Highlights of Federal Executive Council decisions on Monday 26 February

Here are some of the highlights of the far-reaching decisions taken today at the Federal Executive Council meeting, chaired by President Bola Ahmed Tinubu.

1. FEC approved the construction of Lagos-Port Harcourt-Calabar Coastal Superhighway to Messrs Hitech Construction Africa. The first phase made up of 47 kms will begin in Lagos.
2. Social security payments to the vulnerable households to begin immediately. Recipients will be those with NIN and BVN.

3. Social security payments are to be extended to graduates from NCE and upwards

4. Consumer Credit to be established very urgently. Chief of Staff to lead a committee that includes Budget Minister, Attorney-General, Coordinating Minister of the Economy and Finance, to make the scheme a reality.

5. The Council in order to enhance efficiency in the Federal service, and reduce the cost of governance, decided to implement the recommendations of the Steve Oronsaye panel on the restructuring and rationalisation of Federal agencies, parastatals and commissions.

The implementation involves merging, subsuming, and scrapping agencies with similar functions.

The Oronsaye report was submitted in 2012 to the Jonathan administration. In 2014, the Jonathan government released a white paper on the report. The Buhari administration, after re-examining the white paper, also released a second white paper in August 2022 but did not implement the report.

However, the Tinubu administration has decided to confront the monster of high governance cost by implementing elements of the report.

An eight-man committee has a 12-week deadline to ensure that the necessary legislative amendments and administrative restructuring needed to implement the reforms are affected in an efficient manner.

The committee comprises Secretary to the Government of the Federation, Head of the Civil Service, Attorney General and Justice Minister, Budget and Planning Minister, DG Bureau of Public Service Reform, Special Adviser to the President on Policy Coordination, Special assistant to the president on National Assembly. The Cabinet Affairs Office will serve as the secretariat.

Key recommendations for implementation:

National Salaries, Income and Wages Commission to be subsumed under Revenue Mobilisation and Fiscal Commission. The National Assembly will need to amend the constitution as RMAFC was established by the Constitution.

Infrastructure Concession and Regulatory Commission to be merged with Bureau of Public Enterprise and be rechristened as `Public Enterprises and Infrastructural Concession Commission

National Human Rights Commission to swallow Public Complaints Commission

Pension Transitional Arrangement Directorate(PTAD) to be scrapped and functions to be taken over by Federal Ministry of Finance

NEMA and National Commission for Refugees to be fused to become National Emergency and Refugee Management Commission

Border Communities Development Agency to become a department under National Boundary Commission

NACA and NCDC are to be merged

SERVICOM to become a department under the Bureau for Public Service Reform(BPSR)

NALDA to return to the Ministry of Agriculture and Food Security.

Federal Ministry of Science to supervise a new agency that combines NCAM, NASENI, and PRODA

National Commission for Museums and Monuments and National Gallery of Arts to become one entity that will be known as National Commission for Museums, Monuments, and Gallery of Arts.

National Theatre to be merged with National Troupe.
13. Directorate of Technical Cooperation in Africa and Directorate of Technical Aid Corp to be merged under the Ministry of Foreign Affairs

Nigerians in Diaspora Commission to become an agency under the Ministry of Foreign Affairs.

Federal Radio Corporation and Voice of Nigeria to be one entity to be known as Federal Broadcasting Corporation of Nigeria

Dollar Will Crash In Less Than A Month – Gov Abiodun

According to him, there are saboteurs in the economy but their plan will not succeed.

Ogun State Governor, Dapo Abiodun has assured Nigerians that the value of the dollar to naira will crash in less than a month.

According to him, there are saboteurs in the economy but their plan will not succeed.

Speaking during a stakeholder meeting at the Cultural Center in Kuto, Abeokuta, in response to the nation’s increasing economic difficulties, Abiodun said the federal government is prepared to take on ‘these difficulties head-on and is aware of them.’

He said;

“I can assure you that the dollar will crash down in less than a month. The meeting we had with the President was very assuring and now we know that there are saboteurs in the economy, but their aim will not succeed.

“In light of the current situation, we have made the decision to provide our citizens with essential food items such as rice, garri, and beans. I have arranged for nearly 100 trailers of rice to be delivered, with offloading beginning tomorrow.

