University President, Engr. Feliciana P. Jacoba officially ended her President's Report at exactly 12:39 PM today after an almost four-hour speech to look back and cap off her eight-year term that is set to end on February 10.

𝙇𝙊𝙊𝙆| Marinell Salvador, 2nd year BS Architecture Student, Crowned Binibining Cabanatuan 2024

Marinell Salvador, a 2nd year B.S. Architecture student from NEUST crowned as the Binibining Cabanatuan 2024, outshining 14 other candidates on February 02, 2024, at Plaza Lucero, Cabanatuan City.

After a month of preparation, Ms. Salvador served a total package performance, from the evening gown competition that highlighted her glamour and unique beauty to the Question and Answer portion of the pageant that showed the intelligence and confidence of the 2nd year Architecture Student as she was asked a final question, "Aside from being called the Tricycle Capital of the Philippines, what other unique name can you give to Cabanatuan city? Why?"

"It provided me the honor to name Cabanatuan City - aside from the Tricycle Capital of the Philippines, it would be 'Cabanatuan City: The Jewel of Progress'. Simply because, as an architecture student, I have seen how the tourism department has changed, but, at the same time, it maintains the heritage we have, especially here in Plaza Lucero. This showcases how each and every one of us is a believer of progress, because it is also the essence of a true Cabanatueñan. Now, to not be only disciplined to be part of the progress and to not just wait for the change, but at the same time be the change," Marinell stated, proving that she deserves the crown.

Aside from receiving multiple special awards, Salvador will represent Cabanatuan City in this year's Miss Universe Philippines 2024.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | Architecture Dean’s List for first semester, recognized, awarded at NEUST

February 2 marked the first and highly anticipated awarding ceremony of the Architecture Dean’s List for First Semester of Academic Year 2023-2024, at Nieto Hall, Nueva Ecija University of Science and Technology (NEUST).

Students who earned a place on the dean’s list from the 1st to the 5th years, were honored as they received a medal and a certificate of recognition. The event served as a platform to recognize and celebrate the dedication and hard work of NEUST’s architecture students and faculty.

The awarding started with an opening prayer and singing of the national anthem led by College of Architecture secretary and Papyrus adviser, Ar. Fernando C. Nagayo Jr., followed by welcoming remarks of CoArch Dean Ar. Gregorio Villaviza Jr. with the quote, “Dream, believe, and survive,” while also extending his gratitude and congratulations towards the semester’s awardees.

Vice President for Academic Affairs, Dr. Rhodora R. Jugo then shared her amusement with the program’s recent performance for the Architecture Licensure Exam (ALE) and as to how peculiar architecture students and teachers continue to strive in a technical course such as Architecture.

She concludes her speech by empowering student-awardees and encouraging them to dream boldly and live courageously as she looks forward for them to shape the landscapes of tomorrow.

“Through hard work and dedication, you have now realized your potential and transform into the scholars and leaders of tomorrow. Like pillars that support and uplift a building, a community, you have now the power to create change. The future awaits bright young minds like yours to shape it,” she stated.

Furthermore, Ar. Edwina Rose Mahilum, Top 7 in the Special Professional Licensure Examination 2019, delivered a speech to present a challenge to the students.

“You have to start to be great, you don’t have to be great to start. Sometimes we think na, ‘kailangan ready muna ako, magaling muna ako bago ko simulan yung isang bagay. No, kung gusto mong maging great, kailangan mo munang magsimula. Because when you start, along the way you will figure it out. There will be ups and downs. You will take time to rest, to think about it, and then push. Iyon yung magiging tanong ko. Are you ready to be great? Then you have to get started,”she said.

The students with highest GWA in first year and fifth year also delivered a speech in response to the challenge.

Moreover, CoArch Dean Ar. Villaviza Jr. expressed gratitude and acknowledged the department’s faculty members who put forth their best efforts and Papyrus Publication members for their assistance in organizing as they are behind the success of the event.

A concluding speech was carried out by Ar. Nagayo Jr. encouraging students to maintain their perseverance and to remain humble. He emphasized the key points from the guest speaker’s speech and thanked them for their time and effort. As the event concluded, the students departed with heads held high, promising to return next semester with renewed determination.

