Rivers State Governor, Siminalayi Fubara, hosted Bayelsa State Governor, Douye Diri, at the Government House in Port Harcourt on Saturday.

Governor Fubara emphasized the deep bond between Rivers and Bayelsa, describing them as "one family" with shared history and destiny. He called for stronger collaboration to drive regional development.

Acknowledging Bayelsa’s roots in the old Rivers State, Fubara highlighted the vital contributions of Bayelsan leaders in shaping Rivers’ foundation, saying, “Our story isn’t complete without Bayelsa.”

He proposed reviving the BRACE Commission to tackle regional challenges, including insecurity, and stressed that development in one state benefits the other. “Growth in Rivers fuels growth in Bayelsa,” he said.

Both governors reflected on past struggles, praised their progress through unity, and committed to safeguarding the region’s oil wealth while promoting peace.

COMMUNIQUE OF IYC EASTERN ZONE ON THE DRAFT CONSTITUTION AND OUR POSITION ON THE FORTHCOMING CONSTITUTIONAL CONVENTION

Whereas the Ijaw Youth Council (IYC) Worldwide acronymed as 'IYC' was established by a resolution of the Kaiama Declaration in December 1998 to pursue a Struggle aimed at enthroning equity, equality and natural justice for Ijaw People within the Nigerian State.

It is in furtherance of this pursuit and to properly coordinate and guide this mission that Ijaw Youths gathered at Ibeno the Headquarters of Ibeno Local Government Area of AkwaIbom State to enact, make and give to ourselves a Constitution to protect and sustain this struggle for us and generations to come. Considering that it was stated within that initial Constitution that the Constitution itself will be amended only through the convocation of a Constitutional Convention.

Nevertheless, the process must be holistic and the clauses and provisions being amended shall not negate universally well recognized and acceptable democratic principles and theories nor will it defy reasonable intellectual logic as well as run foul to the very equality, equity and justice we seek from the Nigerian State within our own struggle and the Ijaw Nation as the case may arise.

Therefore it is imperative that we properly adjudicate matters arising from our bedrock the Constitution which is the grund norm upon which all organs, offices and organs of Council derive their respective authorities and powers from.

Observing that for the sake of updating the Constitution that guides us as a Council and People, the procedure allows for the setting up of a Constitutional Review/Amendment Committee to look into areas that needs upgrade in order to meet current administrative needs and allow effective policy directive for the highest good of Ijaw Youths and People, that the said Committee will come up with a draft copy of the Constitution to be amended.

That practice was met however, when the draft copy was handed over to the Expanded National Executive Council (Ex NEC), it was observed that certain provisions tends to encourage and entrench dictatorship, high handedness and also politically disadvantaged certain Zones, Offices and even Organs of Council within the IYC and our beloved Ijaw Nation which is thriving in the ideology that no one will be oppressed not exalted to the disadvantage of others.

For instance the National Electoral College is based on the equality of Zones and not on Clans, also a specific equal numbers across the Zones is always stipulated in the various Constitutions that Council has operated, the provision is clear and equal but in this very draft at Chapter 4, Section 34 the National Electoral College is now based on Clans rather than Zones negating the principle of equality and deliberately did not mention a specific number that should constitute the Electoral College.

This is an aberretion in the history of IYC especially as it tends to favour the Central Zone and to allow an upper hand for the Central Zone to determine electoral process as well as political outcomes in the IYC cm Ijaw and this runs contrary to the principles upon which the Struggle was established. Furthermore, the powers of Parliament to appraise, approve and monitor the financial propriety of Council was not clearly stated.

Again, the Eastern Zone has twenty one (21) Clans yet the Ndoki Clan was not reflected in the draft Constitution and women inclusivity is withheld down in the draft Constitution in the sense that the traditionally recognized position (Women Leader) of women in IYC is not reflected in the properly acceptable manner.

The idea of renaming the position of women in Council has never sat well with our women, it was tried during the making of the Ogoloma Constitution and it was resisted seemingly, that was part of the reasons why that Constitution did not see the light of the day hence, any discerning mind can reason if this Constitution that is following same part would see the light of day except of course if the corrections were made timeously.

There are also several clauses and clauses that does not seat well with the Eastern Zone which are as follows. Our position on the forthcoming Constitutional Convention as IYC Eastern Zone and in conjunction with the Eastern Zonal Council of Elders is as follows:
1. That the Ijaw Youth Council (IYC) Eastern Zone going by the issues raised will boycott the forthcoming National Constitutional Convention.
2. We move that the forthcoming National Constitutional Convention be shifted by Sixty (60) days to allow the Zone to ponder over the draft Constitution.
3. Only an holistic and timeous corrections of these anomalies in a manner that will ensure equity, equality and justice to the Eastern Zone is addressed that could lead to a round table understanding.
4. The National Expanded Executive Council (Ex NEC) must show sincere readiness and seriousness to do a patriotic job for IYC and Ijaw Ethnic Nationality.

We stand by the principle of truth which Ijaw is said to mean, we must pursue our founding principles which is not for one individual, office, organ or zone to Lord over others as doing so will render the struggle useless and a laughing stock in the committee or organizations and nations.

The Eastern Zonal Stakeholders today met at Abgani Derego Hall in Port Harcourt to take their stand regards to the proposed National Convention and Constitution Input and a Eight man committee was set up to draft the resolution of the Zone.
