TO EVERYTHING, THERE IS TIME AND SEASON.

Dear AE-FUNAI Community, I wish to use this medium to bid my heartfelt valedictory speech and appreciation to God Almighty and to you all for your utmost supports, ranging from the campaign time, election time, down to the period of my service as the AE-FUNAI SUG 3rd Assembly Senate President.
We should recall that this administration came into power on May 19th with inauguration done on the 21st of May, 2021 by our amiable Vice Chancellor, Prof. Sunday Oge Elom.

Upon assumption of office as the 3rd elected Senate President of AE-FUNAI SUG, I and my colleagues quickly hit the ground running by;
1. Getting a working document for the first time
2. Setting up some standing and ad hoc committees
3. Oversight functions within the campus such as hostels, business centres, etc
4. Filling up some Students Union vacant positions,
5. Getting a standard symbol of authority for the legislative arm
6. Reworking of our Students' Union constitution to best standard (in progress)
7. Passed some legislative bills such as;
Indigent Programme bill that will pay the school fees of some of our students, mandatory provisions/installations of waste bins within the campus for its cleanliness, etc
8. By motions, tried to address the infrastructural deficit within the campus, fixed the internal street lights, timely upload of results and pending results, establishment of judiciary arm, etc
9. Provided the best assistance, support & legal framework to the Executive Arm
10. Ensured checks and balances
11. Etcetera Etcetera

Fellow Eagles, i may not have served to the expectations of your high hope & desires. This may be attributed to a balance in academic activities & provision of a quality leadership at same time. My sincere apologies for that.
Always bear it in mind that I was very committed to providing a true & quality leadership.

Indeed, i couldn't have achieved anything without the supports and encouragement of our dear Vice Chancellor, Prof. Sunday O. Elom, the Deputy Vice Chancellor (Academics), Prof. Dennis Akoh, the Deputy Vice Chancellor (Administration), Prof. Abel Ezeoha, the Registrar, Dr. Odisa Okeke, University Librarian, Dr. Mrs Julian O. Akidi, former DSA, Dr. N. A Obasi, the ever workaholic DSA, Dr. Irem Collins, Deputy DSA, Mummy Nnodi Chiaka, SA to the VC, Dr. John Ekpe, Deputy Registrar (VC's Office), Mrs. Kate Nwankwo, University PRO, Mr. Elom Iyke Ubochi, Other University Principal Officers, Staff, family members and indeed, the most peaceful and vibrant students of Alex Ekwueme Federal University, Ndufu-Alike. I say, God Bless You all for your maximum supports.

I will not also forget to appreciate my primary constituent- Faculty of Engineering & Technology, the staff & students of the faculty. Thank you all for the supports, love & encouragement within the few months I served at the Students' Union level.

Special thanks to our president, Comr. Agbo Solomon, the Executives and all the Legislators for the unity exhibited during the time of service. And to my predecessors, Sen. Jerry Udom(1st Elected Senate President), Sen. Nwoba Linus (2nd Elected Senate President). God bless you all for the solid foundation that you led.
To my leaders, SA on Students Affairs, Hon. Gideon Onwe, Comr. Okoro Offor Joshua (Majesty), Comr. Olisa Nwuruku & so many others. God bless you all.

To the Interim government, I wish you all round success. Within the two (2) months you are to serve, be focused and ensure that the welfare of the students are topnotch in your agenda. I will always be there to assist, if the need arises.

Once again, thank you very much for finding me worthy to serve, as I anticipate your undiluted support in any other capacity i may find myself in the nearest future. Be rest assured that I will always be ready to serve you to the best of my ability.

FROM THE OFFICE OF THE CHAIRMAN, NSLC, EBONYI STATE:

First, i want to appreciate God for his faithfulness, love & grace upon our lives.

Yesterday, another history was recorded in the Nigerian Students' Legislative Council (NSLC), as our election was conducted and i, Sen. Umahi Wilson, the Senate President of AE-FUNAI SUG, emerged as the chairman of the Nigerian Students' Legislative Council (NSLC), Ebonyi State Chapter.
The election took place at Berifina Garden, hilltop, water works road.
It was a hitch free one and no form of violence or any related issue was recorded.

In my acceptance speech, i did promise that with the support, commitment of my executives, colleagues & stakeholders, we will move this body forward to a point we all will be glad of and this shall be fulfilled.

The former chairman of the body, Rt. Hon. Nwokpuru Emeka also expressed his happiness over the success of the election and charge the newly elected Excos not to relent in projecting the body forward and to ensure that they maintain the peaceful coexistence that have being existing.

