Otti’s redemptive trajectory

SYNOPSIS: Just one year into his credible administration, Governor Alex Chioma Otti, OFR, is on the verge of reinventing Abia State after 24 years of fatalistic ruination by three back-to-back (to use a popular football terminology) governors. The profundity of the national and global acclaim for him has an ecology of unprecedented magnitude in Nigeria’s political history amid resounding leadership exemplifications exceeding 85 decibels!
Of especial interest to this writer is the fact that even the opposition are already celebrating this emancipator of our generation fondly called “Chioma Nde Abia”! The former Senate President, Dedem Adolphus Wabara (chairman of the PDP BoT), who I share cousinship with, has astonishingly endorsed Dr. Otti for a second term because of his gargantuan accomplishments even before marking one year in office! This is summative of Dr. Otti’s redemption profile in Abia.
On the heels of this public acclamation, if it were constitutionally possible, I tell you, Dr. Otti would get a third term without asking for it! The well-deserved and overflowing encomia trailing Dr. Otti from all parts of the country (and the world) are overwhelming such that multifariously diverse people now believe there had been no semblance of governorship or trace of leadership in the state in the past 24 years preceding May 29, 2023!
The moment Dr. Otti, a first-class economist, left Diamond Bank PLC as its third Group Managing Director/CEO to go into governance and public policy, there began a predictable reversal of his superlative accomplishments in the financial institution because of the paternal succession arising from its ownership! From there thence, the bank lost its bearing and was consequently hurriedly acquired by Access Bank PLC thus making it the bank with the largest customer-base in Nigeria simply because of the unsurprising acquisition.
In fact, Dr. Otti so transformed Diamond Bank that some people hardly remember the two gentlemen that were there before him—and, of course, the boyish fellow after him! It was such that after the ownership, the next name that supersonically comes to your mind is the multiple award-winning Alex Otti! His bullish scholastic dominance in the academic sphere that made him collect all the awards and prizes on graduation in his UNIPORT days will be a subject for another day! This is why he subscribes to the immutable fact that the key determinants in existentialism are distinctive intellect, professional quintessence and overall diligence—not mechanistic physicality or muscularity—all subsumed in God’s grace!
In 2015, when Dr. Otti attempted to liberate Abia State from the forces of darkness, official (state) instrumentalities were recklessly deployed to ensure he did not achieve his long-cherished goal. The moppets succeeded fleetingly in that season of unbridled political rascality. As should be expected, Otti—a long-distance runner--did not give up! Rather, he re-strategized ahead of the 2019 titanic polls in Abia. Again, the political papooses deployed known and unknown apparatuses to put on hold—for the last time—the people’s mandate still held on trust by Dr. Otti.
As I had declared before the last election, if Dr. Otti did not win, Abia would have been doomed forever. The rest, as they say, is now history. I have the conviction that Dr. Otti’s messianic intervention in God’s Own State must have been ordained by the Almighty father to extricate the state from its backwardness engineered by its three successive governors who in the last 24 years before Dr. Otti’s emergence callously and irresponsibly ruined the state beyond recognition. The scars are still there for all to see.
Between 1999 and May 2023, Abia was mindlessly subjected to 24 years of massive degradation and totalistic non-development (not underdevelopment) due to poverty of leadership by the three back-to-back governors who were clueless and bereft of what governance and accountability entailed. Not just that, they saw leadership as a public ladder for the acquisition of wealth. Service or transformative ethos was not near their facultative shallowness throughout the 24 locust years such that the state became the least developed in the country, if not the hemisphere, by all parameters!
It must be put on record that while Orji Uzor Kalu tangentially laid the foundation for what was supposed to be one of the leading states in Nigeria, his stooge and successor, Theodore Ahamefule Orji, brazenly uprooted the foundation his political godfather put in place, while the immediate-past governor—yet another crony of Theodore Orji just as he was to Orji Kalu—despicably desecrated whatever marginal and negligible structures his two unimpressive predecessors in office had established.
Dr. Otti’s candidacy and prospects right from 2015 to 2023 were never doubtful to those who know him deeply on grounds of his scholastic-cum-career excellence and most of the electorate who already knew his profuse and profound pedigree. What was particularly worrisome to me—much later in subsequent campaigns which I shared with him before the last election—was the ghastly and divisive “Ngwa factor” in Abia politics.
Before the outcome of the elections, this inexplicable and deleterious element was seemingly a present and clear danger going by electoral antecedents before the emergence of our subject! Astonishingly, Dr. Otti declared that it was a mirage! In other words, it did (and does) not really exist except for blackmail essentially. His epochal success last year debunked and demystified the suffocative concept. By his electoral triumphalism, Dr. Otti has ended sub-ethno inanities and clannishness in the politics of Abia. Henceforth, there is the assurance that elections in this state will be fair, free, transparent and credible based on Dr. Otti’s irreversible 2023 template that should be properly documented officially.
