Our business is tailored towards helping PNG harness the full potential of Digital Technology. But more so we would like to help the little change their lives in the process. Our belief that necessities are created from innovations has led us to explore countless areas of development in al aspect of our daily lives. But one cannot and will not see these necessities until one actually strife in such condition and excel out.
Our stand point of cause is from a top down (Members of Parliament) view and starting bottom up approach of tackling the problem using mainly knowledge and resource in the country. Taking technological concept and localising or taking traditional ways and customs and modernizing them, to whatever extent.
Our aim is not to make huge profits but to help citizens to grasp the technological concept that can help them to grow and in turn develop our beautiful country. We hope that in time our quest can become a foundation for development and includes the areas that are listed in the table of content.

Education (Cloud Storage)
Learning Materials
Most schools spend a lot of money buying school materials such as text books and library books. We can reduce the cost of these expenses by making these things electronically available to students and teachers.
By using the free wifi technology that is freel available with the cost of internet or any other resources these books can be uploaded to an off line server that students can download on the their phones or tablets or laptops.
Teachers handouts and tutorials can also be handout to the students using this method. Students can even submit their assignments and project using that service via the internet.
Each student student uses their google acount that are used to create their facebook accounts to log on and access available resources.
The head master can then upload videos of speaches about school talks that can be accessed by the teachers and played at the classroom for students morning class sessions.
Each school can have a audio and video studio setup as part of the expressive arts department that are responsible for the collection of class videos that are uploaded to the school server for students to view after class.
Student Assessment
The same network can now be used by teachers to test students. All the test are written and made available on a set time for the period or leasson end. These are periodical diagnostic tests that teachers use to pinpoint the weekness points of students to correct before the actual tests. Such as simple multiple choice quiz or true or false format questions.
Student Attendence
Each student will be given a bar code or a QR code that is each student swipes across a portable wireless scanner attached to the teachers laptop or a teacher comes in with a generated QR code or bar code that each student must scan with their phone using an attendence app that we develop to register as having attended a class.
Teachers Assessment
Students can now assess their own teachers. Each teacher will be assessed on their performance and these by the students and an average is taken across the students. These reports can then be used by school principles or inspectors to assess the teachers and recommend training for them.
Student Transportation
The Bar code or QR codes for the students are then uses as bus tickets where bus services will be provided for school students. This will prevent students from fighting on the bus stops when they meet with other student and each scane student code will be used by parents to monitor the location of the students as the bus is travelling in the city.
Student Records
All student records will be house in the cloud storage that teachers can access anywhere at any time. Each time a records is place in the cloud storage a duplicated copy is stored in the repoprosotory. Any changes made to the copy is noted and recorded.
Only authorised personal can make these changes.
Special Education
Students extra tailents and handicaps will be noted in the system for need bases of extra couching classes or the need for special attention. Some students are mush smarter and can be given additonal work and proceed quickly to upper grades instread of wasting time in a lower grades. Some students are slower and must repeat the same grade.
What ever the case education must be tailor to fit the student needs to student fitting into teachers strenght or weaknesses.
Discrete Resource Center
In most cases Mathematics help to identify the smarter students and those students with those special abilities can easily adopt into any field of study. Using the Aptitude test students can be places in special schools called discrete centers that provide masters classes for students hosting visiting professors. These students can venture into areas of strenght as shown in their aptitude results and given scholarships to pursue these abilities before they get influenced into doing other things.
PNG Mathematics Society
I am the vise president of the PNG Mathematics Society affiliated to American Mathematics Society, Canadian Mathematics Society, African Mathematics Society and European Mathematics Society. Using these partnaship we will used these system to motivate and find scholarship for students in PNG for the discrete center.
Health
Patient Records
Just like the student records, Patient will be given a QR or bar code. This is untill a fully integrated system can integrate each patient to their NID records.
The records are stored in the cloud and can only be accessed by authorisation of the patients fingerprint and a registered medical officer.
The system would then allow for the duplication of the records to the hospital when all diognostics and treatment are completed the patient and the medical officer can now authenticate for the final re-recording of the patient records back into the cloud storage.
This can be done using a developed app that takes the credituals of the patient can the medical officer.
E Doctor and Digital prescription
The e-doctor system also right on the cload storage where each patient would present the symptoms of their sickness. These symbols are taken and put in place by a medical technican or any certified educated personal.

