Anambra Workers To Get December Salary On Christmas Day- HOS

The Head of Service of the Anambra State Civil Service, Barr Harry Uduh has said that in spite of the devastating effects of the COVID-19 pandemic on the economy and the recent recessionary trend in the country, Governor Willie Obiano still pays workers’ salaries on the 25th of every month, undaunted.
Uduh said how the governor met his responsibilities for civil servants inspite of the economic downturn, remained a mystery because the governor has remained steadfast and consistent in the payment of workers’ salaries.
The Head of Service who told our correspondent that the state civil service was currently taking delivery of the annual Christmas Rice for workers, explained that the governor would address the state workforce 1st December,2020 to rekindle their hopes and aspirations again.
He assured that apart from salaries, workers will also get their leave allowances and their December salaries would be paid on 25th so they can celebrate Christmas with all the joy and splendor the season brings.
According to Uduh, civil servants don’t engage in politics but throw their weight behind people who put smiles on their faces, noting that Governor Willie Obiano has not failed workers since his inception into office.
He said workers will continue to enjoy all what they have enjoyed since the governor came on board inspite of the COVID-19 palaver and EndSars menace as government plans towards more improved welfare packages for the state civil servants.

US Election: Trump Gives Condition To Vacate White House

United States President Donald Trump says he will relinquish power if the Electoral College affirms Democrat Joe Biden’s win but he signals he may never formally concede defeat, Bloomberg reports.
The 74-year-old Republican candidate, who lost his re-election bid, also declined to say if he would attend Biden’s inauguration next year, as is the custom for an outgoing president. “I’ll be honest, I know the answer, but I just don’t want to say it yet,” he said, adding that it is “not right” that Biden has begun picking a cabinet.
Trump fielded questions from reporters on Thursday for the first time since his election defeat, speaking at the White House after a Thanksgiving teleconference with members of the military.
When asked by reporter gathered at the White House’s diplomatic room if he would physically leave the building should the Electoral College affirms Biden’s victory, Trump replied, “certainly I will, and you know that.” But he swiftly maintained that there was “massive fraud and massive rigging” in the election, insisting that the court cases challenging the election outcome will continue.
Trump was further pressed on whether he would ever acknowledge defeat said it would “be a very hard thing to concede,” even if the Electoral College confirms Biden’s victory. “If they do, they’ve made a mistake,” he said. “This election was a fraud.”
The Electoral College electors in each state are due to vote on December 14. Certificates recording the electoral vote results in each state must be received by the president of the Senate no later than December 23. Biden is certified as the winner, or leading, in states totaling 306 electoral votes, well above the victory threshold of 270, while Trump got 232 electoral votes.
Trump acknowledged that the whole world is watching what becomes the fate of American democracy. “The whole world is watching and the whole world is laughing at our electoral process,” he said.
He, however, declined to say if he would seek the presidency again in 2024, as has been widely rumoured. “I don’t want to talk about 2024 yet,” he replied.
Newsmen had earlier reported that major world leaders including those from China, United Kingdom, France, Canada, Germany and other European as well as African States congratulated Biden and his vice-president-elect, Kamala Harris, after US cable networks projected the two winners of the keenly contested election.

UAE Convicts 6 Nigerians For Wiring $782,000 To Boko Haram, FG Official Indicted.

