What does compliance with judgments of the European Court of Human Rights (ECtHR) look like in states on the spectrum of democratisation? This work provides an in-depth investigation of three such states—Armenia, Azerbaijan and Georgia— in the wider context of the growing 'implementation crisis' in Europe, and does so through a combined lens of theoretical insights and rich empirical data. It offers a detailed analysis of the domestic contexts varying from democratising to increasingly authoritarian tendencies, which shape the states’ compliance behaviour, and discusses why and how such states comply with human rights judgments. brill.ws/ISHR142

Floris Tan is the recipient of The Max van der Stoel Human Rights Awards 2023. He received the award, which is coordinated by the Netherlands Network for Human Rights Research (NNHRR) and Tilburg Law School, for the best dissertation with a thesis on armed conflict, international humanitarian law and human rights law. According to the jury, the breadth and depth of this dissertation are impressive, as well as the systematic way in which the analysis was conducted. The study proposes that the notion of conflict be redefined, as the current definition is underinclusive. Tan also arrived at ‘various useful and convincing conclusions about where conflicts could arise and how they should be dealt with’. Congratulations!