“To ensure fair distribution, we have decided that the elderly and vulnerable will receive the rice free of charge, while others will be able to purchase it at the original price before the increase in the value of the dollar. This will allow us to sustain the initiative until the dollar issue is resolved.”

Abiodun also disclosed that rice and other food items will be provided for about 300,000 households throughout the State as palliatives.

He said;

“The state government will commence to offset the backlog of inherited deductions. To this end, we are immediately committing N500 million monthly payments towards outstanding deductions. It is noteworthy that we have continued to pay N10,000 transport allowance to all civil servants for the last 8 months.

“This brings our total immediate interventions as a responsible State Government to about N5 billion across all sectors of the State economy.”

IPOB BANS NIGERIA HUNGER PROTESTS IN BIAFRA LAND.

Following the unprecedented hardship in the contraption called Nigeria, we the global family and movement of the Indigenous People of Biafra (IPOB) ably led by the great leader, Mazi Nnamdi Okwuchukwu Kanu hereby caution the people of Biafra not to join any Nigerianists to protest against hunger in Nigeria in any Biafran territory. Any Nigerian agent who dares to organize any protest in Biafraland will regret it.

The current hardship in Nigeria should be the concern of Nigerians, not Biafrans. Biafrans are no longer interested in the affairs of Nigeria. Biafrans were abused, intimidated, beaten, and killed and denied voting rights during the election of this present government. Ndigbo were told to wait that it is their turn to rule, not the turn of Ndigbo.

The aftermath of the fraudulent elections was the demolition of Ndigbo's properties and investments in the West and Northern parts of the zoo called Nigeria. Has anyone or groups organized a protest against the demolition of Ndigbo's properties in the West and North?

Anyone who organized any protest against economic hardship in Biafraland will put Biafrans in danger. During the protest, the Nigerian government and their agents like ex-Rivers State Governor Nyesom Wike accused Ndigbo of attempting to destroy Nigeria with violence that ensued making sure that his masters won't tag him an Igbo man. We don't want such profiling and targeting to repeat because of Ndigbo's participation in any Nigerian mass protest. Biafrans should leave the current economic hardship in the contraption called Nigeria for Nigerians to deal with because this hardship is what God Almighty Chukwu Okike Abiama has in stock for Nigeria for the crimes they have committed against Biafrans between 1967 to 1970 and up to date.

We understand that Biafrans are equally affected by the economic hardship arising from the reckless and thoughless economic policies of Emilokon, but God Almighty Chukwu Okike Abiama is still seeing Biafrans through. We are worried about the suffering of other tribes but there is nothing we can do.

The current situation is why Biafrans are fighting for freedom. Nevertheless, we must apply wisdom. Biafrans have gone far for Biafra restoration Independence, and it must materialize very soon. Biafrans have gone through the worst economic crisis and emerged victoriously during their planned war of annihilation against the Igbo race. During the genocidal war between 1967 and 1970, Nigerian soldiers went house to house to annihilate Biafrans. The government placed food and salt embargo on Biafrans. After the genocidal war, the Nigeria government placed further economic strangulation on Biafrans by giving us only £20 (pound) to start life over in their Nigeria. What a wicked policy! God Almighty Chukwu Okike Abiama is rewarding Nigeria and Nigerians who participated in the tribal war of annihilation against the people of God Almighty. We have had and continued to have our share amount of economic hardship imposed on Ndigbo by Nigeria.

By the grace of Eze Chukwu Okike Abiama, we shall also triumph over the current Emilokon's imposed economic hardship. "When eating in the same pot with an enemy, you must use a very long spoon." That long spoon is what Ndigbo requires at a time like this and to focus on the ball because Ndigbo are hated in Nigeria.

Anyone or group that wants to organize a protest for Nigeria hardship should kindly go to the Northern or Western Nigeria and stage such protest there.

Our region is battling the State sponsored insecurity, kidnappings, and killings by the Nigeria government's agencies and agents, including Fulani terrorists. We have much in our hands to do. We will not allow anyone or any group to use the arrangement of protests to import more agents of destabilization into our territory.