Special appreciation to the capacity SA on Students Affairs to Ebonyi State Governor, Hon. Gideon Gideon Ifeanyi Onwe . He has been very supportive.
Also, is the Director of NANS, Special Duties (Zone B), Comr. Olisa Nwuruku Alfred , Former Senior Comrades Forum Chairman, Comr. Okoro Offor Joshua (Majesty), the Chairman, Ebonyi State Environmental Wastes, Mr. Orji Umahi Nweze , the National President of NSLC, Rt. Hon. Okafor Chinedu Goodluck Okafor , the Eleco Chairman, Comr. Nwite Samuuel and my colleagues at the election ground, Sen. Joebliss Nnamdi Ekechi , Sen. Agwu Chukwuemeka , Sen. Kalu Ifeanyi, Sen. It has been an interesting and impacting experience as the Senators of the 3rd Assembly led by the Senate President, *Dist. Sen. Wilson Umahi* joined their colleagues from other universities/higher institutions within the country to attend the ongoing Nigeria Student Legislative Council (NSLC) SUMMIT that started on the 18th August, 2021 at Ebonyi State University (perm. Site Campus) with a plenary Session which was presided by the National President of the Association, Rt. Hon. Okafor Goodluck.

The Summit with the theme " *Student Legislators, A Necessity For Nation Building* "highlighted the attributes of a good legislator as well as other expectations and the way out of some other unforseen circumstances that may be faced in the course of some legislative processes.
It's expected that with the knowledge gotten from the Summit, they would be a more improved and robust legislation in the coming weeks, which will be of utmost benefit to the students and the school at large.

The event was honoured with many dignitaries both within and outside the state. Among which was our Dean Students' Affairs, Dr. N A Obasi who was given an AWARD OF EXCELLENCE for his continuous support towards the growth of student leadership.

*OUTCOME OF THE SENATE EMERGENCY PLENARY OF THE 3RD ASSEMBLY, AE-FUNAISU.*

Today, the 21st July, 2021, the Senate President summoned an emergency plenary in other to address some pressing issues affecting the students.
In the course of the sitting, the following bills scaled through third reading and was approved by the Senate today, waiting for the presidential accent in other for it to become a law:

1. A bill for an act to establish and sustain indigent programme for the affected AE-FUNAI students.
Sponsor: Sen. Akubuo Chibueze (Representing Faculty of Engineering and Technology)

2. A bill for an act to station waste baskets at every department/faculties, business centres and strategic points within the school premises.
Sponsor: Sen. Akubuo Chibueze (Representing Faculty of Engineering and Technology)

3.A bill for an act for the stationing of second tricycle terminal in-between the new faculty of Education and Humanities.
Sponsor: Sen. Ekemini David (Representing Faculty Of Education).

4. A bill to terminate payment of internet charges/arrow fast( #6500) across all departments, levels and faculties.

The Senate equally passed a resolution that the following Executive members should appear before the house in their next sitting to give account of how they have being running their office. The affected directorates are:

Fellow soaring eagles, i wish to seize this opportunity to wish us success as we embark on another trial called exams.

Dear eagles, there is no doubt that this exam is of no difference from the ones we have been writing for some years now and as such, i advise us to unleash the strength and knowledge we have acquired so far to prove our lecturers, guardians and the general public that truly, we have come a long way and there is no need of giving up in this struggle of survival.

Let me equally use this opportunity to advise us to desist from anything that will implicate us before, during and after the exams.
Obey the examination instructions/guidelines. Be of good conduct and adhere to the rules governing the university community more than ever before.

*OUTCOME OF THE EMERGENCY PLENARY SUMMONED BY THE SENATE PRESIDENT, SEN. UMAHI WILSON ON 28th JUNE, 2021.*

Sequel to the oversight embarked on the 25th June, 2021 to the male as directed by the senate president, the house summoned an emergency sitting on the 28th day of June, 2021, to discuss the outcome of the oversight:

Here below were the resolutions of the house:

1. Management should fix all the leakages in the kitchen and ensure that the taps and electric bulbs there are functioning
2. Reduce the number of students in room to avoid overcrowding. Ensure the sockets, switches, ceiling fans, electric bulbs, window nets, etc are put in place.
3. Fix all the WC's, clogging, leakages, etc. and ensure water flows in the toilets/bathrooms.
4. Fix taps at strategic points within the hostel. It's appealing that manpower borehole is the only source of water supply there.
5. Improve the working conditions of hostel staff as well as increasing their monthly earnings especially that of cleaners.
6. Overall renovation of male/female hostels while students are on vacation. However, management should make adequate provision for construction of a new hostel for the male students

