Federal Civil Service Commission gets new leadership

October 28, 2023

President Bola Tinubu has approved the appointment of a new leadership for the Federal Civil Service (FCSC).

The team is subject to confirmation by the Senate.

Chief Ajuri Ngelale, Special Adviser to the President on Media and Publicity, said in a statement in Abuja that Prof. Tunji Olaopa would chair the leadership.

He named the members to include Mr Daudu Jalo, representing Adamawa, Gombe and Taraba States and Ms Gekpe Grace Isu, member representing Akwa Ibom and Cross River States.

Others are Dr Chamberlain Nwele representing Anambra, Ebonyi and Enugu Sates, while Mr Rufus Godwins will represent Rivers, Delta and Bayelsa States.

Dr Adamu Husseini will represent Niger and FCT, Mr Aminu Nabegu, Jigawa and Kano States, while Ms Hindatu Abdullahi will represent Kaduna and Katsina States.

Others include Mr Shehu Aliyu, member representing Kebbi, Sokoto and Zamfara States, while Ms Odekunle Aduke will represent Kogi and Kwara States.

Mr Jide Jimoh is appointed to represent Lagos and Ogun States, while Dr. Festus Oyebade will represent Osun and Oyo.

“Upon confirmation, the new FCSC leadership is expected to commence work with effect from November 30, 2023, as the tenure of the current leadership chairman and membership expires on November 29.

“The President anticipates that the new FCSC leadership will competently facilitate the transformation, reorientation, and digitization of the federal bureaucracy.

“This will enable, and not stifle, growth and enhanced private sector participation in the development of the Nigerian economy, in full adherence to the Renewed Hope Agenda,” the statement added.

In response to the ongoing concern over the tragic loss of lives due to the neglect of gunshot and accident victims, the Inspector-General of Police, Ag. IGP Kayode Adeolu Egbetokun, Ph.D., NPM, has issued a resounding call to all medical practitioners in Nigeria to provide prompt and compassionate treatment to all victims of gunshots and accidents, irrespective of the presence or absence of a police report.

The IGP's directive aligns with the full enforcement of the Compulsory Treatment and Care for Victims of Gunshot Act of 2017, which mandates that all healthcare providers prioritize the immediate care and stabilization of such patients, recognizing the critical importance of timely medical attention in saving lives.

The IGPs decision comes as a response to the relentless outcry from concerned citizens and the broader community, highlighting the tragic consequences of delays in treating these victims. The IGP underscores the moral duty and responsibility of medical practitioners to uphold the sanctity of life and provide life-saving care to those in need aiming to bridge the gap between law enforcement agencies and healthcare providers, facilitating a more efficient and compassionate response to emergency situations, and curbing crimes by fulfilling their obligation to invite the Police for assessment while treatment is ongoing.

The Inspector-General calls on all medical institutions and professionals to adhere to these directives and fully cooperate with law enforcement agencies when necessary, emphasizing the paramount importance of saving lives and promoting a safer and healthier society.

The Nigeria Police will collaborate with all relevant Ministries, Departments and Agencies, particularly the Federal Ministry of Health for the full enforcement of the provisions of the Act.

APC Chairman Ganduje applauds Supreme Court decision on Tinubu victory

The National chairman of the ruling All progressives Congress (APC) has applauded the supreme court decision which upheld the victory of President Bola Ahmed Tinubu in the presidential election

Ganduje, in a statement signed by his Chief press secretary, Mr Edwin Olofu, said the judgment has laid to rest all claims by the opposition political parties that the votes at the presidential poll were manipulated in favour of President Tinubu.

Ganduje remarked that the outcome of the Supreme Court verdict would now pave the way for President Tinubu to concentrate on implementing the Renewed Hope mandate of the APC for the benefit of Nigerians.

Ganduje called on the presidential candidates of the opposition peoples democratic party (PDP, Atiku Abubakar) and the Labour Party (LP), Mr Peter Obi to bury their hatchets and join hands with President Tinubu to reposition the country towards sustainable growth and development.

"Nigeria belongs to all of us, it is our responsibility as patriots to pool our resources together to move the country forward. I congratulate both Atiku and Obi for their dogged fight in extending the frontiers of our democracy and law.

"This is democracy. Tinubu's victory is another victory for democratic rule in the country. There is still room for both Obi and Atiku to actualize their presidential aspiration after the second term tenure of President Tinubu in 2031," he noted.