Patient Complaint Log and law suits
Every year patient come and some end up dead. But a simple medcial explanation from a doctor is accepted. But little do patient know about their rights to the records or better still the results of the mulpractice and ill treatment due to the lack of funding or the mismangement of clincal funds.
This system is like the teachers review where a collection of patient review is carried out to identify and assess the medical assessment. It also puts into scrutiny the practices of medical staff and possible litigations if there is a trace of neglect in the patient.
Most medical teams upon the death of a patient tend to destroy the medical records of the patients. This has allowed for all or most of the medical deaths un explained.
The system we would like to develop comprises of feature like facebook where patient can review or report any malpractice.
Medical Checks – Laminin Foundation
We Menggetronics hope to be a tributory to a medical foundation. We have started doing medical checks for church members and family members. Basic checks include BMI, Blood pressure, Suger level checks. We have collect these data with the concent of the participant and have found a lot of problems with the working class in Lae city.
At the moment have discontnue due to the funding issues of purchaing the blood suger strips. We have asked Telikcom PNG to do a checkup for their workers but due to their busy schedule and fiancial problems can not afford the strips. We have equipments and al the necessary skills.
O&G issues and Family planning - Laminin Foundation
Laminin Foundation also aims to do O&G check for mothers for early sign of cervical cancer. We would like to generate enough funds from our IT and Construction company to fully fund these vital health and family planning awareness.
The Financial Director and Wife to the CEO of Menggetronics in a Medical Officer in Angau and is spear heading these medical check. We hope that we can get funding to order a scanner to assist mother especailly in rural areas of PNG starting here.
For the family planning we have seen that from our own research data that most highly educated people and illiterate mothers do not want or avoid family planning methods. The only people who take family planning seriously are the Mothers who left their education at the primary school level. So the aim of our health foundation is to vigourously carry out the awareness in the primary school level and continue to high school and tertiary level.
We believe that with a proper family planning level the parents can have access fund to train their kids and thems self on the opportunities of digital technology. We must first get out people out of poverty using the family planning methods. We also using elibrary in primary school to post awarenes videos of these family planning ways as children are more seseptable when in primary school.
Housing
Menggetronics Engineering and Construction
We assist school create building plans for their classroom from a #D model using google sketchup pro. This software allows the schools to look at how they can cut the cost and we help to design a building that is expendable. Meaning that the school can first build a small building and expend into a double story with all the expension ready to go setup in the initial construction stages.
Here is a simple building plan we have used for the Omili Priamry School
This building was used to build a classroom. Menggetronics Engineering and Construction designed using that. The difference between the normal achitectural design is that the building is constructed with all the materials modeled into the design. This takes car of the achitecural part, Engineering part, builder part and costing part. A total of about 5 to 6 professions taken car of. This helps to reduce the cost of construction by 80%. The school is tehn given a building list that it can purchase slowly over a period of 1 year. Once all the materials are purchased the school organises parents to fabricate the materials following the design of the building.
A draft man is employed to detain every technical joinst according to the building board standards before any work is doen. This ensures that all these implementation are legitamate and structural sound.
What we hope to achieve is to make sure that schools or family houses or desent family house are affordable to citizens. We have seen that contracts with inflated cost have been the major threat to educational institutes and ordinary citizens as a whole.
The building seen in the picture is evaluated to be worth more than K800,000 to 1 million Kina but it was constracted at a cost of K280,00.00.
We hope that our system will do it automatically in future given enough resources and support.
H4PNG
H4PNG is a NGO group that aims to help build house for local PNG.
We have taken the market cost of cubic meter of timber in Lae and calculated it to be worth K1670.00. Menggetronics has stepped in to help H4PNG to design a house that is both affordable and expendable. We also acknowledge the design support from Tropical Hut Technology in its expendable design plans by Moses Samuel.
We have surveyed to see that Lucas mill can cut up to 10 cubics of timber in 8 hours. That is one working day. H4PNG now has design the house to be build with 10 cubic meters. Using the locally understood concept of “Nareng Gareng” a local word for Bata system or the traditional exchange system H4PNG now implements this concept by saying that for every 10 timber processes the sawmill the ratio of timber owner to sawmill cost will be 7:3. That is for every 10 timbers cut 7 will go to the timber owner or local person while 3 will go to the sawmill’s running cost and labour cost.
This is one part that Habitat for Humanity has failed in PNG. We gather the mere embodiment of the traditional concept will help orginary Papua New guineans to embrace change.
