We enter the fourth estate with no misgivings about our mission, believing we have one, or of our destiny, granting we have any. We aim to go somewhere, quite resolutely, but we do not beat our breast saying so. As is plain, the place of publication of this newspaper is the City of Baguio. This city, as many have observed, is the gateway to the wonderland of the Cordilleras. Locally, we shall circ

ulate in the region of this elevated land, the roof of the Philippines, its valleys, table lands and mountains, the plains and coasts whereon this great range sheds its influence. More expansively and ambitiously, however, we shall strive to be read wherever men are fair minded; they are fearless, but friendly and free. To explain: as a newspaper, we shall be a crusader. Having no cause to live for, we have no reason for existence. But espousing or fighting for a cause, we shall be fair before we are fearless. For, we have no ax to grind, in the first place. We are not born of hate, though of indignation, perhaps. We shall not be prejudiced and adopt a studied opposition beforehand. We shall despise no one ever, nor judge anyone with ultimate absoluteness. The unerring conscience of men as a whole, the bar of public opinion, can pass judgment better than we can. As objectively as possible, we shall lay before our readers both sides of the question. Whenever we present our personal views, we shall call it so and not represent it as the voice of God. We shall be fearless. Fearless in the exposure of any wrong we know quite well to be so. Fearless in ferreting out facts not exactly inviting public knowledge or scrutiny. Fearless in supporting a good cause. Fearless in argument. Fearless, though walking in the dark in the search for light. Friendly. In the pleasanter side, hand in hand with being fearless, we shall be friendly. Friendly, in the sense of rendering service for the people. We believe that service, as the keynote of our mission for the general behalf, will firmly cement our friendship with our readers. Discharging the three functions of a newspaper, to inform, to instruct and to amuse, we can be friendly by being a forum for beneficial instruction. To achieve this purpose, we must know the needs and problems particular with us. Knowing these needs and problems, we can alleviate them, or solve them, as the case may be, by common counsel and mutual assistance. In this undertaking, one of public service, we call on everyone to lend or pass on to others any useful knowledge that has been of practical utility to him. This is being friendly by being unselfish. To be free is vital with every newspaper worthy of its name. We are not the tool of any individual or group of persons. Beside the general and public welfare, we owe no other loyalty. What ideal we have set before us we shall steadfastly live up to. We owe no one any favor. We are under no obligation to anyone whomsoever. In this, our first issue, we have tried to concretely illustrate our four-point program. Thus, having somewhat elaborately delineated our purpose in the field we have entered, we invite public confidence and support.

Dear Midland,
My name is Justine "Ja" Amores, a budding artist from Baguio City.
I grew up the reading Midland Courier, and your newspaper really do means a lot to me.
I looked back and also saw my essay back when I was in Grade 1 or 2.
Knowing about the sad news, I prompted myself to paint a painting for Midland - an ode for Midland, inspired from my lolo and some uncles by Malcolm Square reading news and flattering obituaries of friends who have passed away.
I'd like to share you this digital copy of my painting as a way of saying thank you.

STATEMENT OF U.S. AMBASSADOR, H.E. MARYKAY CARLSON ON PHILIPPINES-AMERICAN FRIENDSHIP DAY

On the Fourth of July—U.S. Independence Day and Philippine-American Friendship Day—we look back on what the U.S.-Philippine partnership has achieved over the past 12 months. We’ve reached incredible milestones together as friends, partners, and allies, setting a bold agenda to build a more secure and prosperous future for our peoples.

The Trilateral Leaders’ Summit among President Biden, President Marcos, and Japanese Prime Minister Kishida in Washington was a historic moment in a year of exceptional achievements. The leaders committed to advancing the security and prosperity of all three nations, the Indo-Pacific region, and the world through cooperation on economic growth, critical technologies, the digital economy, climate and clean energy, infrastructure, and peace and security. They announced the Luzon Economic Corridor under the Partnership for Global Infrastructure and Investment and the Indo-Pacific Economic Framework (IPEF) Investment Accelerator, which will support transformative public and private investments from Subic Bay to Batangas—home to 40 percent of the Philippines’ population and 50 percent of its economic activity. The three leaders also announced $8 million for Open Radio Access Network (RAN) field trials that will pave the way for more affordable and secure telecommunications.