STATEMENT BY H.E. PRESIDENT BOLA AHMED TINUBU, GCFR

IT IS TIME FOR US TO BUILD OUR GREAT NATION TOGETHER

I welcome the verdict of the Justice John I. Okoro-led Panel of the Supreme Court on the Presidential Election petitions filed by the candidates of the Peoples Democratic Party and the Labour Party, challenging the ruling of the Presidential Election Petition Tribunal.

The court has done justice to all issues put up for consideration in the petitions on the merits of the law, without fear or favour.

There is no doubt, with the profound judgment of today, that our electoral jurisprudence and constitutional democracy are further consolidated and embedded more indelibly in our national identity because of the diligence and undaunted professionalism of the Honourable Justices who presided over the matter.

While the verdict of today has laid to rest the agitating discourse over who truly won the 2023 Presidential election and met the constitutional requirements as laid out by law, I want to reiterate that my faith in our nation's judiciary has never been shaken, not even for a moment, because I know that our hallowed courts of law will not fail to administer justice to all Nigerians in all matters and at all times. Despite the fusillade of pressure and attempts at intimidation by some political actors, the judiciary demonstrated its unequivocal commitment to upholding the rule of law for the upliftment and defense of humanity.

It was affirmed once more today, that my party, the governing All Progressives' Congress, had freely and fairly won the popular mandate of Nigerians, which has since given rise to my leadership of this great nation at a tumultuous period of unprecedented reforms in our history as a nation.

With deep gratitude to God Almighty, I solemnly and humbly accept today's judicial victory with an intense sense of responsibility and a burning desire to meet the great challenges confronting our people.

The victory of today has further energised and strengthened my commitment to continue to serve all Nigerians of all political persuasions, tribes, and faiths, with honour and total respect for the diverse opinions and uniting values of our citizens.

Our Renewed Hope agenda for a greater and prosperous Nigeria has further gained momentum and I will continue to work from morning to night, every single day, to build a country that meets our collective yearnings and aspirations.

We are all members of one household, and this moment demands that we continue to work and build our country together. The strength of our diversity and the great citizenship that binds us must now compel us forward in directing the energy of our people towards building a virile, stronger, united, and more prosperous country.

Update: Supreme Court dismisses Atiku, Obi’s petitions, upholds Tinubu’s election

The Supreme Court has dismissed appeals filed by Atiku Abubakar and Peter Obi, presidential candidates of the PDP and LP challenging the victory of President Bola Ahmed Tinubu in the 2023 presidential elections.

The apex court also dismissed the appellants’ appeal againsts INEC’s failure to upload the presidential election results to the IREV portal in real time.

Justice Inyang Okoro said the non-electronic transmission of the results does not affect the validity of the election’s outcome.

Kebbi nursing college denies expelling Rahama Saidu over Tiktok; says she failed exams

The Kebbi State College of Nursing Science, Birnin Kebbi, has denied expelling its student, Rahama Saidu, for indulging in social media activities.

Miss Saidu, a popular Tiktoker and Instagram sensation was rumoured to have been expelled by the school over her social media posts.

But the college dispelled the rumour, saying that Miss Saidu was expelled due to her failure to comply with the college rules and regulations.

According to the college, Miss Saidu was expelled from the school for failing her examination and refused to accept automatic repeat as enshrined in the school’s rules and regulations.

“According to the college rules and regulations, any student with 3 weeks’ absence from school or hospital without any genuine reason will automatically repeat that semester.

“Rahama Saidu failed exams 5 months ago, since then, she became absent from the school with no reason. She neither accepted the repeat, none of her query has been answered for several attempts which leads to her expulsion,” a viral statement released by the school revealed.

The statement, however, noted that the college does not know that Miss Rahama is a Tiktoker.

“Therefore, all the allegations labelled against the college by Rahama is false, baseless and mere accusations to tarnish the good image of the college which should be disregarded by the general public,” the statement added.

PUBLIC ALERT ON FAKE NADECO USA PLOT TO DISCREDIT PRESIDENT BOLA TINUBU

The leadership of All Progressives Congress USA is compelled to address the recent allegations and statements made by a political opposition group hiding under the label of National Democratic Coalition (NADECO) USA.

It has come to our attention that this impostor NADECO is organizing a World Press Conference aimed at propagating unfounded claims regarding the educational credentials of President Bola Ahmed Tinubu. We strongly believe it is our responsibility to shed light on this matter and emphasize the importance of substantiated facts over premature and unsubstantiated allegations.

While we respect the role of the press as the watchdog of democracy, it is essential to distinguish between genuine and constructive inquiry and baseless accusations. The allegation surrounding President Tinubu's educational certificate from Chicago State University (CSU) has been addressed, with CSU confirming the authenticity of the certificate. It is crucial to note that this matter is already in the hands of the appropriate authorities, specifically the courts, where due process and legal procedures will be followed.