Dr. Otti’s interventionist turnaround in the fortunes of Abia is easily appreciated by one and all because of the 24-year degeneracy in the state. There was nothing to applaud or hold on to before the glorious advent of this liberator who almost the entirety of Abians—excluding the vanishing clan of disgruntled nippers—are taking off their hats to the economist reengineering my state in appreciation of his assiduity and manifest attainments within the short time-frame. In the days ahead, there will be more and more accolades coming his way for revolutionizing Abia and restoring it to its numero uno status shortly. In the next three years, Abia, by virtue of Dr. Otti’s strides, will flourishingly go atop other states not just in line with its alphabetical supremacy but holistic developmental sovereignty!
At times I wonder why it took almost three decades for a man not driven by official roguishness and kleptomaniac thievishness like Dr. Otti to be in the saddle. Here, as we shall read in the next paragraph, is a servant-leader who from the outset understood the challenges he was going to face and evolved a professorial blueprint on how to grapple with the enormous and daunting tasks ahead long before assuming office after a distinguished career at the apogee of first-tier banking. This is very critical and indispensable to successful and meaningful governance in any polity. In contradistinction, most of our so-called leaders (rulers, most appropriately) grab power at all costs, get to office and suddenly discover that they are empty like bunkums and nods!
Let us extrapolate this presentation with the governor’s justificatory declaration which aptly underscores the preceding submission while giving his inaugural speech: “We have a poorly motivated workforce, extreme youth unemployment, collapsed physical infrastructure, a terribly frail primary, secondary and tertiary healthcare delivery system. These are in addition to a broken educational system, urban waste disposal crisis and a large army of citizens, especially teachers, health workers, including medical doctors and nurses, lecturers in tertiary institutions, local government authority workers and, most painfully, our senior citizens, who feel blatantly betrayed by successive administrations that wilfully and unconscionably abandoned them to live in wretched sub-human conditions.”
It is obvious from the foregoing that the governor understood the challenges ahead and prepared himself to confront the seemingly overwhelming issues of governance that questioned the profile of the state. What are the things that the governor has done so far that have attracted universal commendations which his forerunners in office regrettably never did—all of them put together!
Dr. Otti’s superintendence over the state and his concomitant stewardship have hallmarked his commitment to road infrastructure, security, education, health, waste management, commerce and industry, ease of doing business, media engagements and the digitalization of the economy. Where are all those who asininely and mischievously called him “Facebook Governor” during electioneering? I hope they are still alive to see his good works and hear the illimitable applause for him nationwide and globally!
Because of space constraint, let me just briefly encapsulate in nugget-form a few strides of Dr. Otti in the past one year beginning with the rehabilitation of 79 roads using direct labour, inauguration of 10 roads with more than 23 others under reconstruction including Port Harcourt road in Aba being handled by Julius Berger PLC.
On security, there is a multi-agency patrol team known as “Operation Crush” that has restored peace ad safety to the state. The hub of kidnapping and other criminalities in Leru-Lomara-Lokpanta-Umunneochi LGA has been uprooted by this anti-crime outfit to the relief and delight of residents and passersby. There are equally the Abia State Security Advisory Council and the Abia State Security Trust Fund to rev the security machinery.
As regards industrialization, the government in partnership with the private sector has established the Abia Innovation Industrial Park at Owaza envisaged to comprise a modular refinery, a manufacturing plant, an incubation centre and other industrial set-ups to be funded 90 per cent by the private investors. Dr. Otti has also provided infrastructural support for Geometrics which guarantees steady power supply in Aba.
Concerning education, the administration is remodeling 13 schools (10 primary and three secondary) per LGA. Teachers’ retirement age has been upped from 60 to 65 years.
On the issue of healthcare, three general hospitals in the three senatorial zones have been up-scaled. In the same breath, plans are afoot to redirect medical tourism traffic from overseas to Abia State via a planned state-of-the-art medical village that will house sophisticated gadgetry.
Dr. Otti from the outset of his tenure unprecedentedly cleared pension arrears with pensioners now getting their pension on the 28th of every month just like civil servants and other functionaries of the state.
One of the greatest things Dr. Otti has done is the enactment of the “Abia State of Nigeria Governors and Deputy Governors Pension (Repeal) Law 2024” which commendably abolishes payment of pension to former governors and deputy governors in Abia State. Other states should emulate the prudence of this governor in the interest of our nation. We have had enough of official banditry with compromised legislative endorsements by the skinhead s o-called lawmakers in this country!
Copious other developmental engagements, diverse social infrastructural interventions, pipeline projects, superhighway internet and general communicative initiatives that transcend telephony, investment prospects and anticipatory attainments that signpost massive urban renewal cannot be accommodated in this microcosm of space that circumscribes elucidation of vital issues of governance under the captainship of my—no, our—governor.
You can bank on my abridged assertions here: Dr. Otti is performing creditably. If it were not so, I would declare it, too. The ducklings who demonized me for believing in Dr. Otti since 2015 when the arduous redemptive journey crystalized should by now be appreciating my unassailable visionary thrust.

