ADVISORY
SUBJECT: GENERAL COMMUNITY QUARANTINE (GCQ) GUIDELINES IN THE PROVINCE OF NUEVA VIZCAYA Starting May 1 TO MAY 15, 2020
With the finalization of the parameters for deciding on the lifting or extension of the Enhanced Community Quarantine, the ensuing advisory shall form part of the guidelines for the Province of Nueva Vizcaya under General Community Quarantine. Such guidelines reiterate national guidelines governing areas under General Community Quarantine.
GCQ GUIDELINES:
I. The following sectors and/or establishments are allowed to operate, thus, their workers are allowed to go to work.
ο Agriculture and fisheries and the entire value chain including manufacturing of feeds, fertilizers and pesticides;
ο Manufacturing and processing plants of basic food products, essential products, medicines, and medical supplies including all food, essential hygiene products such as soaps, detergents, shampoo, conditioners, diapers, feminine hygiene products, tissue, wipes and toilet papers, disinfectants, medicines and vitamins, medical products such as PPEs, masks, gloves, pet food;
ο Hospitals and medical clinics;
ο Dental and EENT clinics subject to strict health standards;
ο Retail establishments like groceries, supermarkets, hypermarkets, convenience stores, public markets, pharmacies, and drug stores;
ο Food preparation and water refilling stations;
ο Restaurants may open on a take-out basis and/or delivery;
ο Logistics service providers (e.g. cargo handling, warehousing, trucking, freight forwarding, and shipping lines;
ο Delivery services whether or not e-commerce platform, i-house or outsourced, transporting only food, water medicine, pet food, hardware products or other basic necessities;
ο Banks and capital markets;
ο Power, energy, water, IT, and telecommunications supplies and facilities, waste disposal services and technical services to above utilities;
ο Electricity, gas, steam, and air conditioning supply;
ο Postal and courier activities;
ο Water collection, treatment, and supply;
ο Waste collection, treatment, and disposal activities EXCEPT materials recovery or junk shop;
ο Sewerage EXCEPT emptying of septic tanks;
ο Veterinary activities;
ο Repair and installation of machinery and equipment;
ο Repair of computers and personal and household goods;
ο Services to buildings and landscape activities EXCEPT landscape care;
ο Employment activities or manpower services for essential activities;
ο Security and investigation activities;
ο Programming and broadcasting activities;
ο Rental leasing activities EXCEPT for entertainment or mass gathering purposes;
ο Accommodation used as quarantine facilities for OFWs and workers of essential industries;
ο Gasoline stations;
ο Laundry shops including self-service;
ο Funeral services;
ο Export companies with temporary accommodation and shuttle services or work from home;
ο Business process outsourcing companies with temporary accommodation and shuttle services or WFH; and
ο Mining and quarrying.
ο Other manufacturing activities like beverages, cement and steel, electrical machinery, wood products and furnitures, non-metallic products, textile or wearing apparels, to***co products, paper and paper products, rubber and plastic products, coke and refined petroleum products, other non-metallic mineral products, computer, electronic and optical products, electrical equipment, machinery equipment, motor vehicles, trailers and semi-trailers, other transport equipment;
ο Malls and commercial centers including hardware stores, clothing and accessories, and non-leisure stores;
ο Barbershops, salon, spas, and other personal care industries SUBJECT to strict health standards;
ο Wholesale and retail trade and repair of motor vehicles and motorcycles;
ο Construction and Build, Build, Build;
ο Forestry and logging;
ο Publishing activities;
ο Motion picture, video, and television program production, sound recording, and music publishing activities;
ο Advertising and market research;
ο Real estate activities EXCEPT real estate buying and selling;
ο Office administrative, office support, and other business activities;
ο Legal and accounting;
ο Insurance, reinsurance, and pension funding EXCEPT compulsory social security;
ο Architecture and engineering activities, technical testing and analysis;
ο Scientific and research development;
ο Other professional, scientific, and technical activities; and
ο Social work activities without accommodation.
II. The general population may go out of their homes ONLY for purposes of accessing basic necessities.
III. In any case, persons who are 20 years old and below, and those 60 years old and above are NOT allowed to go out of their homes;
IV. Those with ages ranging from 21 years old but below 60 years old (a) with high-risk health issues or (b) residing with persons with co-morbidities or (c) other risk factors are NOT allowed to go out and shall remain at home;
V. Non-leisure shops or stores in malls and shopping centers, like Centro Mall, NOVO, ATAW and similar establishments, are allowed to open.
ο Amusement and gaming centers in malls and shopping centers shall NOT be opened during the GCQ.
ο Malls should (a) limit entry of shoppers,(b) implement mandatory temperature checks,(c) enforce mandatory use of face masks, and(d) oblige everyone to sanitize hands with alcohol or hand sanitizers upon entering or leaving the mall. They are likewise required to turn up the air-conditioning temperature to 26 degrees Celsius and to shut off their free Wi-Fi services to discourage people from "lingering" and/or βloiteringβ inside the establishment.
VI. Beginning May 4, 2020, Higher Education Institutions (HEIs) shall be authorized to operate with a skeleton workforce only for the purposes of:
ο Finishing the Academic Year 2019-2020;
ο To issue credentials to students; and
ο To prepare for flexible learning arrangements for the next Academic Year.
VII. Construction projects are allowed to begin and/or resume, as the case may be.
VIII. Public transportation may operate at a reduced capacity subject to subsequent guidelines that may be issued by the Department of Transportation (DOTr).
X. Curfew hours for all persons except frontliners and all those enumerated under ECQ guidelines shall be imposed. For this purpose, the concerned Local Government Units (LGUs) are advised to enforce this curfew at night from 9pm to 5am.
XI. Lower LGUs are advised and encouraged to enact Ordinances for the following:
a. Observance of social/physical distancing;
b. Mandatory wearing of masks;
c. Prohibition against mass gatherings and conferences.
XII. Those allowed to go out of their homes must always bring their IDs to prove that they are aged between 21 and below 60 years old;
XIII. Checkpoints will remain ALONG and AT provincial borders;
XIV. Medical health standards like the following will continue to be enforced:
1. Obligatory temperature check;
2. Compulsory wearing of masks;
3. Regular use of alcohol for sanitation;
4. Application of disinfectants inside establishments and offices;
5. Maintenance of social or physical distancing;
6. Proper washing of hands, and exercise cough etiquette.
XV. The following establishments are NOT ALLOWED to operate:
ο Gym or fitness studios and sports facilities;
ο Entertainment-related mass gatherings like in theaters, cinemas, or large concerts;
ο Business-related mass gatherings like in trade shows, conferences, conventions;
ο Politically-related mass gatherings like in election rallies, polling centers, parades;
ο Sports-related mass gatherings like in training, games, tournaments, championships;
ο Libraries, archives, museums, and other cultural activities;
ο Gambling and betting activities;
ο Travel agency, tour operator, reservation service, and related activities; and
ο Activities of membership organizations.
XVI. The foregoing advisory is subject to guidelines, which may hereinafter be issued by competent authorities.
