(ii) PENGURANGAN TUNGGAKAN DENDA SEBANYAK 50 PERATUS BAGI PEMBAYARAN CUKAI TANAH DAN CUKAI PETAK MULAI 1 MAC SEHINGGA 31 MEI 2025

Kerajaan Negeri Pulau Pinang menerusi Majlis Mesyuarat Kerajaan (MMK) minggu lalu bersetuju memberikan pengecualian tunggakan denda cukai tanah dan cukai petak sebanyak 100 peratus kepada semua pemilik tanah serta petak di negeri ini yang membuat bayaran cukai (tanah dan petak) masing-masing mulai 2 Januari 2025 sehingga 28 Februari 2025.

Dalam pada itu, mesyuarat yang sama turut bersetuju memberikan pengurangan tunggakan denda cukai tanah dan cukai petak sebanyak 50 peratus kepada semua pemilik tanah serta petak yang membuat bayaran mulai 1 Mac 2025 sehingga 31 Mei 2025.

Kedua-dua insentif serta tawaran tersebut turut dipanjangkan kepada pemilik tanah atau pemilik petak yang telah menerima Notis Denda 6A (cukai tanah) atau Notis Denda 11 (cukai petak).

Walau bagaimanapun, tawaran pengecualian dan pengurangan tunggakan cukai tanah serta cukai petak dinyatakan tidak dipanjangkan kepada pembayar yang membuat pembayaran secara ansuran. Tawaran ini juga bukan berbentuk retrospektif serta tidak boleh dinikmati oleh pemilik tanah atau petak yang membuat pembayaran tunggakan denda lewat sebelum tarikh pengecualian dan pengurangan ini dikuatkuasakan.

Secara keseluruhan, hasil semakan mendapati bahawa terdapat tunggakan denda lewat yang tinggi melibatkan 40,371 akaun cukai tanah dan cukai petak (67,537 akaun) di Pulau Pinang berjumlah hampir RM40.1 juta. Sekiranya para pemilik tanah dan pemilik petak tidak membuat bayaran cukai tanah serta cukai petak dengan segera, dikhuatiri tanah atau petak mereka akan dilucut hak oleh Pihak Berkuasa Negeri akibat tunggakan bayaran sedia ada.

Umumnya, insentif diskaun yang diberikan oleh Kerajaan Negeri adalah bertujuan menggalakkan pemilik tanah dan pemilik petak membayar cukai tanah serta cukai petak bagi tahun 2025 pada tempoh lebih awal. Selain itu, ia juga bertujuan meringankan beban pemilik tanah serta pemilik petak yang memiliki tunggakan denda cukai tanah dan cukai petak tinggi akibat tunggakan tidak membuat pembayaran sebelum 31 Mei setiap tahun.

Justeru, adalah menjadi harapan Kerajaan Negeri agar semua pemilik tanah dan pemilik petak di negeri ini dapat mengambil peluang membuat bayaran masing-masing secepat mungkin mulai 2 Januari 2025 sehingga 28 Februari 2025 bagi membolehkan mereka menikmati pengecualian tunggakan denda sebanyak 100 peratus.

Pembayaran boleh dibuat menerusi kaunter hasil Pejabat Daerah dan Tanah dan juga secara dalam talian melalui portal, PgLAND secara sekali gus (lump sum). 槟州政府于上周召开的行政议会上，同意所有在2025年1月2日至2025年2月28日期间缴纳地税和单位税的地主及业主，其欠缴罚款将获100%豁免。

与此同时，行政议会也同意，所有在2025年3月1日至2025年5月31日期间缴纳地税和单位税的地主及业主，欠缴罚款将获50%减免。

收到6A罚单（地税）或11罚单（单位税）的业主，也可享有上述两项优惠。

不过，分期缴付税款的业主将不享有这两项豁免及减免的优惠。此优惠不具追溯力，在此项豁免和减免生效之前缴纳的逾期欠款罚款的业主，也将不享有此优惠。

审查结果发现，在槟城，逾期缴纳地税及单位税的罚款数额很高，近4010万吉，涉及4万371个地税账户和6万7537个单位税账户。若地主及业主不立即缴纳地税和单位税，他们的土地或单位恐会因欠缴税款而被当局没收。