ABIA TO JOIN GLOBAL QUALITY SHOE MAKING LIST AS COMFORT STEVENS PREPARES TO OPEN FACTORY

Abia State Governor, Dr. Alex Otti, OFR, says his administration is working very hard to clean up the business environment and make it conducive for new investments as well as bring back old ones that had left the state in the past due to unhealthy government policies.

Governor Otti said that capital, by way of investment, is devoid of emotion and sentiment and only goes to places where the environment is conducive for it to thrive and flourish.

"You may choose to relocate abroad in search of capital, but foreign capital will not come until you have created the conditions to attract it. No matter how much of preaching you do, no matter how much of platitudes, capital has its own sense, it doesn't have emotion, it's not sentimental, it just moves to where the environment has been prepared because the reward for capital is profit," Governor Otti said, while recalling an article he had written as a newspaper columnist.

The Governor spoke on Wednesday when he received a group of investors, led by Dr. John Nwankwo, Chief Executive Officer of Comfort Stevens, who are promising to rewrite the story of Abia State, indeed Nigeria, in the footwear business.

The Governor, who assured the investors that his government would support them in realising their dream of completing their factory located in Owerrinta, Isialangwa South Local Government Area of Abia, said he would always allign with projects geared towards meeting his agenda of providing job opportunities for the teeming unemployed Abia youth.

"I want to congratulate you for not giving up and I'm happy that you have gotten to this level that you are hopeful of commissioning by December.

"If there's anything that we can do to support you to make that December a reality, please don't hesitate to ask," Governor Otti assured.

The Governor, while underscoring the importance of local manufacturing, noted that no country has ever developed on the back of consumption of imported products without production.

