The Chief of Defence Staff, General Christopher Musa, said yesterday he will promote creativity within the nation’s Armed Forces.

He also said the Armed Forces will make Nigerians the focus of activities to truly put them at the centre of its actions towards promoting and safeguarding a secure environment for all.

The CDS equally said his leadership concept would be built on three pillars — being people-centric, prioritising troops’ welfare and deepening jointness and inter-agency collaboration.

He said the armed forces would defend the country’s territorial integrity and democracy as well as safeguard internal security and unity to achieve the stability required to guarantee sustainable national development.

The CDS stated these when he appeared for screening before the House of Representatives ad hoc committee on screening of service chiefs. It will be recalled that the Senate had last week, screened the service chiefs and other security heads appointed by President Bola Ahmed Tinubu last month.

He said: “I recognize the significance of leading the thousands of devoted and distinguished service men and women to provide a secure and peaceful environment for Nigerian people to freely engage in their legitimate enterprise, in line with the constitutional mandate of the Armed Forces of Nigeria, AFN.

“In this regard, the AFN under my leadership will be people-centric by prioritizing and safeguarding our people and their legitimate way of life as prescribed by the Nigerian constitution.’’
On welfare of troops, Musa said troops’ welfare and sound administration will provide the required atmosphere for the AFN to deliver on its constitutional responsibilities.

He said the Armed Forces will continue to seek ways and means to improve the welfare of its personnel under his Chiefs

APC crisis: Pressure mounts on Adamu to resign

By Omeiza Ajayi ABUJA—AHEAD of this week’s meeting of the National Caucus and National Executive Committee, NEC, of the All Progressives Congress, APC, strong indications emerged that the party’s National Chairman, Senator Abdullahi Adamu and National Secretary, Senator Iyiola Omisore are under pressure to resign.

Vanguard gathered that some leaders of the party had been going about with a list of alleged “sins” committed by Adamu against President Bola Tinubu weeks before the latter declared his interest to vie for the presidency last year.

An APC official, who is privy to the internal workings of the party, disclosed that the NEC meeting, slated for Tuesday, is likely to approve a timetable for a midterm elective convention to fill party vacancies.

The party leader said: “Consequently, there are some forces within the party who are likely to meet with Adamu on Sunday night or early Monday to pressure him into resigning rather than been shown the exit door.

“As you know, many of the new state governors have not made all their appointments. Even at that, some party officials have been appointed into government.

“At the national level, it is very likely that some national officers or members of the National Working Committee NWC would be appointed into government. Once that is done, there will be vacancies which would be filled through the convention. The convention could also provide a window to get Adamu out.”

Again, cement prices hit N6,000 over logistics, haulage costs

Fresh increases in cement prices and associated products were implemented recently by distributors across the country, as high inflation impacted the building materials market.

Dealers and retailers were jolted by the new regime of prices, as they were allegedly not given any prior notice. They were apprehensive at the weekend, and many went out shopping for increased stocks in anticipation of further price increases.

Nigeria’s inflation rose to 22.4 per cent in May from April’s 22.2 per cent, moving further above the upper band of the Central Bank’s 6.0 – 9.0 per cent target. Most of the building materials are becoming unaffordable owing to high inflation rate, therefore weakening purchasing power of many intending homeowners.

Modern housing construction in Nigeria is still largely bricks and mortar-dependent and achievable through the use of cement. Cement-based products are critical components for housing development; without it, no decent, strong and durable building or construction could be accomplished. Cement accounts for about 40 per cent of building costs during the estimation plan.

The cement production market in Nigeria is dominated by three major producers. BUA is controlling about 17.6 per cent of the market, Dangote 60.6 per cent and Lafarge 21.8 per cent, which allegedly fence-off potential players and competitors.

Tinubu’s Cabinet: In-fighting as APC leaders jostle for ministerial slots

The agitation for ministerial slots has led to in-fighting in some state chapters of the All Progressives Congress, APC, as governors, former governors and party leaders are battling to ensure they present slots to President Bola Tinubu.

Vanguard gathered that apart from APC stakeholders who argue that they worked for the president during the February 25 presidential election, some leaders of the People’s Democratic Party, PDP, and New Nigeria People’s Party, NNPP, among other parties, are also said to be jostling to make the ministerial list.

President may send list to Senate after July 4

Multiple sources disclosed that the President is expected to send the list of the nominees to the Senate when it resumes plenary on July 4.

In-fighting in APC

In Osun, the decision by the APC in the state to sanction the immediate past Minister of Interior, Ogbeni Rauf Aregbesola and a former speaker may not be unconnected with Osun ministerial slots.