总的来说，槟州政府给予的折扣优惠旨在鼓励地主及业主提前缴纳2025年的地税和单位税。此外，州政府也希望协助减轻那些未能在每年5月31日前缴纳地税和单位税的地主及业主，所需缴付高额罚款的负担。

为此，槟州政府希望州内所有地主和业主把握这次机会，尽快在2025年1月2日至2025年2月28日期间缴纳其费用，以便享有100％的豁免欠缴罚款。

相关地主及业主可通过县土地局或PgLAND 网站一次性缴付其费用。如有任何其他疑问，可致电 04 – 650 5844 / 5847 / 5849 联系槟城土地和矿业局，或到各县土地局查询。

“动物尸体频现敲警钟，校园安全需重视”

针对近日 #马来亚大学接连发生疑似 #虐杀动物事件，导致校内人心惶惶，槟城光大区州议员郑来兴发表声明表示，尽管事件发生地不在槟城范围内，但此事关乎公共安全和校园安宁，理应引起全国关注。他强调，若处理不当，这种歪风可能蔓延至其他州属，进一步威胁更广泛的社区安全。因此，他呼吁警方加速调查，并提升效率，确保校园安全不受威胁。

郑来兴指出，尽管警方早前将事件归类为动物掠杀行为，但根据兽医卡蒂妮·法拉医生的剖检报告，确认其中一只猫咪的死因为利器所致，这明显超出普通掠杀案件的范畴。他认为，警方应与民间调查力量合作，采纳建设性建议，以提高调查成效。

同时，郑来兴严厉批评马来亚大学管理层在处理事件上的拖延和冷漠。他直言，作为全国顶尖学府，马大的管理层有责任优先考虑校园安全，而目前的缓慢反应和不作为不仅令人失望，更反映出管理上的严重缺失。郑来兴进一步指出，如果这些动物虐杀事件确系人为所为，那么凶手未来将目标转向学生的可能性，不容忽视。

他强调，这起事件或已超越一般动物虐杀行为的范畴，存在更深层次的潜在威胁。警方和校方必须正视问题，迅速采取行动查明真相，以消除隐患，确保校园安全，维护学生的生命权益。

Penang State EXCO for Tourism and Creative Economy, YB Wong Hon Wai announced that, the Penang Chingay Parade 2024 will take place on this Saturday evening, December 28, 2024, from 6:00 PM to 11:00 PM. The grand parade will start at Padang Brown in Datok Keramat and make its way through the streets of George Town, UNESCO World Heritage Site. The parade will follow a vibrant route, passing several iconic streets including Jalan Johor, Jalan Dato Keramat, Komtar, Jalan Penang, Jalan Burma, Jalan Transfer, Jalan Sri Bahari, Lebuh Chulia, and Jalan Masjid Kapitan Keling, before arriving at the main stage at Padang Kota Lama (Esplanade).

At the main stage, a spectacular finale awaits, featuring a dazzling lineup of cultural performances. Highlights include awe-inspiring Chingay flag peformance , dragon and lion dances, martial arts , traditional Malay dance (Boria), Indian martial arts, and a parade of Nyonya women donning Kebaya attire on Penang’s iconic trishaws. Other performances include brass bands, stilt walkers, and many more, offering a diverse and captivating cultural showcase that promises to leave the audience spellbound.

Padang Kota Lama will host a series of exciting activities starting at 6:00 PM. Visitors can enjoy live band performances featuring popular hit songs, creating a lively and immersive atmosphere. An Instagram-worthy photo corner with beautifully designed backdrops will invite attendees and tourists to capture memorable moments.

For those eager to experience the charm of traditional culture firsthand, the event includes an interactive Chingay flagpole experience corner, where participants can try their hand at this unique art form. Additionally, dragon and lion dance props will be on display for photo opportunities and family-friendly interactions. This immersive experience will allow children and families to connect with local traditional culture in a fun and engaging way, instilling a love for this rich heritage and breathing new life into its legacy for future generations.

Currently, Penang is collaborating with Singapore and Johor to jointly nominate
"Chingay" to be inscribed on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity. Therefore, capturing precious photographic records of the Penang Chingay Parade is of utmost importance. As the parade progresses toward becoming a globally recognized intangible cultural heritage, photographing these valuable moments carries profound cultural significance. These priceless photographs will serve as an essential medium for cultural preservation, becoming invaluable resources for future generations to understand and carry forward this traditional art form.

