Provincial Nominee Program for Permanent Residency

This post is to explore the many Provincial pathways to Canada Permanent Residency, using the Province of Saskatchewan as a case study. All the Provinces in Canada run a Permanent Residence Nominee Program for Candidates who are already in the Express Entry Pool. If you are not in the Express Entry Pool, you need to complete the stage 1 of our Permanent Residence program. Check our last post for details or contact any of our representatives below this post.

A Provincial Nomination will automatically give you the required CRS Score to be invited to apply for your Canada Permanent Residence under the Federal Skilled Worker Scheme. Here is a summary of the requirements for the Nominee Programs for most of the provinces in Canada:

1) All the Provinces in Canada: Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, Quebec and Saskatchewan have a Provincial Nominee program for anybody that has a Job offer in their Province in a key sector. A Job offer in any Province is the fastest pathway to securing a Nomination in that Province.

2) Manitoba and Alberta Provinces have a Provincial Nominee Program for those who have a close relative already living in their Province . This close relative will be involved in the application process.

3) British Columbia, Prince Edward Island, Newfoundland and Labrador, Nova Scotia, Quebec, Manitoba, Ontario (Masters Programs only), all have Provincial Nomination programs for international students who recently graduated from an institution in their province. For those who plan to travel to Canada on a study Visa, it is important to note that British Columbia is the best province for this in 2025. Canada Permanent Residence through the Express Entry

Important Changes to the Canada Immigration, Work, Study Programs

Happy new week.

This is to give you a summary update on the policy Changes by the Government of Canada and how they affect different immigration routes. It is important to know that some routes have become more viable than others in light of these changes. You are encouraged to read this piece to the end.

Canada general elections will come up sometime in 2025. The major narrative of the Government is to crack down on immigrants that use or intend to use the Study and work route merely as an avenue to relocate to Canada. Major policy Changes have been announced to make some of these routes less attractive and viable. Let's examine them one after the other:

Student Visa Route:

Most of the new policies target applicants that wish to explore the Study route to relocate to Canada. First, an immigration Cap has been issued to each province, to limit the number of Student Visas allocated to each province in 2024 and 2025. The impact of this is an unusually high Visa refusal rate on Student Visa applications in Q2 and Q3 of 2024, even when all the documents are in order.

In addition to this, very few programs enable students to be eligible for post graduation work permit, PGWP. If your Course is not in a Labour Shortage area, you will not be eligible for a PGWP. The Labour Shortage areas are IT/Computing, Social Services, Medicine, Nursing, Engineering, Applied Sciences.

In addition to this, Spouse Open Work permit, SOWP has been cancelled for Spouses of Students who intend to go for Postgraduate Diploma/Certificate Courses. Students going for MSc or other Masters programs and their Spouses are required to complete a test of English, such as IELTS in order to qualify for PGWP. Also, starting November 1st 2024, Master Degree Student will require a Provincial Attestation Letter , PAL to apply for Student Visa.