ESN is ready to take on the government's agents who will want to organise hunger protests in Biafraland. Therefore, the IPOB intelligence unit must be on high alert to identify those planning to destabilize Biafraland with senseles Nigeria hunger protests. But Biafrans will come out of this one too unscathed. We will see how serious Nigerians are and how well they are handling the protest.

Biafrans should call IPOB's inquiry lines if any person or group are found planning to stage a Nigerian hunger protest in our territory. If we catch anyone organizing hunger protests in Biafra land, they will have ESN Operatives and IPOB volunteers to contend with, and the person will "smell pepper."

Biafrans should allow Nigerians to carry their cross because if we do Chukwu Okike Abiama will be annoyed with us. Our leader, Mazi Nnamdi Okwuchukwu Kanu, prophetically told about these things that are happening today in Nigeria, and Biafrans should stay calm, resolute and unbreakable because the situation will be over soon in our favor.

Breaking news: Nigerian High Court Adjourns Nnamdi Kanu’s Case Remitted By Supreme Court To February 26

February 8, 2024

This was made known on Thursday by Kanu’s special counsel, Barrister Aloy Ejimakor.

Justice Binta Nyako of the Federal High Court sitting in Abuja has fixed February 26 to commence hearing of the case of the detained leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, which was remitted to the lower court by the Supreme Court.

This was made known on Thursday by Kanu’s special counsel, Barrister Aloy Ejimakor.

The Supreme Court had in December 2023 nullified the judgment of the Court of Appeal that ordered Kandy’s release and remitted the case to the Federal High Court to continue the trial of the IPOB leader.
The Nigerian government had challenged the verdict of the Appeal Court which dismissed the charges against Kanu in October 2022 and quashed the terrorism charges against him.
The Supreme Court, however, held that the Nigerian government recklessly and unlawfully by renditioning Kanu from Kenya.
But it added that such an unlawful act would not strip any court of its power to proceed with the trial.

The court in the adjournment notice sent to the parties in the case said that “If either party desires to postpone the hearing he must apply to the Court as soon as possible for that purpose; and if the application is based on any matter of fact, he must be prepared to give proof of those facts.”

The notice further stated that “The parties are warned that at the hearing they are required to bring forward all the evidence by witnesses or by documents which each of them desires to rely on in support of his own case and in contradiction of that of his opponent.

“The proof will be required at the hearing, and not on a subsequent day and parties failing to bring their evidence forward at the proper time may find themselves absolutely precluded from adducing it at all, or at best only allowed to do so on payment of substantial costs to the other side, and on such other terms as the Court thinks fir to impose.”

The Court also said that “Parties desirous to enforce the attendance of witnesses should apply at once to the Court to issue one or more summonses for the attendance of the witnesses required.

“It is indispensable that the application should be made so as to allow time for reasonable notice to the witnesses required.

“If the witness is required to bring books or papers, they must be particularised in the summons sufficiently to enable him to understand what is meant.

“Any party summoning a witness through the Court, thereby becomes liable to pay such witness a reasonable sum of money to be fixed by the Court for his expense and loss of time.

“The Court may refuse to enforce the attendance of a witness unless such sum has been fixed and deposited in the Court.

“If either party desires to use in evidence tat the hearing any book or document in the possession or power of the other party, he must give the other party reasonable notice in writing to produce it at the hearing, failing which he will not be allowed to give any secondary evidence of its contents.”

So middle belt should expect a big massacre, and they should defend themselves. However, we should ensure we secure Biafra land border with Benue. THE JUDGMENT READ ON 15TH DECEMBER 2023 BY SUPREME COURT WAS NOT A UNANIMOUS DECISION BY SUPREME COURT JUSTICE, THE SECRET EXPOSED-IPOB.

The global family and movement of the Indigenous People of Biafra (IPOB) ably led by the great and indefatigable leader Mazi Nnamdi Kanu would like to take the unusual step of publicly commending the three brave justices of the Supreme Court of Nigeria that sat on the panel that considered the case of our leader Mazi Nnamdi Kanu for their refusal to sign the written judgement. The judgement read on 15 December 2023 was not a unanimous decision as the world was led to believe. It has subsequently emerged, following the unlawful delay in the release of the CTC, that three justices are in disagreement with the tone and wording of the verdict so declared and have declined to append their signatures to the written judgement.

