STAMP DUTY: FACTS NIGERIANS NEED TO HAVE

President Muhammadu Buhari came into office in 2015 to find that a law, which stipulated for the collection of a token on banking transactions existed but was not being correctly implemented

This anomaly arose because certain characters apparently formed a cartel with collaborators in the Nigerian Postal Service, NIPOST and were allegedly collecting and pocketing this money.

Soon after, a non-government organization posited to the administration that the Nigerian government had lost the sum of over N20 trillion to the Nigerian Inter-bank Settlement System ((NIBSS) between 2013-2016 in this regard, claiming that the said sum could be recovered and paid back into the government coffers.

The consultants asked to be paid a professional fee of 7.5 percent and were placed under the supervision of the Secretary to the Government of the Federation, SGF.

Following the lack of progress in the promised recovery, the late Chief of Staff to the President, Abba Kyari wrote on March 8, 2018 to the SGF conveying a presidential directive that following the lack of progress and several expressed concerns received, the activities of the consultants be discontinued.

In the aftermath of this dismissal, the consultants sued the government.

A court of competent jurisdiction subsequently ruled in favour of the government.

Arising from the outcome of the litigation and the well known controversy on the legally responsible agent for collecting this levy, the administration went to the National Assembly and caused an amendment to the law and removed NIPOST from the duty of its collection.

Having lost a potentially “lucrative” line of “business,” the sacked characters returned to the drawing board to formulate one form of trick or another to intimidate the government but the vigilant teams of the administration kept them at bay.

Paternity Leave Commences In Njgeria

The Federal Government has approved the commencement of 14-working-day paternity leave for federal civil servants.

In a statement sighed by The Head of the Civil Service of the Federation, Folasade Yemi-Esan, says it is in line with the provisions of the Public Service Rules, 2021 Edition, that the computation of all leave shall be based on working days.

She said that the request for such leave shall be accompanied by the Expected Date of Delivery's (EDD) report of the officer's wife or evidence of approval of the adoption of the child by the relevant government bodies.

The leave must not be more than once in two years and a for maximum of four children.

The effective date is 25th November 2022 she added.

INEC OFFICE IN IZZI LGA OF EBONYI STATE SET ABLAZE

The INEC office in Izzi Local Government Area of Ebonyi state has been set ablaze by yet to be identified armed persons.

The incident occurred around 10.00am this Sunday 27th November,2022

Although no casualties resulted from the attack, the main building and all the movable and immovable items inside it were destroyed. These include 340 ballot boxes, 130 voting cubicles, 14 electric power generators, large water storage tanks, assorted office furniture and yet to be determined quantities of Permanent Voters' Cards (PVCs).

A statement by the INEC national commissioner for information, Festus Okoye notes that The attention of the Nigeria Police Force and other security agencies has been drawn to the incident and have commenced investigation.

Sadly, this is the third attack on INEC Local Government office in less than three weeks following similar attacks on offices in Ogun and Osun States on 10th November 2022.

2 FRSC PATROL OPERATIVES KILLED AT IKOT-IKENE-ABA ROAD

Two patrol operatives of the federal road safety corps have been killed by a truck driver along the Ikot-ikpene -Aba road on Friday.

The crash was said to have occured as a result of excessive speed indulged by the driver of a DAF articulated truck while trying to dodge a pothole along the axis.

In a press statement signed by the corps public education officer, Bisi kazeem, it says preliminary investigation reveals that The road crash affected a total of 8 male adults, out of which 2 sustained severe injuries, 2 were killed while the remaining 4 passengers were rescued without any injuries.

The Acting Corps Marshal, Federal Road Safety Corps, Dauda Ali Biu has decried the incessant knock down/ crushing of Patrol operatives as a result of the recklessness of some drivers who have continuously violated the legally prescribed speed limit while pledging that the Corps will apprehend perpetrators of this deadly act and force them to face the wrath of the law.

INEC RELEASES GUIDELINES ON CAMPAIGNS

INEC has released guidelines for the Conduct of Political Rallies, Processions and Campaigns as well as Finances and Election Expenses of political parties, Candidates and Aspirants.

