IOC’s Divestment: We Facilitate, Not Hinder Process - NNPC Ltd.

The Nigerian National Petroleum Company Limited (NNPC Ltd), as the largest partner to all the oil producing companies in Nigeria, has assured that its role in the divestment of the International Oil Companies from onshore and shallow water assets in the country is that of a facilitator, and not an obstacle.

The Group Chief Executive Officer, Mr. Mele Kyari, made the clarification at the opening ceremony of the 7th edition of the Nigerian International Energy Summit 2024 (NIES 2024), which held at the State House , Abuja, on Tuesday.

He explained that by virtue of its statutory mandate as the enabler of national energy security, NNPC Ltd.’s role is to ensure that, at the end of the day, there is optimal and sustainable production from the divested assets to guarantee energy security for the benefit of Nigerians.

Kyari also disclosed the company’s willingness to invest in the proposed African Energy Bank as a way of ensuring sustainable funding for energy projects in Africa to guarantee energy security.

On investment in energy infrastructure to drive energy security, the GCEO further disclosed that the completion of the Obiafu-Obrikom-Oben Pipeline was in sight as the tunnelling across the River Niger was currently ongoing.

He assured stakeholders of the company’s commitment to work with them to close the energy deficit gap and create prosperity for Nigerians, adding that from all indications, all issues of energy scarcity in the country would be over in the next 10 years.

The event saw the participation of key industry and governmental figures, including Haitham al-Ghais, Secretary-General of OPEC; Omar Farouk Ibrahim, Secretary General of the African Petroleum Producers' Organization; Sen. Heineken Lokpobiri, Minister of State for Petroleum Resources (Oil); Hon. Ekperikpe Ekpo, Minister of State for Petroleum Resources (Gas); Amb. Nicholas Agbo Ella, Permanent Secretary of the Ministry of Petroleum Resources; and the Minister of Information and National Orientation, Mohammed Idris Malagi, who represented the Nigerian President, Bola Ahmed Tinubu.

NNPC, CBN to Strengthen Relationship to Guarantee Seamless Commercial Operation

The Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPC Ltd.), Mallam Mele Kyari, and the Governor of the Central Bank of Nigeria (CBN), Mr. Olayemi Cardoso, have reviewed the decision of the NNPC Ltd. to domicile a significant portion of its revenues and other banking services with the CBN.

Following their meeting in Abuja on Thursday, February 8, 2024, the NNPC Ltd. and CBN Chiefs noted the value created by the decision for all parties, especially in providing the NNPC Ltd. with an improved platform for managing its cash holding obligor limits in commercial banks set by the Board of Directors.

The CBN has provided enhanced digital platforms for all transactions and has established specific limits to manage NNPC Ltd. transactions.

Both parties have also committed to further strengthening the collaboration to ensure seamless operations of the commercial NNPC Limited and noted that NNPC Ltd. continues to have banking transactions with commercial banks as required.

Transparency: EITI Rates NNPC Ltd High in Compliance
…As Kyari Insists No Public Fund Withheld

Global transparency body, Extractive Industries Transparency Initiative (EITI), has scored the Nigerian National Petroleum Company Limited (NNPC Ltd.) very high in its latest global assessment.

This was disclosed by EITI’s Deputy Executive Director, Mr. Bady Baldé, during a visit by an EITI delegation to the Group Chief Executive Officer of the NNPC Ltd., Mr. Mele Kyari, in Abuja on Thursday.

Baldé who said the delegation’s visit was to communicate the group’s findings in its recent global assessment to the company said NNPC Ltd. fared very well among companies in the same category, adding that only Equinox of Norway fared better than NNPC Ltd. in the assessment.

He, however, said there was still room for NNPC Ltd. to improve, stressing that compliance with global EITI standards will help boost the company’s credibility.

The EITI boss also urged NNPC Ltd. to remain engaged to play an active role in its Nigerian unit, the Nigeria Extractive Industries Transparency Initiative (NEITI).

Earlier in his welcome remarks, Kyari highlighted some of the key changes in the operations of the NNPC Ltd. since its transformation into a commercially focused limited liability company in 2021.

He acknowledged that the NNPC Ltd.’s partnership with EITI/NEITI has made it a much more reliable company.

He, however, expressed disappointment with NEITI for going public with its report that NNPC Ltd. failed to remit some monies into the Federation Account instead of seeking clarification on any perceived gap in its assessment.