*BILLS CONSIDERATIONS/PRESENTATIONS:*

1.The Bill for the tricycle operators be permitted to operate from 7pm to 10pm within the campus sponsored by Sen.Chidera scale through second reading.
2.The Bill to adopt freshers anthem and school anthem as Sponsored by Sen. Splendor scaled through first reading.
3.A Bill to station a tricycle terminal between new faculty of education and humanities Sponsored by Sen. Ekemini David which scaled through second reading in the last plenary failed to pass through third reading as the chairman senate committee on transport, Sen. Akubuo Chibueze presented a report against the bill.
However, the senate president, Sen. Umahi Wilson charged the committee to go on oversight again and report back to the house in the next plenary.

*MOTIONS:*

1. The motion to terminate internet fee payment( #6500) sponsored by sen. Bethel(faculty of education) was stepped down due to the absence of the sponsor of the motion.

2. Sen Akubuo Chibueze(faculty of engineering and technology) sponsored a motion on the need to station waste basket across all faculties, department, units, Directorate and strategic places within the campus to enhance the cleanliness of the campus.

3. A motion Sponsored by Sen. Akubuo Chibueze(,faculty of engineering and technology), to terminate the duplication of payments by students on faculty/department fees totalling ( #3,000) which was discovered to be part of what students pay in the other charges fee( #1,000) was adopted by the house.

4. A motion sponsored by Sen. Onyedikachi(faculty of biological sciences) on the need to maintain the students restrooms in his faculty and by extension, other faculties/departments was adopted by the house.

The sitting was adjourned by sen. kalu and was seconded by Sen. Chukwuemeka.

*SENATE RESOLUTIONS DATED 23RD JUNE 2021*

Based on the motion sponsored by senator Akubuo Chibueze of the faculty of engineering and technology and the senate president (SEN. UMAHI WILSON) directive on male hostel inspection, the special committee went on oversight on Friday evening being 26/06/2021 and observed the followings:

1. Poor ventilation inside the hostel
2. Overcrowding
3. Unkept environment
4. Lack of electrical appliances such as bulbs, switches, sockets, ceiling fans
5. Poor drainage system in the hostel
6. Poor salaries for cleaners, etc

Though, the senate president also advised the students in the male hostel to take proper care of their surroundings and ensure high level of cleanliness. He also charged them against open defecation and advise them to always do things right, while the union work for them.

As a result, the senate president through the clerk of the house summoned an emergency sitting of the senate to discuss extensively on those issues.

*OUTCOME OF THE 3RD SUG SENATE PLENARY HELD ON 23RD JUNE, 2021.*

The plenary started at exactly 04:45pm with opening prayer by the senate president, Sen. Umahi Wilson

In his opening remarks, he prayed for diligence to work towards the course of serving the union in a better way.

*ADOPTION OF ORDER PAPER:*
Senator Akude Chidera Nicholas from Faculty of Agriculture moved a motion for the the adapotion of the order paper after a little corrections was done due to error by omission of one of the bills to delibrate upon and Sen. Chukwuemeka Agwu from Physical sciences(Chief Whip) seconded the motion. However, with agreement of the entire house, the bill was captured to be in the order paper and also, to be deliberated upon.

As the plenary was going on, the senate standing rules were greatly enforced. Where Sen. Ekemini David of Faculty of Education defaulted the senate standing rules number 5 and 14 . And the chief whip walked him out the plenary for 30mins.
More so, Sen. Kalu Ifeanyi Samuel (Senate Leader) was found guilty for appearing late in the plenary and same disciplinary measure was accorded to him. This however was to ensure discipline in the Legislative Arm of the SUG.

*PRESENTATION OF BILLS:*

A bill for an act to terminate the payment of internet charges(6500)/Arrow fast payment by students of AE-FUNAI across all faculties(SB. 002) scaled through first reading successfully.
However, this bill was sponserd by Sen. Bethel Nnadozie Friday (The clerk of AE-FUNAISU 3rd Assmbly).
The members of the senate Chamber adopted the bill. It waits second reading.