President Tinubu, a prominent figure and statesman, has contributed immensely to Nigeria's political landscape. His dedication and service to the nation have been evident for years. It is unbecoming and counterproductive to attempt to tarnish his reputation for political gain and cheap blackmail.

Furthermore, we would like to clarify that the group organising this World Press Conference under the banner of NADECO USA is not the original NADECO that President Tinubu was a part of during the Abacha era.

We urge the public not to be misled by these attempts to distort history.

In conclusion, the leadership of APC USA stands firmly against any attempts to undermine the reputation of President Bola Ahmed Tinubu and, by extension, Nigeria. We believe in the strength of the democratic processes and the judicial system to address any legitimate concerns.

Premature and unfounded allegations not only do a disservice to the public but also risk diverting attention from pressing issues that truly deserve scrutiny.

We remain committed to democratic principles, and we encourage this group hiding under NADECO USA to engage in constructive dialogue and allow the legal system to take its course in addressing any genuine concerns.

The supporters of Labour Party Presidential candidate, Mr. Peter Obi and those of Peoples Democratic Party, Alhaji Atiku Abubakar should wait for the outcome of the Supreme Court ruling.

PANDORA'S BOX: EVIDENCE OF HOW BELLO MATAWALLE BLEW BILLIONS FROM CARGO AIRPORT PROJECT –ZAMFARA GOV’T

The Zamfara State government has presented some evidence against the immediate past administration in the state led by Bello Matawalle, now the Minister of State for Defence, concerning the Gusau International (Cargo) Airport project.

Matawalle, last Friday, denied the allegations of embezzling billions from the Zamfara cargo airport project.

In a statement issued in Gusau today, the Spokesperson to Zamfara Governor, Sulaiman Bala Idris, said that the response by Matawalle exposed a "blatant violation of trust, opening a pandora's box."

According to him, the tragic financial situation the current administration met in Zamfara State is manifestly a product of the past government of Bello Matawalle, who, through a mere telephone call, directed the Ministry of Local Government in complete disregard of any due process to remove 1,000,000,000 billion Naira from the Local Government Joint Account on October 25th, 2021, and paid 825,000,000 million Naira to the contractors without any valuation.

The statement read in parts: “The Zamfara State Government would ordinarily not respond to an accused embezzler. However, as a responsible government, we feel compelled to provide the facts following his denial of the alleged embezzlement.

“To avoid doubt, the embezzlement of resources from the people of Zamfara through the airport was just a tiny part of many other acts of theft and financial banditry committed by Bello Matawalle in various incomplete projects.

“It is doubtful that the project's cost was reduced from 28 billion Naira to 11 billion Naira in round figures. No reputable bidder would agree to a drastic reduction of 61% in cost without a corresponding reduction in the scope of work. This raises questions about the integrity of the bidding process. Matawalle is seemingly trying to cast doubt on the credibility of their contractor.

“Matawalle has claimed that the Airport Project was financed through what he called 'contract financing'; the former Governor should have asked before embarrassing himself. It is known as the ‘Contract Financing Facility (CFF)’, which happens between the bank and the contractor. The government isn’t involved at all. All available documents indicate that the contractors were paid using funds from the state government and not through the Contract Financing Facility (CFF).

“We must emphasise that the claim that payments were made to the contractor solely based on certificates issued by the supervising ministry or agency is FALSE. Our records clearly show that the three payments made to the contractor were not based on an accurate assessment of the work done and certified by the supervising ministry.

“For the record, an initial advance payment was made to the contractors representing 30% of the total contract in the sum of N3,465,569,736.90 without the approval of the designs and bills of quantities of the project by relevant government departments on the 19th of June 2020 almost eleven months after the award, throughout the period, nothing was done to certify the drawings, bills and secure necessary approvals of relevant airport regulatory authorities.

“Only a few days after the initial payment, the government came up with new terminology in contract ‘corruption management’ and approved what it called ‘loan’ to the contractors in the sum of N2,310,379,824.60. This payment was referred to as a loan to the contractors when very little work had been done on-site. The relevant government institutions did not certify the payment, weren’t correctly vouched and were therefore irregular in the government’s finance management.

“Furthermore, a dual carriageway from the roundabout to the airport, drainage and gate has not been completed, contrary to the claim by Matawalle's response. Also, the link road from the main road to the airport roundabout was an additional work the contractor verbally and arbitrarily directed to execute. The Matawalle administration did not regularise this.