Aregbesola and immediate past governor of the state, Mr Gboyega Oyetola, have been in a frosty relationship over the former’s alleged moves to scuttle Oyetola’s re-election chances during the 2022 election.

The APC in Osun State has decided “to deal with members involved in anti-party during the last governorship and general election in the state,” the party said in a statement.

Similarly, former governor of Kano State, Alhaji Umar Ganduje is at loggerheads with the presidential candidate of the NNPP, Senator Rabiu Kwakwanso.

In Oyo State, APC members are said not to be comfortable with Governor Seyi Makinde’s romance with President Tinubu.

APC leaders kick against strangers

One of the arguments put forward by APC leaders and members is that only “genuine APC members should be appointed.”
They argued that in the last dispensation, strangers benefited from their contributions to the party.

Tinubu’s special advisers

Last week, President Tinubu approved the appointment of Mr. Dele Alake as Special Adviser, Special Duties, Communications and Strategy; and Mr Nuhu Ribadu, as Special Adviser, Security.

A statement by the Director of Information, State House, Abiodun Oladunjoye, stated that other persons appointed are Mr. Yau Darazo, Special Adviser, Political and Intergovernmental Affairs; Mr. Wale Edun, Special Adviser, Monetary Policies; and Mrs. Olu Verheijen Special Adviser, Energy.

Zacchaeus Adedeji was appointed Special Adviser, Revenue, Mr. John Uwajumogu, Special Adviser, Industry, Trade and Investment and Mrs Salma Anas, Special Adviser, Health.

Jostle for ministerial slots

Following the appointment of special advisers, Vanguard gathered that lobbyists have been sending resumes (CVs) of prospective candidates to the Presidency, which are being collected for screening.

Despite the lobby by governors, former governors and leaders across party lines, multiple sources said President Tinubu has not disclosed those likely to make his cabinet.

Sources also informed Vanguard that close aides of the President do not have any idea of those likely to be in the cabinet.

Lobbyists besiege A*o Rock

A close ally to a former governor said: “I know they are collecting CVs of ministerial nominees. You know the Senate has gone on recess and adjourned sitting to July 4 and as they’re resuming, they will commence work on screening of ministerial nominees. For now, no name has been mentioned.”

Another source told Vanguard that with the president keeping the list close to his chest, party leaders had been left guessing.
The source said: “The president has not disclosed the ministerial nominees. Even those said to be close to the president have no idea of those likely to make the list.

‘’I am sure the list is ready and unofficially, the President may have given it to the Senate President.”

Tinubu not bothered about in-fighting—Source

Vanguard was further told that the jostling for ministerial slots has led to a crack in some of the APC state chapters.
Giving insight into the in-fighting in the APC, a source said: “The fight has been on and they are still fighting. I was informed that the President has refused to listen to those fighting themselves.”

Special Advisers may supervise ministers

Another source also hinted that the president may likely give more powers to the special advisers, while ministers would just be ceremonial heads.

He said: “From what I know, those who will work with the President are the 20 special advisers and they will be powerful. They are likely going to be the cabal.

‘’The in-fighting within the APC is serious. Some people are pushing former Kano governor, Umar Ganduje but Tinubu has aligned with the Presidential candidate of the NNPP, Senator Rabiu Kwakwanso.

“Unfortunately, Ganduje has lost Kano State and is no longer relevant. Kwakwanso may likely be made defence minister.”

Government of National Unity

Speaking on the prospect of the President forming a Government of National Unity, GNU, the source said Tinubu intended to bring everyone on board after the election petition tribunal.

He said: “Tinubu is likely to form a Government of National Unity and it will be across the board. For now, the president wants to settle down and sort out the court cases.”

Intrigues as nation awaits Tinubu’s ministers

After the inauguration of the National Assembly last Tuesday, Nigerians are eagerly awaiting the composition of the cabinet of President Bola Tinubu to accelerate the process of governance.

But the intriguing aspect of the episode is that some of those rumoured to be on Tinubu’s ministerial list were last week appointed by the President as his Special Advisers.

On Thursday, the President released a list of eight Special Advisers.

He had previously secured the approval of 12 Special Advisers from the Senate.

The appointment of the Special Advisers, who are also part of the federal cabinet, is the tip of the iceberg as ministers are senior members of the cabinet and are ranked higher in the hierarchy by virtue of the control they have over Ministries, Departments and Agencies (MDAs) of government.

