Sa kinatibuk-an, P10 million ang pondo nga gigahin para sa pag-instalar sa 72 ka solar streetlights sulod sa upat (4) ka sections sa Brgy. Gusa: Mother of Perpetual Help sa Purok 6, Banunson sa Purok 3, Sta. Cecilia sa Purok 11, ug Upper RSHS paingon sa Camhills.

Ang pag-instalar og streetlights sa tibuok syudad sa Cagayan de Oro, hilabi na sulod sa nagkalain-laing barangay o barangay roads, prayoridad nga proyekto ni Cong. Rufus aron mapugngan ang pag-usbong sa kriminalidad sa syudad.

CAMP ALAGAR, Cagayan de Oro City- Police Regional Office 10 (PRO10) is intensifying its security preparations for the upcoming observance of Ligtas Undas 2024, ensuring a safe and peaceful commemoration of All Saints’ Day and All Souls’ Day across Northern Mindanao.

More than 4,000 individuals will be deployed and augmented across key areas in region 10, including cemeteries, transportation hubs, churches, economic key points, vital installations, and public spaces, to guarantee the safety and security of visitors, travelers, and locals during this solemn occasion.

PRO10 will deploy approximately 1,700 PNP personnel, complemented by around 861 personnel from other law enforcement agencies such as AFP/BFP/PCG, and another 1,700 individuals from Force Multipliers and advocacy groups.

PBGEN JAYSEN C DE GUZMAN, Acting Regional Director of PRO10, emphasized PRO10’s commitment to ensuring public safety during this period of remembrance.

“Our personnel will be strategically stationed, conducting foot patrols, monitoring crowd movements, assisting with traffic management, and providing swift responses to emergencies,” he said.

Further, Police Assistance Desks (PADs) will be set up in cemeteries and other areas of convergence to assist the public with security concerns.

PBGEN DE GUZMAN reminds the public to take precautionary measures when visiting cemeteries.

“Always keep in mind to be vigilant in your surroundings at all times and remember the Ligtas Undas Safety Tips. I encourage everyone to report any suspicious activities to the nearest police station or PADs. Let us all work together to ensure a solemn, safe, and orderly observance of this important tradition,” he said.

CAMP ALAGAR, Cagayan de Oro City- Joint operatives from CIDG ZDS PFU; CIDG RSOT 9; CIDG Lanao del Norte PFU; 3SRB; 12DRC; JSOU-6; 5th Mech BN; 2nd Mech BDE; 1st ISU; RIU 9; RIU 10; 3rd Coy; 1CMOBn, CMOR; and Sultan Naga Dimaporo MPS-LDN PPO implemented the warrant of arrest against members of the Dawlah Islamiya (DI)-inspired group, leading to an armed encounter that resulted in their neutralization and apprehension in Barangay Banco, Sultan Naga Dimaporo, Lanao del Norte, on October 23, 2024.

The operation was part of Oplan Pagtugis, Oplan Paglalansag Omega, and Oplan Salikop, targeting alias "Tonte," and alias "Lagbas," along with their cohorts. These individuals were identified as members of a DI-inspired group involved in criminal activities, including serious offenses such as kidnapping and illegal detention.

During the service of the warrant of arrest, authorities were fired upon by the accused and his companions, who were armed with assault rifles, prompting the authorities to defend themselves. The accused, alias 'Lagbas,' a resident of Sitio Lower Camanga, Brgy. Lipacan, Malangas, Zamboanga Sibugay, who had a standing warrant of arrest for kidnapping and serious illegal detention under Criminal Case No. IM-18-1664, was neutralized along with alias 'Elum,' a resident of Brgy. Bangco, Sultan Naga Dimaporo, Lanao del Norte, and three unidentified companions.

Additionally, the arrested accused included alias "Rauf," a 30-year-old male from Purok 2, Brgy. Bangco, Sultan Naga Dimaporo, who was arrested for violating R.A. No. 9516 (Illegal Possession of Explosives) and R.A. No. 10591 (Comprehensive Fi****ms and Ammunition Regulation Act); and alias "Bucari," a resident of Brgy. Bangco, who was wounded in the encounter and is currently receiving medical treatment at Camp Major Ceasar L. Sang-an Hospital in Zamboanga del Sur.