In effect, the judgement as read on the 15th of December 2023 is a minority judgement and therefore ilegal. A Supreme Court panel comprising of five justices can not allow the issues under contention to be determined by only two justices.

The courageous decision of these dissenting justices will go along way in repairing the collosal damage done to the image of the Judiciary, when it held that present and future Nigerian Governments can continue to violate the sanctity of the territorial integrity of an independent sovereign nation, kidnap, torture and extraordinarily rendition political activists, contrary to local Nigeria laws, international treaties, conventions and covenants which Nigeria is signatory to.

According to a knowledgeable and highly dependable source within the Federal Ministry of Justice, the three resenting justices, despite enormous pressures from A*o Rock and leadership of Supreme Court, said they would not wish or want their names associated with a flawed judgement that purports to announce to the whole world that Nigeria's Supreme Court is a supporter of executive lawlessness, inpunity and international banditry. Their concern for the sanctity of the rule of law and rules based international order precludes them from exposing themselves, and the Supreme Court of Nigeria to international ridicule and possible sanctions, because no court of law anywhere in the world as allowed its government to put on trial a kidnap victim extraordinarily renditioned from a foreign country since 1973, over half a century ago. For a Supreme Court to ask her government not to obey international law and treaties is a dangerous precedent which does not bod well for the advancement of natural justice and quality adjudication in Nigeria.

One of the justices went as far as to say that he does not wish to be tagged a terrorist because there is a law in Nigeria that criminalises disobedience to validly signed treaties. Section 2, subsections (3)(f) of the Terrorism (Prevention and Prohibition) Act, 2022 is quite clear that disobedience or refusal to obey any international treaty or resolution to which Nigeria is a party, is an act of terrorism. This law was written in simple readable and understandable English. Any justice or judge that seeks to encourage the Nigeria government to ignore her own laws and treaties, as the judgement read on the 15th of December 2023 purport to imply, is a terrorist. That is the position of a key provision of the law. This is the simple reason why we have the unlawful delay in the release of the CTC by powers that be at the Supreme Court.

All lovers of justice and freedom around the world should be reassured that the landmark decision of the Court of Appeal discharging our leader Mazi Nnamdi KANU and barring all future trial is unassailable. Any countrary judgement to the above is sure to bring untold chaos, humiliation and international disgrace on the leadership of the Supreme Court as we are all now witnessing. We are waiting for their next move.

Breaking news: Nigerian Supreme Islamic Council Says It Regrets Supporting Muslim-Muslim Ticket, Denounces Tinubu Government

The council disclosed this on Tuesday in Abuja at a two-day congress to review the aftermath of the 2023 presidential election.

The Supreme Council on Islamic Sharia in Nigeria (SCSN) has withdrawn its support for President Bola Tinubu's government.
SCSN noted that it also regretted voting for the Muslim-Muslim ticket, saying President Tinubu had relegated the country's Muslims to the background.

The council disclosed this on Tuesday in Abuja at a two-day congress to review the aftermath of the 2023 presidential election.
The Secretary-General of the council, Nafiu Baba Ahmed, told newsmen that the meeting was convened for scholars and various sects to air their grievances arising from the 2023 presidential election.

He said, "We were in the vanguard of mobilising scholars, various sects and Islamic groups to bring this government to power. But the scholars and various groups feel neglected, accusing the government of turning its back on Muslims, despite voting in the Muslim-Muslim ticket."

According to him the gathering provided the avenue for Muslims to freely express themselves, seeing the Tinubu regime has reneged on all the promises made to secure majority of the Muslim votes.
"We're bitterly disappointed because we gave our all to bring this government on board, but they're paying us back this way; Is this the kind of reward we bargained for?

"They've elevated opponents of the Muslim-Muslim ticket to mock us, in the same manner they're frustrating everything that will advance the cause of Islam or anything that is promoting the interest of Muslims.

"We've truly regretted that we voted in this government. We've looked the president in his face and told him that he has disappointed us, Muslims," Baba Ahmed added.