𝐇𝐀𝐏𝐏𝐄𝐍𝐈𝐍𝐆 𝐍𝐎𝐖 | The first-ever recognition of Dean's Lister Awards for the First Semester of the Academic Year 2023-2024 has officially commenced today, February 02, at the Nieto Hall in Sumacab Campus.

With the theme "Obelisks: From Pencils to Pillars," students who reach the General Weighted Average (GWA) limit will receive a certificate of recognition, while non-traditional students will be awarded a certificate of academic citation.

𝐉𝐔𝐒𝐓 𝐈𝐍: 88.46% 𝐨𝐟 𝐟𝐢𝐫𝐬𝐭-𝐭𝐢𝐦𝐞 𝐭𝐚𝐤𝐞𝐫𝐬 𝐟𝐫𝐨𝐦 𝐍𝐄𝐔𝐒𝐓 𝐩𝐚𝐬𝐬𝐞𝐝 𝐭𝐡𝐞 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 2024 𝐀𝐫𝐜𝐡𝐢𝐭𝐞𝐜𝐭𝐮𝐫𝐞 𝐋𝐢𝐜𝐞𝐧𝐬𝐮𝐫𝐞 𝐄𝐱𝐚𝐦.

Nueva Ecija University of Science and Technology recorded an overall passing rate of 64.10%, with 25 out of 39 examinees passing the exam—23 were first-timers, and 2 were retakers.

The 2024 ALE performance ratings of NEUST first-time takers surpassed last year's record by 10.68%, achieving 88.46% compared to the 2023 ALE's 77.78%.

Ar. Gregorio Villaviza, Dean of the College of Architecture, shared the good news with the aspiring architects of the department. The result not only reflects the hard work of the new architects but also highlights the excellent learning environment provided by the faculty and staff of the department, and NEUST.

Meanwhile, according to the Professional Regulation Commission (PRC), 1,809 out of 2,993 (61.68%) successfully passed the January 2024 ALE.

𝗟𝗢𝗢𝗞: The official presidential aspirants vying to be the fourth University President of Nueva Ecija University of Science and Technology (NEUST).

The qualified candidates are Atty. Eric G. Claudio, Director of the NEUST Office of International and Domestic Institutional Linkages (OIDIL); Dr. Angelica O. Cortez, Dean of the NEUST College of Education (COED); Dr. Rhodora R. Jugo, NEUST Vice President for Academic Affairs; and Atty. Lauro A. Patiag, Assistant General Manager of the Philippine Charity Sweepstakes Office (PCSO).

The four candidates shall be officially presented at the Presidential Public Forum tomorrow, January 31, at the Mini-Convention, Sumacab Campus.

The Nueva Ecija University of Science and Technology (NEUST) College of Architecture campus journalists participated and garnered numerous awards in their respective categories at the 22nd Regional Higher Education Press Conference (RHEPC) held at Palm Cabanas Resort, Arayat, Pampanga, on January 11–13, 2024.

With the theme “AI and Ethics: Shaping the Future of Campus Journalism in the Digital Age," the following individuals performed in various categories: Russell Jhon Guibani is in first place in Literary Graphics Digital Illustration English and a competitor in layout. Ram Hanniel Bajacan is in 4th place in Literary Graphics Digital Illustration Filipino and 10th place in Comic Strip Digital English. Aaron Jacob Bautista is in 7th place in editorial cartooning in digital English. Carl John Calara is in 7th place in infographics. May Ann Badajos is in 7th place in News Writing Filipino, 3rd place in DevCom English, and Sandara Nicole Tiburcio is in News Writing English.

Furthermore, Sandara Nicole Tiburcio and Ram Hanniel Bajacan received the People's Choice Award as they represented The Blaze publication in the search for Mr. and Mrs. RHEPC 2024.

Outperforming 33 student publications, The Blaze, the official student publication of NEUST, clinches numerous awards and was recognized as the 2nd Best Performing Publication for Group Contests. Meanwhile, Dr. Alfredo M. Esteban Jr., Student Publication Adviser, won the 2nd and 3rd places for Best Publication Adviser under group and individual categories.

