تتضمّن اتفاقيّة الأمم المتحدة لقانون البحار فئات قد تنطبق على الغوّاصات وغيرها من المركبات الغاطسة، مثل السفن والمعدات والأجهزة، ولكنّها لا تعرّف المركبات الغاطسة تعريفًا صريحًا بأنّها سفن. سمح هذا الافتقار إلى الوضوح لبعض الأطراف بنشر هذه السفن دون قيودٍ تنظيميّة. يَسمح الجزء الخامس من الاتفاقيّة للدول الساحليّة بفرض قيود في مناطقها الاقتصاديّة الخالصة للبحث العلمي وحماية البيئة واستكشاف الموارد. بَيْدَ أنَّ الأنشطة الترفيهيّة التي تشمل الغوّاصات لا تنظّم بموجب الاتفاقيّة في أعالي البحار. يرجع الافتقار إلى التنظيم الدّولي لمحدوديّة إنتاج هذه المركبات واستخدامها، حيث يكون الأخير في المقام الأوّل للأغراض العلميّة والعسكريّة. تركّز المنظمّة البحريّة الدوليّة على السفن السطحيّة، تاركةً المركبات الغاطسة غير منظمّة إلى حدٍّ كبير. لدى مختلف البلدان قواعدها الخاصّة، ممَّا يؤدّي إلى عدم وجود معايير دوليّة موحَّدة. يوصى بوضع إطار قانوني دولي واضح للمركبات الغاطسة من أجل ضمان تشغيلها الآمن والمسؤول في جميع تقسيمات المياه البحريّة
