📣 Join the 3rd European Forum for Restorative Justice Winter Academy in Leuven, Belgium! ❄️
From 3-7 February 2025, the European Forum for Restorative Justice (EFRJ) invites you to a unique learning opportunity in restorative justice. This Winter Academy offers two practice-oriented courses that are highly relevant for CEP members, including probation officers and professionals working in the prison context.

The first course, Imprisonment and Restorative Justice, will provide valuable insights into how restorative justice can support the reintegration and rehabilitation of detainees. It will focus on how to ensure safe participation in restorative processes and foster collaboration between services. The course is led by experienced trainers Bart Claes and Roberto Moreno, both renowned for their work in the field of restorative justice within prisons.

The second course, Basic Restorative Training Skills, is designed for those who want to deliver restorative justice training. It is ideal for practitioners who wish to enhance their skills in facilitating restorative processes, whether or not they have prior experience in training others.

This Winter Academy is a fantastic opportunity for professionals to gain hands-on experience, learn from global experts, and network with peers from across the world. It will also include study visits to local organizations in Leuven, one of Europe’s leading centers for restorative justice.

From December 11–19, 2024, CEP Board Member Danijela Mrhar Prelić participated as an expert speaker at the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI) ASEAN-Japan Criminal Justice Seminar: Promoting the Rule of Law and Building an Inclusive Society. The seminar, which was dedicated to ASEAN countries, aimed to strengthen mutual legal assistance and offender rehabilitation efforts.

From December 8th to 12th, CEP Boardmember Daniel Danglades led a 5-day training program titled "Strengthening the Role of Penal Institutions in the Rehabilitation of Inmates and Reducing the Recurrence of Crime."

The event was hosted by the Naif Arab University for Security Sciences (NAUSS) in Riyadh, Saudi Arabia, with support from the UNODC and NAUSS.

Mr. Danglades was invited as an expert representing France. During his training, he collaborated with European colleagues to showcase best practices from Europe, including contributions from CEP President Annie Devos and CEP Secretary General Jana Spero Kamenjarin.

The training program covered a range of critical topics, including rehabilitation strategies, alternatives to imprisonment, mental health and substance abuse, reentry and post-release support systems, probation frameworks from a European perspective, justice reform, detention facilities, small-scale and differentiated community integration approaches, and relevant policy frameworks.

On 11 December 2024, representatives from CEP, European Forum for Restorative Justice and EuroPris - The European Organisation of Prison and Correctional Services gathered in The Hague to solidify their collaboration by signing a Memorandum of Understanding (MoU) under the Criminal Justice Platform Europe. This MoU reflects over a decade of mutual trust, streamlined efforts, and a shared vision among the organizations, originally created in 2012 to encourage collaboration during challenging economic times.

Day 3 marked the final day of the 13th EM Conference, and it delivered compelling discussions right to the end. The morning workshops revisited Pre-trial Use of EM and Domestic Violence Monitoring, providing opportunities for participants to refine ideas and share practical takeaways.

The plenary session on Juveniles and EM stood out as a highlight, with Mr. Peter Casteur, Ms. Christine Andersson, Ms. Maria Svantesson, and Mr. Diede van der Heijden offering international perspectives on how electronic monitoring can support rehabilitation and prevention for young people.

As the event came to a close, thoughtful reflections and closing remarks underscored the shared commitment to advancing electronic monitoring across Europe and beyond. Thank you to all speakers, participants, and sponsors for making this event a success. See you at the next conference!

📌 Day 2 of the 13th EM Conference brought fresh insights and engaging discussions. The morning began with workshops that explored the Impacts of EM and strategies for managing Breaches and Non-compliance.

In the plenary session on Pre-trial Use of EM, Professor Anthea Hucklesby and Mr. Karel Van Cauwenberghe shared invaluable perspectives on how EM can be effectively applied in pre-trial contexts. The afternoon shifted focus to Domestic Violence and EM, with impactful contributions from Mr. Jorge Monteiro, Ms. Lucie Ledez, and Professor Michele Burman, shedding light on innovative solutions to protect victims and prevent reoffending.

The day concluded with a vibrant social program and a formal dinner at Cascais Miragem, where connections deepened over lively conversations. A highlight of the evening was the charity lottery, which raised 2,000 euros, generously matched by CEP to bring the total to 4,000 euros. The funds were donated to support two local charities

Tomorrow, we look forward to a focus on juveniles and electronic monitoring.

Chief Officer, Mike Cutland, is participating in the CEP Probation conference on Electronic Monitoring held in Portugal. A useful way to reduce prison overcrowding and have an impact on behaviour but the conference has repeatedly been advised that effective probation officer skills remain necessary for EM to be of maximum benefit.
