Why Nigeria's latest govt website ranking is a cause for celebration

In a recent development that bodes well for transparency and citizen engagement, the Bureau of Public Service Reforms (BPSR) released its annual website ranking for Nigerian government agencies. Last year, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) emerged at the top, showcasing a commitment to a user-friendly and informative online presence. Notably, the overall quality of government websites has shown marked improvement compared to previous years. This advancement deserves recognition and highlights the positive impact well-designed websites can have on the nation.

In today's digital age, government websites serve as critical gateways for citizens to access information and services. A well-designed and informative website fosters trust and engagement with the public, promoting transparency and accountability.

Imagine a citizen seeking information on obtaining a passport. A user-friendly website would provide clear instructions, downloadable forms, and contact details for relevant authorities. This not only empowers citizens but also frees up government resources by reducing unnecessary inquiries and streamlining processes. Additionally, effective websites allow for the dissemination of vital information, such as public health advisories or disaster preparedness plans, in a timely and efficient manner.

According to BPSR Director-General, Dasuki Arabi, the Federal Government Scorecard for Ranking Websites of MDAs is a strategic peer review tool aimed at fostering continuous improvement, accountability, and transparency in government digital platforms.

Speaking at a recent capacity building organized by his bureaus about the ranking scorecard, Arabi explained that by establishing clear criteria and evaluating the performance of MDAs’ websites, the government aims to drive significant enhancements and changing the narrative in the quality of online services provided to the citizens and various stakeholders.

The BPSR's website ranking is a valuable tool for evaluating and improving government websites as avenue of communicating government policies and direction to the citizens. The BPSR methodology is based on a set of clearly defined criteria, ensuring consistency and objectivity.

Some key aspects typically assessed by the ranking is security. A secure website protects user data and ensures the integrity of information. This includes implementing strong encryption protocols and regularly updating software.

Another area assessed by the ranking is functionality. The website should be user-friendly and allow citizens to easily navigate and find the information they need. This includes clear menus, search functionality and accessible interfaces.

Usability or ease of use is another criterion used by BPSR in the ranking process. The design of any government website should be visually appealing and intuitive, catering to users with varying levels of technical expertise. Mobile responsiveness is crucial in today's world, ensuring seamless access across devices.

Another area is the accuracy of the contents or information on the website. Timely, accurate, and up-to-date information is paramount. Websites should be regularly reviewed and updated to reflect any changes in policy or procedures.

The last criterion used to rank the websites is accessibility. The website should be accessible to individuals, including people with disabilities, incorporating features like screen readers and keyboard navigation functionalities.

By implementing these criteria, government agencies can create websites that are not only informative but also inclusive, catering to the diverse needs of the Nigerian population.

The BPSR's website ranking serves a vital purpose beyond simply recognizing excellence. It acts as a powerful motivator for other Ministries, Departments and Agencies (MDAs) to improve their online presence.

Imagine a scenario where an agency with a low ranking faces public scrutiny or criticism. This would incentivize them to address website deficiencies and prioritize user experience. Ultimately, the ranking system fosters a healthy competition, pushing all MDAs to strive for continuous improvement.

Furthermore, the initiative sets a benchmark for excellence in government web design. By showcasing best practices employed by top-ranked agencies, the BPSR can provide valuable insights and resources for others to emulate. This collaborative approach fosters a culture of knowledge sharing and paves the way for a more unified and user-centric approach to government websites nationwide.

However, in spite of all these, it is important to acknowledge potential concerns regarding the BPSR's ranking process. Some might question the subjectivity involved in judging website design or the potential for political influence.

However, the BPSR ensures transparency by outlining their methodology publicly. This typically involves a team of experts who evaluate websites based on pre-defined criteria. Additionally, the BPSR could consider publishing detailed reports on the ranking process, including performance metrics and feedback for each agency. This fosters further transparency and allows agencies to understand their strengths and weaknesses.

The Federal Government of Nigeria's commitment to improving government websites is a commendable step towards a more efficient and transparent administration. The recent ranking highlights the potential for technology to bridge the gap between citizens and the government.

Moving forward, the BPSR needs to maintain its efforts by conducting regular website rankings and providing ongoing support to MDAs seeking website improvement. Workshops, training sessions, and resource sharing can be instrumental in this regard.

Similarly, incorporating citizen’s feedback is crucial in subsequent ranking exercises. Mechanisms for user reviews and suggestions can be implemented to gather valuable insights into user experience and website effectiveness.

Also, moving forward, the ranking should be data-based. Utilizing data analytics can further optimize website design. Tracking user behavior and identifying areas with high traffic or frequent user queries can inform website redesign initiatives.

