Minister of Education Agness NyaLonje has said this year’s Primary School Leaving Certificate of Education Examinations are progressing well across the country as compared to 2021.

“This time last year, we had a different story because of Covid-19 which included high absenteeism,” she said.

This morning Nyalonje visited Ekwendeni Primary School in Mzimba District where 204 learners are sitting for the examinations and St Augustine Primary School in Mzuzu where there are
253 candidates.

Among the candidates at Ekwendeni Primary School, there are six special needs learners, of which three are visually impaired.

This year, 266 639 candidates registered for the examinations.

Ministry ready to administer 2022 PSLCE - NyaLonje

The Minister of Education Hon. Agnes NyaLonje says her Ministry is ready to administer the 2022 Malawi Primary School Leaving Certificate of Education (PSLCE) examination where 266,639 candidates are expected to sit for the exams from Wednesday, 13th July, to Friday, 15th 2022.

Speaking Tuesday, NyaLonje said the Ministry through the Malawi National Examinations Board (MANEB) is all set administer the examinations saying there is watertight security against possible cheating and other malpractices.

"We have tight security that will be provided jointly by the Malawi Police Service and the Malawi Defense Force (MDF). "

“We can say that we are prepared but there are times when you might find that the system being very large, there might be challenges here and there owing to the many centres that have been set hence the ministry and other stakeholders will undertake monitoring visits and spot checks to ensure that all is going well on the ground” explained the minister.

NyaLonje also emphasised on the importance of the examinations saying such national examinations provide an opportunity for self-assessment of progress of the nation.

Opined NyaLonje: “National examinations are high stakes examinations and as such they play a pivotal role in our education system. We must therefore make every effort to support all candidates so that they can easily sit the examinations in a well-managed and well administered process.

“We must also make every effort to ensure that the examinations are professionally managed, administered and graded. This is important both so that students are fairly graded and so that as a nation we get a fair understanding of the quality of teaching provided within our education system so that we can seek to continually improve.”

She also disclosed that special arrangements have been made for learners with special needs by providing them with amenities to facilitate their seamless writing of the exams.

“Braille candidates will write their examinations in separate rooms, with special invigilators and with added time while low vision candidates will be given large print papers, write their examinations together with regular candidates with no added time.”

“Candidates with severe physical challenges affecting functionality of their muscles will be examined orally and they will be assigned a scriber and an invigilator,” said NyaLonje

NATIONAL SCHOOL HEALTH AND NUTRITION POLICY

2.1 Policy Vision

The vision of this policy is that all children acquire the skills, knowledge, attitudes and habits for a healthy, well-nourished, productive and resilient life during their education, and apply these at home, in their communities and in wider society, immediately and in their future lives.

2.2 Policy Goal

The overall goal of this policy is that by 2030, all learners acquire education as specified in the National Education Standards, and are equipped with skills, attitudes and habits that allow them to maintain healthy and productive lives, and ensure resilient households and communities.

2.3 Policy Objectives

The realisation of the above policy goal will depend on the achievement of five specific objectives, which are to be achieved within 5 to 10 years of the approval of the policy. These objectives are:

1. Government ensures good nutrition during the education life cycle by managing a National School Meals Programme and providing complementary nutritional interventions.

2. Activities and infrastructures at school (i.e. at all institutions and centres where learning occurs for 2 – 18 year olds) are conducive to safeguard and promote learners’ health and nutrition, and health-seeking habits.

3. All children, including specific vulnerable groups such as girls, OVC, and learners with special needs, have equitable access to education at all times, and have access to protection from violence and abuse.

4. Integrated and coordinated strategies and an efficient use of resources promote effective SHN interventions.

5. Learners acquire life skills with respect to nutrition, health, hygiene and sanitation, as well as cross-cutting issues relevant for SHN, including gender and protection, environmental and disaster risk management.

2.4 Policy Outcomes

Each of the above objectives will be realised as a consequence of the achievement over 3 – 5 years of the following specific policy outcomes:

1. A National School Meals Programme is established, complemented by micronutrients and productive school environments. The programme applies different models of school meals in order to maximise reliability, cost-efficiency and effectiveness, nutritional outcomes and community benefits.

2. Basic health support is provided at school, and investment plans for water, hygiene and sanitation (WASH) infrastructure in primary and secondary schools are prepared and included in the national budget.

3. Specific care and support programmes are devised, scaled up and implemented in order to help vulnerable groups to access school, and stay in school.

4. SHN actors carry out assigned tasks, and adequate coordination structures and procedures are established and formalised at all levels.

5. Issues of relevance to SHN are mainstreamed into ECD, primary and secondary schools, as well as teacher training curricula, and teachers have the capacity to teach these in effective and participatory ways.

PUBLIC STATEMENT

CARE FOR LEARNERS DURING WINTER

The Ministry of Education and Skills Development (MESD) advises schools and parents to take extra precautions for children during the winter season. Schools and parents are reminded about the importance of keeping students warm to avoid cold related viruses and illness.

As a result, schools are advised to relax uniform requirements so that students can dress warmly for the cold weather. Wearing a hat (beanie), coat or a tiny fleece blanket, scarf, gloves, and any other item for warmth is required. Learners are encouraged to wear colours that are similar to their school uniform whenever possible. However, schools should show compassion and consideration to students by allowing them to dress warmly.

Any student who has the flu or a common cold should not attend school and should seek medical attention right away.

" I am aware that promotion of teachers has been another challenging area in the education system. There is a large number of teachers that have served on one grade for a long time without a promotion. The Ministry has commissioned a functional review to open up spaces at the entry level as well as opening up spaces in the ranks above the entry grade in order to allow for upward movement of teachers through promotional interviews at Local Councils. Some district councils have already started interviews and teachers await results. My Ministry will ensure that teachers who are successful in their interviews are issued with their letters of promotion timely and that they begin to get their new salaries on their new grades timely."