A total of 474 delegates and 34 student publications participated in the event organized by the Association of Tertiary School Paper Advisers of Region III, Inc. (ATSPAR III) in collaboration with the Commission on Higher Education Central Luzon—Regional Office 3 (CHEDRO 3) and the YJAR III.

𝐋𝐎𝐎𝐊 l CoArch's Papyrus conducts 1st annual meeting, editorial board photoshoot

The NEUST Papyrus Publication held its first general meeting and editorial board photoshoot today, January 8 at NEUST - Sumacab Campus.

An opening remarks was conducted by the Editor-in-Chief, Cristina Alvaro to welcome and acknowledge the members. It was followed by a speech from Papyrus adviser, Ar. Fernando C. Nagayo Jr.

To further encourage the organization, College of Architecture Dean Ar. Gregorio Villaviza Jr. delivered a speech congratulating and commending the outputs of the team.

Adhering to the yearbook photoshoot theme, they took group photos together with Ar. Nagayo and Dean Ar. Villaviza. Moreover, the members took individual formal photos afterwards.

Furthermore, the event concluded with the introduction of the editorial board and the new members of the Papyrus publication.

The pinnacle of flawless, the embodiment of a saint,

Little Miss Dolly, she is the reddest apple in the basket,
Fiery and burning with passion as it was painted,

#𝐍𝐨𝐓𝐨𝐉𝐞𝐞𝐩𝐧𝐞𝐲𝐏𝐡𝐚𝐬𝐞𝐎𝐮𝐭| A setback to some, a hero to many. The sudden pushback of President Ferdinand Marcos Jr.'s orders on modernizing the statically decorated jeepneys is gaining traction on social media, deploying the campaign, wherein citizens of the Philippines are actively supporting the classic jeepneys on keeping their side of the road.

Is the need to keep up with the modern world worth exchanging hundreds of years of our culture?

Strips of colors on the side of a jeepney, with flags on both sides at the front. The more extravagant the facade is, the more festive the vehicle becomes. This has been the way of life of drivers since the beginning of jeepneys, coloring their vehicles as vibrant as their personalities and inspired by their country's culture. With people from all over the town lining up to take up space inside, the conductors yell, "Kasya pa lima!" as commuters try to squeeze themselves in between.

On our constant commute, we often see modernist homes lining horizon lines in certain subdivisions or even a singular lot—a house of boxes with clean lines and geometric shapes in minimalistic styles and monotonous palettes. The same situation haunts the Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide (PISTON) as they are pressured to modernize within a deadline, and with the weight of millions of pesos from drivers and operators, the time ticks until the heavier part of the scale is forced to succumb to the order of the government.

With the constant knock on public utility vehicle (PUV) operators’s doors, organizations supporting the cause decided to go on strike and voice their concerns to the higher-ups. But to no avail, the government stood its ground regarding the PUV franchise consolidation requirement.

What cry for help will get attention to the true problem of the masses? Financial freedom clearly isn’t established in this modern world of ours; forcing the traditional jeepneys to consolidate until the 31st of December is as irrational as it seems. Owners of Jeeps are struggling to provide for their families and are now frantic to find money to comply with the government's orders.

The dominoes cascaded in a line as the strike led to commuters being the main casualties of the strike. Disabled public transportation basically means walking to your destination or not going at all. People coming in from provinces miles away from the main town just to shop, employees from other barangays waking up at 4 a.m. to make it to work, and students riding the jeepney so they won’t be late for school are some examples of why jeepneys are a necessity to the transportation industry.

Modernization is inevitable, but what the officials do about it can change the course of the PUV driver and operator’s future in the transportation industry. The preservation of our culture should always be kept in mind, even with the current modernization of jeepneys, while hopefully prolonging the abrupt deadline set by the government to make time for the drivers. Because at some point in this timeline that they’ll soon call history, we have to ask ourselves if we want to stay culturally significant or technologically relevant.x

All that is spent well ends well.

It’s finally the longest celebration of the year again—the Christmas season—but Ber-months got me singing nostalgic songs like, “I miss your tan skin, your sweet smile. So good to me, so right."