Governments at other levels (state and local government) should also consider domestication the ranking process in their respective areas so that the benefit will be spread across all tiers of governance in the country.

By prioritizing website development and actively engaging with citizens, the Nigerian government can unlock the full potential of digital platforms. A well-informed and engaged citizenry is crucial for the journey to open and transparent governance process which the country is targeting.

This among many other initiatives of Dasuki Arabi-led BPSR will no doubt stimulate more healthy competition among all government MDAs, as all those lagging behind now will be battling to be at the top, while to already at the top would want to remain there. In the end the overall goal of ensuring good governance will be achieved.

Why scrapping FG’s pre-retirement empowerment program is counterproductive

Human life is all about transition from one stage to another, with each of these stages coming with its own challenges and opportunities. What every stage is supposed to teach us is the way of exploring opportunities inherent in it with the hope of overcoming its challenges.

To an average civil servant, the most feared stage of life is the one after retirement or post-retirement stage. This life too, is not immune against this universal truth about life as the prospective retiree is about to make transition from the stage he spent the substantial part of his life, living.

However, it is a common fact that many people, given a second chance, would have chosen a different career path other than the one they spent all their active working life on. But, notwithstanding, retirement provides another opportunity for people (civil servants) to correct their mistakes in life and become more productive. In fact, records have shown that there are many people who attained fulfilment only after they retired from paid or salary employment.

Retirement provides a golden opportunity for a civil servant to give a sense of redirection to his life, especially if properly planned. Most people find it difficult to live after their retirement because they failed to plan for it. And, the best way to plan is by establishing a business to keep the retiree busy, more productive and financially stable.

It could be set up either individually, by networking with other retirees or with existing businessmen. The best way to predict the future, in the words of Peter Drucker, is to create it.

It is against this background that over a decade ago, the Federal Government of Nigeria initiated a pre-retirement individual development and empowerment program, which is aimed at providing practical entrepreneurship training for prospective retirees to venture into any business of their choice.

The essence of the training is to help retirees prepare to better adjust to the challenges of life after retirement, for them to have personal understanding of financial planning, help them appreciate the types of business opportunities that are open to them, as well as provide them with guides on how they can access their terminal benefits.

This is particularly important because it will help the retiree to cope with extended family pressures he became so used to during his service years and even sustain them. It is also good for his personal health and wellness, because idleness may seriously harm the body that has been actively working for over 30 years.

Also, the intervention will help ensure the retirees’ financial stability, thereby reducing the rate of unemployment and poverty, aside helping in increasing the country's fortune of Gross Domestic Product (GDP).

Similarly, to the retiree, it will help him leave a legacy for his family to inherit even after his death, since they can’t inherit the job he spent more than 30 years living on.

In view of the above therefore, the program is good from all angles and that its economic importance cannot be overemphasised for the retiree, his family, his immediate community, the government, and even the country in general.

However, the Federal Government is recently reported to have been mulling the idea of scrapping this project despite its outlined benefits.

This, will of course be counterproductive to the success of the project being celebrated as the messiah of civil servants’ post-retirement life.

Personally, I know a civil servant in our community who worked in one of the departments of Nigeria’s oil sector, who announced his intention to voluntarily retire from the services of the sector, that many see as lucrative and white collar, and ventured into business, some 14 years ago.

As expected, he has experienced a lot of criticisms and bashings even from his immediate family who tried to caution him on the ‘danger’ attached to taking such a risk.

But today, he is not only more financially stable than many of his colleagues that are still active in the civil service, but also serving as a model and consultant to them as they plan to quit the service sooner than later. He is also an employer of labour, with many people working under him.

So, it is still not too late for the Federal Government to have a rethink on abandoning this good policy due to to its perceived benefits.

To conclude with the words of Warren G. Tracy, “Entrepreneurship is living a few years of your life like most people won’t, so you can spend the rest of your life like most people can’t.” For any civil servant who aspires to retire soon, the best way to live the life of his dream lies in his ability to fully plan and utilise his retirement period business-wise.

DR SANUSI OHIARE: LIGHTING UP KOGI STATE ONE COMMUNITY AT A TIME!

Darkness fades and hope illuminates as Dr. Sanusi Ohiare, former Executive Director of the Rural Electrification Fund (REF), continues his mission to energize Kogi state!

This week, smiles filled the faces of denizens of Kogi state from Ogaminana to Nagazi in Adavi LGA, Obangede to Okaito/Usungwe, Uhuodo to Eika-ohizenyi in Okehi, Ozé-òhu, Check-point, in Okene to Iya Community, Kabba/Bunu to Anyigba in Dekina, as the warm glow of newly installed solar streetlights, Solar Home Systems and freshly grounded electricity transformers - all courtesy of the young Technocrat’s interventions, banished the shadows of darkness.