He explained that NNPC Ltd. was holding no public funds back and that what NEITI reported as non-remittance was what was due to the company as payment for taking the burden of fuel subsidy on behalf of the Federal Government.

He disclosed that NNPC Ltd. would have released its Audited Financial Statement (AFS) for 2022 since June 2023 but could not do so because it had no substantive Board of Directors at that time, adding that the AFS will be published on the company’s website in the next few days.

On his part, the Executive Secretary of NEITI, Dr. Orji Ogbonnaya Orji, called for the reconstitution of the NNPC/NEITI Joint Committee on Reconciliation, stressing that the committee could help in straightening out any grey areas.

Nigeria-Morrocco Gas Pipeline: FG, Morocco in Talks to Expedite Project

In a bid to fast-track the process of achieving the Final Investment Decision (FID) on the Nigeria-Morocco Gas Pipeline, the Federal Government has intensified discussions with the Kingdom of Morocco.

The discussion which held on Wednesday, 24th January, 2024, on the sidelines of a meeting between the Honourable Minister of State for Petroleum Resources (Gas), Hon. Ekperikpe Ekpo, and the Moroccan Minister of Energy Transition and Sustainable Development, Ms. Leila Benali, was anchored by the NNPC Ltd.’s Executive Vice President, Gas, Power & New Energy, Mr. Olalekan Ogunleye, and the Director General of the Morocco National Office of Hydrocarbons and Mines (ONHYM), Mme Amina Benkhadra.

The talks focused on how to drive the partnership between the two countries to accelerate the Nigeria-Morocco Gas Pipeline Project in line with the series of Memoranda of Understanding (MoUs) signed between the two countries in Abuja in 2022.

Both parties emphasised the strategic importance of the project to the two countries and the entire African continent and the need to drive it to completion expeditiously in line with the objective of stemming energy poverty on the African continent.

It would be recalled that the Cooperation Agreement for the 48" x 5,300Km pipeline from Nigeria to Dhakia (Morocco) and 1,700km from Dhakia to Northern Morocco was signed in 2017 with a capacity of 30 billion cubic meter (bcm) per year (equivalent of 3.0 billion standard cubic feet of gas per day).

The pipeline would traverse Republic of Benin, Togo, Ghana, Cote d'Ivoire, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Gambia, Senegal, Mauritania, and terminate in Morocco with a spur to Spain.

Due to the international nature of the project, the ECOWAS Commission is saddled with the responsibility to, among other things, facilitate inter-governmental treaty and host government agreements, establishment of Pipeline Higher Authority, and alignment with AU, UN and other relevant international bodies.

The project, among other things, will help drive the monetisation of Nigeria’s gas resources, maintain NNPC Ltd.’s energy leadership in Africa, and promote economic and regional cooperation among African Countries.

President Bola Tinubu says his administration will continue to provide the needed interventions in the oil and gas industry in line with the provisions of the Petroleum Industry Act (PIA).

Speaking when he received a delegation from the Chevron Corporation, led by Mr. Clay Neff, President of Chevron International Exploration and Production, on Tuesday in Abuja, President Tinubu said Nigeria would strengthen its long-standing partnership with the multinational company in line with the evolving dynamics in the oil and gas industry.

The President welcomed Chevron’s commitment to build on its investments in shallow and deep water operations in Nigeria, noting the company's ongoing $1.4 billion drilling project with the Nigerian National Petroleum Company Limited (NNPCL).

He also commended Chevron for its dedication to reducing its carbon footprint in the country.

''You must see the PIA as a legacy law. We assure you of quick interventions and turnaround on any issue you may have in your operations in our country.

''Nigeria is proud of the 60-year partnership with Chevron, and we believe this partnership will be strengthened to add mutually-beneficial value for the benefit of your shareholders as well as the living standards and economic opportunities of our population,'' President Tinubu said.

In his remarks, Mr. Neff pledged that the company would continue to operate in full adherence to the highest standards, even as it meets its investment commitments in Nigeria.

He highlighted the company’s contributions to domestic gas supply, noting the delivery of 25% gas through a joint venture with NNPC Limited.

