- academic competition and thereby encouraging USTP students to excel in their knowledge, skills and crafts for possible opportunities to compete in the future.

5. Proposed Enhanced Guidelines for the Dr. Ricardo E. Rotoras Leadership Award (BOR Res. No. 194, s. 2024)

The Enhanced Guidelines for the Dr. Ricardo E. Rotoras (DRER) Leadership Award was endorsed by the USTP System Administrative Council (AdCo) to better assess the candidates of the award.

This Award has always been supported by Cong Rufus who always acknowledges and cherishes the distinguished performance of the late Pres Rotoras as USTP President.

CAMP ALAGAR, Cagayan de Oro City- The Lanao del Norte Police Provincial Office successfully confiscated and recovered smuggled ci******es in two separate operations conducted in Kapatagan and Baloi, Lanao del Norte on November 23, 2024.

At approximately 11:05 AM, personnel of the 2nd Provincial Mobile Force Company (PMFC), Lanao del Norte Police Provincial Office, flagged down a Rural Transit Bus (body number 10722) during a checkpoint operation in Purok 1, Barangay Bansarvil 1, Kapatagan, Lanao del Norte. Upon inspection of the baggage compartment, officers discovered a box, three suitcases, and a backpack containing suspected smuggled ci******es.

The bus conductor revealed that the luggage, allegedly loaded in Picong, Lanao del Sur, was supposed to be picked up at the Maranding Bus Terminal in Lala, Lanao del Norte. Despite the owner’s claim that the items contained only clothes, inspection revealed: 34 reams of New Far red ci******es (1 box), 41 reams of New Far red ci******es (1 black suitcase), 23 reams of New Far red ci******es (1 black suitcase), 22 reams of New Far white ci******es (1 red suitcase), and 15 reams of New Far white ci******es (1 blue backpack).

The total market value of the confiscated items is estimated at PhP108,000.00. The seized ci******es were taken to the 2nd LDN PMFC Headquarters for documentation and will be turned over to the Bureau of Customs, Iligan City.

Later that afternoon, at around 5:00 PM, Baloi Municipal Police Station personnel responded to a tip from a concerned citizen about abandoned baggage near the Agus River in Sitio Sawmill, Barangay East Poblacion, Baloi, Lanao del Norte.

Upon verification, the responding officers found two large cartons and one transparent plastic bag containing assorted smuggled cigarette without Graphic Health Warnings. The recovered items were 50 reams of red Full Flavor ci******es, 40 reams of red Champion ci******es, 40 reams of YS Filter ci******es, and 4 reams of Journey ci******es with the total market value of PhP67,000.00. The smuggled items are now under the custody of Baloi Municipal Police Station for documentation and will also be turned over to the Bureau of Customs.

PBGEN JAYSEN C DE GUZMAN, Regional Director, PRO10, lauded the efforts of the operating units for their vigilance and successful operations.

“PRO10 continues to prioritize its border security to prevent the proliferation of smuggled goods and other illegal activities in Northern Mindanao. Matag benepisaryo nakadawat og P10,000. Sa kinatibuk-an, P1.16 million ang naturnover nga cash assistance ngadto sa mga benepisaryo nga biktima sa nagkalain-laing sunog sa dakbayan.

Lakip sa mga benepisaryo ang mga 45 ka pamilya Barangay Puerto, 37 ka pamilya sa Barangay Puntod, ug 34 ka pamilya gikan sa Barangay Cugman.

Sumala sa datos sa City Social Welfare and Development (CSWD) Department, mikabat sa 206 ka pamilya kon 813 ka indibidwal ang apektado sa sunog.