An Abu Dhabi Federal Court of Appeal in the United Arab Emirates (UAE) has convicted six Nigerians over alleged funding of Boko Haram.
The conviction was upheld by the appellate court after they lost an earlier appeal at a lower court.
Journalists learnt that Surajo Abubakar Muhammad and Saleh Yusuf Adamu were sentenced to life imprisonment.
The rest, Ibrahim Ali Alhassan, AbdurRahman Ado Musa, Bashir Ali Yusuf and Muhammad Ibrahim Isa, got ten-year imprisonment each.
Court documents show that between 2015 and 2016, the convicts were allegedly involved in cash transfers totalling $782,000.00 to Boko Haram.
The act was contrary to Article 29, Clause 3 of UAEs Federal Anti-Terrorism Law No 7 of 2017.
National Security Bureau said investigation of the Nigerians confirmed their involvement and membership of the Boko Haram.
They were arrested between April 16 and 17, 2017, and their homes searched according to the search warrant issued by the National Security Prosecution office dated April 16, 2017.
Abubakar and Adamu were charged for joining Boko Haram knowingly.
This negates Article 22/2 of UAEs Federal Anti-Terrorism Law No 7 of 2017 punishable by death or life imprisonment.
The crime, under Article 31, Clause 1 of the same law, is punishable by life imprisonment or at least five years in jail.
Most of the transactions were facilitated by two undercover Boko Haram agents based in Nigeria. One of them is Alhaji Saidu.
The other Alhaji Ashiru was described as a Nigerian government official.
He also reportedly funnelled misappropriated public funds to terrorists.
Saidus modus operandi is using unidentified Arab persons on a visit to Dubai from Turkey to hand over US Dollars to one of the convicts, who then remit Naira equivalent to the agent.
Families of the convicts say they were framed up, insisting their bureau de change business in the UAE was legitimate.

IPOB Trying To Cause Another Civil War- Southeast Govs.

Governors from the South East rose from a crucial meeting with their Rivers counterpart, Nyesom Wike on Sunday night with a warning to Igbo people, especially owners of businesses to beware of the proscribed Indigenous People of Biafra (IPOB).
The governors were led to the meeting, which held in Government House, Port Harcourt by the Chairman of the South East Governors Forum, David Umahi of Ebonyi.
The President-General of Ohanaeze Ndigbo, Chief John Nnia Nwodo, led other prominent members of the socio-cultural group to the meeting convened following the bloodletting allegedly committed by IPOB members under the guise of protests.
Umahi warned the Igbo to be wary of IPOB, saying the outlawed group was trying to instigate another civil war.
He said they were in Rivers State to ascertain the veracity of the reports circulating in the social media over alleged killing of Igbo people in the state.
He, however, said they found out the claims Igbo were being killed in Rivers State were false.
Umahi said after listening to Wikes narration of the atrocious activities of IPOB in Oyigbo that culminated in the imposition of curfew in the entire local government, it became imperative for the Igbo to distance themselves from IPOB.
The governor said he found it nauseating that IPOB could go to Benue and Rivers states’ to hoist its flag and claim the territories belong to the Igbo people.
He said Igbo leadership was opposed to the stance by IPOB.
Umahi, who revealed that he had huge investment in Rivers State urged the Igbo living in the state to respect the government and people of Rivers State to continue living and doing business peacefully.
On his own, Chief Nwodo said the meeting reinforced the existing affinity between the Igbo and the people of Niger Delta.
He described Wike as a champion of restructuring of Nigeria and a man who loved justice.
He explained that the leadership of Ndigbo could not remain aloof while some misguided few, who did not experience the brutal reality of the last civil war continue to fan the embers of disunity.
Nwodo said he was elated to hear from Igbo leaders that under the leadership of Wike Igbo businesses had continued to thrive.
Former Rivers State Governor, Dr Peter Odili, lauded the Igbo leaders for the peace initiative and decision to visit Wike.
He stated that every governor requires peace to govern, adding that Wike was not an exception.
He stressed that Rivers State residents endorsed every measure taken by Governor Wike to ensure lasting peace in the state.
Wike declared the state would continue to be home to people of the Igbo ethnic nationality.
The governor said in the wake of the Oyigbo crisis, people peddled the rumour that he was chasing the Igbo out of Rivers State, saying it was not true because the state had an enduring relationship with the Igbo.
He said: Tell your people, Rivers people will continue to live together with the Igbo. Dont allow your sons to tell you lies. Igbo are innovative and hardworking.
“There cant be Nigeria without Igbo. Nobody should take them for granted. But that doesnt mean you must allow criminals to spoil your name.
If I hate the Igbo, I wont appoint your son into my state cabinet two times. But you have to obey rules. Dont allow criminals to dictate to you.
Present at the meeting were Abia governor, Okezie Ikpeazu; Deputy Governor of Anambra Nkem Okeke, and Chief Emmanuel Iwuanyanwu.
Other dignitaries are: Deputy governor, of Rivers State, Dr. Mrs Ipalibo Harry Banigo; former governor of Rivers State, Sir Celestine Omehia; the chairman of Rivers State Traditional Rulers Council and Amanayanabo of Opobo, King Dandeson Douglas Jaja and the National Chairman of the Peoples Democratic Party, Uche Secondus, among others.