By law, Tinubu must name his cabinet within 60 days after taking the oath of office on May 29 and transmit it to the Senate for confirmation.

Immediate past President Muhammed Buhari had, in March 2023, signed 16 constitutional bills into law including the one requiring the President to form his cabinet not later than two months of assuming office.

It took Buhari himself six months after taking office for his first term in 2015 to name his ministers and many analysts believed this had a negative effect on governance at that early stage of the administration.

With the Senate inaugurated on Tuesday, analysts said the stage had been set for Tinubu to send his ministerial list to the Upper Chamber of the National Assembly for confirmation, saying that should be done without delay to signal that the President is ready for the huge task of making the difference in the lives of Nigerians who had been impoverished under the last administration.

Multiple sources close to the seat of power at A*o Rock Presidential Villa told Sunday Vanguard at the weekend that it was not impossible that the ministerial list was ready to be sent to the Senate for confirmation but added that July may have been fixed as the deadline to compose the cabinet.

Lobbyists for ministerial appointments, according to one of the sources, had set to work immediately after Tinubu emerged in the February 25, 2023 election while many names including those of politicians and technocrats have surfaced in the media as potentivanguardnews

The Supreme Court has given a judicial seal of approval for the inauguration of President-elect, Bola Ahmed Tinubu and Vice President-elect Kashim Shettima.

The Court on Friday dismissed the suit by the Peoples Democratic Party PDP, seeking their disqualification from the 2023 presidential election.

The Apex Court held that the PDP’s suit praying disqualification of Tinubu and Shettima was grossly lacking in merit and dismissed it.

Justice Adamu Jauro who delivered the lead judgment slammed a fine of N2 million on PDP for poke nosing into the internal affairs of the All Progressives Congress, APC, in the conduct of its primary elections and nomination of its candidates.

Justice Jauro agreed with Tinubu’s lawyer, Prince Lateef Fagbemi, SAN, that PDP acted as busy body and meddlesome interloper in the ways and manners it dabbled into APC’s affairs unjustly.

The Apex Court held that apart from the fact that PDP lacked requisite jurisdiction to institute the suit, the party also failed to provide scintilla of evidence that Shettima engaged in double nomination.

The claim of PDP on the alleged double nomination of the Vice President-elect was described as most unfortunate and a clear deliberate mischief to mislead the Court and the country.

The Supreme Court also agreed with Fagbemi that no matter the pains of PDP on how APC conducted its primary election and nominated its candidates, PDP must remain dailypost

President-Elect, Asiwaju Bola Tinubu, said yesterday he understands the magnitude of the tasks ahead as he prepares to take on the mantle of leadership, assuring that he would not disappoint Nigerians and President Muhammadu Buhari.

Tinubu spoke, yesterday, after being conferred with the Grand Commander of the Order of the Federal Republic, GCFR, the highest national honour by President Buhari, in Abuja. Senator Kashim Shettima, the vicepresident-elect, was equally bestowed with the Grand Commander of the Order of the Niger, GCON.

Tinubu, who was declared winner of the February 25 presidential election after defeating Atiku Abubakar of the Peoples Democratic Party, PDP, and Peter Obi of the Labour Party, LP, told President Buhari to “expect knocks” on his door.

He said: “I am a simple man who is the beneficiary of the support and goodwill of the people of Nigeria.

“The people have put their trust in us. You have done your part Mr. President.

“Now, that great duty descends on me. I understand the meaning of the honour given to me today and of the task that awaits.

“I must run this race and must do it well. On security, the economy, agriculture, jobs, education, health and power and in all other sectors we must make headway. The people deserve no less. In this, I shall disappoint neither them nor you, Mr. President.”

Tinubu, who said Nigeria’s path may not always be smooth, expressed faith in the country’s purpose and collective ability to overcome challenges.

He said: “Our way shall not always be smooth. Yet we are imbued with faith in our purpose and a firm belief in our collective ability to overcome the challenges that confront us.”

The President-elect commended President Buhari’s unwavering commitment to the progressive ethos and good governance, noting that as a leader, he took courageous decisions when others shied away.

He specifically thanked him for designating June 12 as Democracy Day and honouring the late Chief Moshood Abiola with the GCFR, a decision other presidents failed to take.

Tinubu said: “President Buhari, you have shown courage in taking tough decisions others avoided.

“One such decision was to recognise the injustice of the annulment of the 1993 election, to designate June 12 as Democracy Day, and to bestow the nation’s highest honour on the late MKO Abiola.

“As much as anyone could, you reached back into history to set the record straight and heal a festering wound.

