Monrovia Court Orders Eviction of Montserrado Rep. Frank Saah Foko Over Unpaid Rent

The Monrovia City Court has issued a writ of eviction against Montserrado County District #9 Representative Frank Saah Foko.

The In-Re writ of possession, according to our judicial correspondent, was triggered by summary proceedings to recover possession of real property.

Representative Foko was reported by Saiku A. Fahnbulleh, who informed the court that Rep. Foko owes USD 620 in rent.

Our judicial correspondent indicated that the Montserrado County District #9 Representative has owed rent since October 2024, with a monthly payment of USD 155.

The writ stated, “You are hereby commanded to proceed to the premises, the subject matter of the below-captioned case situated and lying on 17th Street, Sinkor, City of Monrovia.”

The court has ordered the sheriff to oust, eject, remove, and evict Representative Frank Saah Foko Otis and all those under his control. After removing the defendant, the property is to be placed in the hands of the complainant.

Meanwhile, our judicial correspondent reported that the court has served the Montserrado County District #9 Representative, and he has pleaded to relocate within two days.

The Spoon Network Clarifies Incident, Refutes Claims of Closure and Police Intimidation

The Spoon Network firmly debunks misinformation regarding its closure and reports of heavy police presence at its headquarters.

In the early hours of this morning, a white Mercedes Benz GLE 450 SUV with license plate number A613469 was involved in a solo vehicle accident. According to our security guards and multiple eyewitnesses, the vehicle, traveling at high speed, crashed, uprooted a street light pole and foundation, somersaulted several times, and collided with the Libtelco fence before disintegrating into several pieces. Tragically, the driver was ejected from the car and landed in the Spoon compound, losing his life.

Police authorities were promptly alerted, responded, and towed the damaged vehicle away. Forensic investigators arrived on the scene, conducted their investigation, and cleared the body to be removed from the Spoon compound.

Security guards on duty were questioned at the Zone 3 depot, cooperated fully, and were released by the police.

The driver has been identified as Philip P. Harmond, a resident of the Mt. Barclay area, by police, mechanics, and coworkers. May his soul rest in peace.

The Spoon Network unequivocally refutes claims that the police presence was an attempt to shut down our institution. The presence of law enforcement was solely part of a routine investigative process.

CDC's Jefferson Koijee Slams Information Minister Jerolinmek Piah
Monrovia, Liberia – The Secretary-General of the opposition Congress for Democratic Change (CDC), Jefferson Koijee, has criticized Liberia’s Information Minister Jerolinmek Piah, accusing him of neglecting pressing national issues in favor of targeting media practitioners.

In a social media statement, Koijee described Minister Piah as a "spineless, parasitic creature" who engages in "verbal ej*******on" rather than addressing Liberia's deepening crises. He alleged that citizens are being kidnapped and subjected to torture, while fear and lawlessness grip the nation.

Koijee condemned Piah’s recent attacks on the Liberian media, describing them as "arrogant showmanship" that would soon face the wrath of the public.

At a press briefing held Tuesday in Monrovia, Minister Piah expressed concerns about what he termed the "hijacking" of the Liberian media by non-professionals. He urged professional journalists to reclaim control of the industry, noting that the credibility of the media is at stake.

However, Koijee dismissed Piah’s remarks, calling them misplaced priorities. He urged the government to focus on addressing the dire economic conditions and the worsening hardships faced by Liberians.

The Supreme Court of Liberia has reserved its ruling in the case involving the Assets Recovery and Property Retrieval Taskforce and Gracious Ride after re-arguing the petition filed by Gracious Ride's management.
Lawyers representing the management of Gracious Ride during Tuesday, January 14, 2025, re-argument named article 89 of the Liberian constitution as their premise.

Article 89 of the 1986 constitution states “The following Autonomous Public Commissions are hereby established: A. Civil Service Commission; B. Elections Commission; and C. General Auditing Commission. The Legislature shall enact laws for the governance of these Commissions and create other agencies as may be necessary for the effective operation of Government.”

The petitioners' lawyers further relied on Article 34 of the 1986 Constitution, which also states that only the Legislature has the power to make laws and legislate new agencies. Article 3 also states that no person holding power in one branch of the three branches is authorized to exercise functions abstract to the other two branches of the government.

The Gracious Ride lawyers argued that the President of the Republic under Article 5 has the authority to promulgate executive orders, but such power does not authorize the President to violate Article 3, to assume power under Article 34, and to abstract power under Article 89.

According to the petitioner's lawyers, Executive Order 126, established by the President cannot amend or undermine the statute enacted by the legislature, as this violates the doctrine of separation of powers.
The lawyers maintained that their cardinal issue is that the President has power under Article 5c to establish executive order, but not to insert functions belonging to the legislature under Article 3 of the constitution.
When asked by one of the justices as to whether or not the President cannot establish executive order to buttress law? The Gracious Ride lawyers admitted that the President can promulgate executive orders to buttress existing laws.