The twelve-point guideline on conduct of political rallies and campaigns deals with issues of procedures, clash of dates, venue and time of campaigns.

The nine-point guideline on finances and election expenses of political parties reminds stakeholders on the procedures and limits of individual and group donations as well as submission of revenues and expenditures after the election.

Meanwhile, INEC has approved the reappointment of the Secretary of the Commission, Mrs. Rose Oriaran-Anthony, for a second and final term of four years, with effect from 7th December 2022.

NDLEA arrests wanted drug baron

Owner of Adekaz Hotels Ademola Afolabi Kazeem have been arrested by NDLEA operatives over offences bordering on exportation and trafficking of illicit drugs as well as money laundering.

The arrest comes barely two weeks after he was declared wanted by the anti-narcotics agency.

Meanwhile, NDLEA says it has seized over 7.7tons of cannabis, 497,900 tramadol pills and other narcotics, as well as arrested 20 suspects in raids conducted in Ogun, Osun, Ondo and Edo states.

EXPLOSIVE INJURES SEVEN YEAR OLD CHILD IN YOBE SYAYE

A suspected explosive device has injured a Seven year old Almajiri Pupil at Nayinawa Forestry Area, Damaturu the Yobe State Capital.

The incident occurred Sunday Morning when a heavy sound of a suspected explosive device was heard around the Area causing confusion among the Residents

As of time of filing this Report the cause of the explosion is not yet clear, however the Police Public Relations Officer of the Yobe State Command, DSP Dungus Abdulkarim who confirmed the incident to Newsmen says, Anti-Bomb Squad has been dispatched to the scene to ascertain cause.

Some eyewitnesses, Adamu Hassan and Abubakar Ali explained, a chisel, knife and among other tools were found on a mat where the Boy was also lying in cold blood.

The Victim has since been rush to the nearby Hospital for treatment.

INEC has reacted to a purported press statement, alleging that the Commission has commenced investigation into a case of criminal forfeiture against the APC Presidential candidate, Tinubu in the forthcoming General Election and is liaising with a Court in the United States of America in pursuit of same to determine possible violation of the guidelines or the Electoral Act 2022.rwi

The command upon receiving the information designed a security ring around the target Area and luckily engaged the kidsppers in a gun duel and luckily neutralized one while others escaped with bullet wounds.

The Commissioner of police **CP SK Akande* , while commending DPO Gombi SP Ahijo Muhammed, his Men and Hunters for their gallantry performance and professional conduct displayed, directs them to sustain the tempo as a strategy for checkmating crimes and criminals in the state .

The *CP* calls on the populace to always inform the police of the whereabouts of Criminals and their hideouts, especially those of questionable character .

The police *Boss* equally assured the Government and good people of Adamawa state, of sustained effort to dislodged all criminal hideous and black sports in Adamawa state .

INEC OFFICES IN OGUN AND OSUN STATES ATTACK BY UNIDENTIFIED PERSONS

INEC office in Abeokuta South Local Government Area has been attacked and set ablaze Thursday morning, 10th November, 2022.

Statement by INEC national commissioner for information, Festus Okoye notes that The attack was carried out by unidentified persons that overpowered the security personnel on duty and set the entire building ablaze.

The main building and all the Commission's movable assets in the office were destroyed.

Materials affected include 904 ballot boxes, 29 voting cubicles, 30 megaphones, 57 election bags, 8 electric power generators and 65,699 uncollected Permanent Voters Cards (PVCs).

Similarly, the INEC office in Ede South Local Government Area of Osun state was attacked and set ablaze.

The incident occurred in the early hours of Thursday, 10th of November, 2022 when some unidentified persons attacked the building and set a portion of it ablaze.

Fortunately, the damage was limited to a section of the building and only some furniture items were destroyed.

MTN, Airtel, Others Appointed By FIRS To Withhold VAT Charged To Them

MTN, Airtel, as well as money deposit banks in Nigeria have been appointed by the Federal Inland Revenue Service (FIRS) to withhold Value Added Tax (VAT) charged on all taxable supplies made to them, and remit to the Service.