Ibadan explosion: Govt orders evacuation

The Governor of Oyo State, Seyi Makinde has asked residents of the houses within 250 metres of ground zero to move out to government-provided accommodation until we check the structural integrity of the buildings in this area.

The governor stated this in a statement to give an update on the Tuesday explosion in Dejo Oyelese Street, Adeyi Avenue, Old Bodija, Ibadan, the capital of Oyo State.

Tribune Online recalled that Governor Makinde said the explosion was caused by the activities of illegal miners.

Governor Makinde also disclosed that the number of fatalities in the Tuesday Ibadan explosion increased to three.

“Also, let me use this opportunity to appeal to anyone still staying in any of the houses within 250 metres of ground zero to move out to government-provided accommodation until we check the structural integrity of the buildings in this area.

“At the same time, unscrupulous elements who may want to take advantage of this disaster to carry out any form of looting should be warned. All security agencies have been placed on high alert to ensure that there is no breakdown of law and order.

“We will continue to provide regular updates regarding the actions we are taking through the Emergency Operations Centre and our various feedback channels on and off social media.

“The further update we can provide at this time is that we have information regarding the company that was using that residence to store explosives. Rest assured that all that were involved, directly and indirectly, in bringing this tragedy upon us will be brought to book.

“This is a trying time for us all. But it is at such times like this that we draw on our strength and resilience to be our brothers’ keepers and refrain from spreading fake news and disinformation that could potentially cause panic within the populace.”

The attention of the Indigenous People of Biafra (IPOB)ably led by our supreme leader Mazi Nnamdi KANU has been drawn to the continuous and frequent use of IPOB and Mazi Nnamdi Kanu's ordeal to pursue his political interest by the Deputy Speaker House of Representative Hon. Benjamin Kalu, which has no result and stop deceiving the public with the persecution of Mazi Nnamdi Kanu. We advise Hon. Benjamin Kalu to refrain from using IPOB and Mazi Nnamdi Kanu's political persecution for his selfish political interest. We have gone past the stage of political games and gimmicks.

Hon. Benjamin Kalu has constantly been on the print and social media claiming of working hard for the release of Mazi Nnamdi Kanu. IPOB, ESN, and Mazi Nnamdi Kanu has become a daily song for the APC stooges and political jobbers who do not have any genuine interest in IPOB struggle nor on the unconditional release of Mazi Nnamdi Kanu from Federal government's persecution and illegal detention. Hon. Kalu has found something of relevance to keep making headlines on the pages of Nigerian newspapers.

We wish to let him know that we are aware of his antics and gimmicks towards Mazi Nnamdi Kanu and IPOB.

It is pathetic that some self-serving Igbo politicians are bent on destroying IPOB and Mazi Nnamdi Kanu, while other politicians from other zones are empowering their political agitation groups even terrorists groups used to overrun and conquer territories for their purposes. If not for IPOB, ESN, and Mazi Nnamdi Kanu, many Southeastern villages would have been occupied by terrorists.

Mass burial graves and IDP camps would have been the lot of Ndigbo. But Chukwu Okike forbids that. Instead of supporting IPOB and ESN to keep our land safe, these greedy and insatiable politicians, some businessmen, and even religious elites are colluding with our enemies to destroy IPOB and Mazi Nnamdi Kanu. The dangerous path that Hausa political class took years ago with Fulani that destroyed their race is what some greedy Igbo leaders have embarked on today. Only fools destroy their line of defense to aid their conquerors.

But one thing is certain they can not succeed in all their evil plans federal government of Nigeria against Mazi Nnamdi Kanu and IPOB.

Ndigbo and the public should ignore Benjamin kalu and Co. They can not deceive the intelligent men and women in IPOB and Biafrans in general. We know their plans, and they will face the consequences of their actions when the right time comes.

We are calling the family and associates of Benjamin Kalu to advise him to refrain from using IPOB and Mazi Nnamdi Kanu to climed for his political interests. The political gathering of the enemies of Mazi Nnamdi Kanu and IPOB in his house at Bende, Abia State, recently is a very suspicious move.

At this point of our struggle, we are not happy and would not be kind to anyone putting the life of our leader, Mazi Nnamdi Kanu, in danger for whatever reasons.