*CONSIDERATION OF BILLS:*

*A bill on the establishment of lecture halls for students of faculty of engineering and technology (SB. 001)*
This bill sought for an act to establish "The building of lecture halls Across all Faculties with special emphasis on the faculty of Engineering and Technology".
This was the third reading of this bill sponsored by Sen. Chibueze Akubuo of faculty of Engineering and technology.
Recall that in the last plenary, the bill was debated upon and referred to the committee on Welfare to give the senate feedback by next two sittings. However, the chairman of the committee, Sen. Chime Ugochukwu was not present in the house to defend the course of responsibility given to them. The bill was stepped down for next Legislative sitting.

*MOTIONS:*

Motion 1:
*A motion for "The school management to consider the upload of results of students on time"*.
This was sponsored by Sen. Chibueze Akubuo of faculty of engineering and technology.
The entire house commended the motion and resolve as follows:
i. That the school management should consider quick uploading/release of results of GST 201 for 200level students of Banking and Finance, Accountancy and Business Administration alongside with other results in various departments and faculties. It's necessary students see their result on time.
ii. They pray that the senate committee on welfare should lias with the Director of Welfare(since there's no Director of Academic planning under student Union for now) to draft out positive measures to achieve this demand. However, they should meet the Deputy Vice Chancellor Academics and Dean Students Affairs, present the issue of delay in uploading of results.
iii. That school management should consider uploading of results of students on time to enable us know our stand for the next session. It is not good that when students might have paid school fees of a new session, participated in that session's mid semester Exam, inception quiz and some other assignments, then the school will come up probating such students to a lower level. Such act is unacceptable.
iv. They pray that the school management uploads results before students start registering courses of a new semester.
V. They pray that the school management should consider release of last semester result as soon as possible.

Motion 2:
*"Improvement of welfare of male students in the Male Hostel"*
This motion too came through Sen. Akubuo Chibueze from faculty of Engineering and technology.

The male students in the male hostel are humans too. It is disheartening that the condition of their hostel is exactly the same as that of the pigs.
The hostel needs serious attention in terms of adequate power supply, total compound cleaning and provisions of water for the students living there.
However, the Senate Chamber agreed on the following resolutions:

1). School management should consider extending the power supply(electricity) in the male hostel just as it is in the female hostel from evening till the next morning
2). The hostel cleaners should be equipped with necessary materials which will enable them implore high skills in maintaining the surroundings.
3). Senate committee on welfare and other delegates to be appointed should interface on special oversight function at the male and female hostel, get reports and communicate back to the senate in next Legislative sitting.

However, the delegates for this function include :
1. Sen. Ugochukwu Chime(Chairman on senate welfare committee)
2. Sen. Bethel Nnadozie(clerk of the senate)
3. Sen. Akude Chidera Nicholas(Secretary senate welfare Committee)
4. Sen. Akubuo Chibueze (chairman, senate committee on transport)
4. Sen. Ramon Nkemjika (deputy clerk)
5. Sen. Agwu Chukwuemeka (chief whip)
6. Sen. Kalu Ifeanyi(Leader of the House)
7. Sen. Obi Onyedikachi
8. Sen. Umahi Wilson (Senate President)

4. Our students needs the right mentality of instilling personal hygiene. As the union is fighting for their welfare, they too should help us by doing the needful.

All the prayers were adopted by the house.

*BILLS:*

Senator Ekemini David's Bill(SB. 006)

This bill scaled through second reading as much debate came into play. Sen.Bethel Nnadozie made it clear that stationing of tricycle terminal in between the new Faculty of education and humanities, will not only favour students but will help lecturers in their day to day assignments. However, this bill is encouraged to be stepped down as a motion. He urged the Senate committee on transport to work diligently with the Director of transport in other to accomplish the task. The bill was referred to senate committee on transport and they were mandated to report back to the House in next two Legislative sitting.
It was however adopted by the entire House.

"A bill for an act to extend the time for tricycle movement in school campus from 7pm to 10pm(SB. 004)"

This bill was read for the first hearing successfully.

*CONSIDERATION/REPORT FROM THE SENATE COMMITTEE ON CONSTITUTION REVIEW.*

The chairman of the committee(Sen. Onyeabo Chukwu Chukwuma, DSP) gave report of how far the committee had gone in bringing in a notable and outstanding constitution. However, by next sitting, the review of the constitution will take another level of response.

*SOCIAL GATHERING*

The Senate President ruled it by stating:
The freshers' night is already at hand. The senate Committee on socials should endeavor to make the event a success. However we shall look into the social lives and events that maybe organised in subsequent times to come and things must be done according to offices and functions.

*ADJOURNMENT*

Sen. Kalu Ifeanyi Samuel moved for adjournment and Sen.Onyeabo Chukwuma seconded it.