As President Marcos has said, economic security is national security. Our commitment to bring greater private investment to the Philippines is multifaceted. In March, Secretary of Commerce Raimondo led the first-ever Presidential Trade and Investment Mission to the Philippines, where U.S. firms announced more than $1 billion in investments in key sectors and new partnerships to help develop a future-ready Philippine workforce. We built on these engagements in May during the Indo-Pacific Business Forum in Manila, where the U.S. Trade and Development Agency awarded a grant to a Filipino company to deliver affordable, high-quality internet connectivity to underserved communities in the Philippines.

We are accelerating investment in the Philippines with the introduction of new tools and resources. Later this year, the U.S. Development Finance Corporation (DFC) plans to open a Manila office, its fifth location in the Indo-Pacific region. This new office underscores DFC’s growing focus on the Philippines in critical sectors such as renewable energy, agriculture, critical minerals, and infrastructure.

The Millennium Challenge Corporation returned to the Philippines this year and now has a team on the ground to co-develop a threshold program. This program identifies key constraints to economic growth and creates favorable conditions for new investments from the private sector and development partners.

The United States is committed to supporting the Philippines’ clean energy transition. Last November, at the Asia-Pacific Economic Cooperation Leaders’ Week in San Francisco, Secretaries Lotilla and Blinken signed a civil nuclear cooperation agreement, or “123 Agreement,” facilitating U.S.-Philippine cooperation to responsibly develop a peaceful, sustainable nuclear energy program. The Philippines Department of Energy (DOE) and the Philippine-American Educational Foundation are creating scholarships and academic exchanges on nuclear power and clean energy, and the U.S. Agency for International Development (USAID) is partnering with DOE to develop a comprehensive civil nuclear energy policy.

USAID partnered with the Philippine government to launch its first Green Energy Auction Program, in which private sector companies compete to offer the most affordable prices to supply renewable energy to the grid, driving billions of dollars in investments and increasing renewable energy capacity by 65 percent by 2026. The U.S. Departments of State and Energy also launched the U.S.-Philippine Energy Policy Dialogue to deepen cooperation in this field.

Our military alliance continues to flourish. We have improved our bilateral exercises and established new ways to work together to address 21st century security challenges, such as cyber defense. We have reinvigorated our maritime cooperation, conducting joint naval engagements alongside Australia, Canada, France, and Japan. The United States continues to expand funding to help modernize the Armed Forces of the Philippines.

Underpinning all these important endeavors are close and meaningful bonds of friendship and family ties that form not only the foundation upon which our relations are based, but a springboard for reaching new heights in the future.

On this day last year, I hailed the positive momentum in U.S.-Philippine relations. Since then, that momentum has accelerated significantly. As Secretary Blinken described it during his most recent visit to Manila, the U.S.-Philippine relationship is on hyperdrive and has never been stronger. Let’s see what we can accomplish in the next twelve months!

