Residents of Otjomuise Seek Legal Representation to Occupy Vacant Houses
Kaleb Nghishidivali
Windhoek, February 22, 2024 — A group of approximately 40 residents from Otjomuise, on Thursday made their presence known at the Windhoek High Court as they filed a notice to defend and requested legal representation in their bid to occupy vacant houses in their community.
Scheduled for the 29th of this month, this move comes amidst a legal battle between the residents and the developer, Calgrokuumba Planning and Design, alongside the Minister of Urban and Rural Development, Erastus Uutoni.
The genesis of this conflict traces back to the endeavor of the aforementioned parties to prevent the residents, led by Amushelelo, from taking over the unoccupied houses. Constructed under the government's mass housing program, these residences have remained empty since 2017, serving as a poignant reminder of unfulfilled promises and unmet needs.
While the desire to inhabit these dwellings is palpable among the residents, concerns over the quality of infrastructure loom large. Reports indicate that some of the houses suffer from defective sewer connections, while others are situated in unplanned townships or on uninhabitable sites.
These deficiencies not only raise questions about the suitability of the houses for habitation but also underscore broader issues pertaining to urban planning and housing development in the region.
For the residents of Otjomuise, the quest for dignified housing has become intertwined with a struggle for justice and representation. With legal proceedings underway, the outcome remains uncertain, yet the determination of the residents to assert their rights and reclaim what they perceive as rightfully theirs remains steadfast.
