WHY YOU CANNOT SAY YOU HAVE NOT DECIDED
The easiest thing to do, for a stable human being, is breathe. But you cannot breathe unless you decide to; and the decision itself weighs some level of consequence. The consequence of breathing, in a normal circumstance, is life; while its otherwise is death.
By this, we get to understand that every event which occurs on the face of the earth bears consequence to the decisive influence of someone. Nonetheless, it shouldn't be undermined to note that decision making is not exclusively poised at doing something. Decisions could be made without having to carry out an action. This is where we speak about the vices of negligence and indifference.
Negligence
I'll not bore you with the dictionary definition of negligence. However, we could consider negligence as the failure to exert responsibility on a particular duty, especially when it is appropriated to you. People have various self-justifiable reasons while they choose to neglect certain responsibilities. Most of these reasons have been identified with poor emotional intelligence. A person of poor emotional intelligence tends to creep at the mercy of fear, low self esteem, hypocrisy, emotional blackmail, anger, guilt, jealousy and a bizarre sense of humility. He is constantly bothered about being misjudged, not being understood, being incapable of doing anything. Thus, at the most expense, he is often concerned about the successes of others, and so, he tends to thwart their efforts by neglecting any action that would be of great benefit to such persons.
As much as this kind of attitude is unhealthy for such a person, it also has a way of inflicting pain on whoever interacts with his personality.
Indifference
This is an attitude worse than hate, because in hate, there is a direct definition of purpose and choice. It is at this point that the saying which has turned clichè, that is, "the devil you know is better than the angel you don't know" bears witness to this fact. A person who is indifferent towards anything is an unconcerned parasite. A parasite because he consumes the space, time and resources that would have benefited someone else who has the desire to contribute meaningfully to the growth and improvement of both society and the human person.
Indifference is simply a deep sitted mediocrity. Lack of interest and concern; not being bothered whether something works out well or not. The very worst kind of friend you could ever keep.
It is more profitable to keep a wicked friend than to keep an indifferent one. A wicked friend will cause you pain, and you will learn the hard terms of life. You will become strong and more resilient. An indifferent friend is a full time parasite. He neither hurts you nor adds value to your life. Hence, you would have nothing to lose and nothing to gain. You will remain stagnant and static, with no bit of growth or development.
From the foregoing, it becomes plausible to note that, the act of not taking action, not being concerned or interested, is the worst kind of decision. It is stagnant and parasitic.
