The Environment (Ozone Depleting Substances, Synthetic Greenhouse Gases, Natural Refrigerants and Heating, Ventilation, Airconditioning and Refrigeration Equipment & Parts) Regulations 2022 have been made available since April of 2022. Starting 1st January 2025, R22 (HCFC-22) substance and equipment that source this substance will be completely phased-out and will no longer be accepted into Papua New Guinea.

R22 is a chemical substance that contributes to the depletion of the ozone layer and its impacts are drastic in nature. The trade of this substance is controlled by CEPA, and only authorized importers are allowed under a strict quota, in accordance with international obligations, to import, sell and distribute this controlled item.

This year - 2024 - will be the last year for importation and distribution of R22. It is advisable the RAC & HVAC Industry commence transitioning into using alternatives of R22 such as HFCs - R407c, R404a, R410A etc and other alternatives that are environmentally friendly.

The Kigali Amendment (KA) to the Montreal Protocol of substances that deplete the ozone layer will also commence implementation starting 1st January 2025; to control the import, distribution and sale of HFC substance and equipment that source these substances under a strict quota, as was done with R22. This law is in place due to the fact that although HFCs are not ozone depleting substances, they are major contributors of global warming.

PNG is tied to an international obligation and CEPA is mandated to ensure our Government implements these obligations domestically ensuring the country is in constant compliance to achieve a safe and friendly environment for the future generation.

World Ozone Day 2024
Montreal Protocol: Advancing Climate Action

The Montreal Protocol is rightly hailed as a multilateralism success story. It united the world to phase out ozone-depleting substances putting the ozone layer on the path to recovery and protecting all life on Earth. On this World Ozone Day, we also celebrate its climate action.

Phasing out ozone-depleting substances has proven to be a powerful tool for climate action that has helped slow global warming, for example, postponing the first ice-free Arctic summer by up to 15 years.

Through the Kigali Amendment, climate action is being further accelerated. Countries commit to phase down the production and consumption of hydro fluorocarbons (HFCs) – powerful climate-warming gases that replaced ozone-depleting substances in the various sectors. If the Amendment is fully ratified and implemented, up to 0.5°C of warming could be avoided by 2100.

Cooling equipment represents 20 per cent of total electricity consumption today and is expected to more than double by 2050. Kigali Amendment implementation alongside a switch to energy efficient cooling equipment could potentially double these gains!

Work has already begun to deliver on these climate action gains. Nearly 80 per cent of Parties have ratified the Kigali Amendment, including the US, China and India – all major producers or consumers of HFCs. Developed countries began phasing down HFCs in 2019 with many developing countries starting this year.

The Parliament of PNG have approved the ratification of the Kigali Amendment with anticipated implementation to begin in 2025.

So, on this World Ozone Day, we not only celebrate the achievements to date but also look to the future for deeper and faster action under the Montreal Protocol. Deeper and faster for the ozone layer but above all, for people, for climate and for the planet.

Greetings All,

The Conservation and Environment Protection Authority's National Ozone Unit (CEPA NOU) will be conducting two events these week:

Event 1: The Refrigerant Handling Licensing Trial Testing. This is a CEPA Pilot Project that will trial for the first x10 technicians (all from CEPA NOU permit holders of ODS-HFC) prior to a nationwide licensing of our RAC technicians.
Date: 24th April 2024
Time: 9am to 4pm
Venue: Don Bosco Technological Institute (DBTI) , Taurama Campus, Port Moresby

Event 2: NATTB Assessors Training. This is a CEPA-NATTB joint assessment to train potential RAC assessors in the country.
Date: 27th-28th April 2024
Time: 9am to 4pm
Venue: OSHMA Training Institute_Datec Building, Waigani, Port Moresby

NB: The CEPA NOU had already confirmed list of candidates to participate in these two events. We will keep you posted on updates.

The Conservation and Environment Protection Authority's National Ozone Unit had visited Port Moresby-based schools on Friday 11/03/2022 and on Monday 14/03/2022 to deliver Education Package as part of the complementary pack to raise awareness and promote the ongoing in the country (PNG).

The schools were quite pleased to receive the education packages and are in support of the campaign . They will aid in disseminating the information and encourage their students to participate in this Online Asia-Pacific National Art Contest.