He disclosed that his government is working very hard to support existing businesses and also attract new investors through favourable policies, adding that supporting the Geometric Power company to come on stream and the various infrastructural upgrades going on in the State, including the dualisation of the Imo River-Umuikaa-Umuene road in Isialangwa South, are all geared towards industrialisation of Abia.

The Governor expressed joy that one of the company's plans is to train and upskill existing local shoe manufacturers in Aba and promised that his Government would partner the company in that regard.

"The major problem a lot of them have is finishing. A lot of them are impatient, a lot of them don't have the right tools, a lot of them don't have the right skills; so it would be interesting to have Comfort Stevens double as not just producers but also as a training and finishing school for our young ones.

"Go to shoe plaza and see what the young men and women are doing there with bare hands, then you'll understand that if you introduce them to technology, they will give you much more," Governor Otti said.

Dr. Nwankwo, who led the team of investors from the United States, China, and Brazil recounted the ugly experience he and his team had gone through under the previous administration in trying to realise their dream of establishing a world class shoe factory in Abia.

He told the Governor that their company, Comfort Stevens, in the last one year of the new government has made tremendous progress that they decided on the visit to formally introduce to the Governor their large scale industrial footwear project, which will be commissioned by December 2024, and thereafter start production.

Nwankwo, who presented different samples of high quality shoes to the Governor, said that the fifteen thousand daily footwear production capacity factory will not only produce complete shoes but also shoe components such as gum, soles, insoles, strings, among others.

He said that the mission of the company with its partners from US, China and Brazil is to produce quality footwears that can compete favourably in the global market, adding that machines for the production of high quality footwears and its components have arrived its facility in Owerrinta for installation before the end of June.

Dr. Nwankwo congratulated Governor Otti for his impactful one year in office and the unimaginable progress that has taken place in Abia under his watch, which, according to him, is an eloquent testimony of the Governor's sincerity of purpose and passion towards the industrialisation of the state.

Governor Otti was joined by the Commissioner for Trade, Commerce and Industry, Dr. Chimezie Ukaegbu; Special Adviser to the Governor on Trade, Commerce and Industry, Chief Nwaka Inem; among other government functionaries in the meeting, which was facilitated by the Speaker, Abia State House of Assembly, Rt. The Director General of Abia State Orientation Agency, who is presently not in charge, on the directive of the Abia State Governor, has warned a former Deputy Chief of Staff to former Governor Okezie Ikpeazu, Chief Don to henceforth desist from dragging his name into his selfish political agenda which has seen him carry out reckless and unprovoked media attack against the Governor of the state, Dr. Alex Otti, OFR.

In a statement made available to the Media, Pastor Nwankwo expressed disapproval to Chief Ubani’s cunning strategy of trying to use his name to advance his well known selfish agenda of trying to remain politically relevant by abusing Dr. Otti, starting from his time as an opposition leader, and made it clear that Chief Ubani who had attacked him, Pastor Nwankwo on different Platforms, including Ukwa Platforms for supporting Dr. Otti cannot suddenly turn around and pretend to support him or have his interest at heart, when the agenda is to use whatever he can lay hand on to discredit the Governor.

According to Pastor Nwankwo, “I can no longer keep silent in the face of an obvious plot to use my name to drive a selfish narrative laced in primitive clannishness with a view to achieving a sinister motive.
I kept quiet because my case is an administrative issue, which though is devoid of fraud or embezzlement as they mischievously painted in the media, but does not require me to make a statement in the media, no matter whatever strong points I may have. I’m not a political desperado who is willing to hire fifth columnists to advance his course; I’m capable and courageous enough to speak for myself if I want to, hence I do not need a Don Ubani who stayed aloof while Ukwa Land was looted and destroyed by the PDP to speak for me. Never”

The LP chieftain further stated “I handled sensitive roles for Dr. Otti while we were in the APC. “Dr Alex Otti also appointed me in his hand-over Committee as Governor-elect.