HEARING IMPAIRMENT IN CHILDREN
Hearing is not a directional sense, sound reaches an individual from all sides. The sound informs the individual of what is going on around. The sound makes continuous impact on his brain, even while he is asleep. A person with two normal ears can localize sounds. He can also sort them out, relegate to the background those which have no present meaning to him and focus his attention on those which are immediately important. Hearing is selective perception of sound. If however one or both ears are not functioning properly, there will be partial or total loss of hearing. The severity, kind and time of the on-set of the malfunctioning of the ear determines the degree of the impairment. Hearing impairment is a generic term indicating a hearing disability which may range in severity from mild to profound. The hearing impaired may be said to be heard-of hearing or deaf. A hard-of-hearing person is one who, with or without the use of a hearing aid, has residual hearing sufficient to enable successful processing of linguistic information through the power of hearing. The hard-of-hearing retains some nerve hearing. That is, the sense of hearing, though defective is functional.
A deaf person is one whose hearing disability precludes successful processing of linguistic through the power of hearing, with or without a hearing aid. He is unable to hear because he has lost all sense of hearing. Usually the deaf does not benefit from a hearing aid. Deafness may be present at birth (congenital deafness) in which case the individual will be deaf and mute or it may occur at any age gradually or suddenly. Hearing impairment is categorized as being either conducive or perceptive. Some person, however, suffer from a combination of the two.
Conducive Hearing Impairment refers to a hearing disability which resulted from an interference with the transmission of sound waves through either the outer or middle ear. It may be temporary or permanent.
Perceptive or Nerve Hearing Impairment: It rises from the inability of nerve impulses to reach the auditory centre of the brain because of nerve damage either to the inner ear or to the brain. For example, nerve damage to the cochlea which contains the sense organ of hearing (the organ of cort) can result to perceptive hearing disability as can damage to the ears auditory nerve and nerve damage to the cerebral cortex of the brain.
Causes of Hearing Impairment - Conducive Hearing Impairment: The causes of conducive hearing impairment include:-
Distortions of the pinna or the passage for air, waves (auditory canal) may cause hearing impairment.
Abnormal production of wax may result in the blockage of the canal preventing sound waves from reaching the inner ear.
Many childhood infections and diseases such as common cold, influenza, mumps, whooping cough, diphtheria may lead to inflammation of the upper respiratory tract and swelling in or around the Eustachian tube.
Conditions which lead to unequal pressures on both sides of the ear drum may cause impairment. Such conditions include, stuffing the babys middle ear with breast milk a situation prevalent with young experienced mothers who breast-feed when both mother and child are lying half-asleep at night, highaltitude flying in air-craft or deep sea diving.
Gradual building of extra body tissue around one of the small bones (the stapes) in the middle ear leads to progressive conducive hearing disability. When this happens, the staples cannot vibrate and this prevents transmission of sound from the eardrum to the inner ear. This medical condition is known as otosclerosis. In some persons with otosclerosis, there is a family history with hearing impairment. A child suffering from conducive hearing impairment hears the sound of a vibrating turning fork more clearly, when it is placed against the skull than when it is placed close to the ear. Once impairment is detected, it is advisable to make referral to a specialist.