CORDILLERAN ENGINEER RECEIVES NASA SPECIAL ACT AWARD

DALLAS, TEXAS –“Shoot for the moon, even if you missed, you will still land among the stars”.
A young boy at a farming community in Tabuk, Kalinga, Philippines did just like that.
It was his wild dream to become an astronaut.
But several decades later, he ended up virtually among the astronauts flying around the moon and stars.
Filipino Engineer Czar Augustus Estranero Domingo of the National Aeronautics & Space Administration (NASA) did not become an astronaut but he attained nearest his dream now working to ensures the safety and comfort of every spacecraft and astronaut.
His passion to aerospace technology led him to continue reaping recognition for his contribution in sounding rockets projects and launches.
Domingo recently received the NASA Special Act – individual 2024 awardee for various NASA project supports such as Sounding Rockets, Balloon & Range program software projects.
It was awarded on May15, 2024 by Makenzie Lystrup, Center Director of Goddard Space Flight Center in Greenbelt, Maryland.
Domingo is an Aerospace Technology Software Assurance engineer of the Safety Mission Assurance Department based at the NASA Wallops Flight Facility, a launch range and research airport at Wallops Island.
In 2020, his team received the NASA Silver Achievement Medal Award for the Artemis Back to the moon Project as NEN (Near Earth Network) Launch Communication Segment Team. Not long after, NASA successfully launched Artemis 1 from the Kennedy Space Center on November 16, 2022. This marked the agency's return to lunar exploration after the conclusion of the Apollo program five decades earlier. A series of Artemis launching is expected until 2030.
Engr. Domingo worked in many rocket launces including the Northrop Grumman Antares Rocket carrying four tons of vital supplies for astronauts i to the International Space Station (ISS).
Engr. Czar Domingo was born and raised in Tabuk, Kalinga Philippines. He now lives in Berlin Maryland, USA with family.
His dream of working with NASA dates back to his childhood days in farming town of Tabuk,
“Since I was a kid, I’ve been and still am amazed at how God created the world, including the vastness of space, which started my interest in Aerospace. My amazement made me dream of someday working in the space industry and becoming an Astronaut”.
He advised young and talented Filipino kids “Do not give up on your dream”.
While at the Tabuk National High School, he was asked what career to pursue in college. “I answered that I was interested in becoming a lawyer to help people who are vulnerable and cannot afford a lawyer, however, as I was getting closer to my high school graduation, my heart was pointing me to enroll in Aeronautical Engineering or Electronics & Communications or Electrical Engineering, which I would help with aerospace exploration,
and someday work at NASA. My friends back then thought I was crazy. In the Philippines, it seems far fetch if you grew up there to reach and work for NASA, considering the Philippines
is a third world country and a lot of competition in the US.” He explained.
It was his mother “Coining”, a public school teacher who inspired him and his siblings not to give up on pursuing their education. The young Czar got a scholarship & finished Electronics & Communications Engineering degree at Mapua Institute of Technology in Manila.
Engr. Domingo holds a Master of Science in Cybersecurity, a Master of Science in Information Assurance and his PhD is in the process. He was also Certified as an Ethical Hacker.
Domingo started as an Engineering Instructor, then worked with an information Technology integration company – Leverage Systems Technology for three (3) years that paved the way to be hired in Singapore by Citibank, then AT&T. He was given an opportunity by AT&T to migrate in the United States during the Y2K period in California.
“When we moved from the Bay area of California to New Jersey, my NASA dream has been rekindled every time I get nearer a NASA facility. “
While applying with NASA, Domingo has to raise his family even after losing his job from recession in 2001. “I worked in odd jobs and survived my family. When the IT industry came back to life I worked with Michael Aram as the IT manager, then got back and worked as a consultant to AT&T, Citigroup & Johnson & Johnson.
But he was determined to work with NASA. “I kept applying for jobs at NASA but without any response until my contract with Johnson & Johnson abruptly shortened and forced me to accept a job with Perdue Farms Inc. in Maryland. But God was the director and still the director of my life and my career.”, he said.
After nine years of working with Perdue Farms Inc. as a Project manager/Network Design Engineer, Domingo was laid-off. He realized however that he is in close proximity to one of NASA's flight facilities at Wallops island.
“God opened the door and finally after a long wait, I was accepted as a network engineer for the range operations contract at NASA Wallops Flight Facility. I was then hired not only as a network engineer, but as a lead network engineer, and tasked to rebuild the network engineering team.
After a couple of years, Engr. Domingo was given a permanent civil servant position opened in the Safety Mission Assurance - software assurance engineering team of the NASA Wallops Flight Facility
“Even though I did not accomplish my goal of becoming an astronaut, working at NASA is the closest thing to my dream of becoming an astronaut. I Praise God and I give Glory back to
Him.
Engr, Domingo again shared lessons learned. To accomplish great things, you must not only act but also dream, not only plan but also believe. Never let life's setbacks stop you from going after your dreams. "I didn't have time, but I made time. I didn't have knowledge, but I kept learning. I didn't have support, but I learned to support myself. I was tired, but I learned to rest, not to quit. Borrowing from Anatole France for words for thought.

NAVY RESERVISTS GRADUATION RITES IN BAGUIO

The 84-strong members of the Basic Citizen Military Training Classes of 08-2024 and 09-2024 who were confirmed Navy Reservists of the 122nd Naval Combat Support Squadron Reserve of the Philippine Navy graduated on June 29, 2024 at the Baguio Country Club.
Armed Forces of the Philippines Chief of Staff Gen. Romeo Brawner Jr. and Navy Flag Officer-in-Command Vice Admiral Toribio Adaci Jr. through a representative graced the graduation rites of the new reservists of the command under Commander Anthony De Leon.
Brawner commended the Navy reservists who underwent one-month rigid training, as he urged them to be patriots in wake of the growing external threats.

