"Reduce The Side Of Government" US-Based Liberian Recommends

Kakata, Liberia-With just one month few days to the transitioning of power from the Weah-led government to the President elect, Joseph Nyuma Boakai, a US-based Liberian and eminent son of B**g County, David K. Flomo is recommending that the size of the Government of the Republic of Liberia be reduced.

Mr. Flomo on a local radio talk-show “The Diaspora Show” on the Voice of Margibi on Wednesday, November 29, 2023 said the size of the Liberian Government is very huge and as such it needs to be reduced.

He stated that there are some ministries and agencies of government that are no more needed while there are some that need to be privatized asserting that if this is done, the government will not do wasteful spending, and it will function effectively and efficiently.

“And the government, I have my will we got to reduce the size of government; the size of government is so huge, there are certain ministries that we don’t need no more in Liberia” he stressed.

According to him, the Ministry of Information Cultural Affairs and Tourism (MICAT), the Liberia News Agency (LINA), and the Liberia Broadcasting System are not needed.

He noted that if these institutions are privately operated media institutions, they will be more professional, hire more professionals, pay them good money, and they will work based on their ethic.
Mr. Flomo said ELBC cannot be receiving tax payers money and its employees are acting as if they are campaigning for somebody, thereby recommending that those things should be put stop to.

As for the Ministry of Information, he argued that the ministry is not needed anymore because we live in the 21st century and people can get information anytime anywhere at no cost, stating that there can be a very strong spokesman for government instead of having the ministry disseminating government’s information.

Additionally, the US-based Liberian intoned that there is no need for government to control media in the country such as MICAT, LINA and ELBC.

Commenting on the Ministry of State for Presidential Affairs, Mr. Flomo said there is no need to have such ministry recommending that there should only be the office of the director for Presidential Affairs on grounds that the ministry is not operating in a separate building rather it is in the Executive Mansion. He expressed that if the ministry is reduced to an office, its budget size will be reduced with no budget line.

As for the Ministry of Post and Telecommunication and the Liberia Telecommunication Authority, he said Telecom should be added to the postal service to be controlled by the director of postal services in Liberia.

Also talking about the Ministry of Youth and Sports, the US-based Liberian maintained that there is no need to have such ministry, but there should be the National Commission on Sports with a director.

Still talking about reducing the size of the government, Mr. Flomo noted that the National Transit Authority (NTA) needs to be, Mr. Flomo said these government entities need to be decommissioned thus recommending that every county should have its own transport service.

There is need to reduce the size of government with central ministry that is needed where people will work and get paid

Government should not be investing in Marketing Association recommending that it should be a private entity that will collect fees and be responsible to clean the city that they dirty.

For the National Transit Authority (NTA), David K. Flomo said the entity needs to be privatized with every county having its own transport authority operating.

Meanwhile, Mr. Flomo mentioned that the existence of these ministries and agencies is over burden the government narrating that they are not doing anything.

Commissioner Jaber Alarms Over ‘Improprieties And Corrupt Practices’ At LRA

Monrovia, Liberia-The Assistant Commissioner for Real Estate Tax at the Liberia Revenue Authority (LRA), James Afif Jaber has alarmed over what he described as improprieties and corrupt practices at the entity.

Mr. Jaber recently told the X-RAY GLOBAL NEWSPAPER that there are lot of improprieties and corrupt practices occurring at the LRA that need to be spoken against on grounds that the Liberian people are suffering.

“There are lot of improprieties and corrupt practices that are occurring in LRA, in customs, and in fact in the entire LRA and somebody needs to speak against it because the Liberian people are suffering.

How can we generate revenue when we are the one responsible to generate revenue in the entire country and people continue to corrupt the system” he stated.

According to him, cases that have been investigated by the Professional Ethics Division (PED) at the LRA have shown in the findings that there were people who corrupted the system by putting in fake receipt and making people to believe that payment was made against a tax amount due, something he said is not true as in his words ‘the receipts were all fake’.

Mr. Jaber explained: “They also put value in the system, huge value! undermining our revenue not to pay tax, but to use it as bond to protect their own interest interns of perhaps they have matter before them they want to go to court and the court has asked to file bond so they increase the value”.

The LRA Assistant Commissioner for Real Estate Tax furthered that fraudulent tax clearance was taken out of the system without following the procedure as it was not requested for, but it left the system and it was then discovered and revoked.

On the other hand, Mr. Jaber has decried what he termed as wrongful suspension reportedly carried out by the Deputy Commissioner General for Administrative Affairs, Samuel Bennett.

He narrated that Mr. Bennett violated the Professional Ethics and the Human Resource Management Policy (HRMP) sections 13 and 13.1 of the Liberia Revenue Authority.

Jaber quoted section 13 of the LRA human resource management policy as saying ‘that if a staff is involved in misconduct or in subornation or improprieties or whatever, that staff must be investigated first before any action can be taken against him or her’ something he said was not the case.

