20,065 Hectares SmartCity Project: Governor AbdulRazaq Walking The Talk

During the 2024 Budget presentation to the Kwara State House of Assembly, Governor AbdulRahman AbdulRazaq CON announced the SmartCity project, an offshoot of the Ilorin City Master Plan modelled after Sustainable Development Goal 11, which aims to make cities and human settlements inclusive, safe, resilient, and sustainable.
Building such cities requires foresight and long-term planning. Developing a master plan is crucial to sustainable development as it dictates the pattern of Infrastructural development, policymaking, and resource distribution.
This is only the second comprehensive urban planning blueprint to be developed since the inception of Kwara State in 1967. The 2022 Ilorin City Master Plan, serving as the foundation for the SmartCity project, is a strategic approach to urban development. The vision is to build a cityscape that harmonises infrastructural advancement with sustainable living.
The blueprint outlines essential services like transportation, utilities, waste management, and water and drainage systems. It also covers education, healthcare, climate change adaptation, and green spaces. All these are essential to balanced and equitable development.
The scale of this project is monumental. Spanning over 20,065 hectares, the SmartCity project will be a microcosm of a modern Kwara, featuring housing estates, state-of-the-art schools, advanced healthcare facilities, bustling markets, and robust public safety infrastructure, including police stations and fire services, among others. It also includes leisure and sports facilities like stadium and Phase II of the industrial park to bolster economic growth.
Governor AbdulRazaq's vision for the SmartCity goes beyond physical infrastructure. It's about building a resilient, adaptable, and vibrant future. It’s about creating a city that grows and evolves, not only houses its residents but enriches their lives.

Kwara State Governor AbdulRahman AbdulRazaq on Friday signed the 2024 Appropriation Bill into law, calling it another bold step to expand infrastructure and grow the economic base of the state on a sustainable basis.
The Governor also assented to the Local Government Amendment Bill, saying: "We are looking forward to holding the local government elections very shortly."
He thanked the House for its legislative roles on the Local Government Elections bill, which he noted now paves the way for the conduct of the elections.
The Governor, meanwhile, said the 61 per cent that the administration has budgeted for Capital Expenditure was a deliberate move to scale up infrastructural development across the state.
“Today, we are taking another bold step in the annals of our state. We commend the Assembly for doing a good job with the budget and for taking their time and making sure it is SABER (State Action on Business Enabling Reforms)- compliant,” the Governor said late Friday in Ilorin.
“You did very well before when we were committed to SFTAS (State Fiscal Transparency Accountability and Sustainability). Our being SFTAS compliant has been very beneficial to the state as it ensured transparency in the way we do things.
“This is a budget with 61 per cent for capital expenditure (CAPEX) and 39 per cent for recurrent. 61% for CAPEX shows that Kwara does not want to continue as just a civil service state with no strong industrial base. We want to change how we do things, and we want to ensure that we put a lot of effort into infrastructure in the state. Moving the state forward is paramount to us.
“We have been able to reduce the debt of the state through negotiation with the federal government, and it will soon be reflected in the DMO chart, where you will see that the debt profile has drastically gone down."
The budget signing was attended by the Speaker Kwara House of Assembly Rt. Hon. Yakubu Salihu Danladi; House Leader Oba Abdulkadir Magaji; Chairman House Committee on Finance and Appropriation Hon. Arinola Fatimoh Lawal; Chief of Staff to the Governor Prince AbdulKadir Mahe; Senior Advisor and Counselor Sa'adu Salau; Attorney General of the state and Commissioner for Justice Senior Ibrahim Sulyman; Commissioner for Finance Dr Hawau Nuhu; Commissioner for Communications Bola Olukoju; and the Clerk of the House Alhaji Kareem Ahmed Olayiwola.
Danladi, for his part, commended Governor AbdulRazaq for being one of the first state governors to comply with the SABER template for budget process, and for working so hard to reduce the debt profile of the state.
"By the grace of God, the Kwara State House of Assembly has engaged all the MDAs for budget defense and scrutiny, and we were able to meet up with the SABER standard, which is a new template after SFTAS has wound down in the first quarter of 2023," he said.
"It is a new template being used by the Nigeria Governors' Forum (NGF) and all the states and I am happy Kwara, being the state of the NGF Chairman, is one of the first states to key into the SABER template.
"This budget has touched all sectors, and I know Kwarans will benefit greatly from it."

