The Chairman’s Seminar Series is part of informing and influencing. The PNGNRI’s 10-year Strategic Plan, the PNGNRI Council agreed to convene a series of seminars under the PNGNRI Council Chairman’s Seminar Series. The Council believes that it is only through collaboration with key stakeholders that research information can be utilized to shape better policy outcomes and informed decision-making. Hence, in 2023, the PNGNRI commenced the Chairman’s Seminar Series that will deal with specific industry or sector issues and opportunities by bringing in policy implementers analysts, academics, and researchers to present to the industry, society, and government.
Community empowerment and development have been approached in many ways over the years with
different motivations and interests, be they from the perspective of the government, the private
sector, international donor agencies, civil society organizations, or other interest groups.
Research done by PNGNRI identified six approaches. These are the knowledge-centered approach,
project-based approach, minimum basic needs approach, people-centered approach, best model
approach, and integrated approach. These six approaches are options.
Considering the research focus of the PNG NRI through the Culture and Society Research Program,
and the need to encourage discussion and fruitful engagement among key stakeholders on existing

Panel discussion during this segment will be on NIHT TOPAIYO REDD+ PROJECT on carbon trade mechanisms. NIHT Topaiyo is a company involved in pioneering carbon trading in Papua New Guinea. They are spearheading the Carbon Trade initiative in partnership with REDD+ (Reducing Emissions from Deforestation and Forest Degradation). NIHT TOPAIYO REDD+ PROJECT is currently the only verified and validated project spearheading a carbon trade initiative in Papua New Guinea. They encourage more players to partner and develop carbon-related project activities for the National Government to achieve its 2030 - 2050 development and SDG goals. The NIHT Topaiyo REDD+ Project focuses on conserving forests and promoting sustainable land use, and the project aims to mitigate climate change by preventing deforestation and promoting reforestation. And, the project generates carbon credits, which can be sold to organizations or individuals to offset their carbon emissions. And as evidence that the NIHT TOPAIYO project activities are in accordance with the national frameworks, policies, and guidelines of the Climate Change Management Act under the Climate Change Development Authority (CCDA).

This morning's guest is Dr. Paki Molumi, Chief Executive Hospital (PMGH CEO).
Panel discussion during this segment will be on how Port Moresby General Hospital continues to struggle and serve 1.5 million people. Port Moresby General Hospital is serving a staggering number of patients daily coming from the Nation’s Capital itself as well as the neighboring provinces of Central and Gulf. This situation is crippling the hospital’s operations, as it struggles with limited resources to serve almost 1.5 million people. 22 Level 5 Hospitals in the country refer patients they cannot manage, to PMGH. The same procedures are required of the Levels 4, 3, 2, 1, and Aid posts, according to a referral system of the National Health Service Standards.
CEO Dr. Paki Molumi, Chief Executive of the Hospital explained that the hospital is at the highest end of this referral system in Papua New Guinea. He said while in the process of trying to fulfill the Government’s expectations of transforming Port Moresby Hospital into a Specialist Hospital, they also have to provide primary and secondary care to a growing population. PMGH is a Level 6 National, Tertiary, Referral and Teaching Hospital to the University of Papua New Guinea’s School of Medicine & Health Sciences and they train all categories of the health workforce.
The Hospital is funded primarily by the government with supplementary support from non-government organizations, stakeholders, business houses, and NGOs. Over the years, PMGH has received donations and ongoing support from the Chinese, Japanese, and Indian Governments. The hospital’s human resources though, continue to be a pressing need for the hospital, to ensure specialist care is delivered to the people of PNG.
