President Boakai Rallies Energy Sector Stakeholders As He Promises Zero-Tolerance on Corruption

March 28, 2024

Executive Mansion, Monrovia; President Joseph N. Boakai recently demonstrated his unwavering commitment to addressing the challenges in Liberia's energy sector. During a Round Table Energy Sector discussion held on March 21, 2024, he reassured the partners that one of his administration's topmost priorities is the provision of affordable, reliable, and renewable energy to lift Liberians out of poverty.
The President was resolute in his commitment to completing the St. Paul 2 (SP2) Hydro Project and the Mount Coffee Extension projects that he initiated as Vice President in 2016. He made it clear to the partners that he would leave no stone unturned in ensuring that these projects are delivered to the highest international standards and free of any predatory political interference.

President Boakai called on the international partners to support through the provision of the needed expertise and funding for the completion these transformational projects which would have lasting impact on the lives of ordinary citizens. He emphasized that the completion of these projects would have a tremendous impact on many sectors, including commerce, industry, communication, education, health, agriculture, and domestic and regional stability as expressed in the ARREST Agenda.
The President also reaffirmed his administration's zero-tolerance policy on corruption and cronyism and assured the partners that he would insist on upholding best practices. He demonstrated his confidence in his administration's integrity and urged the partners to have faith in the project's success. Finally, the President committed to regularly updating the partners through the leadership of his line ministries and agencies on progress, impediments, and challenges during each quarter.

No US$ 600,000 NOCAL Funds Disbursed, Officer-In-Charge, Jacob Kabakollie explains.

Mr. Jacob Kabakollie, Officer-In-Chief of the National Oil Company of Liberia told a Special Press Briefing at the Ministry of Information, Cultural Affairs & Tourism (MICAT) on Monday: "I have done nothing wrong!! At no point in my oversight of the National Oil Company of Liberia, have I signed off on any disbursement of such a sum to anybody".

He explained the following:

"To set the record straight, here are the factual details of the project’s progression and financial transactions prior to my appointment as Officer-in-Charge:

1) On July 13, 2023, NOCAL entered into a contract with BMC Group Inc. for an office construction project, valued initially at US$2.9 million. The contract was duly processed and appears to have adhered to Public Procurement and Concessions Commission (PPCC) guidelines.

2) The first payment to BMC, totaling US$1,456,928.84 million, was made on July 17, 2023, signifying the commencement of the contractual obligations. This payment was made in two separate checks of US$ 728,464.42 each.

3) Actual construction began in November 2023, followed by a contract amendment on November 23, 2023. This amendment, approved by the PPCC, increased the contract value to US$4.5 million to accommodate necessary project adjustments. The new amount represented an increment of US$ 1.5million or 51.72%,

4) NOCAL hired TSC Global as its Project Consult with the primary responsibility of monitoring, evaluating and certifying that BMC was carrying out the Project according to the terms and specifications of the contract.

5) On December 15, 2023, an additional payment of US$796,259.39 was made to BMC, bringing the total disbursement to US$2.2 million, which accounted for 50% of the revised contract value.

It is crucial to note that these developments, including the financial transactions, occurred before my appointment.

"I Didn't Come To Just Be Called President, But to Build a Good Country," President Boakai Declares as He Commissions Another Batch of Government Officials

March 28, 2024

Executive Mansion, Monrovia; The President of the Republic, H.E. Joseph Nyuma Boakai, Sr., Friday, March 22, 2024, said he did not come to the presidency for the colorful trappings, the prestige, or the mere title. He stressed that he is here with the commitment and conviction to build a good country that will serve the Liberian people.

He made the bold declaration during the commissioning ceremony of newly appointed and confirmed officials representing various ministries and agencies of government. He emphasized that donors and partners should respect Liberians and understand that handouts are not their destiny.
President Boakai is confident that the government, which is a little over two months old, is working according to plans and that the country will improve under his leadership.
According to him, the essence of leadership is to scout people who have an unshakable commitment to their country, who believe in their country, and want to see it move forward. He believes that the officials he has commissioned will be worthy and competent enough to help him realize his vision for a better Liberia.

He however made it clear that he won't hesitate to change officials who are not trustworthy or aligned with his agenda for prosperity. President Boakai reminded the newly commissioned government officials of their obligations to the people of Liberia, who elected the government based on the commitment to provide livelihood opportunities for them and to ensure that their children go to good schools, that they have access to good drinking water, good roads, a growing agriculture sector, a functioning economy, and a strong country.

The President expressed pride in the progress his government has made in just two months in office.

The Ministry of Health in collaboration with the World Bank has donated several vehicles and motorbikes to the Grand Kru County Health Team to help improve the quality of health service delivery.

The items are intended for the full implementation of the Performance-Based Financing (PBF) Project to enhance quality health services delivery across the county which got underway in April 2023.

Speaking to journalists over the weekend in Montserrado County upon taking delivery of the vehicles and motorbikes, Grand Kru County Health Officer Dr. J. Woyee Wreh lauded the Government of Liberia, Ministry of Health and the World Bank for the donation.

The vehicles donated include two Toyota Land Cruisers pickups, one New Toyota Land Cruiser Jeep, and 23 Honda Motorbikes

The Grand Kru County Health Officer revealed that one of the pickups will be assigned to the Medical Doctor assigned at the Rally Time Referral Hospital in Grand-Cess, while the other Pickup will be given to the Doctor assigned to the SassaTown Health Center.

He further disclosed that a Toyota Land Cruiser Jeep will be given to the County Health Officer while the 23 Honda Motorbikes will be used to run clinics across the county.

Dr. Wreh described the donations to the Grand as significant since it will help to reduce the loads the Health Team often experiences.

According to him, in late November of last year, the County Health Team received a brand new Toyota Land Cruiser Jeep bringing the total vehicles received under this project to three under the outgoing CDC Government.

He extended profound gratitude to outgoing President George Manneh Weah for what he calls “living up to his commitment to improving the health sector and providing essential logistics that will increase supervision thereby improving health quality and delivery to the people of Gran Kru.

He lauded the county’s Legislative Caucus, the local authorities headed by Superintendent Doris Ylantu.