To better engage the public and capture the memorable moments of the Penang Chingay Parade, a special Photography Contest has been introduced this year. Everyone is welcome to participate by taking photos related to the Chingay Parade on the day of the event. Whether it’s the lively scenes as the procession passes by or the captivating moments on the main stage, participants simply need to capture these fleeting highlights and upload their photos to Facebook, Instagram, or Xiaohongshu. By adding the hashtag and making the post public, participants can join the contest.

The Penang Chingay Parade 2024 organizing committee will select one best photo each from Facebook, Instagram, and Xiaohongshu, with each winner receiving a cash prize of RM688. Additionally, the winning entries will be featured in the special publication commemorating the Penang Chingay Parade 2024. These photos may one day serve as significant historical records documenting the evolution of Penang's Chingay culture.

The Penang Chingay Parade is not only a treasured tradition of Penang but also a source of pride for all Penangites. 槟州旅游及创意经济行政议员暨2024年槟州大旗鼓游行筹委会主席黄汉伟今日发文告宣布：“2024年槟州大旗鼓游行（Penang Chingay Parade 2024）将于这个星期六晚，既2024年12月28日（星期六）, 晚上6时至11时盛大启幕。游行路线从柑仔园布朗草场（Padang Brown）启步，穿街走巷，一路气贯长虹，途径槟岛乔治市这个联合国教科文组织世界遗产地的多条街道，包括柔佛路、柑仔园、光大、槟榔律、车水路 、调和路、琼花路、牛干冬、椰脚街, 最终抵达旧关仔角的司令台”。

黄汉伟表示：“司令台前将上演精彩绝伦的压轴表演，琳琅满目的文化节目，其中包括引人入胜的高杆耍大旗表演，舞龙，舞狮，武术，马来传统舞蹈（Boria），印度武术，娘惹女子队身着可峇雅（Kebaya）乘坐槟城特色的三轮车，铜乐队，踩高跷等丰富多元的节目，琳琅满目，令人目不暇给”。

“除此之外，除了大旗鼓游行，，2024年12月28日傍晚6时起，旧关仔角也将有着一系列的活动，缤纷多彩，令人眼花缭乱。热情洋溢的乐队现场演唱，多首脍炙人口的流行金曲将点燃全场热情，令观众陶醉其中，余音绕梁听出耳油。此外，活动现场特别设有精美背景板，打造成为Instagram打卡角落，吸引民众和游客驻足拍照，留下珍贵回忆。此外，为了让更多人亲身感受传统文化的魅力，活动特别设置了高杆耍大旗的互动体验角落，让参与者亲身尝试这一独特技艺，感受其乐趣。同时，现场亦展示舞狮舞龙的道具，不仅供人拍照留念，更适合一家大小共同体验，让孩子们在欢声笑语中近距离接触和学习传统文化，将这一宝贵的文化遗产深植于新生代的心中，为文化传承注入新的生命力”，黄汉伟补充道。

黄汉伟指出：“槟城正与新加坡及柔佛州携手，申请将“Chingay”列入联合国教科文组织《非物质文化遗产名录（Representative List of the Intangible Cultural Heritage of Humanity）》。因此，为槟州大旗鼓游行留下珍贵的照片记录尤为重要。大旗鼓游行正迈向成为世界性的非物质文化遗产的节骨眼，拍摄下珍贵瞬间照片的文化意义非凡。这些弥足珍贵的照片将是文化传承的重要媒介之一，将成为未来世代了解与传承这一传统艺术的宝贵资料。”

黄汉伟说：“为了更好地激发民众的参与感并记录槟州大旗鼓游行的动人瞬间，今年特别增设了“摄影比赛”。所有民众均可参与，只需在游行当天拍摄大旗鼓游行相关的照片。无论是队伍经过时的热闹场景，还是主舞台表演的精彩瞬间，各路民众只需要拍下转瞬即逝的表演高光点，并上传至《面子书 Facebook》, 《Instagram》或《小红书》，添加标签 并公开发布，即可参赛”。

黄汉伟进一步说明：“2024年槟城大旗鼓游行筹委会将在《面子书 Facebook》、 《Instagram》或《小红书》各别选出一张最佳照片，获胜者将获得现金奖励688令吉。此外，胜出的作品还将收录在2024年槟州大旗鼓游行的特刊中。或许，在未来的某一天，这些照片将成为记载槟州大旗鼓文化发展的重要史料” 。