This is contained in a Public Notice the FIRS issued on the 7th of November, signed by its Executive Chairman, Muhammad Nami, where it explained the role of the companies as well as the obligations of their suppliers with regards to the withholding of Value Added Tax.

“This Notice is given to all persons carrying on trade, profession or business of any kind, tax practitioners and the general public that, with effect from 1st January, 2023; in line with the provisions of Section 14(3) of the Value Added Tax Act Cap. V1 LFN 2004 (as amended), the following companies are appointed to withhold or collect VAT charged on all taxable supplies made to them: MTN; Airtel; and all money deposit banks—as defined by the CBN Guidelines.”

The FIRS noted that these companies were expected to remit the tax they would withhold on or before the 21st day of the month immediately following the month the tax was withheld, in the format prescribed by the Service.

“The companies shall remit the tax withheld or collected, in the currency of transaction, to the Service on or before the 21st day of the month immediately following the month the tax was withheld or collected;

“The tax withheld or collected under this notice shall be remitted in the format prescribed by the Service but separately from VAT due on the companies’ taxable supplies.”

The notice further explained the options that were available to suppliers of these companies whose output tax is withheld.

“A supplier whose output tax is withheld, as provided in this notice, may deduct the input tax paid on the goods purchased or imported to make the taxable supply from the output tax collected on other taxable supplies,

ON THE DOMESTICATION OF THE CHILD RIGHTS ACT IN ADAMAWA STATE

It is another season of celebrations as Adamawa State joins the League of States that have domesticated the Child Rights Act (2003) bringing the total of States that have domesticated the Law to 33.

While commending the Executive Governor of Adamawa State H.E Ahmadu Fintiri and the State Assembly on this giant stride, we urge him to go a step further to put in place mechanisms for its proper implementation, including adequate funding.

In the meantime, we have the assurances of the Governor of Gombe State, H.E Muhammad Inuwa Yahaya that in a few weeks from now, we will witness the domestication of the Act in the State as Gombe State recently joined the League of States with the Violence Against Persons Prohibition Act.

We are also optimistic that before the end of President Muhammadu Buhari's administration the remaining States of Bauchi and Kano would have domesticated the Act.

Let me therefore use this opportunity to again thank all our partners who have continued to support our advocacy to ensure a Nigeria fit for all.

TOYOTA (CHINA) AUTOMOBILE RECALLS 14,799 DEFECTIVE LEXUS VEHICLES

The Federal Road Safety Corps wishes to draw the attention of the motoring public, particularly those who are presently using Lexus NX260, Lexus NX3650h and Lexus NX400h+ manufactured between 31 March, 2021 to 26 April 2022 to a faulty programming of the Lane Keeping Assist (LKA) System, which has prompted the Company to recall the categories of the listed vehicles.

According to the report contained in a memo forwarded by the Office of the Secretary to the Government of the Federation, the company is also recalling 6,491 Lexus NX260 with defective Electric Parking Brake (EPB) system which was manufactured between 19 April 2021 and 15 July 2022.

The withdrawal is specifically premised on the fact that the vehicles will pose safety hazard to their users thereby leading to crashes.

The Acting Corps Marshal, Dauda Ali Biu is by this notice, admonishing the general public, particularly dealers and drivers of these categories of vehicles, to desist from selling or using the identified vehicles on Nigerian roads to avoid any mishap.

EXPECT COLD, DUST AND HAZY ENVIRONMENT NIMET WARNS NIGERIANS

The Nigerian Meteorological Agency has announced that the 2022 rainy season has come to an end in the northern part of the country.

This the Agency therefore confirmed the commencement of the dry season otherwise known as harmattan season in most parts of the north.

To this end Maiduguri, Yobe, Katsina, Kano, Kaduna, Gombe, Bauchi and Jigawa States in the 24 hours will experience dust and haze with moderate visibility of 200-500 metres.

Other northern states including North-central could report sunny and hazy visibility of 5–7 kilometres

NIMET predicts that this weather condition will persist for the next 3 days.

People with respiratory issues are therefore advised to apply necessary caution, especially for out-door activities.

Airline operators are also advised to get updated weather reports from NiMet offices for effective planning of their operations.