UC JAGUAR GOLFER TOPS PKGCI MATCH PLAY 2024

University of the Cordilleras Jaguars Ranz Louie Balay-odao has emerged as this year’s overall champion in the annual match play of Pines Kumpadres Golf Club Inc., one of the biggest golf organizations in Northern Luzon.
At age 21, Balay-odao has remained undefeated since the qualification rounds ip to the semi-finals round, edging some of the highly competitive amateur golfers in the Cordillera.
The UC Business Administration student edged out Erwin Killip in the finals, 5-4, to seal the win at Pinewoods Golf & Country Club in Baguio City on June 29, 2024.
In keeping with tradition, PKGCI officials and former champions handed over to Balay-odao the overall trophy at Hole 18.
Earlier, Balay-odao placed 5th overall in the 2024 North Philippine Developmental Intercollegiate Golf Series in April 2024 at the Royal Northwoods Golf Club in Bulacan.

NGCP’s Mariveles-Hermosa-San Jose 500kV Line now at full 8,000MW capacity

The National Grid Corporation of the Philippines has energized the Hermosa-San Jose 500-kiloVolt (kV) transmission line at its full 8,000 MegaWatts (MW) capacity on June 23, 2024.
A part of the Mariveles-Hermosa-San Jose 500kV facility, the line will accommodate an additional 2,200MW of supply from new power plants in Bataan and Zambales to the rest of the Luzon grid.
Line 1 was already energized on May 27, 2023 to accommodate power generation in Bataan with a 2,000MW transfer capacity, only a quarter of its full capacity pending the completion of the then unfinished portion of the line, and was fully completed on May 19, 2024, enabling a 4,000MW line capacity.
The full completion of Line 2 will accommodate 8,000MW in generation capacity, more than enough for existing and any incoming generation.
“NGCP completes this landmark energy project under the leadership and guidance of Pres. Ferdinand Marcos, Jr. This marks the full completion and energization at full capacity of this critical facility, strengthening and expanding the grid under NGCP,” the company said.
The Mariveles-Hermosa-San Jose 500kV line is comprised of 395 transmission towers, 275.6 circuit kilometers of transmission lines, 2 new substations, and 2,000 MVA in substation capacity.
While certified as an Energy Project of National Significance (EPNS), the project still encountered various difficulties particularly on right-of-way due to opposition of landowners, long and tedious judicial processes, and protracted permitting process by local government units.
In July 2023, a portion of the line, owned by Phirst Park Homes, Inc., was the subject of a Temporary Restraining Order (TRO) issued by the Supreme Court. NGCP immediately stopped activities along Towers 170-178, stalling the ongoing stringing of the line’s remaining circuit from July 2023 to April 2024.
The Mariveles-Hermosa-San Jose transmission line project was filed with the Energy Regulatory Commission (ERC) at a project cost of PhP 20.94 Billion. Its full completion and energization at full capacity are critical in accommodating additional power generation to the grid to prevent Luzon-wide power interruptions. Of the actual cost of the Hermosa-San Jose line component of the project, the ERC has allowed NGCP to recover only PhP19 Million, or only 0.1% of the cost of the project. “With the completion of this critical project, NGCP is optimistic that the ERC will act on the overdue recoveries applied for by NGCP,” the company added.

GRAND HOMECOMING FOR BAGUIO BEAUTY QUEEN

The city government of Baguio and its people honored its daughter, Miss Supranational Philippines 2025 and Miss Universe Philippines 3rd runner-up Tarah Valencia with a grand homecoming parade at the city’s main thoroughfares on June 24, 2024.
Earlier at the City Hall grounds, Ms. Valencia received the resolution of commendation from city officials during Monday’s flag raising rites.
Ms. Valencia will represent the Philippines in the Miss Supranational 2025 next year in Poland.

