Pursuant to Section 236 (I) of the National Internal Revenue Code, as amended, "Only one Taxpayer Identification Number (TIN) shall be assigned to a taxpayer. Any person who shall secure more than one Taxpayer Identification Number shall be criminally liable under the provision of Section 275 on “Violation of Other Provisions of this Code or Regulations in General”."

Per Revenue Memorandum Circular No. 58-2023, The electronic Certificate of Registration (COR) generated by the Philippine Business Hub (PBH) and Online
Registration and Update System (ORUS) printed by taxpayers is valid and does not require signature. The electronic COR bears a QR Code that can be validated online when scanned. The COR or electronic COR issued by the ORUS or PBH is required to be posted conspicuously in the place of business.

LOOK: The Bureau of Internal Revenue Philippines (BIR) aims to streamline the documentary requirements and procedures in the filing and processing of VAT refund claims through the issuance of Revenue Memorandum Circular (RMC) No. 71-2023 and Revenue Memorandum Order (RMO) No. 23-2023, both effective on July 1, 2023.

“Cutting the BIR requirements of VAT refund to half, is a historic step towards Ease of Doing Business. We hope that with this landmark issuance, taxpayers will realize that the BIR is now a service-oriented agency, not merely a goal-oriented one. We will continue to look for ways that will make the Philippines a haven for businesses and investments”, BIR Commissioner Romeo D. Lumagui Jr. said.