He also stated that the procedure in section 13.1 says a communication that takes ‘immediate effect’ cannot be written to a staff unless he/she is given the opportunity to exonerate him/herself and said communication should be written and given to the staff ahead of whatever action that will be taken.

James Afif Jaber pointed out that Bennett did not follow the Human Resource Management Policy but acted because he (Bennett) wanted to bring him down, an action he (Jaber) termed as an unfair practice that the Liberian people need to know thereby expressing that business as usual cannot continue to take place.

Additionally, Jaber he was suspended for unearthing improprieties and corrupt practices in the Real Estate Division of the LRA which he (Jaber) claimed Mr. Bennett is compromising. He said there is no uncertain term did he render any gross in subornation and misconduct to the Deputy Commissioner for Administrative Affairs, Samuel Bennett.

He continued that several other improprieties have been carried out and because he is trying to unearth these things Bennett is trying to suppress him so he can succumb to his demands.

“And this is just bad, when people corrupt the system, we try to fight corruption, we’re trying to ensure that the right things are done and then people go after your neck. Because I tried to unearth these things, Bennett decided to go after me all because he is trying to protect his people of interest” Mr. Jaber claimed.

Mr. Jaber intimated that it is unfortunate that he received a communication through social media on his WhatsApp page through an unknown LoneStar number where it was indicated that he is being suspended for one month without pay for gross in subornation and misconduct.

Jaber said his suspension letter was placed on social media and a pay agent was paid by Mr. Bennett to write wrongful story against him and publish it on social media and as such he needs to provide clarity because his hard-earned reputation is being tarnished.

Jaber mentioned that several cases have been handled by the Professional Ethics Division and are undergoing investigation as all had been forwarded to the Division.

He indicated that because the Professional Ethics Division supposed to investigate and act on another person, Bennett doesn’t want the person to be sent to the PED accusing him (Bennett) of sitting on the matter.

“They don’t want to fight corruption, but to protect people of their interest; and they supposed to send another person down to the PED to be persecuted, but they don’t want to because of that he decided to go after me so that he can suspend me and quiet me down and which I am not prepared to” Mr. Jaber elaborated.

Mr. Jaber then accused Mr. Bennett of posting a Masonic statement on Facebook indicating that he (Bennett) will struck him (Jaber) down.

The LRA Assistant Commissioner said Mr. Bennett is using Masonic statement thinking that he will be protected by such statement something he said will not be the case.

Jaber meanwhile called on all Liberians to get involve in the process stating that if Liberia is to move forward in order to ensure that the improprieties or bad practices that are taking place in government be curtailed, then they need to fight together.

When contacted, the communications’ department at the Liberia Revenue Authority said it does not want to be responding to Mr. Jaber’s claims, but issued a press release indicating that the LRA maintains the suspension of Mr. Jaber for gross administrative breach.

LRA in the release which is under the signature of the head of communications, Mr. Danicius Kaihenneh Sengbeh, dated November 30, 2023 indicates that it stands firm on this action in line with its HR Management policy, disciplinary guide, and professional ethics standards.

The release further disclosed that all LRA employees including James Afif Jaber, are subject to disciplinary measures based on professionalism and adherence to established protocols.

The LRA in the document says it upholds rigorous ethical standards applicable to all staff, regardless of position, emphasizing its commitment to revenue collection for national development and safeguarding taxpayers’ interests and the organization’s reputation.

“Furthermore, the LRA’s manual grants employees like Mr. Jaber the right to appeal against penalties, such as his suspension, and he’s encouraged to use the appeal process to address his concerns as a staff, rather than seeking to resolve internal and administrative matters through the media” LRA explained in the release.

At the same time, the Deputy Commissioner General for Administrative Affairs, Samuel Bennett had failed to return call to this writer as was promised by him when he was contacted for reaction to Mr. Jaber’s claims.

Mr. Bennett has also refused to answer to several phone calls placed to him by this writer after promising to give him (the writer) a return call.

As part of the process to raising the fund, members of the association from Europe, Northern and Southern America as well as other parts of the world will gather in Rhode Island, USA this September to host the association’s 2023 reunion, installation of Officers and Banquet ball under the theme, “Regroup To Rebuild”.

The President of the Association, Rev. Rev. Additionally, Rev. Nimene noted that the goal is to modernize the infrastructure fixture of the school, educational advancement of the school and to bring it on path so teachers are well learned and positioned and are given better salary. He continued that this will create a better educational environment and a learning environment that allows young children to go and learn.

“Technology and advancement, innovation and creativity are the key and those are the kinds of things we are looking at and we have the committed people and other institutions are willing to work along with us” he averred.

He continued: “What we are doing this year for the first time and a very long time, we are regrouping ourselves; and for a very long time we have been under the water, and other schools have been doing great things and we applaud them and for the new commers who are now coming on board we applaud their courage” he expressed.