In IPOB, we don't forget, and we don't forgive. Hon. Benjamin Kalu should be careful about his plans of working against IPOB members, ESN, and Mazi Nnamdi Kanu.

Hon. Benjamin Kalu should stop taking credit for the peace Ndigbo experienced during this Christmas season. IPOB and ESN Operatives ensured that it was peaceful celebrations in our region during this last Christmas season. IPOB made it open that the criminals should stay off Ndigbo during this Christmas season and not your meeting Benjamin Kalu.

His meeting with our enemies had nothing to do with the peace we experienced in the region during this Christmas. It was just a political charade that was held at his house in Bende, Abia State, this past yuletide season. Benjamin did you put security in the region, why claiming what he did not do? Those he held meeting with in his personal house in Bende Abia State are the sponsors of this insecurities going on in the region, IPOB announced it that ESN will come out for security during this Christmas period.

Benjamin Kalu, you knew the state and non-state actors responsible for insecurity in the Southeast but have refused to name them because of your political interest and gain.

IPOB has nothing against you but those you called in the meeting in your house are enemies of Mazi Nnamdi Kanuand IPOB. We expect you to raise your voice and demand that the federal government respect the court and the rule of law.

The lawless government of Muhammadu Buhari said that the court will decide Mazi Nnamdi Kanu's fate. But after Mazi Nnamdi Kanu defeated them in their own court, the same lawless government refused to release him. President Tinubu is following the line to try him in his own Court instead of you telling the government to obey the court orders or judgements they obeyed the compromised Supreme Court judgment that is not against them and this indicated that APC government are only interested in destroying Nigeria and they have started taking the line, political jobbers are busy buying political favors with Mazi Nnamdi Kanu's persecution.

Hon. Benjamin Kalu should advise President Tinubu not to allow our leader to die in their custody or detention knowing about our Leader's precarious health conditions. If he dies in their detention facility, the consequences will be left unimagined.

IPOB will not guarantee that the current relative peace being enjoyed in the zoo called Nigeria, the Southeast, and the South South will be sustainable without the immediate release of Mazi Nnamdi Kanu. Those sincer people who want sustainable peace in the Eastern Region should work hard for the unconditional release of Mazi Nnamdi Kanu now. Mazi Nnamdi Kanu remains the only political prisoner in Nigeria. This should be a slap on the faces of great Igbo men and women, including the politicians. If no Oduduwa freedom agitator is in detention or prison in Nigeria, why should Mazi Nnamdi Kanu and many IPOB members be remain in detentions if there is no ethnic cleansing agenda in place? If no Northern murderous terrorists, bandits, and Fulani herdsmen are in detention in Nigeria, why should IPOB members and Mazi Nnamdi Kanu be in detention if there are no ethnic annihilation agenda against Ndigbo? Let Nigeria and all their political collaborators understand that IPOB has crossed the rubicon. We shall never retreat nor surrender until our leader is released and the Biafra Referendum date is scheduled.

Hon. Benjamin Kalu, please be careful and stop using ESN, Mazi Nnamdi Kanu, and IPOB for political gimmick and trade-off. Stop your deceptive public show of love for Mazi Nnamdi Kanu because deep down, you're against his vision. If indeed you're interested in his release, work your talk. Until then, stop using Mazi Nnamdi Kanu's persecution to pursue your political interests with the APC and Tinubu's government.

Those who perpetuate crime with the name of IPOB, ESN, and Mazi Nnamdi Kanu should understand that there will be consequences.

In similar vein, we exposed the saga and plans to destroy Isuanaocha by Anambra state Home-land Security Commissioner, but our people did not understand. Today the problem caused by the Home-land Security Commissioner AWKA has surfaced and the Anambra state governor is still not talking about it. People should stop taking glory of what IPOB does. Taking glory of IPOB's work may cause dangerous outcomes. Benjamin Kalu, you are taking credit of IPOB and ESN Operatives work during this last year's yuletide season.

Benjamin Kalu, you called meeting of vultures in Igboland and thought that you are called a peaceful meeting? The only peaceful meeting you can call is to call for the release of Mazi Nnamdi Kanu and call for UN to give usca referendum date for Biafrans to decide their fate either to stay in Nigeria or to restore Biafra Nation.