Perceptive Hearing Impairment and Causes: The common cause of perceptive hearing impairment is disease infections, such diseases may include influenza, meningitis, syphilis, anaemia, arterioscterosis.
Menieres disease a disorder of the inner ear arising from changes in the pressure of fluid with the ears semicircular canals causes perceptive hearing impairment. Symptoms of this disease include, attacks of dizziness, vertigo, nausea, vomitting and sudden increase in hearing loss.
Other contributory factors that cause perceptive hearing impairment include, tumors of the brain or the middle ear, exposure to repeated loud sounds, from busy express ways, factory machines and shell shocks.
Electronic equipment are used to diagnose perceptive hearing loss. Perceptive hearing impairment is usually irreversible and cannot be treated.
How a teacher can identify a child who has a hearing impairment: Many children suffer from minor hearing defects and it has been estimated that half of such ailments could be prevented if they are discovered in time. In order to do this, it is not necessary that every teacher is to be equipped with an auditor-meter. The alert teacher will be on the look out for certain symptoms which characterize the hearing impaired. The following check-list of symptoms may be helpful in finding children who are in need of more careful examination.
THE CHILDS BEHAVIOUR - includes, - Tilts head at an angle to get better sound, listless and inattentive, fails to respond when questioned, shows defect in speech, especially where phonetics are important, peculiar voice qualities, often high-pitched, avoids people, tends to run his words together, has poor oral reading ability, school achievement lower than IQ, usually talks louder than necessary, watches face (especially mouth and lips) of a speaker.
APPEARANCE: Deformities of the outer ear, discharging ear wax, muscular tension when listening, mouth breathing, blank facial expression when spoken to, chronic catarrh condition.
COMPLAINTS BY THE HEARING IMPAIRED CHILD: Buzzing and ringing noises in the head, earache, dizziness, inability to understand directions and headache in the sinus area.
Implications for Education: Children who are auditorily impaired need help in learning to use their eyes to supplement their defective ears in receiving speech. Even those with mild losses should be introduced to the art of lip-reading or speech reading. Those whose loss is severe may receive instruction in speech reading throughout their school, since greater dependence must be placed on sight as hearing diminishes.
Successful use of a hearing aid depends as much on psychological acceptance of the aid by the children and incidentally, by their families as on their ability to manipulate and care for their aids. Becoming adjusted to the use of the aid requires special training and guidance.
They generally fail to hear many of the quiet sounds about them the chirping of crickets, the singing of birds on the tree tops, the rustling of leaves. They therefore, need auditory training to bring such sounds to their attention and to develop in them an awareness of speech sounds.
Those whose hearing loss does not interfere with social interaction need not wear hearing aid. They need guidance in the use of their residual hearing together with their sight to increase case of communication with others.
The hearing impaired need help in the area of language. Children with mild hearing loss and those who become hard-of-hearing after language had been well established, generally will not suffer language handicaps. When considerable loss of hearing has been sustained from infancy or early childhood, language limitation may become evident. Many severely hard-of-hearing children have been misjudged as being deaf or even being mentally re****ed because of their lack of facility in oral language. Those who show extreme deviations as well as those with milder disabilities, will need concentrated special help in vocabulary development, language, usage and reading.
It is suggested that itinerant teachers may visit children with hearing impairment. They will assist the children in the areas in which they need help. They may also help the childrens classmates and teachers to appreciate some of the problems which arise from hearing impairment.
Special classes may be organized for children who have hearing impairment. The children may spend most of their days in the regular grade rooms and come to the special class teacher for periodic but regular help. Some depending on the degree of their language and speech disabilities rather than on the degree of their hearing losses only will spend a greater amount of time in the special class. Many factors including those of emotional adjustment and maturity, intelligence and ancillary disabilities should determine the means by which the education programme for each child is organized.
Living with children who are auditorily impaired requires a certain amount of understanding. Parents should be aware of the problems involved in communicating with their children. They should understand the meaning of hearing losses and the advantages and use of hearing aids. The ease of living with a hearing loss can be enhanced by an understanding family.
Certain adjustments within the classroom are necessary for the hearing impaired. There should be a standard operating procedure in any classroom where there are children with hearing impaired.
The hearing impaired should be allowed to sit where they can hear. They should be trusted as being the best judges where that is. If it is necessary to change seats occasionally, that should be their prerogative.
Teachers and classmates should face the light when talking.
Teachers and classmates should try to speak clearly and distinctly but naturally. Exaggeration makes speech reading difficult.
Thoughts should be rephrased rather than repeated if the hearing impaired child does not understand. A sentence, once begun should be completed.
