BILL SEEKS TO BAN RESERVING PARKING SPACES BY STANDING

Akbayan Rep. Percival Cendaña has filed House Bill 11076, or the “Mindful Parking” Act, which aims to prohibit individuals from reserving parking spaces by physically standing on them. Cendaña said the practice is unfair, unsafe, and violates the principle of first-come, first-served parking.

Under the proposed law, individuals caught reserving spaces and the drivers of vehicles involved could face penalties. Fines include PHP2,000 for the first offense, PHP5,000 and a six-month license suspension for the second, and PHP10,000 with license revocation for the third offense.

Establishments are required to implement policies against the practice, with non-compliance penalties ranging from PHP10,000 to PHP50,000. The Land Transportation Office will oversee enforcement if the bill is passed into law.

Cendaña emphasized the need to regulate parking to ensure fairness and safety, especially in limited spaces. “This practice poses safety risks to individuals and undermines public courtesy,” he said.

ESPINO PUSHES TO REROUTE TRUCKS TO BANOCEH HIGHWAY FOR SMOOTHER COMMUTE

Bacolod City Councilor Al Victor Espino, chair of the Committee on Transportation and Traffic, is advocating for a permanent ban on trucks along the city’s circumferential road. Espino suggests rerouting large vehicles to the Bacolod Negros Occidental Economic Highway (BANOCEH), which offers an alternative route to reduce congestion.

Espino cited the success of a temporary truck rerouting to BANOCEH during the recent Masskara Festival and believes that a permanent ban could alleviate peak-hour congestion on the circumferential road, benefiting Bacolod’s daily commuters.

Before drafting the ordinance, Espino plans to work closely with the Bacolod Traffic and Transport Management Department (BTTMD) to study the proposal’s feasibility. The BTTMD will conduct an in-depth assessment and provide recommendations on implementing the truck ban.

NEGROS OCCIDENTAL SET TO RELEASE EMPLOYEES’ PERFORMANCE-BASED BONUS FOR 2022, 2023

The provincial government of Negros Occidental is preparing to release the Performance-Based Bonus (PBB) for its employees for 2022 and 2023 by December, according to Provincial Administrator Atty. Rayfrando Diaz. The announcement comes after the province was awarded the Seal of Good Local Governance (SGLG) for the second consecutive year.

Diaz highlighted that the SGLG award strengthens the province’s qualification for the PBB, equivalent to 60% of employees’ salaries. However, he noted that guidelines from the Department of Finance are still awaited, with a joint memorandum circular needed to finalize the release.

Employees have eagerly anticipated the bonus as recognition for their dedication, Diaz stated, adding that the province is also preparing to achieve the SGLG for a third consecutive year under Governor Eugenio Jose Lacson.

Eighteen local government units (LGUs) in Negros Occidental have been honored with the Seal of Good Local Governance (SGLG) for 2024, a distinction recognizing excellence in leadership, transparency, and service delivery. The awardees include twelve cities—Bacolod, Bago, Cadiz, Escalante, Himamaylan, La Carlota, Sagay, San Carlos, Silay, Sipalay, Talisay, and Victorias—and six municipalities: EB Magalona, Hinigaran, Ilog, Isabela, La Castellana, and Manapla.

The SGLG is awarded by the Department of the Interior and Local Government (DILG) and serves as a benchmark for high standards in local governance. LGUs are assessed across several performance areas, such as financial administration, disaster preparedness, social protection, health and education, business-friendliness, environmental management, and peace and order. In a coordinated operation, the PNP Maritime Group Bacolod, led by Police Captain Reynaldo Bauden, and the Bureau of Internal Revenue (BIR) confiscated over PHP 1.1 million worth of smuggled ci******es in Escalante City, Negros Occidental.

The raid, conducted in a residence at Purok Masanagon, Barangay Balintawak, targeted a suspect allegedly engaged in the sale of smuggled ci******es. The primary suspect, along with an accomplice identified as of Maranao origin, evaded capture, fleeing the scene shortly before authorities arrived.

During the operation, law enforcement seized approximately 1,692 reams, four packs, and 17 individual sticks of various cigarette brands. According to a BIR inventory, the contraband’s estimated total value is PHP 1,100,115.35.

In a statement, Bacolod City Mayor Alfredo “Albee” Benitez expressed his gratitude to NEPC for spearheading this effort, emphasizing the critical role the underground cable system will play in enhancing power reliability and quality. “I thank Negros Power for taking the initiative on this transformative project,” Benitez said, underlining its long-term benefits for the community.

The Underground Cable Distribution System is designed to significantly reduce electrical faults and lower maintenance costs, providing a more stable power supply and addressing the recurring issue of power interruptions in Bacolod City.

Covering a 1-kilometer stretch of Lacson Street from 5th Street to Ramos Street, the project comes with an estimated budget of PHP 79 million. Construction is scheduled to begin in January 2025, with completion expected by October 2025, ahead of the MassKara Festival. Using horizontal drilling, construction will only require digging at the start and end points, ensuring minimal traffic disruptions.

BACOLOD CITY REALLOCATES P525M BURGOS MARKET FUNDS TO 5 CITY PROJECTS

Bacolod City Mayor Albee Benitez announced on Monday, November 11, that the city government has redirected the P525 million budget originally intended for a new Burgos public market. The decision follows opposition from local vendors who voiced concerns over the market construction plan.

POLICE ARREST TWO SUSPECTED DRUG PEDDLERS, SEIZE P1 MILLION IN SHABU IN BACOLOD

A police anti-drug operation conducted by the Bacolod City Police Office’s Drug Enforcement Unit led to the arrest of two suspected drug peddlers and the seizure of approximately PHP1,020,000 worth of shabu early on November 11 at Villa Angela Subdivision, Barangay Villamonte.

The suspects, identified as alias Mariel, 30, and alias Naldo, 23, were tagged as high-value individuals in the illegal drug trade. Police recovered nine sachets and two knot-tied plastics containing around 150 grams of suspected shabu.

Brigadier General Jack L. W***y, Police Regional Office 6 Director, commended the collaborative efforts of the police, community members, and other law enforcement agencies in this operation. The suspects are in police custody and face charges under the Comprehensive Dangerous Drugs Act of 2002.