The operation not only resulted in the successful neutralization of the accused but also led to the recovery of fi****ms and explosives, including two pistols, four M16A1 rifles, three M1 Garand rifles, four magazines (rifle and pistol), various ammunition, and two fragmentation hand grenades.
The arrested individuals are now under custody of CIDG ZDS PFU for proper documentation and the filing of legal charges for violations of R.A. No. 10591 and R.A. No. 9516.

PBGEN JAYSEN C DE GUZMAN, Acting Regional Director, PRO10, commended the dedication and efforts of the joint forces involved. He emphasized the continuous commitment of the PNP and its partner agencies to combat organized crime and terrorism in Northern Mindanao.

Y4: CA order to turn over documents not final

The camp of the four Yanson siblings said the decision of the Court of Appeals (CA) directing them to submit several titles and related documents in relation to a qualified theft case is not yet final and is still subject for appeal.

The Yanson family owns one of the biggest bus companies in the Philippines. The four Yanson siblings, known as Y4, include Roy Yanson, Ma. Lourdes Celina Y. Lopez, Ricardo Yanson Jr. and Emily Yanson

In a statement, the legal counsel of the Y4 said the July 30, 2024 amended decision of the CA directing the Y4 to surrender certificates of titles and related documents they allegedly previously admitted to be in their possession is ‘not a judgement on the merits of the cases involving the documents in question neither is it to penalize the Y4.’

“The Y4 firmly assert that they are under no legal compulsion to submit these documents, particularly at the behest of Hernan B. Omecillo, the purported private complaining witness in the qualified theft case against the Yanson siblings,” the statement said.

The Y4 maintained that they owned the majority shares of Vallacar Transit Inc. (VTI) with 61.17 percent shares and that they have all the rights to safekeep the documents and other papers of the company.

The camp of the Y4 raised the possibility that the move of the other party to have the titles and other documents placed in the custody of the court may be used as an opportunity for a ‘fishing expedition’ allegedly aimed at gathering evidence against them, especially in what they called as a trumped-up charge of qualified theft filed by Omecillo.

“Who would believe that they stole what's theirs in the first place? It is simply absurd to accuse the Y4 of stealing what is rightfully theirs,” the statement said.

CAMP ALAGAR, Cagayan de Oro City- Three municipalities in Bukidnon—Kadingilan, San Fernando, and Damulog—have been officially declared insurgency-free.

The Municipality of San Fernando was declared insurgency-free under Resolution No. 555, Series of 2024, dated May 7, 2024. The official declaration took place on May 28, 2024, at the Brgy. Halapitan Municipal Gymnasium, San Fernando, Bukidnon. The insurgency-free status was achieved following the successful dismantling of the Sub Regional Sentro-de-Grabidad (SRSDG) Peddler, as confirmed through the combined efforts of Joint Task-Force AGILA10th Infantry Division and Police Regional Office 10.

Meanwhile, the Municipality of Kadingilan received the same recognition through Joint Resolution No. 03-2024 dated May 21, 2024. The official declaration ceremony took place on June 19, 2024, at the Kadingilan Municipal Gymnasium.

Further, the Municipality of Damulog also received the same recognition under Resolution No. 03-2024 of MPOC and MADAC entitled: A Joint Resolution Declaring Damulog, Bukidnon as “Insurgency-Free Municipality”. The official declaration took place on August 13, 2024 at the Municipal Gymnasium in Damulog.

PBGEN JAYSEN C DE GUZMAN, Acting Regional Director of PRO10, commended the collective efforts of all agencies involved in achieving the insurgency-free status of these three municipalities.
“We are grateful for the cooperation of the people of Kadingilan, San Fernando, and Damulog, as well as the dedication of our police and military forces in ensuring peace and order in the region. The declaration of these municipalities as insurgency-free is a significant step towards sustained progress and development,” he said.

Laguindingan Airport Expansion

LOOK: EXPEDITE LAGUINDINGAN AIRPORT EXPANSION Cong. Bambi Emano, the lone majority member who stayed until the very last part of the budget deliberations before the Development Budget Coordination Committee (DBCC), was relentless in his commitment to advancing the expansion of Laguindingan International Airport.