In all, 200 solar streetlights, 100 solar Home Systems for households and 4 electricity power transformers were delivered and installed in communities across the 21 LGAs in the State by the Rural Electrification Agency of Nigeria (REAN), through Dr. Sanusi Ohiare’s advocacy.

For the denizens of these communities, there is no more navigating unlit paths after sunset, no more worries about safety!

Communities like those living at back of Old Zango Ogaminana, Adavi LGA and opposite Area Court, Ozé-òhu, Check Point road, Okene LGA; Iya Community, Kabba/Bunu LGA, and Anyigba Community, Dekina LGA also received the Gift of Light, courtesy Dr. Sanusi Ohiare altruism and REANigeria's tradition of excellent service delivery which continues to impact underserved Nigerians in the remotest parts of the country, with the delivery and installation of four (4) 500Kva electricity transformers, thus boosting their access to stable and reliable electricity power supply, and paving the way for brighter opportunities.

Also, 100 units of Solar Home Systems to provide stand-alone, off-grid electricity power supply have also been distributed to underserved households in communities across the 21 LGAs in the State.

Dr Sanusi Ohiare’s tireless dedication in lighting up not just streets, but futures in Kogi state is nothing short of wondrous and shows a rare commitment to the general wellbeing of his people by a former public servant. This commitment to bringing light and development to every corner of Kogi is truly inspiring!

It is therefore little wonder that members of the aforementioned communities across the State, led by their traditional rulers and leaders of thoughts have showered appreciative encomiums on young Dr. Sanusi Ohiare, thanking him for bringing light to them, quite literally at the end of the tunnel.

For the young Technocrat, this is yet the beginning as he is poised to deliver even more projects, through tireless advocacy, to the people of the State: “they are my inspiration and I’m but rendering the duties of a grateful son to them”, said Dr Sanusi Ohiare with a winning smile.

SENATOR MOHAMMED OHIARE HAS NO INTEREST IN THE VACANT THRONE OF OHINOYI OF EGBIRALAND - FAMILY

On behalf of the revered elder statesman and former Senator of the Federal Republic of Nigeria, Distinguished Senator Mohammed Ohiare, we wish to distance our patriarch from any purported interest in the vacant throne of Ohinoyi of Egbiraland.

This disclaimer has become necessary in the light of a trending social media post by a certain blog, Ebira4Real, on their Meta (Facebook) page on 30th November, 2023 where Distinguished Senator Ohiare was listed as one of many prominent sons of Egbiraland vying for the vacant throne.

We wish to state unequivocally that our father has no ambition whatsoever in this regard, and therefore urge the general public to disregard the misleading post.

We wish to reiterate that Senator Ohiare’s only desire is to continue his quiet work as a veritable elder statesman, for the continued unity, peace, security, progress and overall development of Egbiraland and Nigeria at large.

The Story Of Attah Ameh Oboni - the Nigerian King who Chose Su***de Instead of Bowing to the Queen of England.

Attah Ameh Oboni was a revered Igala King.

At a particular meeting held in Kaduna which consisted of all paramount traditional rulers in Nigeria and which had the queen of England in attendance, Attah Ameh was asked to remove his cap to greet the Queen of England as others had done.

Though he refused until they said he should leave the meeting if he would not remove his cap. But Attah was not like others, or was he?

It was a taboo for Attah to remove his cap in the public. The entire hall where they were staying was occupied by swan of bees which emanates from the cap of Attah Ameh Oboni which he removed in order to greet the Queen.

The Queen of England as well as other rulers in the meeting ran helter-skelter except the friendly Oba of Benin who was asked by Attah Ameh to go out before he removed his cap. The hall became empty as some were stung by the bees and the meeting ended.

According to history, Attah Ameh Oboni was asked to be arrested and handcuffed by the security people, which they did, but the handcuffs fell off his hands.

He was later locked up in a room on the instruction of the Northern rulers and guarded by the security personnel but only to find out later by the personnel that he had left the room. Yes, when the security were taking him to be locked up, he told his driver, Amanabo of blessed memory, to take the car and be going to Idah while the security locked him in the room.

He then warned Amanabo not to look back until he felt a cool breeze in the car. Though Amanabo argued a little that he cannot leave the Attah there but later obeyed and started driving back to Idah from Kaduna.

After some time, he felt the cool breeze in the car, and Attah Ameh was sitted inside the car.