Close to 650 taekwondo athletes from all over the country converged at the Benguet Sports Complex gym in Wangal, La Trinidad, Benguet for the 2nd National Taekwondo Championships slated June 22 to 23.
The taekwondo athletes, representing their teams, competed in three categories: poomsae, sparring and combat in the different age brackets.
Tournament Manager Danrey Velo, who is also the head of the Bravehearts Martial Arts Institute, said the winners of the competition will have a chance to represent the country in upcoming taekwondo competitions abroad. The event is backed by the Samahang Taekwondo ng Pilipinas, Kombat Taekwondo Philippines and World Martial Sports.

BAGUIO MEDIA REVIVE ECO-WALK

Officers and members of the biggest media organization north of Manila, the Baguio Correspondents and Broadcasters Club, Inc., have revived the global award-winning Eco-Walk, an environmental awareness program for children by transforming the Busol watershed into a natural classroom.
The revival of the program with a tree planting activity on June 19 with Baguio officials led by Rep. Mark Go, Mayor Benjamin Magalong, and Councilors Leandro Yangot Jr. and Rocky Aliping along with representatives from Baguio Water District, Benguet Electric Cooperative, and SM Foundation joining the activity.
The event was also in partnership with the city government of Baguio through the City Environment Parks and Management Office.
Conceived by a group of Baguio journalists, who are now in the great beyond, the Eco-Walk program was based from the traditional forest management systems of the indigenous peoples of the Cordilleras and other parts of the world. It was inspired by the traditional muyong or pinugo forest systems practiced by the Ifugaos that sustain year-round irrigation for the world-famous Banaue Rice Terraces; similar to tayan, lakun, and batangan systems of Mt. Province and the lapat of the Apayao villagers.
It was also inspired by the "walk-about" among aboriginal youths in Australia.
These time-tested traditional forest management systems were proven to be effective long before the creation of the Department of Environment and Natural Resources.
The Eco-Walk allows children to lead in environmental conservation, which has inspired leaders and the adult sectors of the community to support the program and heighten community commitment to environmental concerns.
A year after its inception, Eco-Walk received the 1993 "Gawad Oscar Florendo" national award from the Public Relations Organization of the Philippines and three years later, the program also received the 1996 "Galing Pook" national award as one of the country's most innovative and effective local government programs. The award was handled by the Asian Institute of Management and the Local Government Academy of the Department of Interior and Local Government and is supported by the Ford Foundation.
For its success, Eco-Walk has been used as a case study at AIM and by the Swedish International Development Agency in its international watershed.
Eco-Walk received its greatest recognition so far from the United Nations through the Global 500 Roll of Honour Award for Environmental Achievement during the international World Earth Day celebration in Shenzhen, China in 2012 or a year after the program won for the program director the 2001 "Lingkod Bayan" award from the Civil Service Commission.

EXPLORING POSSIBLE CREATIVE ENGAGEMENT WITH PDLs

Members of the Creative Baguio City Council led by Co-Chair Marie Venus Tan visits the Baguio City Jail to check on the livelihood activities of persons deprived of liberty and identify areas of intervention like raw material sourcing, design and packaging, quality control and marketing of products.
The team composed of crafter Carl Taawan, curator-entrepreneur Maricar Docyogen, artists, Marge Gomez and Art Tibaldo, fashion designer Julienne Paran, and Ar. Jonard Jardenil interacted separately with the PDLs during their visit and plans to do follow up interventions.

CARAA MEET 2024 BENGUET ATHLETES GET INCENTIVES

A total of 345 athletes from Benguet province who won medals during the Cordillera Administrative Region Athletic Association (CARAA) Meet 2024 in Apayao received their cash incentives from the Office of the Congressman Eric Yap represented by Chief of Staff Kevin See and Tublay Mayor Armand Lauro during the event graced by DepEd-Cordillera Director Estela Cariño.

See, quoting Yap, assured the athletes who will advance to the Palarong Pambansa in Cebu City that the solon will continue to support the Benguet athletes in the national games slated at the end of the month.

In photo are the gold medalist athletes from the various sports including the dancesports partner Ashley Abance and Eiji Justine Balao of Benguet National High School; gold medal winning Muai Thai wai kru elementary athletes from Virac Integrated School and Camilo Lucaben Elementary School with their Coach Chester Bolcio; wrestling freestyle champions from Buguias, Tuba and Sablan; and gold medalist sepak takraw ladies from Tublay School of Home Industries (TSHI).