“Nareng Gareng” is a way by which can be applied to any form of monitory exchange of either good or services. For hH4PNG we think that Timber owners who have supples timber can now used those timber to give to the local community school as a form of school fee payment.
Portable Ware House
PWH is a concept that H4PNG has developed. All the timber that are given to the sawmills’ as payment for the service are to be stored and owned by the people or group or association that own the sawmill. H4PNG thing it can be a village or a tribe or a clan. These timber can not be moved from a rural area to a warehouse in Lae or other centres to be sold. So instead of moving the timber commodities we move the money.
How is that? Well there a locations in government agencies located in those rural areas that needs maintenance and new constructions. What the PWH does is to get an agreement with those agencies that they (Government agencies) will contract these maintenance and construction to the local PMH. H4PNG will train, certify all the plans for these PWH and send in qualified supervisors that will help with these constructions.
This solves the problem of contracting out contractors and giving business back to local people.
What our computing and digital company plans to do is to expose these people and set up websites. The data collected during these construction will be stored in websites to invite other donor agencies to part take.
What we hope is to get the business houses in Lae to to donate building materials. PVC pipes or roofing irons etc for the construction.
When these materials are gathered land owners or timber owners can now exchange their 7 part ratio of timber for building materials.
What H4PNG has calculated is that it will take 10 cubic meters for the house and another 10 cubic meters for all the roofing iron, iron posts, plywood. So what we are looking at is a cash free system “Nareng gareng”.
As long as the PWH agrees people can buy tuffa tanks, solar panels and any other house materials with their timber.
H4PNG has come up with a system to keep track of all these exchange and monitor a pilot project to finalise the project. Again all the data will be store in the cloud and any data storage get directly uploaded into the cloud storage.
Transportation
GeoFencing and vehicle road usage fees.
Although the roads generate a lot of money these monies have not been fully used in road and transport safety upkeep.
What we intend to do is to create a system that will pay the construction company directly to maintain the roads.
It will be a user pay policy implementation but with a twist. Each care will be fitted with a GPS tracker that track the car location on the government roads. Once a geo fence is crossed it registers the car and location. Each road will have its own budget to.
Just like any geo fencing system for a car surveillance system only this time the car crossing the fence is records for road usage. Each data is upload into cloud storage and the car is billed. The system send an email to the car owner.
From the road usage the system automatically schedules a maintenance plan for the road with a superficial budget based in engineering specification if the weight of the car pre-records in the traffic registry. This a simple summation of the number usage and the type of car that use this roads.
We have a major problem in PMV not completing their routes.
Electronics Bus Ticketing using flex cards
Menggetronics hopes to develop a system where each user of the bus system will have a electronics card or a bar code. (future work for NID fingerprints). We are working towards establishing this system with school. The wifi architecture used to deploy the electronics library and other school materials will be used. Just like the school attendance each school bus will be fitted with wireless scanners, just like those used in shops with the pronto systems. All busses will be fitted with GPS trackers and a small computer with the wifi antenna. This connects to the main server at the school picking students or teachers.
Each bus can be viewed at any time on google map and parents can check who the passengers are. Only parents and teacher will be given administrative right to view these data for the safety of the students.
We hope that this system will eventually be implemented into the metro bus and taxi systems where by all bus owners will be registered into the system. Citizen will go to a bus station and pick their destination and the system to print a ticket. The Tickets get the passenger on the bus but payments made to the office ticket will now be made to the bus owners. In other works the state hires the buses from the private owners provide they satisfy the requirements of all the standards of the bus service and the system is installed into the busess.
Elections
This system implements the same concept of citizen authentication using scanner bars or QR code. Eventually this system integrates into the NID system.
We are hoping that we can partner with a government department to develop this system.
It uses a simple again cloud storage. We call it the electronic voting but it is actually making the current voting system electronic.
The details of this system will be outlined in a separate document.
The only difference between our proposed system is an electronics voting box that down loads all the citizens data into its boot 6 months prior to the voting time and only updates its data on need bases on a monthly interval and closes a day before the voting.
The voting data for each elections cannot be decrypted until all the candidates of each elections imprint their fingerprints at the same time.
Once votes are countered it will not be release unless the returning officer imprints his fingerprint.
The system will know who voted for which candidate but no one will see that. It will display how many votes each candidate took from each LLG, District or Province.
It uses the concept of block chain and public private key encryption.