OUTCOME OF AN EMERGENCY PLENARY SUMMONED BY THE SENATE PRESIDENT ON WEDNESDAY, 9th OF JUNE, 2021:

The emergency sitting commenced around 4:30pm on the arrival of the senate president, Sen. Wilson Umahi,
and other principal officers.

The following items were considered:

1. ADOPTION OF SENATE STANDING RULES:
Recall that on friday, 4th of june, 2021, the senate had their plenary for the first time and in a bid to reposition the house, the senate president quickly set up an adhoc committee to go and draft rules that will be guiding the senate. The report was ready on the second plenary and was adopted by members of the house.

2. PRESENTATION OF BILL:
Sen. Ekemini David representing the faculty of education sponsored a bill for the stationing of second tricycle terminal in-between the new faculty of education and humanities and the bill scaled first reading.

3. CONSIDERATION OF BILL:
Sen. Akubuo Chibueze representing the faculty of engineering and technology also sponsored a bill to establish the building of lecture halls in the faculty of engineering and technology and the bill passed second reading, with all the senators supporting it. Recall that the bill was read for the first time during the first official sitting of the house on Friday, the 4th of June, 2021.

4. MOTION:
Sen. Agwu Chukwuemeka representing the faculty of physical sciences moved a motion on an urgent need to establish functional infrastructures in the faculty of physical sciences.
The motion was deliberated upon and the senate under the leadership of Sen. Wilson Umahi adopted the following resolutions:
a) urge the management to quickly intervene and ensure that the lecture halls are properly and adequately maintained with better ventilations, functional switches and lights as well as other facilities been in place.
b) charged the directorate of welfare to include it as part of the budgetary plans.
c) charged the students to always take proper care of the facilities

5. COMMITTEES SET-UP:
The senate president, Sen. Wilson Umahi also set up some committees in the house in other to have a smooth running, effective and efficient government. The committees with the members are:

*OFFICE OF THE SENATE PRESIDENT 3RD ASSEMBLY AE-FUNAISU:*

*BRIEF OUTCOME OF THE FIRST SITTING OF THE SENATORS:*

On the 4th of June, 2021 being Friday, the Senators of the 3rd Assembly AE-FUNAISU had their first sitting at the needs assessment building.
The sitting which commenced at exactly 4pm had in attendance, all the principal officers of the 3rd assembly and almost all the senators representing each faculties.

In an opening remark, the Senate President, sen. WILSON UMAHI made the house to understand the need to be time conscious in all they are doing, noting that their tenure is too short and that they should always do their possible best to serve the students that elected them to the office.

The senate president equally made some appointments and confirmed the remaining principal officers who were not elected.

The appointed principal officers are as follows:
1. Sen. KALU IFEANYI SAMUEL - LEADER (representing faculty of management science)
2. Sen. IHEANACHO SOMTOCHUKWU - DEPUTY CHIEF WHIP (Representing faculty of biological science)
3. Sen. OBILOR RAMON - DEPUTY CLERK (Representing faculty of social science).

He equally appointed and confirmed Mr. Amulu Patrick as sergeant-art-arm of the senate.

Further senate appointments and confirmations were adjourned to the next sitting.

Talking about bill presentation, Sen. Chibueze Akubuo representing the faculty of Engineering and Technology sponsored a bill on the need to build lecture halls across all faculties with more emphasis on the Faculty Of Engineering And Technology, to enhance conducive learning. This bill passed first reading.
Sen. Ekemini David from the faculty of Education requested that the sponsor of the bill speak concerning it but the Senate President made him to understand that Constitutionally, it's not mandatory that a sponsor of a bill speak about it on the first reading.

In bid to ensure that the vacant offices both in Executive and legislative offices are occupied, the house deliberated concerning it and the following prayers were adopted:
1.That the SUG President should be granted the opportunity to appoint students into the vacant Executive office which includes the Directorate of socials and Academic Planning.
2.That the management should conduct election between the people that contested but couldn't make it at the poll but are still interested in being part of the government.
3.That the Dean Students Affairs should be ask to use any best means Known to him in choosing people that will fill in the offices.
Recall that Faculty Of Humanities could not produce any Senator to represent them and Biological sciences only produced one.

The motion for adjournment of the Sitting was moved by Sen. Bethel and And Sen. Agwu Chukwuemeka seconded it.

The house witnessed some observers like comr.Tochukwu okoro ,Mr Charles Michael and so many others.
