تتضمّن اتفاقيّة الأمم المتحدة لقانون البحار فئات قد تنطبق على الغوّاصات وغيرها من المركبات الغاطسة، مثل السفن والمعدات والأجهزة، ولكنّها لا تعرّف المركبات الغاطسة تعريفًا صريحًا بأنّها سفن. سمح هذا الافتقار إلى الوضوح لبعض الأطراف بنشر هذه السفن دون قيودٍ تنظيميّة. يَسمح الجزء الخامس من الاتفاقيّة للدول الساحليّة بفرض قيود في مناطقها الاقتصاديّة الخالصة للبحث العلمي وحماية البيئة واستكشاف الموارد. بَيْدَ أنَّ الأنشطة الترفيهيّة التي تشمل الغوّاصات لا تنظّم بموجب الاتفاقيّة في أعالي البحار. يرجع الافتقار إلى التنظيم الدّولي لمحدوديّة إنتاج هذه المركبات واستخدامها، حيث يكون الأخير في المقام الأوّل للأغراض العلميّة والعسكريّة. تركّز المنظمّة البحريّة الدوليّة على السفن السطحيّة، تاركةً المركبات الغاطسة غير منظمّة إلى حدٍّ كبير. لدى مختلف البلدان قواعدها الخاصّة، ممَّا يؤدّي إلى عدم وجود معايير دوليّة موحَّدة. يوصى بوضع إطار قانوني دولي واضح للمركبات الغاطسة من أجل ضمان تشغيلها الآمن والمسؤول في جميع تقسيمات المياه البحريّة

An international legal conference titled “Lawyers Of Tomorrow” was held at the Hilton Metropolitan Hotel in Beirut on Thursday, February 9, 2023. The conference was organized by the Lebanon Law Review in collaboration with Konrad Adenauer Stiftung, Rule of Law Programme Middle East and North Africa. The conference was attended by various international and local experts, and the overall turnout of the conference was 200+ attendees. The conference was divided into 2 panels and 2 workshops.

The first panel was titled “Future Proof Lawyers: Advertisements & The Beirut Bar Association”, with the panelists being Maître Marwan Jabre, council-member of the Beirut Bar Association and a partner at Nouhad Jabre Law Firm, and international guest Attorney Ahmed Elnaggar, the Managing Partner of Elnaggar & Partners and the founder of both the UAE Jurist and The UAE Legal Network. The panel was moderated by Mr. George Sebaali, the Research Director of the Lebanon Law Review.

The second panel was titled “Free Speech Versus Hate Speech In The Digital Age”, with the panelists being Investigative Judge President Najat Abou Chacra, Lebanon’s first female investigative judge to have ever served before the Military Courts, and Attorney Helen Tung, renowned TEDx Speaker, Legal Strategist, Space Expert, Dispute Resolution Expert, and Space Advocate. The panel was moderated by Mr. Paul Touma, the Media Director of the Lebanon Law Review and the co-founder of DewLabs.

As for the workshops, the first workshop was titled “Legal Research: Digital Tools & Methodologies” and was delivered by Maître Issam Amro, the Legal Director of the Lebanon Law Review. The second workshop was titled “Marketing Tools For Legal Professionals” and was delivered by Mr. Michel Bassil, a Content Executive at Leo Burnett and the Marketing Director of the Lebanon Law Review.

The conference was officiated by Mr. Philipp Bremer, the Director of the Konrad Adenauer Stiftung Rule of Law Programme MENA, and Mr. Antoine Kanaan, the Editor in Chief of the Lebanon Law Review and the Director of HAQQ.