However, part of their contention had been that Executive Order 126 establishing the Asset Recovery taskforce undermines the statutes establishing the Liberia Anti -Anti-Corruption Commission and the Ministry of Justice.

For their part, Lawyers representing the Asset Recovery Taskforce informed the court that Article 5c gives the president the power to act through the issuance of executive orders.

When asked by Chief Justice Sie-Nyene Yuoh to lay a clear basis on where or which office the Asset Recovery can be traced, looking at the governance structure of the country, given that Executive order is not clearly defined in our constitution, the Asset Recovery lawyers answered and said that Executive Order 126 establishing the Asset Recovery falls under the Ministry of State for special services.

The lawyers further argued that the Ministry of State has branches, and the President in his wisdom placed the “Asset Recovery” under the Special Services Department.

Chief Justice Yuoh questioned why the Executive is assuming legislative power by establishing an office in a statutorily created position. The Assets Recovery Lawyers stated that the President has not halted the functions of the legislature, as outlined in sections 89 and 34. They emphasized that the President was acting within his capacity as the head of the Executive branch of government.

Cllr. Martin argued that the President did not violate the petitioner's rights through his Executive Order, as the power to issue such orders is exclusively vested in the President.

It can be recalled that in March of 2024, Gracious Ride filed a petition for a writ of prohibition against the Executive Branch of government to prohibit their actions from seizing their vehicles illegally.

President Boakai Launches AAID: Liberia’s $8.38 Billion Plan to Tackle Poverty, Unemployment, and Inequality

Buchanan, Grand Bassa County – Jan. 15, 2025.
President Joseph Boakai, on January 15, 2025, officially launched the ARREST Agenda for Inclusive Development (AAID), a groundbreaking roadmap aimed at elevating Liberia to lower-middle-income status by 2029.

The AAID, Liberia’s fourth post-conflict National Development Plan, is a comprehensive framework designed to tackle pressing challenges such as high unemployment, widespread poverty, poor infrastructure, and structural inequalities.

Highlighting the plan’s ambition, President Boakai stated, “The AAID represents the aspirations of all Liberians. It is a blueprint for sustainable growth and shared prosperity.”

Key Economic and Social Goals!!
Finance and Development Planning Minister Augustine Kpehe Ngafuan detailed the ambitious targets of the AAID:
Economic Growth: Increasing GDP by 37%, from $4.75 billion to $6.5 billion by 2029.

Income Levels:
Raising per capital income from $850 to $1,050.
Poverty Reduction: Lowering the multidimensional poverty rate from 45% to 36%.
Job Creation: Formalizing thousands of jobs across key sectors.

Health Improvements:
Reducing the maternal mortality rate from 742 to 440 deaths per 100,000 live births and increasing life expectancy from 60 to 65 years.

Minister Ngafuan emphasized, “This roadmap is our boldest effort yet to create a more equitable Liberia. It will take the collective will of the government, private sector, and development partners to achieve these milestones.”

Strategic Development Pillars:
The AAID is anchored on six key pillars:
Economic Transformation: Diversifying Liberia’s economy and creating new industries.

Infrastructure Development: Modernizing transport, energy, and ICT sectors.
Rule of Law and Governance: Strengthening justice systems and fighting corruption.

Environmental Sustainability:
Enhancing climate resilience and resource management.
Human Capital Development: Improving education, healthcare, and workforce readiness.

Social Cohesion and Inclusion:
Promoting equity and reducing inequalities.

President Boakai reiterated, “These pillars are not mere aspirations—they are the foundation for a great Liberia. Together, we must THINK LIBERIA, LOVE LIBERIA, and BUILD LIBERIA.”

Funding and Implementation:
Implementing the AAID requires $8.38 billion, with 30% to be sourced domestically and the remaining 70% through partnerships with development partners and private investors. The plan incorporates a robust Integrated National Financing Framework (INFF) to mobilize funds and leverage climate financing.

A detailed implementation framework will ensure effective ex*****on, featuring oversight by a National Steering Committee, National Coordination Committee, and Technical Committee.

A Nationwide Call to Action
President Boakai issued a passionate call for national unity and collective effort. “This plan is not about politics or parties—it is about our shared future. The success of the AAID depends on every Liberian playing their part,” he said.

The AAID was developed through extensive consultations involving stakeholders across Liberia’s 136 districts, including youth, women, the private sector, and the diaspora.

In closing, President Boakai affirmed the government’s commitment to the AAID, stating, “Liberia’s path to progress is clear. With determination and unity, we can overcome the challenges of poverty, unemployment, and inequality. This is our time to shine.”

The AAID represents a bold vision for Liberia’s transformation, setting a course for inclusive development and sustainable progress.