He also said Chevron was scaling up its investments in the country with its recent efforts in a new phase of development to include: "the conversion, under the Petroleum Industry Act, of all the NNPCL/Chevron Nigeria Limited Joint Venture (JV) Oil Mining Leases (OMLs) and Agbami OML 127 to Petroleum Mining Leases and Petroleum Prospecting Licences (PPLs); entry into OPL 215 block to boost deep-water development opportunities; signing of 20-year renewal of three deepwater leases; commencement of seismic data acquisition in several deepwater leases; commencement of life extension work on the Agbami project, and, in partnership with NNPCL, securing of $1.4 billion financing to fund the NNPCL/CNL JV infill drilling programme between 2022 to 2026, which includes the drilling of 37 wells in the shallow offshore and onshore Escravos area and associated facilities".

Mr. Neff further informed President Tinubu that Chevron’s average annual tax and royalty remittances over the past three years had reached $3.4 billion.

''The bold steps you have taken since you assumed office are quite impressive. We are encouraged by our partnership of over 60 years, and we look forward, God willing, to continue that partnership for many decades to come.

''We are also looking at other opportunities as well, while operating with the best environmental practices. We will continue to grow our traditional oil and gas business because we know the countries where we operate are in need of those products, and the world needs those products,'' he said.

The Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPC Ltd.), Mr. Mele Kyari has called for collaboration between the academia and the Oil & Gas Industry towards addressing the challenges of energy sufficiency and sustainability.

Kyari made this call while speaking as a Guest Lecturer during the 2024 Faculty Lecture titled, "Energy Security, Sustainability and Profitability in Nigeria: Advances, Challenges and Opportunities,” organised by the Faculty of Science of the Obafemi Awolowo University (OAU), Ile-Ife, Osun State, on Wednesday.

In his lecture, Kyari highlighted the important role academic communities, such as the prestigious OAU, play in safeguarding national energy security through research and collaboration with the industry.

While pointing out the challenges hindering energy security in Nigeria to include rapid population growth, pipeline vandalism, and crude oil theft, Kyari identified energy conservation, diversification, and efficiency measures as major avenues for enhancing energy security.

Addressing the projected rapid population growth, Kyari harped on the importance of finding solutions to ensure sustainable energy security for the benefit of current and future generations.

He underscored the intensified competition for vital resources and urbanization drive, which would lead to a doubling of Nigeria's energy demand by 2050.

On the challenges posed by pipeline vandalism and crude oil theft, the GCEO observed that the issues have impacted NNPC Ltd.'s operations, stressing that the establishment of a command-and-control center has aided the detection and destruction of illegal refinery sites, removal of illegal connections, thereby addressing vandalism across operating corridors since 2021.

“The centre provides live streaming of surveillance data to security forces, contributing to the detection and destruction of over 5,686 Illegal Refinery (IR) sites and the removal of 4,480 Illegal Connections (ICs) from 2021 to the present,” the GCEO added.

Acknowledging the severity of vandalism and oil theft, Kyari hinted at a strategic shift, focusing on increased product trucking and storage in underground tankages at NNPC filling stations nationwide.

He highlighted NNPC Ltd.'s expanded retail assets, making it the largest single downstream company in sub-Saharan Africa after acquiring OVH retail stations and associated downstream infrastructure in 2021.

While underscoring NNPC Ltd.'s transformation into a fully commercial limited liability energy company following the passage of the Petroleum Industry Act in 2021, Kyari said the removal of fuel subsidies has allowed the Company to play a more active commercial role, ensuring profitability and delivering greater value to Nigeria's growing population.

NNPC LTD., CDS, INSPECT ILLEGAL VESSEL IN WARRI
Yesterday, the Group CEO of NNPC Ltd., Mr. Mele Kyari, and the Chief of Defence Staff, General Christopher Musa, were in Oporoza, Warri, Delta State, to inspect MT Kali, an illegal crude oil vessel loaded with thousands of metric tonnes of crude oil, intercepted by Tantita Security Services, a private security firm, in collaboration with the Nigeria Security & Civil Defence Corps (NSCDC), while it was loading directly from an offshore platform in Bayelsa State.

All 23 crew members onboard the illegal vessel have been arrested.

During the inspection tour of the illegal vessel on Monday, General Musa said the military remains committed to working with NNPC Ltd. and other government and private security agencies to halt the menace of crude oil theft in the Niger Delta.

"We are committed to stopping all acts of criminality in Nigerian waters. We are also sounding a note of warning to the perpetrators of this crime that enough is enough.

"The country is bleeding, and we need all funds to develop as a nation. It is by stopping these acts of criminality that we will be able to achieve that dream," the CDS added.