“The justice you did in this matter lends special meaning to today.”

The President-elect also expressed his gratitude to President Buhari for bestowing the nation’s highest honours on him and Vice President-elect Shettima.

He also thanked him for the transition documents and the diligent work performed by the transition council, led by the Secretary to the Government of the Federation (SGF) Boss Mustapha.

While acknowledging the comprehensive scorecard presented in the transition documents, he said: “The documents summarise the immense work of your administration. They constitute an impressive and noteworthy scorecard.”

President Muhammadu Buhari, Thursday, scored himself high as he declared that he has run a good race.

President Buhari gave himself pass mark while speaking at the investiture of national honours of the Grand Commander of the Order of the Federal Republic, GCFR, on the President-elect, Asiwaju Bola Tinubu and the Grand Commander of the Order of the Niger, GCON, on Vice President-elect Kashim Shettima.

The investiture which attracted a lot of dignitaries, serving and former governors, as well as members of the diplomatic corps, was part of the programme of events of the 2023 Presidential Inauguration Ceremony.

President Buhari, who will be exiting office on May 29 said he had done his part in steering the ship of the country to success, adding that it was now time for him to pass leadership responsibility on to another who will continue with the task.

He expressed confidence that with the President-elect in charge, Nigeria is in safe hands.

According to him, “I would like now to express my deepest gratitude to the Nigerian people for their unwavering support and trust throughout my tenure as President. It has been an honour and a privilege to serve this great nation, and I am confident that Nigeria is in capable hands as we embark on this new chapter.

“I have run a good race, I have finished my course. It is now time for another to take up the baton.”

He congratulated both political leaders, who had served as Governor of Lagos and Borno States, respectively.

He said, “I extend my warmest congratulations to the President-elect, on his well-deserved victory at the February 25th, 2023 Presidential elections. The Nigerian people have recognized your leadership qualities, political acumen, and passion to serve our great nation, and have entrusted you with the burden of governing our beloved country.

“I have no doubt that Nigeria will continue to thrive and achieve new heights under your leadership. You were the best candidate at the elections and Nigerians have chosen wisely.

“I equally extend my congratulations to the Vice President-elect. Your wealth of experience in governance, your unwavering commitment to the well-being of the Nigerian people, and your exemplary leadership during challenging times as Governor of Borno State, have made you a deserving candidate for this position. I have full confidence that you will serve our nation with utmost dedication and integrity.

“In accordance with the Honours Award Act, 1963, Laws of Federation of Nigeria, (LFN), 2004, Presidents/Heads of State receive the Honour of Grand Commander of the Order of the Federal Republic (GCFR) while the Vice Presidents are awarded the Grand Commander of the Order of the Niger (GCON).

The President noted that Asiwaju had the experience and capacity to lead the country, carrying on the legacy of his administration.

“President-elect, Bola Ahmed Tinubu, you have a long and illustrious track record of public service, marked by your exceptional achievements in various capacities. Your transformative leadership in Lagos State, where you left an indelible mark in the areas of infrastructure, education, healthcare, and economic development, speaks volumes about your dedication to the welfare of the Nigerian people.”

President Buhari expressed his deepest gratitude to Nigerians for their unwavering support and trust throughout his tenure, adding “It has been an honour and a privilege to serve this great nation, and I am confident that Nigeria is in capable hands as we embark on this new chapter.’’

While examining some of the challenges before incoming administration, President Buhari advised Asiwaju Tinubu to lead the country with wisdom, courage, and compassion.

“Once again, I congratulate President-elect Bola Ahmed Tinubu and Vice President-elect Kashim Shettima on their well-deserved investiture. May the Almighty bless you and guide you in your endeavors to lead Nigeria towards a brighter and more prosperous future,’’ he stated.

President Buhari said the administration was faced with many challenges at inception and worked hard to tackle hydra-headed issues.

“This administration from inception has faced security challenges such as insurgency, oil theft, kidnapping as well as corruption which has eaten deep into the system.

“With the political will and support of many Nigerians, especially our dogged Armed Forces, insurgency, terrorism, and kidnapping have been reduced to their barest minimum while corruption has been tackled headlong.

“Despite the aforementioned challenges, our administration has made economic gains over the years. While acknowledging the turbulent times and global economic meltdown occasioned by the world oil crisis and most recently, the COVID-19 pandemic, our economy has remained afloat and strong.

“Our administration’s commitment and determination in infrastructural upliftment of Nigeria have remained unshaken,’’ he added.