*What I know about Hon Mushood Mustapha's letter to Gov Abdulrahman- Hon Akaje Ibrahim*
Last night, I was inaudated with calls and messages over an open letter written by my respected elder brother, Hon Moshood Mustapha to his Excellency, the Executive Governor of Kwara State, Mallam Abdulrahman Abdulrazaq over the issue of Kwara Hotel.
As the Commissioner, who spearheaded the retrieval of the hotel from Harmony Holdings back to the ministry, many believe I am in the position to speak on the matter, despite being out of government.
Firstly, I find the open letter of Honourable Moshood Mustapha too political than business oriented and I would have expected him to handle the issue with more maturity and diplomacy that business transaction requires.
If the dispute is about a business transaction in 2023/2024, injecting political events of 2018 has re-defined the theme of that letter as political, rather than business.
Secondly, even in the narrative of politics, the information presented by Honourable Moshood didn't represent the entire fact of the event, if anything, it is half truth.
I say this because, I mobilized more than 50% of participants at the APC parallel Congress at Arca Santa and the videos will justify this claim.
However, to be ascribing credit of the parallel Congress of 2018 to himself and others, including someone who wasn't even bold enough to openly associate with the Congress is a slap on my face and others like Hon Raheem Adedoyin, Hon Bode Towoju, Hon Cook Olododo, Hon Raheem Ajuloopin, Dr Olaosebikan etc.
Talking about the issue of Kwara Hotel, I can say that Honourable Moshood Mustapha didn't provide the full picture of the event that transpired in his open letter and the decision to withhold vital fact is to mislead the public.
Let me say that, IEC Group of Companies was responsible for the redesign of Kwara Hotel architecture with the hope that they will be given the project for ex*****on and not Crystal Group.

Kwara State Government has recently registered five (5) Special Purpose Vehicles (SPVs) as part of its measures to acquire viable mining sites and make the state a major producer of solid minerals in Nigeria, Governor AbdulRahman AbdulRazaq said on Wednesday.
He said each of the 16 local government areas of the state is blessed with abundant viable mineral resources and in commercial quantities, inviting investors to tap into the natural endowments.
The Governor was speaking in Ilorin at the 5th Annual Conference of the National Council on Mining and Mineral Resources Development (NCMMRD), which draws delegates from across the 36 states of the Federation.
The Conference commenced on Monday and ended on Wednesday, with the theme: “Minerals and Metal: A Panacea for Economic Growth and Diversification”.
“We plan to establish a standard mineral market in the state, where all minerals mined from our State will first be registered here before they are transported to other places," he said.
The Governor commended the choice of Kwara to host the council, hoping that resolutions reached at the end of the meeting will rev up development in the sector.
He thanked President Bola Ahmed Tinubu for the bold investments to diversify the economy.
“The need to diversify the economy and harness potentials in the solid mineral and other sectors cannot be overemphasized. The excessive reliance on oil has proven to be unhelpful for our country, and I'm glad we appear to have learnt our lessons," he added.
“I appeal to the Honourable Ministers present, the DG MCO, DG NGSA to give us all necessary assistance to actualise our dream of becoming a major solid mineral producing state in the country."

Kwara State Governor AbdulRahman AbdulRazaq on Monday said preliminary works will begin next year on the *18,000-hectare* Ilorin Smart City Satellite Town that the administration has designed for the expansion of the capital city.
Ilorin Smart City Satellite Town is an offshoot of the Ilorin City Master Plan, the second of such blueprint for urban planning since the state was created in 1967.
Speaking at the 58th Annual National Conference of Ilorin Emirate Descendants Prograssive Union (IEDPU), the Governor said the capital city deserves constant infrastructural upgrade, maintenance, and expansion, following its positions in the state and central Nigeria -- just as he is making efforts to expand infrastructure in other parts of the state.
“Next year, we plan to commence preliminary works on the Ilorin Smart City Satellite Town, which should cover an area of *18,000 hectares* . This is a beautiful adaptation from the Ilorin City Masterplan that I had previously discussed in this gathering two years ago,” he said at the event which took place at the forecourt of the palace of the Emir of Ilorin, Dr. Ibrahim Sulu-Gambari (CFR).
“I therefore invite you to support this historic milestone in the socioeconomic and physical evolution of Ilorin and Kwara State as a whole. It will usher in immeasurable growth, huge investments in real estate, and the opportunities that come with building a new city.”
The Governor congratulated the Emir, IEDPU, and sons and daughters of Ilorin on another impressive outing this year, praying Allah to grant the Emirate many more successes in the coming years and to make the state a positive reference point in harmony, peace, and prosperity.

Joy overflow as Kwara State Government commences payment of arrears of gratuity for at least 1,025 local government pensioners, who retired from Service between 2009 and 2010 in the state. Governor AbdulRahman AbdulRazaq has continued to make life bearable for all categories of citizens since he assumed office in 2019. Speaking in Ilorin the Kwara State capital, at the flag-off ceremony of the exercise, AbdulRazaq said his administration, upon assumption of office, set up machinery to restore the lost glory of the system, most especially prompt payment of salaries, pension, and continuous release of funds for gratuity payments as a way of changing the narrative for better. "Distinguished senior citizens, you are all aware of the pathetic situation the present administration met on ground most especially the local government administration where salaries, pension, and gratuity payments were not assured, and even when they were paid it’s usually amputated (Geri- Gedi)," the Governor said.