Kyari’s digital automation of operations, key to NNPC Ltd’s efficiency, high performance..wins 2023 Nigeria GovTech Awards

The Nigerian National Petroleum Company (NNPC) Limited and the Group Chief Executive Officer (GCEO), Malam Mele Kyari, have won the 2023 Nigeria GovTech Awards for exceptional service delivery in the public sector.

While the National Oil Company won the Best Federal MDA in Digital Initiatives in Reengineering Government Processes Award, the GCEO carted home the Distinguished GovTech Trailblazer Award.

The awards were in recognition of the GCEO leadership’s proactive steps in activating the Business Continuity Plan (BCP) that is hinged on digital automation of the company’s processes.

The single, sure-footed act of automation, emplaced to, among others, mitigate the effects of COVID-19, has brought about efficiency, high performance, and sustenance of the NNPC Ltd’s operations post-pandemic, for which the GCEO is now referred to as “Mr. Automation” in the industry.

Significantly, the GCEO, through the NNPC IT Division, automated Key Performance Indicator Dashboard across the entire IT Enterprise and Architecture, thereby improving reporting efficiency real-time performance tracking.

Kyari also activated Microsoft Enterprise Additional Licenses for NNPC Digital Transformation initiatives, leading to an estimated cost-saving of over $1 million to the Company.

Indeed, both the NNPC Ltd. and the GCEO shone like a thousand stars at the venue of the awards at the International Conference Centre on October 13, 2023. The event had as its theme “Advancing Public Service Reforms Through Digital Transformation.”

The Nigeria GovTech Awards were given by the Bureau of Public Service Reforms (BPSR), an agency under the Presidency in aid of federal government’s initiative designed to bring governments at the federal, state, local levels, and actors in the technology industry together to discuss and identify new ways and emerging trends in which ICT could be used to transform public service and improve the general well-being of Nigerians.

In clinching the award, the NNPC Ltd. and its GCEO, Malam Kyari outclassed several other contestants in the public sector even as it was clear that the BPSR selection process was anchored on merit, thus strengthening the credibility of the selection process and the subsequent awards.

The DG of BPSR, Dasuki Arabi had commended Mele Kyari’s deployment of technology in driving business at the NNPC Ltd in addition to his exemplary leadership in advancing GovTech initiatives and digital governance within the nation’s oil conglomerate, in line with the Federal Government digital transformation in the public sector.

It would be recalled that prior to the presentation of the awards, Mr. Arabi had, in a letter dated 19th September 2023 to the NNPC Ltd’s GCEO, said that “Sequel to a nationwide nomination and online voting process initiated on Radio, Television and Newspaper publication, we are pleased to inform you that your organisation will be honoured with the prestigious Nigeria GovTech Award in the category of ‘Best Federal: MDA in digital initiatives in reengineering government processes’.”

Arabi had also said that the awards represented a veritable platform aimed at repositioning the Nigerian public service as an engine of reforms in the country.

Kyari Calls on Nigeria’s Oil Industry to Adapt to Changing Energy Landscape

The GCEO, NNPC Ltd, Mele Kyari has charged stakeholders within the Nigerian oil and gas industry to adapt, evolve and lead in the ever-changing global energy landscape.

Kyari gave this charge while delivering an Industry address at the opening ceremony of the 41st Nigerian Association of Petroleum Explorationists (NAPE) Conference taking place in Lagos, on Tuesday.

The GCEO, who was represented by NNPC Ltd’s Executive Vice President, Upstream, Oritsemeyiwa Eyesan, underscored the pivotal role of oil and gas exploration in shaping the future of the oil industry, emphasized the need for dedication, expertise and pursuit of knowledge in the quest to unlock new frontiers and push technological and economic boundaries within the industry.

Reiterating NNPC Ltd's commitment, Kyari emphasized the company's dedication to embracing exploration, developing renewables, fostering innovation, adopting emerging technologies, and implementing portfolio management as key drivers of success in the evolving energy landscape. He expressed optimism that the NAPE Conference would yield solutions and positively impact the nation's economic landscape.

While acknowledging the global shift towards renewable energy, the GCEO pointed out challenges such as intermittency, predictability, and reliability due to geological constraints.

He further highlighted the absence of a perfect energy source and advocated for a diversified energy portfolio that leverages innovation and technology to harness the strengths of different energy sources.

The NAPE Conference is an annual convergence of geologists and industry professionals engaged in oil and gas exploration and production. This year’s edition has as its theme "Repositioning the Oil & Gas Industry for Future Dynamics," and seeks to advance the study and application of geosciences for the benefit of stakeholders.
