17 ENTERTAINMENT PREMISES IN IMMIGRATION
Malaysia Immigration Department (JIM) has invaded 17 entertainment premises in a Special Operation carried out on March 8, 2024 at locations around Kuantan, Pahang. The operation starts at 11.00 pm involving a team of officers and members of various ranks from the Intelligence and Special Operations Division, Putrajaya Immigration Headquarters in collaboration with the State JIM Pahang. This operation was also joined by the Special Tactical Forces (PASTAK), JIM Negeri Perlis, JIM Negeri Sembilan.
This operation was conducted based on complaints and investigations conducted by the Intelligence and Special Operations Division, Putrajaya Immigration Headquarters for 3 weeks. Based on the information obtained, the operations team has been arranged to move to 17 premises consisting of 4 entertainment center premises, 9 nightclub (pub) premises and 4 prostitution premises. The operation team has arrested 103 female Thai nationals, 2 female Laos nationals, 11 female Vietnamese nationals, 2 female Myanmar nationals, 2 female Indonesian nationals, 5 male Myanmar citizens, 1 male Indonesian citizens, 11 male Bangladeshi nationals and 3 male Chinese nationals aged between 19 to 49 years. While 11 male Malaysian citizens who acted as premises caretakers aged between 25 to 46 years were also detained. The total number of detainees is as many as 151.
Preliminary audit found that 67 female Thai citizens, 2 female Laosian citizens, 10 female Vietnamese citizens, 2 female Myanmar citizens, 3 female Indonesian citizens and 10 male Bangladeshi citizens who were detained possessing Social Visiting Pass (PLS) and Temporary Working Visiting Pass (PLKS) which are still my valid while others don't have any travel documents or valid Passport to be in this country.
The operation team has seized a number of condoms, premises documents, business records, premises keys, s*x equipment, 67 copies Thai passport, 2 copies Laos passport, 10 copies Vietnam passport, 2 copies Myanmar passport, 3 copies Indonesian passport, 10 copies Bangladesh passport, cash as much as RM7880.00, 21 units of mobile phones, lubrication gel, bracelet tips, CCTV (towels and equipment).
The modus operandi in this entertainment center is to promote female foreign nationals by using their photos through social media apps. The selected female foreign nationals will be handled by a male Malaysian citizen who is believed to be the caretaker of the premises before the customer goes to the provided room. The fees imposed on customers at the premises range from RM300.00 to RM400.00 depending on the package offered. The payment transactions used for this business were online or in cash before the female foreign nationals were handed over to the customer.
In addition, the mode of operandi used in prostitution premises is that the customer will present themselves to the premises and select female foreign nationals based on the given catalog. Once the customer has made a choice of the woman he wants to be treated, the customer will be taken to a special room provided. Cash payment to the premise caretaker as the customer starts entering the room. The pay rate applied is between RM250.00 to RM350.00 per hour.
During the raid, there were secret rooms inside the premises believed to be locations for a foreign national hideout when raided by authorities. There was a male foreign national who was in the premises trying to escape by jumping from the second floor of the premises and falling resulting in injuries. The operational officer reacted quickly contacted the Civil Defense Forces of Malaysia (APM) for further treatment.
All foreign nationals were detained on suspicion of committing offenses under the Immigration Act 1959/63, Passport Act 1966 and Immigration Rules 1963 were later taken to Pahang State Gym for further action. While 11 male Malaysian citizens were detained on suspicion of committing offenses under Sec.56(1)(d) Immigration Act 1959/63. As many as 40 Malaysian citizens were given Notices to come to the office to assist with the investigation.
The Department will continue strict action against any parties found to have committed offences under the Immigration Act 1959/63, Passport Act 1966, Immigration Rules 1963 and the Anti Trafficking in Persons and Smuggling of Migrants Act 2007 (ATIPSOM).