Now that we are back in December, there is someone else we all look forward to meeting, aside from the white-bearded Santa Claus or the cook of the staple lumpiang shanghai; it’s our generous Ninangs and Ninongs giving out the biggest banknote we all long for—the glorious blue bill. We all know it‘s hard to resist Jose Abad Santos’s gentle stare in his noble profile, Vicente Lim’s knowing look with eyes mirroring stars in the night, and we can’t forget Josefa Llanes Escoda’s sincere smile—three prominent figures in our country’s history welcoming the season of giving.

Therefore, to not miss everyone’s three favorite faces, Papyrus presents X-Mas Pinatipid Tips:

1. Early Bird Travel
Most of us are from different cities, whether we are from the Sumacab Campus, the General Tinio Campus, or any other campus. If you plan to travel home for the holidays, it’s safe to book your bus, jeep, or plane tickets in advance to secure lower fares. The Christmas season frequently sees an increase in demand for travel, and costs tend to rise as the departure date approaches. By avoiding the last-minute rush and booking reservations early, we may take advantage of more economical choices, allowing us to use our cash more efficiently.

2. Ukay-Ukay Chic
We know you’re preparing your next outfit for the university event, but to save more, test your fashion design skills by thrifting at your local store this holiday season. Even though it’s a treat to buy new clothes, ukay outfits never fail if you dive deep down in the mountain of old clothing. If luck is on your side during this shopping spree, you might even find a few bills left in the pockets of the old owner.
Of course, to buy new is to sell old—go on Facebook Live or locate your local Ukay resellers and sell those old high school uniforms to make room for your new wardrobe.

3. Online Marketplace Spree
We all love receiving parcels since it’s like opening a present, even on normal days. We get so excited that we forget we can use online promo codes, especially seasonal discounts. So, before making online purchases, look for promo codes and sales specifically on art materials on sale and your back-to-school semester supplies. You'll be surprised at how much you can save with a simple click.

4. Changes and bills
As tempting as it is to spend your blue bills all at once and act like a one-day millionaire, you can choose to be your higher self and save it for later. It’s a hard-earned reward for the holidays, may it be from your Ninongs and Ninangs or just the 13th month’s pay at work. Money can buy happiness, but only in moderation.

Bonus Tip: Spend-Tacular Holiday Hack
Spending less doesn’t mean you’re always saving. As an architecture student, we are taught to plan wisely and precisely—a skill we can make use of this holiday season. To actually save that blue bill of yours, it’s better to make a list and make a budget plan for things that really matter. Investing in good-quality art materials, learning how to cut setbacks on finances, tracking your expenses, quality-checking, and dividing your budget is a good way to spend a spectacular X-Mas Pinatipid 2023.

In a dazzling display of talent, Arki students from Nueva Ecija University of Science and Technology (NEUST) made their mark at the Culture and the Arts Association of State Universities and Colleges (CAASUC) Regional Culture and the Arts Festival 2023 held at Pampanga State Agricultural University last November 23, 2023.

Joasa Aliah Guinto, guided by her artistic vision, clinched the first gold for NEUST in the Photography Contest within the Visual Arts Category. Meanwhile, the skilled hands of Jamil Yubanas secured second place at the On the Spot Poster Making Contest in the same category.

Under the mentorship of Ar. Angelo A. Parungao and Ar. Cristina D. Señal, Guinto and Yubanas, along with other talented architecture students, enthusiastically participated in various categories, contributing to NEUST's outstanding performance in this prestigious regional event.

As this day comes to an end let us remember one of the most brutal events forever etched in our history.

The Maguindanao Massacre took place 10 years ago where 58 lives were taken, 32 of which are fellow journalists. This crime was considered as the highest number of journalists killed in one incident in the whole world. The Mangudadatu and Ampatuan Clan — two prominent names in Maguindanao was involved. This case has been in court for a decade, and as we remember this day, we seek for justice.

Let us not forget this day.

After decades of being silent in the face of the obvious attempt to undermine and shrink the roles and participation of the architects, they are finally spotted.

The Supreme Court said only licensed and registered architects, and not civil engineers, may prepare, sign, and seal architectural documents such as plans or drawings, detailed designs, and fire safety documents.

According The Philippine Institute of Civil Engineers, Inc. and Leo Gamolo had said that civil engineers should also be allowed to prepare, sign, and seal the architectural documents as provided for under the Civil Engineering Law, or Republic Act 544, and the National Building Code. Yet, the SC Second Division upheld the validity of the revised IRR in March 1, 2023. Which means only architects may prepare, sign, and seal the architectural documents.