“The claim that the runway, taxi, Apron, terminal building, ‘water pool’ water reservoir, boreholes, cargo hall and fire service buildings are between 50-100% completion is laughable. Matawalle should know that percentage progress is computed based on work done and subsisting contract drawings and bills of quantities and no other. A cursory look at the subsisting contract documents and site visits would reveal the lies and deception in the claims.

“Available records show that Nigeria Civil Aviation Authority (NCAA) and Nigeria Airspace Management Agency (NAMA) were only involved in the project after it had already begun, which goes against the standard practice in the aviation industry. Usually, they must be involved in all project stages, including planning, design, and implementation.

“Matawalle’s claim that the project was 50-100% completed, while in another paragraph, it was reported as 30% completed, equivalent to 3.47 billion Naira, raises the question of why the contractor was paid the sum of 6.78 billion Naira if the project was only 30% completed.

“It is essential to remind the former Governor that the contractor and the supervising Ministry measured all on-site works together during his administration. The measurements were taken during the ex*****on of the project, and the records are available. Therefore, the total value of the work done to date, 2.25 billion Naira (19.47%), was based on these measurements.

“Governor Lawal's administration is not making false claims or creating issues where there are none. The initial statement released to the public is just the tip of the iceberg. The transition committee thoroughly reviewed the assets and liabilities of Zamfara State after Governor Lawal's victory in the March 2023 polls, uncovering several shocking revelations.

“The public will soon learn about the mass looting under the past administration. Those involved in these inhumane actions will be held accountable, regardless of their societal status. It is a series that would open Pandora's Box.”

Senator representing Ondo South Senatorial District, Dr. Jimoh Ibrahim, reiterated the need for the Bola Tinubu-led administration to consider taking more debt in order to fix the ailing economy.

He said: “Let me be honest with you, in Nigeria, the variables are weak. Debt ratio to Gross Domestic Product (GDP) is 30 per cent; cashflow to GDP – 1.3 per cent, worst in the world. So, our GDP is about $420 billion, but the cash available for President Bola Tinubu to spend when he came in was 1.3 per cent of the GDP. Is that enough a country forward? Then debt service ratio to GDP is 93 per cent.

“So, for a 100 per cent income you make, 93 per cent go into debt service and you have just seven per cent left. You have capital projects; you are recurrent expenditure, we are in contemporary times and there are innovations, Artificial Intelligence and so many things you are expected to do with just seven per cent of your income and it is impossible.

“You can see very clearly that the economy will not move forward. Now, the only way you can move the economy forward is by taxing the people more, because tax ratio to GDP is 18 per cent, meaning that there is room to tax more people. But the economic power of the people you want to tax is poor, so how do you tax them? So, what can you do since you cannot tax? If you do Ways and Means by printing money, you weaken your currency. So, what can you do again? You can only borrow.

“The only thing left for Nigeria is to borrow and from the economic indices, you will see that you can still borrow because your GDP to debt ratio is 30 per cent, meaning you still have 70 per cent opportunity to borrow. But lenders are not willing to lend the country money because its repayment ratio is poor. That is because at 93 per cent, you have only seven per cent chance of paying back. I won’t lend you money if I am a borrower because the chances of your repayment is just seven per cent out of 100 per cent. But we can run around it by talking to our friends and making them know that the reason for borrowing the money is to improve our economy and that when the economy rebounds, we can repay them. One of the things I suggested was that we should borrow in a large basket.

“You are in a small basket and so you are constrained. Expand your basket of borrowing to about $150 billion and then pay off your $70 billion. That means you can get a 30 per cent rebate if you are paying the creditors today. Allow direct disbursement from him to you, so that you can get 30 per cent discount; get a 10-year moratorium period for the entire large basket that you are doing and come back home to find out where things are bad and fix the economy and things would be fine. Again, what is the debt profile people are shouting about? You heard from the International Monetary Fund (IMF) that the debt ratio to the global GDP is 235 per cent. So, the world has even over-borrowed by 135 per cent of its assets. That is why economies are growing sluggishly. So, why are people complaining that Nigeria has so much debts? The United Arab Emirates is just 11 million people, three million indigenous and they are owing $168 billion and they are repaying $20 billion every year, and they have never defaulted.

“They have developed the place, the economy is open, regulation is reduced, people are doing business and people are avoiding your country and taking their businesses there. That is why today they can decide to ban some countries from entering their country. Look, with globalisation, things are not supposed to be easy and Nigeria must move very fast. If you don’t want to borrow, how will you run the economy?”