The incident in the meeting made many traditional rulers which were mostly northerners to be angry especially making kings run in such a manner because of bees.

This became one important sin, and it was like “one sin too many”.

The queen of Englnad was also not happy and they (the Queen and northern leaders) started looking for a way to remove Attah Ameh from the throne since he was getting tougher and uncontrollable like others, as well as searching for an obedient replacement.

Igala has various cultural festivals, one of which is Ocho. Ocho is celebrated before farming starts, and it is the time that Attah Igala prays to God for sufficient rainfall, bountiful harvest, success in hunting. It is celebrated in the bush and the venue is called Ere-ocho, where the Attah will hunt until he kills a Buffalo or a strong animal. The community in Idah where Ocho takes place is called Ogo-Efa. He performs a little sacrifice to the ancestors using a fowl in the process, and this was to find out if there will blessings or problems in the land after the Ocho.

Before this time, the enemies at home (among the Igala people), especially those having connections with the leaders of the northern region, were working hard to get any evidence either true or false which can be used to remove him from the throne. The blood of the animal used as sacrifice at Ocho ground now became what the enemies would use against him.

Petition was written by these two Igala people to the Queen and some other Northern leaders that Attah Ameh was sacrificing humans during the Ocho festivals. Since they were looking for any means to displace him with, judgment was quickly passed that he must be dethroned, even when investigations were not yet concluded.

In addition, all the Igala cultural festivals including the Ocho were immediately banned and this remained for almost 63 years until Governor Yahaya Bello unbanned them based on the appeal of the present Attah Igala.

Already, before this time, the Oba of Benin who had such friction with the British had already been dethroned and banished from Benin. So, Attah Ameh Oboni knew that at that point, no matter what spiritual approach applied, it can only postpone the evil day as his enemies will never relent until he was removed by them.

The result of the blood sample which was taken from the Ocho venue and taken to University of Ibadan for analysis had arrived and it was proved that it was the blood of an animal and not human. Sadly, the revered King, Attah Ameh had passed on before the result was brought.

But Attah Ameh, being very sure that he was wrongly accused and framed up by his enemies, especially those from Igala who wrote the petition against him marking the beginning of his planned dethronement, made some pronouncements before his death.

He was allegedly quoted to have said that ” the person who wrote the petition against him would have that hand dried up, and that the leader of the gang or petitioners would be buried three times”. And they all came to pass.

While the hand dried as said, the other was buried as stated, first was the leg, second was his hand and the third was himself, all buried at various times at different locations.

In addition, as this information of his dethronement was given to him in a meeting from where he was supposed to go back to Idah and prepare to leave the throne, he stopped on the way in another Igala land called Dekina.

That was where he committed su***de.

Before taking his life, he was allegedly quoted to have said that the town, Dekina will be popular but its development will not be as much as its popularity.

He was also quoted to have said that because Igala was the genesis of his ordeal, there will be disunity among the Igala people until the reign of his own blood (son) as Attah, and all Igalas irrespective of their locations will be reunited again.

I think from the reconnection and reunification of Igala people across Nigeria and beyond which has been going on and still going on under the reign of his son, Agabaidu Idakwo Ameh Oboni II, the present Attah Igala, that pronouncement of reunification of Igala people is also coming through.

FLASH: Governor Yahaya Bello orders immediate removal of roadblocks mounted by illegal tax collectors in Kogi.

Kogi state Governor, Yahaya Bello, has ordered that roadblocks within the state, where illegal taxes are collected, should be removed with immediate effect.

The Governor, who was on a trip to Okene, Kogi State, on Thursday morning, ran into a long Tran into traffic, alighted from his car and ordered one of his security aides to supervise the removal of the roadblock in the area after interactions with the illegal tax collectors.

Governor Bello said the illegal roadblocks have caused so much hardship to the road users especially the transporters.

He, however, warned that he will not condone such practices in the state, adding that only legally constituted tax collection agencies backed by relevant statutes would be allowed to carry out their responsibilities.

Some of the transport workers who were held at the roadblock said they had spent hours before the arrival of the governor.

The commuters also cheered and commended the governor for his concern for the common man.

THE OFFICIAL KOGI STATE LOGO.

Designed by a company called Logo+ (Logo Plus). A creative arm of The Ambitions Agency.

The London and Devon based agency was hired by the Kogi State Govt under Captain Idris Wada to create a logo that would serve as an emblems and also as a seal.

The plan is to get them produced as medals for awards and see the logos being used to promote the Kogi State brand within Nigeria.

Elements of the logo were added to represent the core values of kogi state which include agriculture, education and industries.