Most of the people mock professional architects by invalidating their capacities and years of hard work by comparing them to an engineer. As the architects rise and move in their own ways, people show how low morale they have for our architects or is the perfect word is threatened?

On October 29, 2004, then Acting Secretary Florante Soriquez (Secretary Soriquez) of the Department of Public Works and Highways signed and promulgated the 2004 Revised Implementing Rules.6 Among the amendments introduced was Section 302, which limits to architects the authority of preparing, signing, and sealing documents listed under Section 302. They stress that it would be illogical to limit the civil engineers' authority to prepare plans for complex buildings and structures without including residential buildings.

The United Architects of the Philippines (UAP) urged civil engineers in the construction and building sector to respect the role of the architectural profession in the area of architectural drawings of all types, and “not to encroach into clearly defined areas of professional practice.”

UAP national president Ma. Benita Ochoa-Regala noted that engineers have been “acting as architects, and such action transgresses professional delineation of their respective practices.

Almost 2 decades when the rights of a professional architects were removed. It’s time to take a chance to prove what an architect can really do. It’s not just about drawings like majority of the Filipino knows. Architects are great more than just a drawings. It takes long days without any sunlight, sleepless nights and never ending submission deadline to be an Architect. And it doesn’t get easier, this news is an eye opener for Filipinos and celebration for Architects.

Architects deserves recognition as much as how majority of the Filipino admires an engineer. Each has essential roles in building design and construction. Collaboration and progression with these two profession can significantly blur this boundary. Architects are not Engineers and Engineers are not Architects.

NEWS| Supreme Court Affirms Exclusive Authority of Architects in Sealing Architectural Documents

In a decisive move, the Supreme Court (SC) clarified that only licensed and registered architects, not civil engineers, possess the authority to prepare, sign, and seal architectural documents.

The ruling overturns a Court of Appeals decision that had favored civil engineers, deeming void certain provisions in the revised implementing rules and regulations of the National Building Code.

The SC's Second Division, in a decision posted on its website on November 9, 2023, upheld the validity of the revised rules, reinforcing that only architects may handle architectural documents. The court argued that the Architecture Act of 2004 (Republic Act 9266) effectively repealed conflicting provisions in Republic Act 544, the Civil Engineering Law.

Senior Associate Justice Marvic Leonen, who authored the decision, emphasized the legislature's intention to limit civil engineers' authority in architectural matters, as evident in the language of RA 9266. The court acknowledged the general provision in RA 9266 allowing the practice of other recognized professions but asserted the specificity of the provision dealing with architectural practice.

While expressing a general disapproval of repeals by implication, the SC justified its decision by pointing out the irreconcilable conflict between the two laws. The court acknowledged that when faced with clear conflicts, the later law takes precedence, implying the implied repeal of the earlier law.

The National President of the United Architects of the Philippines (UAP), Ar. Richard M. Garcia, FUAP, has released a video message regarding the Supreme Court's decision in the case of DPWH and UAP vs. PICE and Leo Cleto Gamolo (G.R. Nos. 200015 and 205846) on his official page stating, "Ang makasaysayang desisyong ito ay hindi lamang tagumpay sa aspetong legal, ito'y mariing pagtangkilik sa mahalagang papel na ginagampanan ng mga arkitekto sa pagbuo ng komunidad.

Ang tagumpay na ito ay nag dudulot ng kaliwanagan at nagsaaad ng tiyak na papel at responsibilidad ng bawat propesyonal.

Ang kaliwanagang ito ay hindi lamang nagtatangol sa mga interes ng mg arkitekto kundi nagttaguyod din sa isang maayos na ugnayan sa pagitanng iba't ibang propesyonal sa larangan ng pagdedesennyo at konstruksyon."

"We appreciate the clarity that this brings to the boundaries of all professionals involved in the building industry. The United Architect of the Philippines remains committed to advancing the architectural profession and collaborating with stakeholders for a resilient and sustainable future," he added.

This landmark decision has significant implications for the industry, upholding the exclusive role of architects in shaping and validating architectural documents.