He appointed me SSA on special Duties, and finally appointed me DG Abia State Orientation Agency, (ABSOA), none of these appointments came by Don Ubani’s recommendation, neither did he ever believe in Dr. Otti, therefore he cannot cry more than the bereaved, since i have never complained to him or anyone else for that matter” he stated.

Pastor Nwankwo maintained that Chief Ubani does not fully understand what the AIIP project in Ukwa Land is all about, otherwise, he wouldn’t resort to provocative distortions and sectional incitement using the so-called marginalization of Ukwa Land.

He again reiterated the pull him down syndrome in Ukwa politics as the bane of their underdevelopment, a situation where brothers sponsor smear campaigns on social media against their brothers just to score cheap political gains.

Finally, he expressed confidence in the Ability of the Alex Otti led-government to wipe the tears of Abians, including the people of Ukwa, and restated his commitment to playing a critical role as always in the actualization of a prosperous and new Abia.
He equally used the medium to appeal to his numerous friends and well wishers who are troubled by the incessant mention of his names on the media to disregard and ignore all the lies from the pit of hell.

Workers as Agents of Development and Transformation

Being the Text of a Speech Delivered by Governor Alex C. Otti, OFR, During the 2024 Workers’ Day Celebration at the Umuahia Township Stadium on May 1, 2024

Protocols,

1. It is with a great sense of pride that I welcome you dear comrades to this year’s Labour Day celebration, a day set aside globally to honour those who work with their hands and intellect to earn a living, and in so doing contribute in very significant ways to the development and transformation of their immediate communities and the world at large.

2. Since 1890 when the formal celebration of Workers’ Day commenced, it has become customary to set aside the first day in May every year to take stock and evaluate what progress has been made in protecting and advancing the rights and privileges of the working man and woman following the ugly incident at Haymarket Square in Chicago, USA, on May 1, 1886.

3. It is important to state that efforts and struggles to improve the welfare of workers and the conditions of the workplace are global in nature and have remained constant in the evolution of labour relations. Even in our dear country Nigeria, the killing of 21 striking miners in Enugu and the infliction of various degrees of injuries to scores of others by colonial authorities in November 1938 tell very tragic stories on one part; and the heroic sacrifices of others to secure better deals for those whose labour and toil have kept the engine of civilisation in constant motion for centuries.

4. In Abia and across Nigeria, we have witnessed several protests and industrial actions by various trade union groups, most notably, the Trade Union Congress (TUC) and the Nigerian Labour Congress (NLC). These agitations are all connected with the unending struggles to advance the welfare of the labour force, and in pursuance of the ideals of democracy, good governance and a better society for present and future generations of Nigerians.

5. So today we have gathered to honour the men and women whose struggles and resilience in the midst of multiple challenges have led to continued improvements in the living condition of the working man and woman in our State, country and across the world. This day also presents us an opportunity to reflect, and to evaluate what has been achieved and what can be done differently to achieve the common outcomes we seek.

6. Today’s event is very significant to us in the State for a number of reasons. The first is to note that it is our day because we are a Labour government, elected through the popular support and goodwill of thousands and millions of people who do honest day’s work, who spend each day in toil that they may be able to fend for their families, build their dreams and ultimately, go to bed each night fulfilled that they gave their best.

7. We have therefore come to say thank you to our comrades who work in the organised formal, or in the informal sectors of the State’s economy. The State is deeply grateful for your sacrifices, your diligence, and for your continuing support to the government as we strive to rebuild our land from the ruins of the past.

8. This is for us an interface with our people, to hear from you and then share our plans and programmes with you because ultimately, you are major stakeholders in the government. I have carefully listened to the NLC and TUC leaders as well as other comrades who have mounted the podium at various times to speak and share the concerns of their members, identifying what they want the State Government to do for them to enhance their welfare in the light of the present economic realities. Of course, I had met at some other time in the past with Labour leaders in the state.

