Prime Minister James Marape says that all Government overseas trips were within the national budget.

Responding to criticisms about the frequency of trips abroad and the cost, Marape explained that each government department had allocations in the National Budget for travel and logistics.

“For example, if the international trip was for fisheries, then the Department of Fisheries uses funding allocated for travel and logistics and, of course, the Department of the Prime Minister and National Executive Council also contributes. So we pool resources and cover costs.

“It’s not only the Department of the Prime Minister and National Executive Council that picks up the cost,” he said.

Marape said that the Government was cost-conscious on the international trips taken this year.

But the trips were necessary, “because when you compare cost for cost, we gained more from the trips than the actual Kina spent”.

“For example, our trip to France, materialised into France putting K200 million in various programmes in the country.”

Marape did admit though, that it was the same K200 million gifted by France President Emmanuel Macron when he visited PNG.

“Or the trip to China, that has opened up its door for trade and economics. Now we can export coffee and cacao to their ports directly.

“Or the trip to Japan that will see PNG receiving infrastructure support from them.

“Even my trip to Australia watching rugby with Prime Minister Albanese, it wasn’t just about rugby, it was part of the job, discussing business and trade opportunities.

“When you look at it, cost for cost, we gain more from this trips than what we spend,” he said. Marape said that the international trips by Government were not a holiday.

“It’s no fun travelling into another country and flying out the next day and then travelling again. Its tiring but someone has to do it,” he said.

Marape said that since 2021, he issued instructions that there will be no unnecessary travelling and has maintained that stance to this day.

“So all international trips taken by the Government was within the National Budget and were planned for,” he said.

“So for each trip, each government department carries and covers for their own expenses under the monies allocated for travel and logistics in their budget.

“Each respective department brings people that are relevant for that particular trip, meetings or conferences,” he said.

FALSIFYING POLICE DOCUMENTS ONLINE IS SERIOUS CRIME

Media Statement - Tuesday, August 29, 2023

The Commissioner of Police, David Manning, has issued a warning to anyone who attempts to falsify a police document is committing a crime that faces a penalty of up to K100,000 and 25 years imprisonment.

Commissioner Manning said altering any electronic document with criminal intent is an offence under the Cybercrime Code Act 2016, and if the fraud is intended to undermine law enforcement and public safety, the full penalty will be sought in court.

With the recent online circulation of a fraudulent document with the RPNGC and INTERPOL crests and fake signatures, the Commissioner called members of the public to be vigilant, and not be tempted to circulate fake documents.

“In the modern age we must all be alert and vigilant so as to not be misled by forgers,” Commissioner Manning said after the fake document was uncovered.

“The fake document attempts to mislead a recipient into believing they are under investigation for serious and horrible crimes, and that they will be arrested and exposed in the media. This forgery could be misused to frighten or extort a recipient.

“While electronic forgeries might be relatively simple to make on a computer, they leave digital signatures that can be traced to the person who created the fake document.

“RPNGC is conducting investigations utilising the skills of digital forensic experts to trace the origin of the forgery and take appropriate action on those involved.

“Anyone with any information on this forgery, or have been victimised by this scam, are asked to contact the RPNGC Cybercrime Unit through their local police station. RPNGC investigators are highly trained professionals and conduct investigations with due regard to individual rights and privacy.”