Rev. Nimene asserted that they’ve been having meetings with the general superintendent of the AGM and the principals of the AGM School System as well as having different dialogues noting that they have somethings on minds and they have a delegation that will arrive in Liberia to put things in place. Youthful Liberian Educators Challenge GoL To Invest More In Quality Education

By: Moses M. Tokpah

Kakata, Liberia - Two youthful Liberian educators in Kakata City, Margibi County, Emmanuel N. Elliott and Archibold Dwayou have challenged the Government of Liberia to invest more in quality education for Liberian students.

They both made the assertions at souvenir program marking the 4th graduation ceremony of Royal Christian Academy (ROCA) Kindergarten and Elementary School in Bassa Community in Kakata over the weekend.

Speaking earlier, the Principal of the school, Mr. Emmanuel N. Elliott said if the Ministry of Education will achieve its goal of providing quality education for all Liberian students and change the pattern of the education system from mess to best, it means national government through the ministry and their partners have to give special attention to foundation building.

He added: “I mean MOE and the Government of Liberia have to invest into early childhood education compares to other nations.”

Mr. Elliott indicated that when the foundation is destroyed, nothing is done properly, and that is why many errors have been seen in the education sectors from all indications simply because concrete foundation is not built or developed.

“As we stand as partners and stakeholders in education, we are calling on national government through MOE to put in huge support to all early childhood and elementary institutions” he stated.

He mentioned that they are under the Ministry of Education policy that governs the operation of schools in Liberia, but under the mandate and implementation of the MOE they have realized that kindergarten/elementary schools that focus on foundation building have no attention from the Ministry.

At the same time, Mr. Elliott has described the 2022/2023 academic year as being one of the historical academic years for his institution on grounds that it brought challenges and success to them as an institution.

He said the collection of tuition and fees is one of the major challenges they are faced with as an institution. Mr. Elliott stated that parents/guardians find it difficult to pay the L$6,200 tuition fees in the circle of ten (10) months as required for a complete academic year, something he attributed to what he called extreme economic situation every Liberian is faced with in the country.

The ROCA’s Principal furthered that many kids are been sponsored by their single mother who manages in their human weak ways to sell and do some petty work to pay portion of the fees charged.

He continued that in the quest to raise the tuition, many school going kids under their supervision are kept home by their parents/guardians and some do not return to the school because their parents/guardians do not have the fees to pay.

Speaking about success, Mr. Elliott said they had a successful completion of the academic year 2022/2023 and as such, they can safely say it is their prayers, hard work and dedications that resulted to the colorful graduation ceremony with over 30 students from both kindergarten and elementary respectively.

He meanwhile encouraged everyone to put in more in early grades education thus expressing hope that kindergarten and elementary schools will receive support.

For his part, Mr. Dwayou guest speaking the occasion called on the national government to give more budgetary support to the education sector of the country.

Mr. Dwayou said budgetary support to the sector in Liberia is very low and can be compared to community budget in other country and as such, the educational system of the country cannot improve.

He indicated that the national government needs to take a stance adding that the main purpose of the MOE is to provide access to quality education for all Liberians regardless of status, affiliation and whatever they are.

According to him, there is no nation around the World that is developed today in the absence of quality education thereby expressing that government must be able to invest in education because in his words, education is the backbone to every nation building.

“When India came from war in order to rebuild and revamp her educational system, she introduced the human development index to be able to improve those that are educated in the country” he revealed.

Meanwhile, Mr. Dwayou said the foundation of education determines the future of every individual whether he/she has a diplomat, BSc, Master’s Degree or Ph.D stating ‘when you don’t have a solid foundation you will be like any other educated person around’.

He narrated that many of the times when an engineer is about to construct a building, his/her major focus is to have a solid foundation as it is from the foundation of the building or the structure that determines its life expectancy.

Dwayou said there are many people who are seeking opportunity pointing out that it depends on the foundation one lays for him/herself that determines how he/she will compete with others and the job market in the future.

He admonished the graduates (sixth graders) who are leaving the school not to forget about their Alma-Mata and those who instilled knowledge into them.

The young Liberian educator narrated that he graduates are going to serve as a mirror that the public will see the Royal Christian Academy through, and it is through them people will be moved to send their child or children to the institution.

He challenged the students to go and make their parents and the institution proud noting that every parent or guardian will be proud of their child or children best output.

Mr. Dwayou informed the graduates that no parent will be happy when she/he hears any negatives about his/her child. He reminded them that their parents paid their graduation fees and some of them were going to celebrate their graduation party as if they were graduating from a university.

He cautioned the graduates not to be satisfy with such celebration on grounds that it is not because they are the only children, but because of the value their parents saw in them; and because their parents are investing and building a foundation for them so that when they (parents) get old or when they shall have left this World they (children) will not be a disgrace to society, but a contributor to society and make their parents proud.

Archibald Dwayou then lauded the administration and staff for the sacrifices they are making in molding the minds of the kids. He also thanked the parents for prioritizing their children’s education thereby encouraging them not to give up despite of the challenges they face along the way.