9. As you are aware, we are a pro-Labour government and right from the inauguration podium on May 29 last year, we made it clear that never again will consideration of workers’ welfare be an afterthought. As if we anticipated the theme of this year’s event, we made it clear that in the New Abia, it will be “Workers First.”

10. Our conviction is that the welfare and interests of the workers, past, present and future, will come before listening to the demands of the political class. Since we assumed office, we have made it an official policy of government that we must meet our salary obligations before political office holders are paid their monthly entitlements.

11. The commitment to paying workers their legitimate entitlements was not borne out of charity, but on the understanding that it is irresponsible to owe anybody that has worked hard to earn their wages. Importantly, the connection between regular payment of workers and the performance of the economy is a reality that cannot be lost on us.

12. To address the injustice of unpaid salaries and pensions, we went to work shortly after assuming office, setting up various teams to look into the record books, interface with the leaders of the affected personnel and advice the government appropriately. Not too long ago, we cleared the arrears of pensions accumulated since 2014, following a template agreed upon with relevant stakeholders which saw the government pay out close to N10 billion to our senior citizens.

13. We are presently in discussion with staff of a few other institutions with outstanding salary issues pre-dating our administration for settlement. Within the next few weeks, I am sure that the payment of backlogs of salaries accumulated before May 29, 2023 will be done in line with our determination to right the wrongs of the past.

14. In our commitment to put the entire labour force in the State first, we are looking beyond the civil servants and those in the regular employ of the State government. We consider every adult contributing to the state’s economy through various trades and productive engagements to be very strategic in our considerations.

15. Farmers, Traders, artisans, taxi drivers, keke operators and their peers in various paid or self-employment are all very important in our agenda. Our biggest motivation for investing massively in road construction and rehabilitation in various parts of the State is to enable quick movements of goods and people from one part of the State to another, enhance trade and open new channels of economic growth and productivity across the State.

16. Beyond roads, we are working very hard to make the State a favourite investment destination through various initiatives that are designed to improve ease of doing business and support the growth of start-ups, and micro, small and medium-scale enterprises (MSMEs). Our plan is to expand the production field in the State and create for thousands of willing but idle hands, an opportunity to earn a decent living.

17. Through the introduction of a unified tax payment platform, we have eliminated the challenge of multiple taxation, cut down on the menace of touting, especially in our urban areas, and through the harmonised taskforce team set up and monitored by the State Government, sanity has been restored to our streets as genuine businessmen and women operating from their shops and authorised business premises no longer face regular harassment from touts and agents working for various interests.

18. Our dream is to make Abia an ideal environment for all who are engaged in legitimate labour to thrive, grow and become prosperous. We are looking beyond wages and financial considerations to the physical environment where our workers spend the greater part of their days.

19. We are presently rehabilitating various government buildings and facilities that we met in decrepit conditions on taking over; and these include schools, hospitals and law courts where our teachers, doctors and judicial officers serve members of the public. The target is to make the physical environment supportive of peak productivity, especially for those directly serving the general population.

20. Coming to your request for a review of the wage structure for the State’s civil servants, I am pleased to inform you that we shall take the lead in implementation as soon as a new national minimum wage structure is announced. I understand that labour leaders across the country are currently engaging with the federal government and we are following those discussions closely. As soon as a concrete agreement is reached, we shall immediately do the needful as a State.

21. We have also noted your other demands including payment of arrears of leave allowance, promotions and other accumulated debts owed our workforce in the last eight to ten years. We shall carefully consider these requests and deal with them on a case-by-case basis, and subject to availability of resources.

22. What you can, however, go home with today is that your welfare shall remain a priority for us. We shall continue to put you first in all policies and programmes of government, and in appreciation of your immense contributions to our economic and social development.

23. Thank you for your services to our State, and for committing your productive years to improving the course of our civilisation. It is my belief that when we gather for this event next year, much of the dominant issues and challenges raised here today must have been effectively dealt with.