Kogi State Governor Yahaya Bello, has denied reports of assassination attempts on his life by gunmen in military uniforms as claimed by his Commissioner for Information and Communications, Kingsley Fanwo.

the governor, however, confirmed that there was a fracas involving his security escorts and other security operatives at a checkpoint on the road and it was thereafter resolved amicably.

He said; “This afternoon at about 14:00hours, I took off from Lokoja coming to Abuja and the journey was smooth along with the convoy and just about 16:00 hours, my convoy especially the security had an encounter with another sister agency and there was a fracas.

“Immediately, we waded in and it was resolved. From there, we had a smooth journey down to Abuja and ever since I came, I’ve been engaging in all the activities that brought me to Abuja and it’s been very smooth.

“Thereafter, I began to hear in the social media about assassination attempt. I want to state categorically very clear, dear Nigerians, there was no assassination attempt on me Yahaya Bello, the executive governor of Kogi State by the military or by anybody.

“Between Kogi State and FCT, it is a secure route, thanks be to God Almighty and members of the military, the Nigeria Police, the DSS, the Navy, the Civil Defence, the vigilantes, the professional hunters and the citizens of our dear state.

“We have been able to secure that route courtesy these various agencies and bodies that I enumerated. So nobody would have attempted to assassinate me or any member of our convoy.

“It is natural or let me put it this way, most often or sometimes, there will be misunderstanding or fracas between sister agencies that are performing their lawful duties. That sometimes cannot be ruled out but assassination attempt, there is nothing like that.

“It has been resolved and I don’t condone any act of indiscipline, that fracas to even have happened in the first place, I’ve called on all law enforcement agencies that are around me and on the road to investigate it and ensure that whoever is culpable is punished according to the rules and regulations of the various Forces or the various Services.

“I am a law-abiding citizen and our security men have done greatly in securing our lives and livelihood. I respect men in uniform, I respect the Nigeria Army, the Nigerian Military generally, our Nigeria Police Force and all security agencies.

FCT Minister, Nyesom Wike, yesterday, said his recent meeting with the Israeli Ambassador to Nigeria was not to offer any support to Israel against Palestine in the ongoing conflicts between the two sides.

“I am here acting on delegation of powers on behalf of Mr. President. I cannot determine a relationship between a country and another country. So, it is difficult for anybody to say I am doing this, I am doing that.

“Any foreign body that wants to have anything to do with Nigeria, it is the Minister of Foreign Affairs, who will write to me and state that these people want to see me; it is simple.

“And when they come, it is in my position to say look, we want to partner you. Take for instance, you are going into agriculture and we want to partner, then we’ll tell you where exactly,” Wike said.

He insisted that his meeting with the Israeli Ambassador was purely to promote agricultural partnership in the interest of the farmers in the FCT.

The minister said: “In Abuja, here, most of them have cultural farms and we say look, it is our own desire to help anybody who wants to invest in Abuja particularly in agriculture in order to employ our people and in order to get more revenue. It has nothing to do with another country.

“When our people begin to now think different angles and people may not understand that it is not correct. So, I will like to use this opportunity to say, look, we have to talk to our people. In fact, we must live harmoniously. We must live together to make sure that development is promoted.”

In a statement issued by the Lift Above Poverty Organization (LAPO) Head of Programme and Corporate Communications Dr James-Wisdom Abhulimen in Abuja on Saturday.

He said that the minister was quoted out of context by a section of the media at the just concluded 30th Annual LAPO Development Forum,

Adding that the minister stressed the need for sustained partnership with the private sector to drive the development agenda in the face of dwindling government revenue.

He said that the minister emphasized on the need for non-state actors to complement government efforts in promoting national and economic development as government cannot bear the burden alone.

He quoted the ministers statement “ Essentially, NGOs exist to cover the space not covered by the government by seeking propositions on issues such as health care, environment, economy, public policy, empowerment and support to vulnerable citizens. The government's policy objectives are very critical for both state and non-state actors, like the NGOs.

“The role of NGOs is to work with the government through its national development plan. In doing that, the actors must be very inclusive in that it has to be non-selective and non-discriminatory and you must stick to the overall needs of various areas of society.

“Government faces enormous challenges especially now, the government is facing revenue deficit, the growth rate is very slow and the population growth is fast pacing and increasing, unemployment is surging amid high inflation, these are issues which non-governmental organisations must take on board in helping government to cover the space government could not cover”, he said.

The News Agency of Nigeria (NAN) reports the minister was quoted out of context on Thursday saying “ FG facing revenue deficit, managing to pay salaries,.”