Enumerating some of his achievements, President Buhari noted that Second Niger Bridge, named President Muhammadu Buhari, had been completed and commissioned.

“I am happy to say that no administration in Nigeria’s modern history has given so much attention to roads as we have done in the last eight years. In all, we have been able to construct and complete over 8,352.94 kilometers of roads across Nigeria.

“Ladies and gentlemen, in spite of the shortfall in the federal government’s revenue, due to the weakness in the global economy that led to a drop in oil revenue, we have touched on all sectors of the Nigerian economy positively.

“As we celebrate the monumental infrastructural strides achieved by this Administration, it is pertinent to acknowledge that these transformative endeavors have not only reshaped our physical landscape but have also paved the way for remarkable economic outcomes that reverberate across our nation.

“The link between infrastructure and economic prosperity is undeniable. It is through the construction of roads, railways, bridges, and other critical assets that we unlock the true potential of our nation, leading to better communication, facilitating trade, and propelling economic growth,’’ he said.

“To avoid a repeat of our 2015 experience,’’ the President said an Executive Order No. 14 of 2023, had been signed, establishing the legal framework for conducting presidential transitions at the federal level.

He said the Executive Order establishes the Presidential Transition Council chaired by the Secretary to the Government of the Federation and Ministerial Transition Teams headed by the Permanent Secretaries.

President Buhari explained that the primary responsibility of the two ad-hoc bodies was to ensure that every piece of information that will help a new administration get off to a speedy start was made available in a usable format and in a timely manner.

“Today, I am so proud to have handed over to you my Successor, Your Excellency Bola Ahmed Tinubu three key documents that will guide you as you aim to define a path for your administration.

“It is my earnest desire that you will find these documents useful as this would be the first time in the history of this country that such detailed documentation will be produced for handover to a new administration. I strongly encourage you to uphold this legacy and make the experience even better for your successor by the time you are to leave office.

“It may also interest you to know that apart from these three documents, all the Ministries and their Agencies have also prepared their Handover Notes, ready to brief their new political leadership. I want to sincerely thank the Secretary to the Government of the Federation and his team for this great feat,’’ he further stated.

On the transfer of a symbolic baton to Asiwaju Tinubu, President Buhari said that the incoming government would continue with the race of advancing democracy and development.

“This is a first in the history of our Nation’s transition process. To preserve this remarkable history for generations to come, I have directed that the Baton be preserved in the Presidential history wing of the National Archives and I hope that President-elect Tinubu and those after him will build on this tradition”, he added.

Before the investiture ceremony, the Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, who is also the Chairman of the Presidential Transition Council (PTC), have a detailed briefing on the transmitted Transition Documents, which he said included three documents.

According to him, the Transition Documents handed over to the President-elect by Buhari were basically made up of, one, briefing notes on each of the nine priority areas of the outgoing administration’s focus, two, a compendium of the federal government’s priority programmes and projects and three, the status of policies implemented.

Also speaking, the Minister of Special Duties and Inter-Governmental Affairs, Senator George Akume, noted that the election that ushered the President-elect and his vice in, had been adjudged the most credible in the history of Nigeria, adding that the credit for the process must go to President Buhari.

BREAKING: Peter Obi to present petitions against Tinubu in three weeks

The Presidential Election Petition Tribunal has ordered Peter Obi and the Labour Party to present their joint petition against Asiwaju Bola Ahmed Tinubu’s victory at the 2023 election within three weeks.

The Tribunal also ordered the President-elect, Tinubu, to defend his victory along with the Independent National Electoral Commission within five days.

The Chairman of the Tribunal, Justice Haruna Simon Tsammani, issued the order on Tuesday while presenting the pre-hearing session report of the Tribunal.

Among others, Justice Tsammani ordered that Obi open his petition for hearing on May 30 and end same on June 23.

Recall that Obi, through his counsel, Professor Awa Kalu, SAN, had requested a period of seven weeks to establish their allegations against Tinubu’s victory.

Meanwhile, the Tribunal has ordered the consolidation of the petitions so as to ensure an expeditious hearing.

However, the Tribunal rejected the objection of Tinubu and the All Progressives Congress to the consolidation.

Outgoing President Muhammadu Buhari, has conferred the country wide Honour of Grand Commander of Order of Federal Republic, (GCFR) on the incoming President of Nigeria, Asiwaju Bola Tinubu.

Buhari conferred the honour on Tinubu at the continuing Investiture ceremony in Abuja on Thursday.

The GCFR honour comes as part of the Investiture ceremony for the President-go with and his Vice, Kashim Shettima.