DOH-CAR HAS NEW DIRECTOR

Dr. Ferdinand M. Benbenen, MHA, DPCP, FPSMS, of Bauko, Mountain Province, has assumed as new director of the Department of Health-CAR following his appointment by Malacañang.
He took his oath of office before DOH Secretary Teodoro Herbosa then paid courtesy call to Executive Secretary Lucas Bersamin in Malacañan Palace recently.
A member of Saint Louis University College of Medicine Class of 1994, Benbenen was the second-ranked officer of Luis Hora Memorial Regional Hospital in his hometown Bauko.
He replaced Dr. Amelita Pangilinan, who was reassigned anew to DOH-Region 2.
He completed in 2015 his Master's Degree in Hospital Administration at the Saint Jude College in Manila.
He reinforced his professional wisdom, as he completed several technical trainings and attended significant forum and relevant programs that all the more honed his supervisory and managerial skills.

P250 CONGESTION FEE STILL A PROPOSAL- MAGALONG

Baguio City Mayor Benjamin Magalong told reporters on June 10, 2024 that the P250 congestion fee that solicited a public uproar is a proposal from a proponent to the city government in line with its proposed Smart Urban Mobility Project.
This the P250 congestion fee is not being implemented contrary to what is being presented in the social media since it is still a proposal.
The City Public Information Office reported Magalong as explaining the city will still be having a series of engagements with the stakeholders, including public consultations with the residents to gather suggestions and opinions on the plan to develop Baguio City's transportation system.
In 2022, Magalong said the city council’s proposed ordinance that seeks to impose a congestion fee on all tourists bringing their private vehicles into the city is a good ordinance but needs to be in line with the city’s ongoing smart mobility and transportation system master plan.
At the time, the mayor was quoted as saying the congestion fee of P50 is too low and suggested raising it to a reasonable amount to generate additional revenue that can be used in future programs and projects of the city.

PERFECT FOR OVERLANDING IN IFUGAO

Travelers can pass through the heart of Ifugao through the newly-opened Halag-Maguitawa-Dulao Road which connects the municipalities of Mayoyao, Lagawe and Aguinaldo. Barangay Halag is under Aguinaldo while Sitio Maguitawa is under Mayoyao, and Barangay Dulao is under Lagawe.

With the road opening that connects the province’s district 1 and 2, more agro-economic activities are perceived to boom such as eco-tourism featuring the scenic rolling hills in Mayoyao, which is a dirt road experience for tourists who are up for a road trip and adventure.

The provincial government is currently lobbying for the budgeting of the concreting of the scenic road.

BENGUET RICH CULTURAL HERITAGE FEATURED IN MURAL

The mural at the foot of the Benguet Capitol in La Trinidad, Benguet gave color to the busy Halsema Highway, painted by talented Cordilleran artists Santos Oyan, Silvino Dulnuan, Eli Ituriaga, Chrysler Cabalo, and Ronald de Leon as part of the "Iyaman project" funded by the National Commission on Culture and the Arts (NCCA).
The group would also be conducting a visual arts exhibit on June 18 at the Capitol as part of the project.

VIBRANT MARKETPLACE

Mayors from Luzon cluster led by Baguio City Mayor Benjamin Magalong graced the opening of the micro, small and medium enterprise exhibit at the Baguio Convention and Cultural Center on June 5, 2024, as part of the Island-wide eLGU Caravan Luzon cluster.
The BCCC grounds was transformed into a vibrant marketplace, adorned with displays of handcrafted treasures crafted by PDLS artisans.
The opening event was attended by the mayors of Moncada and Victoria, Tarlac; Dinalungan, Aurora; Tumaini, Isabela; Camalig, Albay; Villaverde, Nueva Vizcaya; Paoay, Ilocos Norte; Hingyon and Kiangan, Ifugao; and Bokod, Benguet.

MURAL ON HISTORY OF BALSIGAN LAUNCHED

The rich history of Barangay Balsigan in Baguio City will soon be depicted in a mural to be completed by artists with the help of uniformed officers, barangay officials and residents after it the project was launched on June 5, 2024 with Councilor Leandro Yangot, Jr., also project convenor, gracing the event.
